Collaboration for Carbon Market of Three Countries: KOREA, JAPAN and CHINA (한·중·일 탄소시장 협력 방안)

  • In global, there is an active movement to reduce the green house gas. Allowance and carbon tax are the one of effective alternatives to mitigate green gas effect. In addition, the clean development machinism(CDM) can be applied between the ANNEX 1 and developing countries. It could be an one good solution to reduce the GHG. In the Northern Asia, the CDM can be the one of the possible solution to reduce the GHG because the Japan has a responsibility to reduce GHG and the China and Korea have a room to supply CDM credit. It is suffice to say that if these three countries decide to collaborate, the new international carbon market can be established that can be the similar form of EU-ETS. It is clear that few barriers must be removed to launched such new form of carbon market. Protection of domestic technology, excessive financial request of business opportunities by CDM, and irrational needs of carbon credit that created by CDM, listed constraints define as an one single word, the national selfishness. Once it is cleared, there is high possibility that the Northern Asia CDM trading system can be launched.

The Continuance and Changes of Horsehair Handicraft Tradition as Intangible Cultural Heritage (무형문화유산으로서 말총공예 전통의 지속과 변화)

  • The provision of support for the art of making these items needs to be considered with the focus on the following factors: the local situation of the areas where such traditional handicrafts are still made, the craftspeople involved in their production, and their communities. So far, discussion about how to reinvigorate traditional handicrafts, including those mentioned above, has been concentrated on the measures taken to promote them as part of the handicrafts industry and the allocation of the government's budget for important intangible cultural heritages. The government runs a traditional handicrafts management system and provides financial support for the craftspeople and spaces for exhibiting their work. This form of support has led to systematic management of traditional handicrafts and heightened public interest in cultural heritage, as well as publicizing the country's traditional crafts, but has made little progress in the following areas: the fostering of young people willing to learn traditional skills, diversification of the types of skills to be maintained, or establishment of the networks of collaboration among the craftspeople. The most important aspect among the efforts mentioned above is to maintain cultural traditions that are unique to each region by encouraging local craftspeople to engage in their work with a solid sense of pride backed up by financial support. This study was carried out in connection with the need to reinvigorate the art of making tanggeon (horsehair crown), manggeon (horsehair headband), and gat (black horsehair hat), which few people wear as they are used only for ornamental purposes nowadays. This study examined the circumstances surrounding the artisans engaged in the production of horsehair handicrafts prior to their designation as a cultural heritage, and the changes that occurred in the local communities associated with their production after the designation, in order to assess the status of inheritance of this tradition.

  • The purpose of this study is to find out the relationship among the degree to provide emotional labor, personal relationship and the intent to stay of female care service workers. Specifically, this study focuses on the mediating effect of the personal relationship (client and agency relation). The path analysis and structural equation modeling analysis were performed on the collected data using SPSS18.0. and AMOS 8.0. And Sobel test conducted for examine the mediating effect. The results are the followings. First, the result of the analysis showed that agency relationship was an indirect factor as the partial mediating effect on relationship between the degree to provide emotional labor and the intent to stay for the care women workers. The result suggests that education utilizing various techniques and strategies to overcome the difficulty accompanied by emotional labor such as communication education and the government try to effort managing and controlling the agency which impact on the labor condition of care workers. Second, the government also tries to provide the trust and collaboration network system which construct a good relationship between the care worker and the agency.

The Influence of Small World and Centrality on the Paper Achievement of Government-Funded Research Institutes (과학기술계 정부출연연구기관의 논문 성과에 좁은 세상 구조와 중심성이 미치는 영향)

  • The cooperative network structure influences the academic performance of the research institute. In particular, South Korea's Government-Funded Research Institutes(GRI) need to establish an efficient cooperative system as a leading national R&D implementer. This study applied the Small World structure, which has been discussed as an efficient network structure, and the centrality of representing the characteristics of nodes to the cooperative network of GRI in Korea. Based on the SCIE published data from 2010 to 2019, we analyze how the Small World characteristics and centrality of GRI contribute to academic performance using a network analysis and Feasible GLS regression. The GRI cooperative network has shown that the Small World network structure facilitates the academic performance. In addition, centrality indicating the degree of direct connection showed positive significance, but centrality indicating the degree of intermediary was not significant or negative. The results of this study explain that the higher the number of institutions that exchange and cooperate, the higher the academic performance, and the higher the performance of the institutions that serve as the center of cooperation. In addition, it was established that the stronger the cooperative network of GRIs have the characteristics of Small World, the more effective it is to create research results. This study applies centrality and Small World previously discussed as an efficient network structure to the GRI cooperation network and provide implications for establishing policies and strategies related to R&D cooperation among GRIs.

