국제 분쟁지역에서 한국경찰의 효과적인 평화유지활동에 관한 연구 (A Study on Effective Peacekeeping Activities of Korean Police in International Conflict Areas)

  • 냉전시기 군사적 활동을 위주로 이루어졌던 전통적 PKO 활동은 탈냉전 시기가 되면서 다차원적 PKO 활동으로 변해왔다. 한국경찰은 1994년 소말리아 치안재건을 위해 2명의 경찰관을 파견하면서 PKO의 역사가 시작되었으나 지금까지 군 병력의 활발한 PKO 활동에 비해 경찰의 역할은 제한적으로 이루어졌다. 국제분쟁의 양상이 지속적으로 진보하고 있는 현시점에서 UN은 193개 회원국에게 다차원적 평화유지 과업을 해결할 수 있는 PKO 활동을 요구하고 있으며, 특히 경찰의 '치안유지'라는 본질적 역할은 분쟁국의 재건과정에서 엄정한 법집행을 절대적으로 요구하고 있다. 이에 미국, 중국, 독일 등 회원국에서는 경찰 인력을 파견하여 그 역할을 직·간접적으로 수행하고 있다. 그러나 한국경찰의 PKO에 대한 평가는 그 성과를 측정하기에 미미한 수준이다. 따라서 본 연구에서는 설정한 연구목적을 달성하기 위해 먼저 국제분쟁의 양상과 분쟁지역의 치안환경을 분석하였다. 그리고 다차원적 PKO 임무 속에서 UN경찰의 역할과 미국, 중국, 독일 경찰과 한국 경찰의 사례를 분석하였으며, 이를 토대로 제한적이었던 한국경찰 PKO 요원의 역할 확대 방안을 제시할 수 있었다.

세력균형(power balance)에서의 군사력 수준과 동북아시아에 주는 함의 (Balance of Power and the Relative Military Capacity - Empirical Analysis and Implication to North East Asia -)

  • This study began to confirm or review the balance of power theory by applying scientific methods through experiential cases. Though there are several kinds of national power, this study supposes military power as a crucial power when it comes to war and peace. This research covered balance and imbalance through comparing relative military power between nations or nations' group. Comparison of relative military power can be achieved by statistically processing the values of which has been converted into the standard variables in same domain, then calculating the values of nation's power which has been synthesized different experiential factors. In addition, the criteria of experiential experiment is highly dedicated to European countries, USA, Japan prior to 1st and 2nd World War, as well as USA, Soviet Union and North East Asia during Cold War era. In addition, the balance of power theory has been redefined to review the action of the state upon the changes of power as mentioned in the theory. To begin with, the redefined theory states that relative level of military power between nations defines the consistency of peace and balance of power. If military power is enough to be on the range of level required to keep the power in equilibrium, peace and balance can be achieved. The opposite would unbalance the military power, causing conflicts. While the relative military level between nations change, nations seek to establish 'nations group' via military cooperation such as alliance, which also shift relative military power between nations group as well. Thus, in order to achieve balance of power, a nation seeks to strengthen its military power(self-help), while pursuing military cooperation(or alliance). This changes relative military power between nations group also. In other words, if there exists balance of power between nations, there is balance of power between nations group as well. In this theory, WWI and II broke out due to the imbalance of military force between nations and nations group, and reviewed that due to the balance of military force during the Cold War, peace was maintained. WWI was resulted from imbalance of military cooperation between two powerful states group and WWII was occurred because of the imbalance among the states. Peace was maintained from cooperation of military power and balance among the states during the Cold War. Imbalance among continental states is more threatening than maritime states and balance of power made by army force and naval force also is feasible. Also the outcomes of two variables are found military power balanced ratio of military power for balance is 67% when variable ratio of balance is 100% and standard value for balance is 0.86. Military power exists in a form of range. The range is what unstabilized the international system causing nations to supplement their military powers. These results made possible the calculation and comparison between state's military power. How balance of power inflicted war and peace has been studied through scientific reviews. Military conflict is highly possible upon already unbalanced military powers of North East Asian countries, if the US draws its power back to America. China and Japan are constantly building up their military force. On the other hand, Korean military force is inferior so in accordance to change of international situation state's survival could be threatened and it is difficult to achieve drastic increase in military force like Germany did. Especially constructing naval force demands lots of time; however but has benefit that naval force can overcome imbalance between continental states and maritime states.

