The propensity analysis for oral exam candidates of sixth class engineer officer's license was conducted to serve as a basic data for improving the ability of seamanship and a stable workforce supply using a questionnaire. A general information of them was identified as 62.1% of offshore fishing, 59.3% of over 50, 59.4% of less middle school education, 52.4% of under 100 gross tonnage, 75.2% of under 1,500kW engine output, 72.5% of over 10 years experience, 72.4% of engine department, which means they are from mainly less than 100 gross tonnage of offshore fishing vessel, less educated, and long term experienced in the engine job. The reason why they took the test was mainly due to their will (51.7%). And 45.5% of them took the test for the first time, 45.5% of answers responded they are lack of knowledge about a written exam and text of KIMFT in preparation data for an oral exam 35.9%. Given the fact that 74.5% of respondents experienced marine accidents with engine damage on board, the need for marine casualty reduction education was verified. Even after obtaining a license, they showed a higher preference of boarding that they embarked before the examination. Also, 61.4% of them have a plan for long-term boarding at least three years, thus leading to supply of workforce in coastal and offshore areas.
The short-term variation of sea surface temperature before and after typhoons and increase of chlorophyll a concentration that accompany with the typhoons during summer in the East/Japan Sea were explored by satellite. Four typhoons (NAMTHEUN, MEGI, CHABA and SONGDA) and a typhoon (NABI) passed over the East/Japan Sea in 2004 and 2005, respectively. Decreasing of SST was observed in the every five typhoons, however the magnitude of SST decreasing were various from 1 to $5^{\circ}C$. Chlorophyll a increases were found after the typhoons (0.1-3 ${\mu}g$$l^{-1})$ except NAMTHEUN, and the area was approximately included in SST decreasing area by the typhoons. It suggests that chlorophyll a increase was caused by nutrient input from subsurface layer by strong mixing. On the other hand, rarely chlorophyll a increase was observed in northern area of polar frontal zone, which is located in $38-41^{\circ}N$, than northern area, and chlorophyll a increase in coastal area was higher (more than 3 times) than offshore area. It might suggest that chlorophyll a increase in the East/Japan Sea is also related with the depth or nitracline depth that affects the amount of nutrients supply to the upper layer by typhoon mixing.

Seaweed aquaculture technologies have developed dramatically over the past 70 years mostly in Asia and more recently in Americas and Europe. However, there are still many challenges to overcome with respect to the science and to social acceptability. The challenges include the development of strains with thermo-tolerance, disease resistance, fast growth, high concentration of desired molecules, the reduction of fouling organisms and the development of more robust and cost efficient farm systems that can withstand storm events in offshore environments. It is also important to note that seaweed aquaculture provides ecosystem services, which improve conditions of the coastal waters for the benefit of other living organisms and the environment. The ecosystem services role of seaweed aquaculture and its economic value will also be quantitatively estimated in this review.
Disease surveillance was performed to monitor the prevalence of fish pathogens in wild marine fish caught in coastal offshore water in Korea. A total of 333 of fish samples were collected at set net or fish market at landing port in Pohang (East Sea), Taean (Western Sea), Goseong and Tongyeong (Southern Sea) and 21 species of pathogens causing clinical infections to farmed fish were investigated. The detection rates of fish pathogens from Mugili formes, Tetraodontiformes, Pleuroneciformes, Sorpaeniformes, erciformes and Clupeiformes were 90.9, 61.1, 47.6, 43.6, 37.2 and 11.8%, respectively. Comparing with prevalence of diseases seasonally, both the detection rates of bacteria and parasite were higher than those of virus in April but the detection rates of parasites were distinctively higher than those of bacteria in August with high water temperature. Virus were detected in fish samples caught in the Western and Southern Sea in April. The detected parasites were Trichodina, Ichthyophthirius, Dactylogyrus, Microcotyle, Bivagina, Caligus, Alella and Myxobolus. Among the bacterial pathogens, Vibrio, Streptococcus, Photobacterium, Psuedomonas were predominant. Viral nervous necrosis virus (VNNV) and flounder lymphocystis disease virus (FLDV) were detected from the 6 species of fish virus examined in this study.
Ecological and taxonomical studies on the copepods were reviewed in order to dake data bases on the species composition, abundance, distributional pattern, and seasonal variations of copepods in the South Sea of Korea. Total 179 species have been reported in this area. The dominant species in the coastal waters and embayments, such as Acartia clausi, Paracalanus parvus, Oithona similis, and Oithona nana, were different from those reported in the offshore waters around Cheju Island. Indicator species of the South Sea were also discussed in this paper. Copepod abundances were higher in the coastal waters, up to more than 390,000 individuals/$m^3$(collected with a $150{\mu}m$ mesh net), than in the offshore waters. There were two types of temporal variations in copepod abundances in the coastal waters, i.e., bimodal abundance peaks in spring and fall, md unimodal peak during summer to early fall.
We studied improvement in marine environmental impact assessment and related management systems of coastal sediments that are dredged inshore but disposed offshore. After reviewing and diagnosing the existing assessment procedures and problems, we recommend to design the core assessment items and improve the reliability of assessment byenhancing the quality assurance/quality control (QA/QC) and verification processes. We proposed eco-friendly disposal plan for dredging sediment such as reuse system in land development was explored. A marine environmental database system was established to support the assessment processes. Guidelines for marine research and modelling were proposed for improving assessment of dredging and disposal of coastal sediment. Also, applying of screening and scoping for marine environmental assessment was reviewed.