  • This study is a basic study for establishing a comprehensive operation plan for the Incheon Global Campus Library in preparation for the 4th Industrial Revolution and the post-corona era. Based on this, it was intended to propose a direction for establishing a comprehensive operation plan in the future. As a result of the study, in the case of the first collection, a mid- to long-term plan for continuous expansion of the collection is required, and in particular, it seems that the expansion of major-related collections is necessary. In the case of the second service, it is necessary to support users' research by providing information services customized for each stage of research by users, information services customized for researchers, and research support services for departments, and it is necessary to provide information utilization education programs. Third, in the case of space, IGC users have very high demands for learning and research space, so it is necessary to improve education and related spaces that users want through space reorganization in the future. It is also necessary to expand the creative collaboration space as a place closely related to the lives of students, such as rest, etc. Lastly, in order to activate the homepage in relation to the homepage and information system, it is necessary to first expand the various contents and up-to-date data that users want on the homepage. In addition, it seems that the domestic electronic journal and DB provision plan should be implemented.

Diagnostic Image Feature and Performance of CT and Gadoxetic Acid Disodium-Enhanced MRI in Distinction of Combined Hepatocellular-Cholangiocarcinoma from Hepatocellular Carcinoma

  • Purpose: To find diagnostic image features, to compare diagnostic performance of multiphase CT versus gadoxetic acid disodium-enhanced MRI (GAD-MRI), and to evaluate the impact of analyzing Liver Imaging Reporting and Data System (LI-RADS) imaging features, for distinguishing combined hepatocellular-cholangiocarcinoma (CHC) from hepatocellular carcinoma (HCC). Materials and Methods: Ninety-six patients with pathologically proven CHC (n = 48) or HCC (n = 48), diagnosed June 2008 to May 2018 were retrospectively analyzed in random order by three radiologists with different experience levels. In the first analysis, the readers independently determined the probability of CHC based on their own knowledge and experiences. In the second analysis, they evaluated imaging features defined in LI-RADS 2018. Area under the curve (AUC) values for CHC diagnosis were compared between CT and MRI, and between the first and second analyses. Interobserver agreement was assessed using Cohen's weighted κ values. Results: Targetoid LR-M image features showed better specificities and positive predictive values (PPV) than the others. Among them, rim arterial phase hyperenhancement had the highest specificity and PPV. Average sensitivity, specificity, and AUC values were higher for MRI than for CT in both the first (P = 0.008, 0.005, 0.002, respectively) and second (P = 0.017, 0.026, 0.036) analyses. Interobserver agreements were higher for MRI in both analyses (κ = 0.307 for CT, κ = 0.332 for MRI in the first analysis; κ = 0.467 for CT, κ = 0.531 for MRI in the second analysis), with greater agreement in the second analysis for both CT (P = 0.001) and MRI (P < 0.001). Conclusion: Rim arterial phase hyperenhancement on GAD-MRI can be a good indicator suggesting CHC more than HCC. GAD-MRI may provide greater accuracy than CT for distinguishing CHC from HCC. Interobserver agreement can be improved for both CT and MRI by analyzing LI-RADS imaging features.

An Approach to Realistic Contents of T-ball for VR Sports Room Classes (가상현실 스포츠실 수업을 위한 티볼 실감 콘텐츠 접근)

  • This research presented development contents for application of realistic content approach study that can experience T-ball sports used in regular physical education classes at indoor space with screen. The scope of application can be used for ball sports training in virtual reality sports room of elementary and junior high schools. The approach process presents an appropriate approach system for sustainable training education which is to improve T-ball sports training to target users through consultation-based collaboration with sports experts and T-ball leaders, focusing on basic training content of T-ball textbooks. In other words, the training mode was designed to induce immersion in T-ball sports classes and provide natural basic training for students at elementary schools rather than simply experience-based realistic content. The developed training content provided basic attack training according to weekly differentiated curriculum, and the approach process of training mode by difficulty level was presented to allow the user to improve the training by the degree of difficulty. In addition, the match mode approach process that reflects the game rules of T-ball sports was presented. This study can be presented as a reference production case that can be used to improve basic training and physical exercise of ball sports for industries related to development of realistic content.

