본 연구는 연안지역정부의 연안관리지역계획 재수립 및 지역연안관리 효율성 향상에 기여하기 위하여, 우리나라 지역연안유형 특성별로 적합한 연안관리정책도구의 조합방안을 모색 개발하여 제안하였다. 최근 2010년 연안관리법의 개정으로 '연안해역 용도별 기능구별 지정관리제'가 도입된 것을 시대적 배경으로 하여, 약 40여 년간 지역연안관리행정의 역사를 가진 미국의 선진 지역연안관리 정책도구들을 우리나라 연안해역 용도기능구에 적용하는 방안을 체계적으로 검토한 결과, 특히 선진 연안관리도구의 활용성이 높은 용도기능구는 이용연안해역용도의 레저관광구, 특수연안해역용도의 재해관리구와 해양환경복원구, 보전연안해역용도의 경관보호구인 것으로 나타났다. 본 연구에서 제시된 지역연안관리 개선방안은 향후 우리나라 지역연안관리 발전을 위한 기초적 탐색적 연구로서 기여할 것이다.

기후변화로 인한 연안침식 가중화 현상은 최근 전 세계적인 이슈로 대두되고 있으며, 국제사회에서는 그 위험성을 인지하고 범국가적 협의와 다양한 정책을 적용하고 있다. 지중해, 카리브해에 위치한 연안 국가의 경우, 범국가적 차원에서 연안완충구역을 설정하고 연안관리계획을 수립하고 있으며, 미국은 도시적 차원에서 연안지역 관리계획을 수립하고 있다. 우리나라에서도 연안지역의 침식과 연안재해를 예방하기위한 연안침식관리구역을 지정하고 관리하고 있으나, 절대적인 지정 개수와 연안 육역에 대한 정책이 부족한 실정이다. 이에 본 연구에서는 국내 정책 현황 및 국외 사례 연구를 통해 연안침식 및 연안재해 예방·저감을 위해 연안 육역에 적용되는 정책 사례를 연구하고, 국내 연안완충구역 정책 개선방안을 모색하고자 하였다. 연구결과, 연안 육역부에 대한 연안완충구역 확대 및 과학적 분석에 기반한 완충구역의 설정 기준이 필요하다는 시사점을 도출하였다.

연안구역(Coastal Zone)은 “생태 환경적으로 통합된 장”으로 해역과 육역을 포함하는 통합된 공간이며 C.Z.M은 해안자원의 보전과 활용을 위하여 체계적이고 지속적으로 연안구역(Coastal Zone)을 통합 조정할 수 있는 실행 전략시스템이다. 따라서 본 연구는 국내 외 C.Z.M을 사례로 운영과정에서 나타나는 메커니즘을 역할분담, 조정 및 협력, 참여 유도 차원에서 조사 분석하였다. 이를 통해 이 연구는 해안관리의 정책방향이 조화될 수 있도록 하는 평가체계 구축, 지속적 해안관리를 위한 안정적 지원체계 구축, 이해관계자의 협력을 도모하는 조정체계 구축, 관리역량 강화 및 참여유도를 위한 교육체계 구축 등을 선진사례의 공통된 관리특성으로 도출하였다. 마지막으로 본 연구는 국내외 연안구역관리의 메카니즘에 나타난 공통의 가치를 바탕으로, 지역차원에서 국내 연안구역(Coastal Zone)관리시스템을 올바르게 구축하기 위한 시사점을 제시하였다.

본 연구는 국내 연안사고 안전관리 문제점을 도출한 후 이에 대한 개선방안을 제시하는 것을 목적으로 수행되었다. 이를 위해 전국 연안을 5개 권역으로 분류하여 연안 안전사고 발생 현황을 조사하였으며, 문헌 및 실무자 면담조사를 통해 연안 사고 안전관리 문제점을 도출한 후 개선방안을 제시하였다. 상기와 같은 목적과 방법에 따라 도출된 결과는 다음과 같다. 첫째, 총 3,116건의 국내 연안 안전사고 중 갯바위 사고 및 중부해역사고가 각각 37.58%, 30.67%의 비중을 차지하는 것으로 조사되었다. 둘째, 국내 연안 안전관리 개선을 위해 민간협력 거번넌스 구축 등의 총 5가지 방안을 제시하였다.