  • The world has been rapidly restructured in an agenda of national security from center of military strength to that of economic strength since the post cold-war era China military leadership-division carried out RMA through learning of a lesson from Gulf war in 1990 -1991 and Iraq war in 2003, thus the leadership-division made an attempt to convert the military system to a technical intensive system. The principle based on RMA of China military is (National defense strategy) drafted by the central military committee 1985 and (Four modernization general principles) 1978. China has introduced Russian high-technological arms and equipment in order to build up the military arms greatly thanks to an economical development, and they take pragmatism line as chinese socialism with their strategy to make secure a position as military powers such as they successfully launched a manned spacecraft and are building an air-craft carrie and soon. USA has a theory of dichotomy whether a country is a cooperator for USA, or not. and also enemy or friend since 9.11terror, thus USA is different from their direction of police. This is because USA stands a position as the superpower of the supremacy hegemony of the world. We must be carefully aware that USA considers as important area for Middle east, West south Asia, Central Asia and Northwest Asia to meet the demands of 2lcentury. Accordingly, the focus of USA's military strategy will be probably concentrated at the above mentioned four areas. On the other hand, USA enjoys such a superpower position due to collapse of USSR which was the past main enemy since the post cold war era. We could give an conclusive example as fact that USA has recurred to unilateralism But USA carry on the military operations to the terror groups at global around by converting thje military strike strategy to pre-emptive strike strategy since9.11 terror, 2001. USA seeks for transformation to the mobile military forces with light-quantity oriented in order to carry on such the military operations and makes progress GPR, And the USA forces in Korea makes progress a military renovation as part of such a military strategy. On the other hand, USA promotes the measures of choose for the countries standing at the crossroads of strategy and carries forward a main scheme of provision for four priority aims that the leaders of a hostile country and mis-country shall be prohibited from use and obtainment of weapons of mass destruction. Accordingly, this treatise found out a significant meaning to have an effect on the national security in the korean peninsula.

  • Based on the sentence "The number of my family member and relatives reached around 200, but since the first year of Geonan(建安) era, two thirds of them died and seven out of ten died of cold damage in less than ten years" in Sanghanjapbyeongron(Treatise on Cold Damage and Miscellaneous Diseases), which is allegedly known to be written by Jangnunggyeong(張仲景), we analyzed the sentence by three factors of time, location and people. These factors are used in the investigation of the disease outbreak, and through this analysis, following conclusions were made. 1. Approximate 10 year crude mortality rate since A.D 196(the first yea of Geonan era) in Jangsa(長沙) province was 67 out of 100 in the population. Approximate 10 year disease-specific mortality rate of cold damage since A.D 196(the first yea of Geonan era) in Jangsa(長沙) province was 47 out of 100 in the population. Regardless of age, gender or other demographic variables, approximate 10 year proportionate mortality ratio since A.D 196(the first yea of Geonan era) in Jangsa province was 70.2%, which lead to the assumption that 70% of death is cold-damage related. 2. Increased disease-specific mortality rate by cold damage in Jangsa(長沙) province for about 10 years since A.D 196(the first yea of Geonan era), and followed increased crude mortality rate in the population, threatened the stability of nation or local government. This is due to the repeated war in late Han Dynasty with political chaos and repeated flood caused by geographical disadvantage in Jangsa province.

