  • 철강 및 제조분야의 생산과 물류의 글로벌화를 위해 생산정보화 시스템에서 접근성 용이와 생산공정 라인의 변화와 시스템 확장에 따른 유지보수 비용의 최소화가 매우 중요하다. 따라서 본 논문에서는 시스템 간의 통합이나 업무 확장에 따른 유지보수 비용을 감소시키고 시스템 사용자의 접근성을 용이하게 하기 위해 객체지향의 디자인 패턴 기법 적용하여 설계하고 JSP를 이용하여 웹 기반 통합설계 관리 시스템을 구현한다. 아울러 제안된 MES 시스템은 세부적으로 설비마스터 코드관리, 설비관리, 점검관리, 수리관리, 고장관리, 통계관리 등의 다양한 기능을 제공하고 있다.

무도상 강철도 교량상 목침목 유지관리체계 개선방안에 관한 연구 (A Study on Improvement of Maintenance System for Timber Sleepers of Ballast-less track on Railway Bridge)

  • 본 연구에서는 무도상 궤도가 부설된 국내 도시철도의 철도 교량상 목침목에 대한 선로검사내규의 점검사항 및 불량판정 기준을 개선하여 목침목의 손상유형에 따른 상태등급체계를 분류하고 침목별 이력관리대장 시스템 도입을 통해 목침목의 유지관리체계를 개선하고자 하였다. 이를 위해 본 연구의 대상 철도교량에 부설되어 있는 목침목의 손상현황을 분석하여 손상별 코드를 구축하였으며, 침목별 손상 및 유지관리이력을 관리할 수 있는 유지관리시스템 도입을 통해 단면형상 및 침목 고정장치가 다양하고 유지관리가 복잡한 무도상 철도교량상 목침목의 체계적인 유지관리가 가능할 것으로 판단되었다.

간호사 업무상과실치사상죄 판례분석 (Analysis of the Leading Cases of Nurses charged with Involuntary Manslaughter)

  • Purpose: This study aims to present nurses' legal conflicts and legal basis through the precedent analysis of a crime of professional negligence resulting in death and injury for the past 20 years and provide vital references to cultivate the correct and high-level legal consciousness of nurses. Methods: This study was conducted in five stages of the systematic content analysis method. It amalyses the precedents of a crime of nurses' professional negligence resulting in death and injury from 2000 to 2020. The application system for the provision of the written judgment was used to collect precedents. A total of 67 cases were analyzed in this study, and they were classified according to the type of nursing error, and the contents were systematically analyzed. Results: A total of 52 cases (77.5%) of nursing errors were caused by independent nursing practices. They were classified as 38 cases (A1) in the violation of patient supervision obligations, 12 cases in the violation of progress observation obligations (A2), one case in the violation of medical equipment inspection obligations (A3), and one case in the violation of explanation and verification obligations. Among the non-independent nursing practices (code B), B1 was 10 cases related to administrative acts, one blood transfusion accident (B2), and one anesthesia accident (B3). Conclusion: To prevent nurses from being involved in legal confits, the advocation of systematic training such as nurses' legal obligations and judgment grounds through case-based learning from the recent precedent analysis and promote nurses' legal perspective, and preventive activities are essential.

레이저 변위 센서를 활용한 배관 표면 상태분류 (Classification of the Rusting State of Pipe Using a Laser Displacement Sensor)

  • Although pipe performs various functions in industrial sites and residential spaces, if it is damaged due to corrosion caused by the external environment, it may cause equipment failure or a major accident. For this reason, various studies for safety management are being conducted, but studies on detecting corrosion or cracks on the pipe surface using a laser displacement sensor have hardly been conducted. Therefore, in this study, the corrosion degree of the pipe surface was compared and classified into 4 corrosion conditions, and inspection equipment using a laser scanner was manufactured. The corrosion height was calculated from the four surface data obtained from the measuring equipment and applied to various CNN algorithms, and 91% accuracy was obtained during training using the Modified VGGNet16 code with reduced number of parameters.