The reason why they took the test was mainly due to their will (71.1%). And 52.7% of them took the test for the first time, 52.7% of answers responded they are lack of knowledge about a written exam and text of KIMFT in preparation data for an oral exam 23.3%. Given the fact that 83.3% of respondents experienced marine accidents on board, the need for marine casualty reduction education was verified. Even after obtaining a license, they showed a higher preference of boarding that they embarked before the examination. Also, 61.7% of them have a plan for long-term boarding at least three years, thus leading to supply of workforce in coastal and offshore areas.

In order to investigate the oceanic condition of fishing ground in the southwestern coastal sea of Korea, the oceanographic observation were carried out by the trainingship of Yosu university on May, August and November in 1998. Main features in the observation are as follows; 1) the ranges of temperature, salinity, density and chlorophyll-a were from $14.5^{\circ}C\;to\;18.0^{\circ}C,\; from\;33.5\textperthousand\;to\;34.5\textperthousand$from 24.0 to 25.5 and from $1.0\mu$g/l in spring (May) from $15.0^{\circ}C\;to\;27.5^{\circ}C,\;from\;0.0\textperthousand\;35.0\textperthousand$9.0 to 26.0 and from 0.5$\mu\textrm{g}$/l to 4.0$\mu\textrm{g}$/l in summer(August), and from $ to 21.0^{\circ}\;31.0\textperthousand$, from 22.0 and from $4.0\mug/l\;to\;20.0\mug/l$ in autumn(November), respectively, 2) the temperature in the coastal region was higher than that in the open ocean while salinity, density and chlorophyll-a were lower, and the convection was identified between the surface and the bottom during in spring and autumn, 3) the chlorophyll-a in the this region was varied in each season, being highly distributed offshore Yosu Bay, 4) on evidence of sea water intrusion toward Kumun island was observed.

With increasing offshore oil exploration, drilling, and production activities, and with a huge amount of petroleum being transported by tankers and pipelines through the ocean and coastal environment and resoures has been realized among government decision makers, oil industry personnel, and the general public. Assessment must be made of the potential risk of damage resulting from the exploration, development and transportation activities, based on predictive impact evaluations of the fate of hypothetical or real oil spills.(omitted)
The coastal and offshore fishery to manage from a fishery permit system in our country at present seems to be a sign of lots problem, which are illegal fishing, a permit rent, non fishing vessel the purpose of vessel reduction, fishery compensation, tax exemption oil, the excessive occurrence of administrative cost due to differences during a period of a fishery permit. All the readjustment system for the permit has suggested an effective solution for a fishery permit management, the maintenance of a fishery order(the prevention of illegal fishery), the prevention of unused fishery, the entrance of new vessel in coastal fishery and it's system has prevent this problems in ahead. This paper has estimated an prevention convenience for an illegal spill of the tax exemption oil, actual effects of vessel reduction, the conservation of fishery resource for the future value and carried out an economic analysis to estimate compliance cost for the system introduction. Also, this study have analyzed throughly the coastal fishery situation and catched lots of issues on the management for the permit system. Especially, the problems improving the readjustment introduction for the permit have estimated the social and economic effects quantitatively and qualitatively with a calculated technique to classify various scenarios. This paper has judged correctly the term of validity for the permit to shorten as a result of the estimation and it will be to take the net convenience cost 1,655thousand million won. The results of this study have expect to provide a basic data to introduce the readjustment system for the permit.
