기후변화 적응 정보 통합지원 체계구축 및 정책적 활용방안 (Development and Policy Applications of Integrated Information System for Climate Change Adaptation)

  • 전 지구적으로 기후변화로 인한 영향이 심화됨에 따라, 피해 및 영향을 최소화하기 위한 기후변화 대응 중에서 적응은 필수가 되었다. 기후변화 적응 대책 수립을 위해서는 기후변화와 관련된 다양한 요인들을 동시에 고려해야 하며, 이를 위해 기후변화 적응 정보는 필수적인 기초자료로서 그 수요가 지속적으로 증가하고 있다. 그러나 현재 기후변화 적응과 관련된 정보는 중앙부처 및 기관, 분야별로 약 132개 사이트 및 시스템에서 제공되어 정확한 정보파악이 어려울 뿐만 아니라 대부분이 기후변화 전문 자료라기보다는 기후변화 현상에 대한 일반 자료에 국한되어 있어, 과학적으로 검증된 자료가 부족하고 신규 자료의 갱신 또한 어렵다. 이러한 한계점과 문제점을 인식하여, 기후변화 적응 정보를 통합적으로 제공하는 기후변화 적응 정보 통합지원 체계의 구축과 정책적 활용에 대하여 연구를 수행하였다. 이를 위해 첫째, 기후변화 적응 및 적응 정보에 대한 정의와 국내 기후변화 적응 정보 현황을 조사하였다. 둘째, 최종적으로 기후변화 적응 정보 통합지원을 위한 시스템의 단계별 구축방안을 제시하였으며, 마지막으로 적응정보 통합지원 체계 수립의 정책적 활용방안을 제시함으로써 통합지원 체계 수립에 대한 필요성을 논의하고자 한다. 기후 변화 적응정보 통합지원 체계의 구축은 기후변화 적응 정책의 의사결정에 효과적으로 활용할 수 있을 것이라 판단된다.

기후변화 적응을 위한 도시계획 방안 연구 (A Study on the Method of Urban Planning for Adaptation to Climate Change)

  • This study aims to understand abnormal climate caused by impacts of climate change and to suggest the direction of urban planning focusing on adaptation to climate change. The study consists of theory consideration and case study(Chicago, Philadelphia, Seattle). As a result, the main impacts of climate change faced by urban areas are heat wave, precipitation, and drought. To prevent these impacts, it is important to prepare methods of urban planning as followings: planning for land use, park and green considering the climate patterns, establishing and managing water resources systems similar to the nature, securing renewable energy resources, and transportation facilities and exterior space with proof against climate. It is especially necessary to introduce infrastructures related to storm water, green roof, shading tree planting, green space, and permeable pavement. Finally, in order to realize urban planning for adaptation to climate change, it is needed to make the detailed and specific goal and strategy for the climate change adaptation plan and to extend the scope from the goals to an action plan, a detailed plan, and a design guideline.

  • Global climate change is becoming one of the greatest challenges facing humanity. This article proposes a psychological perspective of climate change adaptation. Climate change-related severe adverse weather events may trigger mental health problems, including increased post-traumatic stress disorder (PTSD), depression, anxiety, violence, and even suicide. Forced migration could be considered a coping method for dealing with weather events, but it may also pose a psychological threat. People respond to severe weather events in different ways based on their individual characteristics. Psychological risks from adverse weather events are mediated and moderated by these factors, which are influenced by personal cognition, affect, and motivation. Examinations from a psychological perspective, which have been neglected in the science of climate change thus far, may provide keys to successful adaptation and the prevention of serious psychological problems resulting from the experience of severe weather events. A new prevention strategy has been suggested for coping with climate threats through encouraging attitude change, establishing proactive support systems for vulnerable groups, establishing a PTSD network, and implementing a stress inoculation program.

한국형 기후변화대응 분석모형의 경제적 가치 (Economic Valuation of the Korean Climate Change Mitigation and Adaptation Model)

  • The objective of this research is to quantitatively valuate the economic value of analysis model related to climate change mitigation and adaptation. Due to the fact that the subject of this research, which is the Korean climate change mitigation and adaptation model, has not been actualized, a conjoint analysis applying stated preference data has utilized. As results, among the many attributes considered in this research, the value of the attribute related to reflecting Korea's current situation is analyzed to be largest in both greenhouse gas (GHG) mitigation model and climate change adaptation model. Additionally, if all the considered functional aspects are assumed to be feasible, the economic value of the Korean GHG mitigation model is assumed to be 60.3 billion Korean won(KRW) and the Korean climate change adaptation model is assumed to be 51 billion KRW.

유엔기후변화협약의 농업부문 동향과 시사점 (Agriculture Under UNFCCC and Its Policy Implications)

  • Agriculture is a vulnerable sector to climate change because it is a primary industry directly exposed to climate. At the same time, it is a sector emitting greenhouse gases during agricultural activities, thereby affecting climate change. However, agriculture is a nascent subject under the UNFCCC. The agriculture sector needs both adaptation and mitigation. Currently, co-benefit of adaptation and mitigation is emphasized during climate change negotiation. Developing country parties are in a position to focus on adaptation rather than mitigation. As a result, mitigation is not being addressed enough during climate negotiation. Agriculture has been addressed through Nairobi Work Programme and NAPA. Since current efforts for greenhouse gas reduction are not sufficient for stabilizing the atmospheric system of the Earth to prevent climate change, the agriculture sector should also be considered for greenhouse gas reduction. For this, MRV for small farmers in developing countries and incentives for their mitigation efforts should be developed in agriculture sector. In addition, it is necessary to strengthen international cooperation for developing capacities for vulnerable countries and people to climate change.

