  • Tsunami is a frightful natural disaster that causes severe damages worldwide. To minimize the damage, South Korea has built a tsunami warning system and designated evacuation sites in the east and south coasts. However, such countermeasures have not been verified whether they are adequate to minimize casualties since tsunami rarely occurs in South Korea. Recently, due to increasing earthquakes in the west coast of Japan, the likelihood of South Korea entering the damage area of tsunami rises; thus, in this paper, we develops a simulator based on Unity game engine to simulate the evacuation from tsunami. In order to increase the fidelity of the simulation results, the simulator applies a tsunami simulation model that analyzes coastal inundation based on cellular automata. In addition, the objects included in tsunami evacuation, such as humans, are modeled as an agent model that determines the situation and acts itself, based on the discrete-event system specification (DEVS), a mathematical formalism for describing a discrete event system. The tsunami simulation model and agent models are integrated and visualized in the simulator using Unity game engine. As an example of the use of this simulator, we verify the existing tsunami evacuation site in Gwangalli Beach in Busan and suggest the optimal alternative site minimizing casualties.

  • The 21st century is often referred to as maritime age. The sea is a rich repository of natural resources, comfort shelters and the hopes and dreams of human being. But there is always possibility of disaster as well as hopes and dreams. Although there have been many advances in the ship building technology, the risk of accidents is on the increase due to the increase of maritime traffic and the revitalization of marine leisure. I like to refer to the systematic search and rescue system for the rapid response by analyzing recent marine accidents. For the safe navigation, it is necessary to establish institutional systems such as ship technology, navigation equipments, excellent human resources, traffic control, etc. and navigation components also have to be well organized each other. It is also necessary to build a prompt accident management system. The search and rescue system for the rapid response and the way of reducing the incidence of marine accidents were reviewed through the analysis of recent marine accidents.

  • Three sides by the waters of the country in which the topography of the peninsula is a treasure trove of natural resources in the country to recognize the importance of the sea and maritime territorial and maritime policy for the protection of rights, such as to promote the country striving to strengthen haeyangryeok. However, marine activities is 200 sea miles exclusive economic zone of the stage (EEZ) and the continental shelf extends as the, EEZ waters of the overlapping jurisdiction, Books sovereignty, marine scientific research and development, including the continental shelf surrounding the deepening relationship between the neighboring countries and complex understanding including international cooperation and coexistence between countries to be competitive. This time the Coast Guard 's maritime sovereignty existing patron driven from the accident prevention safety management system, from our sea, has been kept firmly. However, due to the new issue of disaster lies in the fate of marine police became dismantled. This real time so that you can be reborn as a marine police force structure. Structure to change the way the rescue operation. Expenses, Shore, you will need to increase the professionalism of pollution.

  • Japanese oil companies have begun to set up a mutual support system to prepare for any large scale oil spillages due to the huge increase in size of tankers since 1973. In 1990, the Petroleum Association of Japan established the Oil Spill Response Department and has been conducting researches on management of oil spill combatting materials and the effective prevention of maritime oil disasters. Japan Coast Guard, in accordance with the regulations of the OPRC in 1995, formulated the national contingency plan and built a mutual-contact network among the related government institutions. Its Guard & Rescue Department. Disaster Prevention Section has been working for the maintenance of oil spill combatting materials and coordinating related work with private organizations. The Japanese government has been strengthening the maritime oil spillage management system since the Nakhodka wreck incident in 1997.

  • We analyzed characteristics of rainfall-runoff for the channel of Yongwon area made by a new port construction. And we conducted inundation analysis on the region of lower elevation near the coast. SWMM5 was calibrated with the storm produced by the typhoon Megi from August 19 to August 20 in 2004, and was verified with the storm from August 22 to August 22 in 2004. We performed hydraulic channel routing of Yongwon channel about typhoon Megi from August 19 to August 20 in 2004 by UNET model which is a hydraulic channel routing. The simulated runoff hydrographs were added to the new stream as lateral inflow hydrographs and a watershed runoff hydrograph was the upstream boundary condition. The downstream boundary condition data were estimated by the measured stage hydrographs. The maximum stage that was calculated by hydraulic channel routing was higher than the levee of inundated region in typhoon Megi. Thus we can suppose an inundation to have been occurred. We performed inundation analysis about typhoon Megi from August 19 to August 20 in 2004 and flood discharge of return period 10~150 years. And we estimated each inundation area. The inundation areas by return periods of storms were estimated by 3.4~5.7 ha. The causes of inundation are low heights of levee crests (D.L. 2.033~2.583 m), storm surges induced by typhoons and reverse flow through the coastal sewers (D.L. -0.217~0.783 m). A result of this study can apply to establish countermeasure of a flood disaster in Yongwon.