섬유질 단열재의 열적 특성 및 내화성능 (Thermal Property and Fire Resistance of Cellulose Insulation)

  • 섬유질 단열재는 주로 폐신문지로 만드는 데, 내화성능을 위해 내화재로 처리된다. 내화재로 인해 연소가 되지 않을 뿐 아니라, 연기도 나지 않는다. 섬유질 단열재의 열저항은 유리섬유나 암면보다 더 뛰어나다. 섬유질 단열재는 폐지로 만들어지므로 폐기시에는 잘 부식되고, 내재에너지 또한 매우 작은 친환경 단열재이다. 국내 건축물에 섬유질 단열재를 광범위하게 이용하기 위해서는 국내 건축법규 상의 단열규정에 적합한지 여부를 판단할 수 있는 물리적 성능 테스트가 필요하다. 따라서 국내에서 생산되는 섬유질 단열재에 대한 열전도율 및 내화성능 실험을 ASTM C 518과 ASTM C 1485에 근거하여 실시하였다. 국내생산 섬유질 단열재는 동일밀도의 미국제품에 비해 열전도율이 약 5%정도 높게 나타났다. 이러한 결과는 폐지원지의 섬유질이 서로 다른데서 기인하는 것으로 판단된다. 습식분사방식과 공기충진방식 모두 온도가 $5.5^{\circ}C$ 상승할 때 마다 약 1.5%씩 열전도율이 높아지는 것으로 나타났다. 섬유질 단열재의 내화성능은 내화재의 함유량에 비례하여 일정하게 증가되는 것으로 나타났다. 높은 내화성능으로 인해 불에 약한 우레탄폼이나 스치로폼을 대체할 수 있다. 섬유질 단열재의 열전도율은 시편의 온도가 $4-43^{\circ}C$인 경우 $0.037-0.043W/m{\cdot}K$로 나타났다. 이는 국내 건축법규 상의 "나"등급에 해당하는 값이다. 내화재가 열전도율에 미치는 영향은 미미하였으며, 내화재가 전혀 들어있지 않은 경우가 가장 열전도율이 높게 나타났다. 섬유질 단열재의 단열성능은 유리섬유나 암면에 비해 뛰어나고, 스치로폼이나 우레탄폼에 비해 내화성능은 훨씬 뛰어나다. 따리서, 물리적인 성능을 고려한다면 위의 기존 단열재들을 대체할 수 있다. 섬유질 단열재는 스치로폼이나 우레탄폼에 비해 값도 싸므로 국내에서도 더욱 폭 넓게 사용하는 것이 추천된다.

압축력과 휨모멘트를 받는 메탈 터치된 기둥 이음부의 구조성능에 대한 실험적 연구 (A Experimental Study on the Structural Performance of Column Spliceswith Metal Touch Subjected to Axial Force and Bending Moment)

  • 철골구조물의 기둥이음 형식은 볼트연결이나 용접을 이용한다. 이러한 연결방법에서 부재의 축응력은 덧판의 볼트체결이나, 용접부위 를 통하여 그 응력이 전달되는 것으로 간주하여 설계, 시공되고 있다. 우리나라의 강구조 한계상태 설계기준에 따르면, 기둥 이음부의 고력볼트 및 용접이음은 이음부의 응력을 충분히 전달하여야 하고 이들 항복내력은 피접합재 항복내력의 1/2이상이 되도록 하여야 한다. 다만, 이음부에서 단면 에 인장응력이 없는 경우, 이음면이 절삭 마감으로 밀착되면 소요압축력 및 소요휨모멘트 각각의 1/4은 접촉면에 의해 직접 전달시킬 수 있다고 되 어있다. 반면에, 미국 철강협회설계기준(AISC Specifications and Codes)에서는 기둥이음에서 지압력에 따라 응력이 전달되도록 접촉면이 마무리 되어 있는 경우, 그 위치를 확보하는데 충분하도록 이음되어야 한다고만 되어있어, 설계자의 판단에 따라 압축력은 이음면의 직접접촉(Metal Touch)으로 상부에서 하부로 모두 전달할 수 있도록 되어있고, 또한 압축력과 휨모멘트를 받는 기둥에서는 직접접촉을 통해 최소 25%에서 최대 50%까지의 하중전달이 가능하다. 따라서 기둥이음에서 압축력에 대한 직접접촉의 활용도의 차이가 크고 또한 압축력과 모멘트가 작용할 때의 직접 접촉에 대한 활용도도 그 차이가 최대 25%이므로, 직접 접촉된 이음부의 응력전달 거동에 대한 연구가 필요하다. 본 연구는 축력과 휨모멘트가 작 용하는 기둥에 대해서 이루어지며 실험체의 수는 총 22개이다. 국내의 메탈터치의 평활도인 관리 허용치 1.5D/1000와 한계허용치 2.5D/1000및 AISC에서 제시하는 압축력을 받는 기둥에서의 보강 없는 틈의 한계인 1.6mm에 대해, 본 실험결과와 기존의 허용치를 비교하였다. 그 결과, 상하 부재 간의 직접 접촉을 통하여, 즉 메탈터치를 이용하여 응력을 전달시키면 부재 이음에서 경제성과 효율성이 개선될 수 있다고 판단된다.

