  • 2015. 04. 20.부터 2톤 이상 AIS를 설치한 유선을 관제대상으로 지정 고시(연안 해상교통 관제운영에 관한 고시)되면서 전국적으로 유선 보유척수가 가장 많은 통영 연안VTS에서 유선 관제 시행 중 도출된 문제점들에 대한 개선책을 모색하고 보다 더 효율적이고 안전한 관제를 통해 유선해양사고 방지 및 신속한 상황대처로 안전한 바다 조성에 이바지하고자 한다.

  • In recent years, the marine traffic congestion has increased due to the expansion of vessel traffic volume in Korean coastal waterway. Heavy traffic could bring serious marine casualties which cause the loss of human lives, properties and marine pollution in coastal area. The prevention of marine accidents has been a major topic in marin society and various policies and countermeasures have been developed, applied to the industries. VTS(Vessel Traffic Services) is considered as one of effective method to promote marine safety but it needs relatively huge amount of budgets to build and also number of personnels for the operation. Thus prior to establishing the VTS. It should be surveyed the marine traffics, general conditions of waterway including geographical, meteorological characteristics and assessed to find the most reasonable area and places for the system. Therefore this paper aims to develop the method for this evaluation through the hierarchical evaluation structure model in connection with ISM(interpretive structural modeling) and AHP(analytic hierarchy process) methods. The model in this paper is applied to 4 coastal area in Korean waterway as candidates and found that the priority for the needs of VTS should be in order such as Yosu, Wando, Mokpo, Geoje coastal area.

해상교감관별 시스템의 지리적 후문에 관한 연구 (A Study on the Role of Vessel Traffic Service System)

  • The purpose of this study is to find out what is the functional role of VTS in order to get the people concerned with marine traffic/transportation understand about VTS. VTS could be described as the essential risk management system in both cost effective on cost-benefit analysis and the sea space or time management at port, coastal environment. The important role of the VTS are those functions such as the decision making infrastructure, the passive/active safety measures at sea. VTS could not control/regulate marine traffic as strong as ATC(Air Traffic Control) owing to the marine traffic characters. However, the right and responsibility of VTS finally are belong to the master, pilot and mariners. For the benefit of the electronic technology development, VTS system also cloud be upgraded to communication system from information system. In connection with these system upgrading, the right and responsibility of VTS/staff should be supported by domestic legal system. The followings are presented for VTS to be effective. First, the cooperation and understanding of VTS between the peoples concerned with marine traffic/transportation are essential. Because they are all data supplier and also information consumers. Second, VTS staff/regulator should be selected, educated, trained accordingly as per their career, ability, quality, qualification, certification and etc. Third, the port reliability from VTS users depends on the factors such as economic interests, safety and effectiveness/efficiency of VTS.

Characteristics of Ship Movements in a Fairway

  • In a coastal area, all of the vessels are always exposed to the potential risk, taking into the maritime accident statistics account over the last decades. To manage vessels underway safety, the characteristics of ship movements in a fairway should be recognized by VTS system or VTS operators. The IMO has already mandated the shipboard carriage of AIS since 2004, as stated in SOLAS Chapter V Regulation 19. As a result, the static and dynamic information of AIS data has been collected for vessel traffic management in the coastal areas and used for VTS. This research proposes a simple algorithm of recognizing potentially risky ships by observing their trajectories on the fairway. The static and dynamic information of AIS data are collected and the curvature for the ship trajectory is surveyed. The proposed algorithm finds out the irregularity of ship movement. The algorithm effectively monitors the change of navigation pattern from the curvature analysis of ship trajectory. Our method improves VTS functions in an intelligent way by analyzing the navigation pattern of vessels underway.

  • The Coastal VTS will be continuously constructed to prevent marine traffic accidents in the coastal waters of the Republic of Korea. In order to provide the best traffic information service to the ship operator, it is important to understand the navigation risk factor. In this study, we analyzed the navigational hazards of Gunsan coastal area where the coastal VTS will be constructed until 2020. For this purpose, major traffic flows of merchant ships and density of vessels engaged in fishing were analyzed. This study was conducted by Automatic Identification System (AIS) and Vessel Pass (V-PASS) data. The grid intervals are 10 minute ${\times}$ 10 minute (latitude ${\times}$ longitude) based on the section of the sea. A total of 30 sections were analyzed by constructing a grid. As a result of the analysis, the major traffic flows of the merchant vessels in the coastal area of Gunsan were surveyed from north to south toward Incheon, Pyeongtaek, Daesan, Yeosu, Pusan and Ulsan, and from east to west in the port of Gunsan Port, 173-3, 173-6, 173-8, 183-2, 183-5, 183-8, 183-3, 184-1 and 184-2. As a result of the study, the fishing boats in Gunsan coastal area mainly operated in spring and autumn. On the other hand, the main traffic flow of merchant ships and the distribution of fishing vessels continue to overlap from March to June, so special attention should be paid to the control during this period.

