  • The purpose of this study is to propose a method to construct the information space of library with the resilient space and community base to cope with social changes in response to various contents of library functions. As an institution that provides the places and contents necessary for education and research, it aims to expand and change from the collection center to the user center, from the specific user center to the library that shares resources with the community, And to find ways to contribute to the revitalization of education. A library plan for communities that can increase the value of local libraries and expand user-centered space utilization is as follows; First, in terms of communities in space and programs, the program will be supplemented through the activation of cultural, entertainment, and collaborative programs and the creation of communities. Second, in terms of smart support for operational and environmental issues, the establishment of information technology and smart management operating system to expand the research productivity by efficiently utilizing mutually available data with the local community.

  • The Named Entity Recognition system is a system that recognizes words or phrases with object names such as personal name (PS), place name (LC), and group name (OG) in the document as corresponding object names. Traditional approaches to named entity recognition include statistical-based models that learn models based on hand-crafted features. Recently, it has been proposed to construct the qualities expressing the sentence using models such as deep-learning based Recurrent Neural Networks (RNN) and long-short term memory (LSTM) to solve the problem of sequence labeling. In this research, to improve the performance of the Korean named entity recognition system, we used a hand-crafted feature, part-of-speech tagging information, and pre-built lexicon information to augment features for representing sentence. Experimental results show that the proposed method improves the performance of Korean named entity recognition system. The results of this study are presented through github for future collaborative research with researchers studying Korean Natural Language Processing (NLP) and named entity recognition system.

Geocentric parallax measurements of Near-Earth Asteroid using Baselines with domestic small-size observatories (국내 소형천문대 기선을 이용한 근접 소행성 지심시차 측정)

  • We cooperated with four domestic educational astronomical observatories to construct a baseline and perform simultaneous observations to determine the geocentric parallax, distance, and motion of 1036 Ganymed, an Amor asteroid near the Earth. Observations were made on the day when simultaneous observations were possible from September to November 2011. Measured distances of 1036 Ganymed were 0.394 AU on Sept. 26, 0.365 AU on Oct. 11, and 0.340 AU on Oct. 25, respectively, which were within the error range as compared with the measured distances proposed by the US Jet Propulsion Laboratory. The 1036 Ganymed showed a tilting motion during the observation period, and the tangential angular velocities were measured at $0.037-0.052^{{\prime {\prime}}\;sec^{-1}$. Through this study, it was shown that the simultaneous observations among educational astronomical observations can obtain distance measurements with an error range of about 5% for asteroids near 0.4 AU. And it expected to be used as a research & education program emphasizing collaborative observation activities based on a network between observatories.

Retrospective Analysis of Patients Suffering from Dementia or Mild Cognitive Impairment Treated by Collaboration between Western and Korean Medicine (한양방 협진치료를 받은 치매와 경도인지장애 환자에 대한 후향적 의무기록 분석)

  • Objectives: To investigate the characteristics of patients diagnosed with dementia or mild cognitive impairment who are treated by means of a blend between Western and Korean medicine. Methods: We searched for outpatients with dementia or mild cognitive impairment by means of a collaboration between Western and Korean medicine from August 1, 2015, to July 31, 2017, through electronic medical records in Wonkwang Hospital. The records were retrospectively analyzed according to the patients' demographic and clinical characteristics, pathway of medical care, diagnostic tests, treatment, and medical expenses. Results: Thirteen patients were included in the analysis. Among them, six patients were diagnosed with mild cognitive impairment, five with dementia, Alzheimer's type, one patient with frontotemporal dementia, and one patient with unspecified dementia. Twelve of the thirteen patients were over 60 years of age. The number of pathways from the Dept. of Neurology to the Dept. of Neuropsychiatry of Korean Medicine was almost the same as the opposite pathway. The most used diagnostic test in Korean medicine was a neuropsychological test such as SNSB, MMSE and GDS. In Western medicine, hematology and neuroimaging were frequently used for patients. Acupuncture in Korean medicine and medication in Western medicine were the most frequently used. In Korean medicine, uncovered service costs were much higher than covered service costs,. whereas, in Western medicine, covered service costs were higher than uncovered service costs. Conclusions: This study describes the basic characteristics of dementia and mild cognitive impairment patients treated by a collaboration between Western and Korean medicine. Based on these results, a clinical pathway of the collaborative practice system between Western and Korean medicine for dementia patients needs to be developed.