  • This article is focused how the maritime strategy between continental powered country(the Soviet, the China) and maritime powered country(the U.S.) interact with attack and defense theory. We will know, what is the maritime strategy that the U.S. of military superiority has pursued with the point of view of attack, on the other hand, relatively what is the maritime strategy that the Soviet-Sino of military inferiority has pursued with the point of view of defense. In cold war, the Soviet has counteracted to 'blue belt defense' in active defense as to the U.S. 'sea strike' and in post cold war, the China counteract to 'A2/AD' as to the U.S. 'Air-Sea Battle'. The difference between the Soviet-Sino maritime strategy is that the China has emerged the second an economic power and their leadership has a strong's will to strengthen their navy's power. although the U.S. declare the pivot to Asia, the influence on Asia of the U.S. tend to decrease because of sequest. therefore, the China will seek to the more active defense beyond the first island chain. Meanwhile, the U.S. has reinforced of 'hub and spoke strategy' to solidify the U.S. formal allies to band together regional powers and to overcome the A2/AD challenge, the U.S. has been developed that the Air-Sea Battle concept meshes with Washington's 'rebalancing' policy toward the Asia-Pacific as its vital missions to safeguard core island or semi-island allies-namely, Korea and Japan-and crucial sea lanes of communication in the region are conducted mostly from or over the sea.

  • The United States understood the fostering of pro-U.S. elites in "free world" countries as an important Cold War weapon. From 1954 to 1962, the U.S provided considerable assistance to Seoul National University (SNU) for its postwar rehabilitation and future development in terms of repair and construction of campus buildings, equipment and book purchases, and faculty exchanges. With the aid of this educational assistance project widely known as the Minnesota Project, SNU was reborn with an academic orientation to the U.S., separating itself from the Japanese education that was its origin. This study argues that the Minnesota Project played an important role in crafting SNU's architecture program and the exchange program's recipients as key "knowledge brokers." For individual trainees, experience in the U.S., as opposed to a backwards situation in their homeland, had allowed them to recognize the U.S. as an ideal source of knowledge. Since the Minnesota Project, SNU's Architectural Engineering Department was filled with faculty members who had trained or studied in the U.S., which became a significant distinction of SNU's architecture program in sharp contrast to its counterparts at Hanyang University and Hongik University where most of the faculty members studied in Japan during the Japanese colonial period. As many graduates of SNU had been appointed as faculty members in newly-founded architecture programs in South Korea, a hierarchical diffusion path had emerged in architectural education that led from SNU to other school's architecture programs, with the U.S. at the apex. The legacy of the Minnesota Project extended over the next few decades, in which studying architecture in the U.S. was recognized as a shortcut to success in the field.

러시아의 군사안보전략과 우크라이나 (Russian Military Security Strategy and Ukraine)

  • 소련 해체와 이에 따른 냉전 종식 이후 러시아는 미국이 주도하는 국제질서 속에서 자국의 국가이익에 맞는 역할과 위상을 모색해 왔다. 미국의 세계정책에 조건부로 공조하기도 하고, 옛 소련지역을 포함하는 포스트소비에트 공간에 대해서는 자국의 이익을 보호하고 영향력을 복원하려는 적극적인 노력도 경주하고 있다. 그 이유는 포스트소비에트 공간은 에너지 자원 확보와 국제정치 행위자들의 영향력 증대 및 제 국가의 국제사회 위상 제고 등을 둘러싸고 21세기 새롭게 부각하는 러시아와 미국을 위시한 서방세계의 세력 각축장이라고 할 수 있기 때문이다. 특히, 포스트소비에트 공간의 추축국으로 인식되었던 우크라이나는 전통적인 배타적 영향력을 유지하려는 러시아와 소련 해체 이후 지속적으로 영향력을 확대하고자 하는 미국 및 서방 세력이 충돌하며 '신냉전'적 세력경쟁의 양상이 표출되는 지역이다. 이 글은 러시아가 구사하는 군사안보차원의 전략과 정책은 무엇이며, 이것이 포스트소비에트 공간의 주요 국가인 우크라이나에서 어떻게 투사되고 있는지, 그리고 이 과정에서 표출되는 우크라이나 및 서방과 러시아의 갈등 요인은 무엇이며, 그 양상은 어떻게 전개되고 있는가에 대해 고찰하고 있다.