항공기제조업자(航空機製造業者)의 책임(責任)에 관한 연구 (A Study on Product Liability of Aircraft Manufacturer)

  • The area covered by product liability in broadest sense is so vast that an attempt to analyse all its impact on the aviation world risk. Every effort has been made to confine our review of subject a closely as possible to its influence on aircraft manufacturers, airlines and passengers, in spite of strong connections with other spheres of commercial. Product Liability in aviation is the liability of aircraft's manufacturer, processor or non-manufacturing seller for injury to the person or property of a buyer or third party caused by a product which has been sold. Here-in a product is aircraft, third party is passengers who suffered damage by defective design, defective construction, inadequate instructions for handling in aircraft. Whenever a product turns out to be defective after it has been sold, there are under Anglo-American law three remedies available against the aircraft's manufacturer (1) liability for negligence (2) breach of warranty (3) strict liability in tort. There are Under continental law Three remedies available against the aircraft's manufacturer (1) liability for defective warranty (2) liability for non-fulfillment of obligation (3) liability in tort. It is worth pointing out here an action for breach of warranty or for defective warranty, for non-fulfillment of obligation is available only to direct purchaser on the basis of his contract with the aircraft's manufacturer, which of course weakness its range and effectiveness. An action for tort offers the advantage of being available also to third parties who have acquired the defective product at a later stage. In tort, obligations are constituted not only by contract, but also by stature and common law. In conclusion, There in no difference in principle of law. In conclusion I would like to make few suggestions regarding the product liability for aircraft's manufacturer. Firstly, current general product liability code does not specify whether government offices(e.g. FAA) inspector conducted the inspection and auditory certificate can qualify as conclusive legal evidence. These need to be clarified. Secondly, because Korea is gaining potential of becoming aircraft's manufacturer through co-manufacturing and subcontracting-manufacturing with the US and independent production, there needs legislation that can harmonize the protection of both aircraft's manufacturers and their injured parties. Since Korea is in primary stage of aviation industry, considerate policy cannot be overlooked for its protection and promotion. Thirdly, because aircraft manufacturers are risking restitution like air-carriers whose scope of restitution have widened to strict and unlimited liability, there needs importation of mandatory liability insurance and national warranty into the product liability for aircraft's manufacturers. Fourthly, there needs domestic legislation of air transportation law that clearly regulates overall legal relationship in air transportation such as carrier & aircraft manufacturer's liability, and aviation insurance.

수 연산과정에서 ERP로 확인된 숫자어휘와 부호변환 과정 (Words for Numbers and Transcoding Processes Reflected by ERPs during Mental Arithmetic)

  • 한글 숫자어휘의 부호변환 과정을 알아 봄에 있어, 수연산이 시행되는 동안 주어진 목표자극들 간의 연산결과가 일치하는지에 대한 과제를 ERP 실험방법에 의거 시행하였다. 평균진폭에 대한 실험 결과는 과제-의존적인 처리가 아닌 자극유형-의존적인 처리과정을 보여주었는데, 덧셈 및 곱셈과제에서의 한글 숫자어휘의 시간적인 뇌파개형은 아라비아 숫자에 대한 그것과 유사하게 나타났다. 이 처리과정에서의 유의미한 차이점은 300ms 부근에서 나타난 지연된 양성파형의 성분으로서, 이는 한글 숫자어휘의 아라비아 숫자로의 부호변환 과정으로 해석가능하다. 이 과정에 수반된 뇌영상을 분석한 결과, 두 조건에서 서로 다른 파형을 야기한 영역은 한글문자 처리에 관여하는 좌측 측두-두정영역으로 확인되었다. 이와 같은 결과는 수연산 과정의 개개 자극인 한글 숫자어휘의 내재적 수표상 방식이, 수개념으로의 직접적 접근이 아니라 일정한 부호변환 과정을 통한 도식화된 통로를 거치고 있음을 시사한다 할 수 있다.