  • Under Article 19, Paragraph 1 of the Food Industry Promotion Act, Rural Development Administration renews the Korean foods composition table every five years. Before the publication of the tenth revision of the Korean foods composition table in 2021, this paper suggests methods for collecting representative samples of 182 highly consumed foods in Korea. Food markets are categorized by their distribution channels, which are supermarkets and local markets. Eight samples are collected from each category by applying the National Food and Nutrient Analysis Program (NFNAP)'s stratified multi-stage sampling. The NFNAP was implemented in 1997 as a collaborative food composition research effort between the National Institute of Health (NIH) and the US Department of Agriculture (USDA) to secure reliable estimates for the nutrient content of food and beverages consumed by the US population. Selected supermarkets for selecting representative food samples are Emart Kayang, Homeplus Siheung, Lottemart Dongducheon, Emart Suwon, Lottemart Dunsan, Lottemart Yeosu, Emart Ulsan, and Hanaroclub Ulsan. Selected local markets also are Doksandongusijang in Geumcheon-gu and Pungnapsijang in Songpa-gu, Seoul, Ilsansijang in Ilsanseo-gu, Goyang, Unamsijang in Buk-gu, Gwangju, Beopdongsijang in Daedeok-gu, Daejeon, Bongnaesijang in Yeongdo-gu and Jwadongjaeraesijang in Haeundae-gu, Busan, and Jungangsijang in Jinhae-gu, Changwon.

An Empirical Study on Effects of Global Alliance Activities on Alliance Innovations of Korean Companies (한국기업의 글로벌 제휴활동이 제휴혁신에 미치는 영향에 관한 실증연구)

  • The increasing complexity of business and social settings bas lead to innovation becoming a strategic imperative. The need for innovation in the quest for competitive advantage also means that firms must be dynamic and flexible. This is often achieved through collaborative arrangements such as strategic alliances or strategic network Many organizations form alliances by leveraging their resources to gain access to the partner's skills and capabilities; ultimately to enhance innovation and performance. We demonstrate empirically that the "chain of innovation" is central to the process of innovation in global alliances. This chain comprises the creativity and learning processes and knowledge stock in alliances. Our empirical analysis is based on a survey of alliances that resulted in 114 responses. For management, this research bas significant potential in guiding attention to the chain of innovation, to better manage the overall process of innovation in alliances. Our work shows that more effective creativity and learning processes and a greater knowledge stock lead to a more effective alliance innovation process. Managers therefore, need to concentrate on creating environments wherein the processes of creativity and learning are fostered, increasing the alliance knowledge stock and in turn, increasing innovative output via an effective innovation process.

A Systematic Review on Studies Related to Disaster (재난관련 연구의 체계적 문헌고찰)

  • This study was conducted to investigate the trends in domestic and international disaster-related research through a systematic review of the literature and to establish a basis for future disaster-related countermeasures and development directions. A related literature search was conducted through the domestic and foreign databases through the combination of disaster-related terms from 2000 until February 28, 2017, and 79 articles were used in the analysis based on selection and exclusion criteria of 177 total documents. As a result of the research, 31.6% of disaster research type was quantitative studies, and 29.1% of the major disciplines were medical research. In addition, there were engineering(18.9%), public administration(13.9%), and nursing(11.4%). In foreign literature, there are many triage studies for the classification of patients in multiple lesions. On the other hand, only 30.4% of total triage studies in Korea were detected. Most of them were related to triage development, triage evaluation, triage research, and reviews. In addition, according to the disaster nursing capacity framework of the International Council of Nurses, 72.3% of studies were related to the response phase. Future research on disasters requires interdisciplinary convergence, patient classification, and technology integration to improve the survival rate of multiple injuries, and an integrated system based on the results of collaborative research among interdisciplinary groups is needed.

A Review on E-Governance Research Trend and Analysis - An Empirical Analysis of Academic Papers in Korea - (e-거버넌스 연구의 경향 분석: 국내 학술논문을 중심으로)

  • Since the 1990s, the notion of governance has been introduced as an alternative way of understanding the new trend of public administration. Then, it was followed by the emergence of the concept, e-governance (electronic governance) with the development of information and communication technologies. E-governance means an approach to understanding how to manage state affairs. It emphasizes the notion of governance where various actors (government-market-civil society, etc.) adjust and cooperate through mutual collaborative network, not a unilateral decision-making form of government, in order to solve common problems. It also carries the notion of 'electronic' in the sense that it operates on the basis of utilizing information and communication technology (ICT). This study systematically attempts to analyze research trends and methodologies of e-governance in major Korean journals and proceedings in the field of public administration and policy studies over the last 15 years. Some of the findings are worth noting: first, e-governance studies in Korea are in large measure concentrated on the government-centered perspective. Also, past studies tend to focus on problem-solving by suggesting policy alternatives. Past studies, thus, seem to pay relatively less attention to explanation of the phenomena through rigorous analysis. Under the circumstances, this review is expected to shed light on some of conceptual or methodological issues related e-governance studies, thus, to provide significant implications for future research of e-governance.