국제투자동향과 한국내 외국인직접투자의 특징적 변화 (A Study on Characteristic Changes in Korea's Inward FDI in Connection with Global Outward FDI)

  • A new protectionism caused by the US-China competition and a following new Cold War would have a negative impact on global FDI. In this time, this study researched the effects of the long lasting global openness and liberalization on Korea's Inward FDI. 1,387 foreign invested companies in Korea were analyzed. The results are summarized as follows. First, Korea's FDI has been expanded under the environment of globalization. The IFDI amount and share in GDP increased. Seven countries out of the world top 10 were listed in Korea' the top 10. However, the share of the US and Japan's FDI in Korea's IFDI decreased. Second, non-manufacturing industry became prevalent in Korea's IFDI. Considering it's local market-oriented characteristics, the biggest investment motivation by global companies was Korean market pursuit. The US was more local market-oriented than Japan. Third, cross-border M&A, which became active in developed countries since 1980s, also kicked off in Korea from late 1990s. Global companies managed foreign-invested companies in Korea with shares close to wholly owned. The US had higher share ratios than Japan. The implications by this research are as follows. First, looming protectionism by a New Cold War would negatively affect Korea's IFDI through the adverse function of globalization. Second, Korea's IFDI has been converted to a market pursuit type being mainly leaded by non-manufacturing industry. Since GDP is the largest FDI motive in this type of FDI, the key policy for IFDI promotion is lying in the expansion of domestic market rather than deregulation.

한국 영화에 재현된 중국인 형상의 역사적 고찰 (A Study on Chinese Characters Represented in Korean Films from under Japanese Colonial Period to the 2000s)

  • This article aims that Chinese characters represented in Korean films have been explored for historical consideration of Korean's viewpoint on Chinese from early modern to the present day. During Japanese colonial period, Chinese had been hateful and feared by most of Korean because Korean had been acted high-handedly by chinese in early modern time and had covertly regarded chinese as threatening competitors in economical part of the colony, refered to the chinese characters represented in the films, For the Lover(1928) and Secret of Chinese Street(1928). Chinese had been called as enemy forces in Korean movies, such as Marines are Gone(1963), Dragon competed with tiger(1974) made with Korean battle field setting and Manchuria setting developed a Korean independence movement, after Korean War in the 1960-70s maintained the cold war system in the World. According to analyzing chinese characters depicted in Failan(2001), A Good Rain Knows(2010), Korean public have a friendly attitude with contemporary Chinese as China has been the great trade partner of Korea with interdependent relationship after 1992, the year of Korea have established diplomatic ties with China.

The Europeanization of Bulgarian Nationalism: The Impact of Bulgaria's European Union Accession on Bulgarian-Macedonian Relations

  • Modern Bulgarian nationalists aspired towards incorporating the self-identified Bulgarian lands into the Bulgarian state. The Treaty of San Stefano ending the Russo-Turkish War of 1877-78 tantalizingly achieved these so-called national ideals. Great Power diplomacy quickly diminished Bulgaria's borders and international legal status with the 1878 Treaty of Berlin, exacerbating nationalist grievances. Bulgaria would expand vast resources to restore the San Stefano borders until Balkan Communist authoritarian regimes eventually suppressed the Macedonian issue as a foreign policy subject. Sofia's policy towards its neighbor has been overdetermined by the efforts of successive Bulgarian governments to institutionalize post-communist Bulgaria's own national identity. Bulgaria's integration into so-called Euro-Atlantic structures, i.e., NATO and the EU, had been the primary strategic objective of the Bulgarian authorities since the end of the Zhivkov regime. North Atlantic community security policy aims in response to the earliest post-Cold War foreign policy crises in the Western Balkans framed the parameters of Bulgarian diplomacy. The stabilization of FYROM in 2001, followed by Bulgaria's 2007 EU accession, led to Bulgarian nationalist values become more salient in Bulgarian politics and foreign policy. Sofia-Skopje relations are a test case for the effects of Europeanization on interdependent Balkan ethno-sectarian nationalisms and state territorial institutional development.