An Evaluation of the Importance of Major Indicators for Measuring the Level of Spatial Informatization in Local Governments (지방정부의 공간정보화 수준 측정을 위한 주요 지표의 중요도 평가)

  • This study diagnoses the maturity level of local government's spatial information policy in the face of the digital transformation period. To this end, by using the stratification (AHP) analysis technique, for the spatial information expert group, the importance evaluation is performed along with the selection of measurement indicators of the level of spatial informatization. First, the current status and indicators in terms of spatial information policies of local governments are studied through theoretical considerations. In addition, by examining previous studies, differentiation from this study is presented. In this study, 3 indicators and 18 detailed items of spatial informatization level evaluation indicators could be selected. As a result of the evaluation, the overall importance ranking for the measurement index was 0.125 (12.5%) for the establishment and utilizations of GIS Systems provided by local governments, 0.109 (10.9%) for the quality management of basic spatial information, 0.107 (10.7%) for the establishment and utilization of its own spatial information. 0.073 (7.3%) for the collaboration and sharing within the institution, 0.071 (7.1%) for the operation of education and support system on spatial information, 0.065 (6.5%) for the securing a dedicated organization and professional human resources, and interest at the institutional level were derived in the order of 0.053 (5.3%). The results of this study are expected to be usefully utilized as basic data to evaluate the level of spatial information policies promoted by local governments. In addition, if the local government's spatial information policy is pursued centering on the major indicators derived from the study, it is expected that efficient policy operation will be possible.

Development Model of Fab Lab in India: Focused on Fab Lab Vigyan Ashram (인도 팹랩의 발전 모델 연구: 팹랩 빅얀 아쉬람을 중심으로)

  • The purpose of the establishment of Fab Lab is to promote the sustainable development of local communities around the world. To this end, The Fab foundation are preparing a resource-circulating society that maintains a city's self-sufficiency rate of 50% or more by 2054. In developed countries, Fab Lab is not only a manufacturing space for startup support, but an open innovation space for learning and creation. In addition, in emerging countries, Fab Lab is playing a role as a digital production center to create and share appropriate new technologies by reflecting the needs of local communities. India has 70 Fab Labs, the largest emerging country, ahead of Russia's 48. India's Fab Lab is conducting a collaboration project through regular meetings held every six months. The subject of this study, Fab Lab Vigyan Ashram, is defined as a place to transfer the concept of digital lab to alternative schools in rural India. In this study, we looked at a case in which an alternative school for an agricultural community called Vigyan Ashram, the modern version of the Gurukula system, successfully combined with the digital fabrication called Fab Lab to become a new citizen-led making community of the 4th Industrial Revolution. Based on this, we explored the development model of the Indian Fab Lab that fits the local situation.

Comparative Review of the Correlation Between Electroneurography, Electromyography, Hematology Tests, or the Heart Rate Variability Test, with an Improvement in the Severity of Bell's Palsy Symptoms

  • Background: In this retrospective study, we aimed to determine which diagnostic tests were associated with an improvement in Bell's palsy symptoms. Methods: There were 30 patients who visited Kyung Hee University Korean Medicine Hospital from April 1, 2017 to February 29, 2020, and who received East-West collaboration treatment for Bell's palsy. The tests included electroneurography (ENoG), electromyography (EMG), hematology, and heart rate variability (HRV) results which were used to determine if any test correlated with improvement of Bell's palsy symptoms. Results: The initial severity of symptoms did not correlate with the tests performed, with the exception of mean corpuscular hemoglobin concentration (p = 0.013). For both ENoG for oculi degeneration and mean EMG tests, the rate of nerve degeneration showed a significant negative correlation with the improvement of Bell's palsy symptoms. Amongst the HRV test indicators, the square root of the mean of the sum of the squares of differences between the adjacent normal R-R wave interval, the standard deviation of intervals, total power, very low frequency, and high frequency of the wave was negatively correlated with improvement of Bell's palsy symptoms. Similarly, glycosylated hemoglobin Type A1c (HbA1c) and erythrocyte sedimentation rate (ESR) showed a negative correlation with improvement of symptoms of Bell's palsy. With the exception of HbA1c and ESR, the remaining hematology test results showed no significant difference when comparing before and after treatment. Conclusion: ENoG, EMG, HRV test, HbA1c, and ESR negatively correlated with improvements in Bell's palsy symptoms and may determine the prognosis of Bell's palsy.