  • This study is for design of the detention system distributed in a watershed by the Multi-Objective Genetic Algorithms(MOGAs). A new model is developed to determine optimal size and location of detention. The developed model has two primary interfaced components such as a rainfall runoff model to simulate water surface elevation(or flowrate) and MOGAs to get the optimal solution. The objective functions used in this model depend on the peak flow and storage of detention. With various constraints such as structural limitations, capacities of storage and operational targets. The developed model is applied at Gwanyang basin within Anyang watershed. The simulation results show the maximum outlet reduction is occurred at detention facilities located in upper reach of watershed in the peak discharge rates. It is also reviewed the simultaneous construction of an off-line detention and an on-line detention. The methodologies obtained from this study will be used to control the flood discharges and to reduce flood damage in urbanized watershed.

  • The enormous disaster (Friday nightmare) occurred at 14:46 (JST) (05:46 UTC) on 11 March 2011, officially named "the 2011 Tohoku Earthquake and Tsunami". To monitor the variations of the marine environment after the earthquake, we used chlorophyll and Rrs(555) of GOCI and MODIS ocean color satellite data during March ~ May 2011. Before the earthquake, chlorophyll and Rrs(555) were relatively low around the Sendai areas. After the earthquake;their concentration and intensity were suddenly increased along the coast and the water column was disturbed by the tsunami wave. The severe distortions influenced by the tsunami occurred at less than 30 m water depth and the variations in offshore were difficult to discern the effect of the tsunami. The disturbance by the tsunami was still remained in the terrestrial environment after one month. However the ocean environment returned to the former condition in almost two month later.

  • Sea wind isrecently drawing attraction as one of the sources of renewable energy. Thisstudy describes a new method to produce a 10 m resolution sea wind field using Sentinel-1 images and low-resolution NWP (Numerical Weather Prediction) data with artificial intelligence technique. The experiment for the South East coast in Korea, 2015-2020,showed a 40% decreased MAE (Mean Absolute Error) than the generic CMOD (C-band Model) function, and the CC (correlation coefficient) of our method was 0.901 and 0.826, respectively, for the U and V wind components. We created 10m resolution sea wind maps for the study area, which showed a typical trend of wind distribution and a spatially detailed wind pattern as well. The proposed method can be applied to surveying for wind power and information service for coastal disaster prevention and leisure activities.

  • Energy-saving block and invisible multiribbed frame composite wall (EBIMFCW) is an important shear wall, which is composed of energy-saving blocks, steel bars and concrete. This paper conducted seismic performance tests on six 1/2-scale EBIMFCW specimens, analyzed their failure process under horizontal reciprocating load, and studied the effect of axial compression ratio on the wall's hysteresis curve and skeleton curve, ductility, energy dissipation capacity, stiffness degradation, bearing capacity degradation. A formula for calculating the peak bearing capacity of such walls was proposed. Results showed that the EBIMFCW had experienced a long time deformation from cracking to failure and exhibited signs of failure. The three seismic fortification lines of the energy-saving block, internal multiribbed frame, and outer multiribbed frame sequentially played important roles. With the increase in axial compression ratio, the peak bearing capacity and ductility of the wall increased, whereas the initial stiffness decreased. The change in axial compression ratio had a small effect on the energy dissipation capacity of the wall. In the early stage of loading, the influence of axial compression ratio on wall stiffness and strength degradation was unremarkable. In the later stage of loading, the stiffness and strength degradation of walls with high axial compression ratio were low. The displacement ductility coefficients of the wall under vertical pressure were more than 3.0 indicating that this wall type has good deformation ability. The limit values of elastic displacement angle under weak earthquake and elastic-plastic displacement angle under strong earthquake of the EBIMFCW were1/800 and 1/80, respectively.
