Empirical Study on the Performance Analysis and Function of Jindo Coastal Vessel Traffic Service (진도 연안VTS의 성과 분석 및 기능에 관한 실증적 연구)

  • Hebei Spirit Oil Spill that happened in 2007 had prompted the need of revisiting the coastal safety. In response to this, Korea had made an effort to implement VTS in every coastline in the country. There are a lot of theoretical studies on VTS function nowadays, but coastal VTS are less frequently studied. In this paper, performance analysis results and accident prevention activities of Jindo Coastal VTS center were summarized and the Coastal VTS function are investigated. Jindo Coastal VTS covers relatively wide area and various places with various maritime traffic characteristics are the major navigation vessels, which means that it is important to control these vessels. Since the probability of accidents due to human error is relatively high in coastal area due to negligence tendency of crews during coastal area navigation, coastal VTS has to provide sufficient assistance to navigating vessels. Like most harbour VTS, Coastal VTS provides not only main information service, navigational assistance and traffic organization services but also various services related with advanced search-and-rescue assistance, marine national security, maritime crime prevention, oil spill response, traffic services for non-service vessel, and safety supervision for water leisure boats.

  • VTS service results from VTS watchman's mind as all other human conducts. Psychological motivations are divided into 4 factors ; collective unconscious, fear, responsibility, humanity. These motivations are beginning of VTS. Motivations awaken watchman and effect all other steps of service. Out of these motivations, higher factors ; responsibility and humanity act very positively and can be best solution for safety of vessel traffic ; the purpose of coastal VTS. Therefore, VTS officers should be educated to build up these virtues in their mind.

  • The prevention of marine accidents has been a major topic in marine society and various policies and countermeasures have been developed, applied to the industries. The coastal VTS and navigational aids are considered as one of the effective methods to promote marine safety but they need relatively huge amount of budgets to build Thus prior to establishing these coastal VTS and navigational aids, it should be evaluated the navigational safety level in the coastal waterways from the Environmental Stress. So far as human beings are concerned, there are many types of fuzziness in the evaluation of navigational safety level. In order to reflect these fuzziness on this evaluation, this paper introduces the fuzzy integral suggested by Choquet to represent the fuzziness in the evaluation process. This paper aims to develop the method for this evaluation from the viewpoint of mariner's operational stress using the fuzzy measure and Choquet integral. In this paper, Korean coastal area is divided into 8 sectors and evaluated the priority for the needs of coastal VTS and navigational aids.

  • At recently, Oil spill accident of large size oiler that happen domestic and outside the country is occured to social impact us as well as economical damage in sea environment. Also, because spread extent of pollution accident is reaching harbor, bay and close water areas, as necessity that traffic control ships are sea place. VTS is changing to concept that control space is magnified gradually. Our country is operated to 14 harbors which is control center. But abroad is operating coastal VTS that do main waterway and coastals to authority dimension. Therefore, necessity that traffic density of ship manages high coastals and ship traffic of waterway to our country is risen. This paper is execute sea traffic survey at Mokop sea areas and sea casualty occurs. It proposal that coastal VTS center field of most suitable and position of radar site.

Questionnaire on Marine Safety and Vessel Traffic Services in Philippine Coastal Waters (Part 2)

  • Part 2 of the Questionnaire Survey on Marine Safety and VTS in the Philippine Coastal Waters presents the alternatives to risk reduction, modifying the VTS, the qualification and competency of a VTS operator and effectiveness of the services and assistance rendered by VTS. This study finds that majority of respondents chose "Improved education and training of mariners" as the best alternative to risk reduction and the "Strict enforcement of ship safety regulations" as the best alternative based on the respondents' ranks last served onboard and areas of familiarity. In modifying the VTS, the areas with VTS chose to "Improve or upgrade" and for those without, is to "Implement" the system. The best VTS system is the "Port and Approaches" type and the PCG is selected to operate, maintain and supervise the system. As a VTS operator, the necessity of shipboard experience is considered "Essential" and the experiences include "Ship-handling and Communication", and "Management level" experiences. The effectiveness of the assistance and services rendered by VTS are considered "Very Important". Based on these findings, this study recommends improvement of education and training of mariners and users of the waterways including the training of VTS operators manning the VTS centers, strict enforcement of ship safety regulations along the busy and main ports of the country and installation of VTS system with the most appropriate type with the supervision of PCG.

  • On the Jeju coast, international cruise ships, passenger ships, and other ships pass frequently, as well as many fishing boats. Thus, there is a high risk of marine accidents and frequent ship collisions. Accordingly, it is urgent to establish a coastal VTS for systematic safety management of ships passing through the coastal waters of Jeju. The purpose of this study was to set the area of the VTS to be newly established. In this study, to calculate the workload of the VTS operators, a formula was proposed that reflects the monitoring workload considering the monitoring frequency and required time for target as well as non-target ships and the workload for ship collision situations. The proposed formula was applied to the newly established VTS area in Jeju. Three control sectors were set up in each VTS center. The average number of workstations per hour was approximately 1, so the division between sectors was appropriate. Thus, it was deduced that there would be no workload for the VTS operators. It is expected that the method proposed in this study can be used as primary data for calculating the appropriate number of workstations for the current VTS, and setting the VTS area for a new coastal VTS in the future.

  • Nowadays, it is planning to establish a coastal VTS in Korean southern coastal waters in order to enhance the safety of vessel traffic and to protect the marine environment. But, it surely needs over ten billions Won to establish, operate and maintain the above mentioned coastal VTS. Therefore, this paper proposes the VTS cost-benefit analysis model to confirm the reasonability and decide the priority of the project. This model has three distinct processes. Fist, it is the identification in qualitative terms of the effects of a given proposal. Second, it quantify the specified effects in physical terms. Third, it is the evaluation of the total effects of project. The proposed model in this Paper will contribute to the confirmation and the priority of the project in future.