국제물품매매계약(國際物品賣買契約)의 주요 조항(條項)에 관한 연구(硏究) (A Study on the Important Clause of International Sales Contract)

  • The international sale contract is the central contracts in export-import transactions. A good sale contract or set of general conditions of sale will cover all the principal elements of the transaction, so that uncertainties are avoided. The parties' respective duties as concern the payment mechanism, transport contract and insurance responsibilities, inter alia, will all be clearly detailed in the contract. The following key clauses should be included in international contracts of sale and general conditions of sale: ${\bullet}$ preamble ${\bullet}$ identification of parties ${\bullet}$ description of goods ${\bullet}$ price and payment conditions ${\bullet}$ delivery periods and conditions ${\bullet}$ inspection of the goods - obligations and limitations ${\bullet}$ quantity or quality variations in the products delivered ${\bullet}$ reservation of title and passing of property rights ${\bullet}$ transfer of risk - how accomplished ${\bullet}$ seller's warranties and buyer's complaints ${\bullet}$ assignment of rights ${\bullet}$ force majeure clause and hardship clause ${\bullet}$ requirement that amendments and modifications be in writing ${\bullet}$ choice of law ${\bullet}$ choice of dispute resolution mechanism Under most systems of law, a party can be excused from a failure to perform a contract obligation which is caused by the intervention of a totally unforeseeable event, such as the outbreak of war, or an act of God such as an earthquake or hurricane. Under the American commercial code (UCC) the standard for this relief is one of commercial impracticability. In contrast, many civil law jurisdictions apply the term force majeure to this problem. Under CISG, the standard is based on the concept of impediments to performance. Because of the differences between these standards, parties might be well advised to draft their own force majeure, hardship, or excusable delays clause. The ICC publication, "Force Majeure and Hardship" provides a sample force majeure clause which can be incorporated by reference, as well as a hardship clause which must be expressly integrated in the contract. In addition, the ICC Model provides a similar, somewhat more concise formulation of a force majeure clause. When the seller wishes to devise his own excusable delays clause, he will seek to anticipate in its provision such potential difficulties as those related to obtaining government authorisations, changes in customs duties or regulations, drastic fluctuations in labour, materials, energy, or transportation prices, etc.

전략환경평가 모형의 개발과 적용에 관한 연구(I): 도시기본계획 평가를 중심으로 (A Study on the Application and Development of the Strategic Environmental Assessment(SEA) Model with Reference to Urban Comprehensive Plan)

  • Strategic Environmental Assessment (SEA) is an assessment process integrated with policy and planning processes considering environmental impacts, not at the level of individual project, but at higher level of policy and plan. Presently, two systems for the SEA are being implemented in Korea. One is "the consultation of environmental investigation into a change in national land utilization", which is to be pre-discussed with the head of the related central administrative organizations, based on the respective individual code. The other is "the consultation of environmental investigation into an administrative plan and project", which is to be pre-discussed with the minister of the environments for the administrative plan. However, these two systems are not integrated procedures with the planning process. In other words, there is a separate post-environmental assessment after planning. Also concrete proposal is not yet prepared for the method and procedure of environmental investigation about details of the planning. Therefore, they do not playa role in taking precautions for environmentally sustainable development. In this study, for the effective environmental investigation at the level of planning, environmental assessment model to be integrated with urban comprehensive plans was developed. The results of this study can be summarized as follows: First, based on the analysis of systematic problems in environmental investigation of this country, the study compared and analysed the SEA method of foreign countries. derived the potential limitations in its applications to this country. Also, the new method in this study, is integrated into planning process by improving the limitations. Thus, we developed the SEA model for this country, which consists of seven steps ; Phase 1; establishing a work program, Phase 2; defining the scop. of the SEA, Phase 3; analyzing an existing environmental situation, Phase 4; examining the consistency with environmental policy, Phase 5; appraising and synthesizing the plan content, Phase 6; proposing recommendations, Phase 7; monitoring and feedback. Second, the two types of application program of the developed assessment model were proposed. One is to integrate this model into planning process, and the other is for the institute and ministry of environments to implement SEA after planning. An aim of this study was developing an environmental assessment model at the planning level which was not yet established in this country and was to apply the model to urban comprehensive plan for inspection. This research will make the effective operation of environmental investigation system possible at the planning level in this country and contribute to the environmental protection at the global level.