  • The fundamental objectives of vessel traffic services (VTS) are the safety of traffic, efficient traffic flow and the protection of marine environment. And the coverge of VTS is used to be within the port and their approaches. It , however, is tend to expand the coverge beyond the radar coverage and the vessel carrying dangerous cargo. Therefore this study aims to investigate the international tendancy of the extended VTS system, and take a field test of using KOREASAT for the extended VTS system in Korean coastal waters. As the results of the test, KOREASAT is proved to be one of the alternatives for extended VTS system.

연안 선박교통관리제도의 도입에 따른 사고예방효과 추정에 관한 연구 (A Study on the Estimation of Casualty Prevention Effectiveness through the Installation of Coastal Vessel Traffic Services)

  • 이 연구는 항만교통정보센터의 시스템 확충 및 연안 선박교통관리제도의 도입에는 많은 비용이 소요되기 때문에 비용과 편익을 비교하여 타당성을 조사하고자 한다. 따라서 비용과 편익을 분석하는데 중요한 기초자료가 되는 사고예방효과를 추정하고자 한다. 추정의 방법은 거제해역에서 발생한 해양사고를 분석하여 원인요소를 도출한 후 이를 설문문항으로 구성하여 항만교통정보센터의 운영요원을 대상으로 설문을 실시한다. 연안 선박교통관리제도의 도입에 의한 사고예방효과는 충돌사고에서 55.572%, 좌초사고에서 51.667%로 추정되었다. 또한 인적요소와 환경요소에 의한 효과는 높지만 기술적 요소에 의한 효과는 미미한 것으로 분석되었다.

  • Vessel Traffic Service (VTS) is being used at ports and in coastal areas of the world for preventing accidents and improving efficiency of the vessels at sea on the basis of "IMO RESOLUTION A.857 (20) on Guidelines for Vessel Traffic Services". Currently, VTS plays an important role in the prevention of maritime accidents, as ships are required to participate in the system. Ships are diversified and traffic situations in ports and coastal areas have become more complicated than before. The role of VTS operator (VTSO) has been enlarged because of these reasons, and VTSO is required to be clearly aware of maritime situations and take decisions in emergency situations. In this paper, we propose a prediction table to improve the work of VTSO through the Cognitive Work Analysis (CWA), which analyzes the VTS work very systematically. The required data were collected through interviews and observations of 14 VTSOs. The prediction tool supports decision-making in terms of a proactive measure for the prevention of maritime accidents.

IVEF 서비스 구현을 위한 클라우드 기반 VTS 통합 플랫폼 개발 (Development of Cloud-based VTS Integration Platform for IVEF Service Implementation)

  • 국제항로표지협회(IALA)는 선박의 안전하고 효율적인 운항을 위해 2016년에 선박교통관제서비스(VTS) 운영을 위한 VTS 매뉴얼 권고지침을 제시하였으며, 한국해양경찰청(KCG)은 IALA VTS 매뉴얼 및 VTS 관제사의 교육훈련 지침에 근거하여 2022년까지 전국 항만 및 연안 수역에 총 19개의 VTS 센터를 설치·운영하고 있다. 또한, IALA는 효율적인 e-Navigation 시스템 서비스와 관제 당국의 안전하고 효율적인 VTS 서비스 지원을 위해 2011년에 VTS 간 데이터 교환 표준인 Inter-VTS Exchange Format(IVEF) 서비스권고안(V-145)을 제시했다. IVEF 서비스는 선박 정보교환을 위한 공통 프레임워크로 일곱 개의 기본 IVEF 서비스(BISs) 모델을 제시하고 있으며, VTS 서비스 제공자는 IVEF 표준을 이용하여 공동 운항구역에 대한 VTS 정보공유를 통해 보다 안전하고 효율적인 VTS 서비스를 제공할 수 있다. 본 논문에서는 KCG에서 수행하고 있는 클라우드 기반 VTS 통합 플랫폼 및 개발 서비스를 BISs의 데이터 모델, 상호작용 모델, 인터페이스 모델에 근거하여 제시했다. 또한, IVEF 서비스 구현을 위한 클라우드 VTS 통합 플랫폼 테스트 베드를 구축하고, IVEF 서비스의 주요 기능을 구현한 결과를 보였다.

  • 선박통항이 빈번하고 해상 교통밀도가 높아 해양사고가 빈번한 서남해역의 해상교통안전에 기여하고자 진도 연안VTS 센터를 구축, 2006년 7월 19일 개국식을 갖고 본격적인 운영을 하고 있다. 따라서 본 연구에서는 진도 연안VTS 관제범위내 주변환경과 항행 위해요소 분석, 교통실태 관측조사 및 해양사고 분석을 통한 해상교통환경평가를 실시하여 진도 연안VTS 관제범위내 해상교통시스템 개선을 위한 항행 위해요소를 제시한다