GIS (geographic information system) is a relatively new tool in the coastal and ocean area management toolbox, but its uses and functionality are quickly being recognized. GIS can help identity potential threats to coastal and ocean resources and evaluate alternative land-use and management practices. The application of GIS to coastal and ocean issues continues to grow as the general use of GIS matures. GIS software and technicians with the skills to apply GIS are now commonplace at federal, state and local government agencies as well as many NGOs and the private sector. However, these applications were focused on their special purposes. Therefore, we describe the management strategy of marine GIS and its components. The results of this study can be used as the fundamental guideline for the coastal and ocean management and sustainable development.

The coastal village in Woljeong-ri, Jeju is highly preferred by tourists because of its unique natural landscape different from inland areas. Especially, the number of buildings in the coastal area of the village is increasing due to escalating commercial value. Buildings are densely developed, along the seaside, resulting in privatization of coastal landscape. This results in blocking of landscape and psychological exchanges between the coastal village and coast. This study analyzed the actual conditions of coastal landscape before and after 2010, when the number of tourists and demand for development were increased in the coastal area of the coastal village in Woljeong-ri, Jeju. In this study, open index, visible horizontal index, elevation angle, elevation blockage and visible facade index were used to compute objective indicators of coastal landscape status. The analysis reveals visible facade index, a complex landscape assessment indicator, was increased by 7 times after 2010 as compared with before 2010. As such, there are many coastal villages in Jeju similar to Woljeong-ri that have a high landscape value and are in need of management. A comprehensive measure including a system for management of coastal landscape is urgently required to create narrative landscape in Jeju.

본 논문은 시화호 간척지의 지속가능한 개발을 위하여 이해당사자들이 의사결정과정에 참여하기 위한 체제와 구조, 그리고 절차를 개발하고자 시화호 유역에서 연안통합관리를 시행하는 과정에서 얻어진 문제점과 한계에 관하여 논하였다. 수질개선과 환경복원을 위해 2001년 수립된 시화호 종합관리계획의 시행평가를 통해 통합관리계획의 수립과 시행간의 격차를 감소시키기 위한 유용한 지침을 제공하고자 하였다. 시화호 간척지의 토지이용방식에 대한 이해당사자간 갈등을 해소하는 것은 이 지역의 연안통합관리에 가장 중요한 문제 중의 하나이다. 이를 위해서는 과학적인 평가를 통한 의사결정지원도구와 이해당사자의 관리역량을 강화하기 위한 프로그램을 마련하는 것이 시급하다.

This study analyzed the condition of marine accident and disaster rate of crew of Korean fishing vessels by vessel type, and checked the Australian safety management system and relevant regulation in Korea to suggest measures to build coastal/offshore fishing vessel safety management system in Korean coastal/offshore fishery. As a result, the power and production amount of Korean coastal/offshore fishing vessel is consistently decreasing while marine accident is increasing. Disaster rate of crew was higher than land industry, especially, the disaster rate of coastal/offshore fishing vessel was very high (100.0‰). Australia applies safety management system differed by vessel type and operation waters which fully considers the characteristics of pertinent vessel. The average accident rate of fishing vessels with gross tonnage over 20 tons among the Korean coastal/offshore fishing vessel was 13.6%, which was significantly higher than fishing vessels with gross tonnage below 20 tons (1.4%). Such result indicates it is urgent to implement safety management system to fishing vessel with gross tonnage over 20 tons and introduce fishing vessel safety supervisor. Establishing safety management system of coastal/offshore fishing vessel will contribute to consistent industrial development by achieving the general goal of reducing marine accident and spreading safety culture.

연안습지에서는 생태적으로 많은 생산물이 만들어진다고 평가되어 왔다. 이런 점들을 이용하여 연안습지를 연안환경관리에 적용하면 수질정화 등 다양한 효과를 볼 수 있다. 생태계 기능중 에너지흐름과 유기물, 영양염류가 연안습지의 수질정화에 중요하게 관계된다. 연안습지는 수생식물이 식재된 공간을 거치면서 처리되고, 토사나 오염물질의 유입을 방지하기 위한 공간의 조성과 바닥에서 영양염의 흡수 및 식물플랑크톤을 억제하는 방법이 적용될 수 있다.

The prediction of the dynamic behaviors of buoyant water discharges into a large volume of water bodies, the flows of water accompanying the density differences due to temperature differences and sometimes also to salinity differences, have attracted great concern over several decades. Heated water surface discharges from power plants and freshwater discharges in estuaries are typical examples of the buoyant flows. (omitted)