Development of an Analytical Framework for Dialogic Argumentation in the Context of Socioscientific Issues: Based on Discourse Clusters and Schemes (과학관련 사회쟁점(SSI) 맥락에서의 소집단 논증활동 분석틀 개발: 담화클러스터와 담화요소의 분석)

  • Argumentation is a social and collaborative dialogic process. A large number of researchers have focused on analyzing the structure of students' argumentation occurring in the scientific inquiry context, using the Toulmin's model of argument. Since SSI dialogic argumentation often presents distinctive features (e.g. interdisciplinary, controversial, value-laden, etc.), Toulmin's model would not fit into the context. Therefore, we attempted to develop an analytical framework for SSI dialogic argumentation by addressing the concepts of 'discourse clusters' and 'discourse schemes.' Discourse clusters indicated a series of utterances created for a similar dialogical purpose in the SSI contexts. Discourse schemes denoted meaningful discourse units that well represented the features of SSI reasoning. In this study, we presented six types of discourse clusters and 19 discourse schemes. We applied the framework to the data of students' group discourse on SSIs (e.g. euthanasia, nuclear energy, etc.) in order to verify its validity and applicability. The results indicate that the framework well explained the overall flow, dynamics, and features of students' discourse on SSI.

A Study on the Activation·Specification of 119 Rescue & Care in JeJu (제주도 119구조·구급대의 활성화 및 전문화 방안)

  • Since 1992, conventional fire fighting businesses have been converted into a metropolitan autonomous fire fighting system to be ready for a variety of disasters. However, the corresponding investment has been overlapped due to the non-integration of businesses to prevent any potential disasters, and a series of collaborative systems have been not functioning so well. In the meantime, our fire fighting sector has been trying to set up its own clean and faithful position by abolishing any inconvenient system or outsourcing private sectors, and expanded its work scope from conventional fire fighting even to rescue and emergency works. While focusing on handling disaster, the fire fighting sector has been widely trusted and reliable throughtout our nation. Moreover, our fire fighting sector has secured nation wide mobile organizations, technical personnel by field, special equipments and independent communication network. In addition, the fire fighting sector has knowledges, expertise and capabilities required for managing disasters, while in charge of almost every disaster management works including fire, explosion, collapse, disaster and flood. It becomes an organization for comprehensive disaster management under an absolute national trust, which is based on the system for prevention, preparation and countermeasure against a variety of disasters. Thus, our fire fighting sector must make many efforts and try to modernize conventional education and training. The ways to facilitate rescue and emergency works may include the nurture of technical fire fighting personnel along with modernized equipments, the reinforcement of rescue and emergency education, the facilitation of operating civil defense corps, the facilitation of operating volunteer fire fighting corps, the better arrangement of 119 briefing room for public healthcare in provincial offices, the sterilization of rescue instruments and equipments the better repair education for emergency rescue member, the establishment of regional emergency assistant system and the expansion of fire fighting personnel and equipments. In terms of reinforcing the functions and services of rescue 119 and emergency corps, we must review the following considerations: Building up security system along with operational expansion, building up a system for emergency medical treatment, building up a comprehensive information management system for rescue and emergency, constructing a provincial safety museum and so forth. For the ways to better the works of rescue 119 we can review the following considerations : Improving the education for fire fighting training corps under Jeju Provincial Fire and Disaster Management Department, providing rescue members with more opportunities for clinical practices, enhancing the morale of rescue members, installing a comprehensive briefing room for emergency rescue members, building up medical networks along with reasonable policies for information service, operating the consulting system for rescue 119 and so on. If these requirements are met, it is expected that the fire fighting departments in Jeju province can cope with every accident and disaster a little more rapidly and quickly in compliance with local needs, so that they can keep their own position as a public fire fighting organization which may be trusted by the public.