국제연합개발계획의 기후변화 적응 정책 체계 소개 (UNDP's Adaptation Policy Framework for Climate Change)

  • United Nations Development Programme (UNDP) introduced the Adaptation Policy Framework (APF) to support the developing countries in order to help to make adaptation policy and strategy to climate change. This study provides the summary of the APF and will help for preparing policy regarding the impact of climate change and its adaptation. APF consists of five basic and two cross-cutting steps. Five basic steps are made of (a) defining project scope and design, (b) assessing current vulnerability and adaptation, (c) assessing future climate-related risks, (d) developing an adaptation strategy, and (e) continuing the adaptation process. Cross-cutting steps consist of engaging stakeholder and enhancing adaptive capacity. The project scope and design process includes four major tasks: scope the project and define its objectives, establish the project team, review and synthesize existing information on vulnerability and adaptation, and design the APF project. The main purpose of assessing current vulnerability and adaptation is to understand the characteristics of current climate-related vulnerability in priority systems and the scope of adaptive responses. Future climate-related risks are assessed in order to characterize future climate-related risks, so that adaptation policies and measures can be designed to reduce the system's exposure to future climate hazard. In developing an adaptation strategy, all of the preceding APF-related work is synthesized into a well-considered strategy that can direct real adaptation action. Continuing the adaptation process is in order to implement and sustain the APF-strategy, polices, and measure. The purpose of involvement of stakeholders is to communicate between individuals and groups about projects. Finally, enhancing adaptive capacity provides guidance on how adaptive capacity can be assessed and enhanced.

Shifting Planting Dates and Fertilizer Application Rates as Climate Change Adaptation Strategies for Two Rice Cultivars in Cambodia

  • We attempted to assess the impact of climate change on rice yields in Cambodia and to investigate adaptation strategies to climate change including more drastically shifting the planting dates and considering more fertilizer application levels. The potential yields of two wet season rice cultivars (Sen Pidao and Phka Rumduol) under two climate change scenarios in Cambodia were simulated using the CERES-Rice model. Field experiments conducted at the Cambodian Agricultural Research and Development Institute (CARDI), in 2010, 2011, and 2013 and climate variables from the HadGEM3-RA model were collected for this study. Compared with the baseline (1991-2000), yields of Sen Pidao rice will decrease under climate change and yields of Phka Rumduol rice could increase or decrease depending on fertilizer rates and the periods (2040s, 2050s, and 2080s). In general, the variations in the simulated effects of climate change on yields were more sensitive at fertilizer N100-N200 and less sensitive at fertilizer N0-N50. It is likely that forward shifts of planting date from the baseline plating date for the two cultivars in the future can be more benefitted than backward shifts. It is concluded that the CERES-Rice model can be useful to provide efficacious adaptation strategies in Cambodia.

국가 기후변화 적응 전략 수립 방안에 관한 연구 (Study on Plans for the Establishment of Strategy on Climate Change Adaptation in Korea)

  • The global mean surface temperature has already increased by $0.6{\pm}0.2^{\circ}C$ over the last century, and warming in Korea is approximately twice as large as the global average. The Intergovernmental Panel on Climate Change (IPCC) has concluded that the majority of warming over the past 50 years could be attributed to human activities (IPCC, 2001a). In addition, the global surface temperature is expected to increase by 1.4 to $5.8^{\circ}C$ depending on the greenhouse gas emission scenarios during the $21^{st}$ century.Climate change resulting from increased greenhouse gas concentrations has the potential to harm societies and ecosystems. Reductions in emissions of greenhouse gases and their concentration in the atmosphere will reduce the degree and likelihood of significant adverse conditions due to the anticipated climate change. Mitigation policy has generally been the primary focus of public attention and policy efforts on climate change. However, some degree of climate change is inevitable due to the combination of continued increases in emissions and the inertia of the global climate system. Adaptation actions and strategies are needed for a complementary approach to mitigation. The United Nations Framework Convention on Climate Change (UNFCCC) currently addresses vulnerability and adaptation in the context of climate change negotiations and in future adaptation may be an important element of work under the Kyoto Protocol. There are several on-going programs to develop effective adaptation strategies and their implementation. But in general, many other countries are still on an initiating stage. The climate change science programs of the United States, Japan, England, and Germany are initiated to understand the current status of climate change science and adaptation researches in the developed countries. In this study, we propose the improvement on systems in policy and research aspects to effectively perform the necessary functions for development of nation-wide adaptation measures and their implementation. In policy aspect, the Korean Panel on Climate Change (KPCC) is introduced as a coordinating mechanism between government organizations related with climate change science, impact assessment and adaptation. Also in research aspect, there is a strong consensus on the need for construction of a national network on climate change research as trans-disciplinary research network.

지자체 기후변화 적응 대책 특성 및 개선 방향 (The Characteristics and Improvement Directions of Regional Climate Change Adaptation Policies in accordance with Damage Cases)

  • 기후변화에 대한 영향 및 위험은 지역적, 국지적 차원에서 더욱 확장되므로 기후변화에 따른 지역적 영향 및 특성을 반영한 기후변화 적응대책 마련의 필요성이 커지고 있다. 이에 본 연구에서는 기초지자체 적응대책의 분야별 사업 수 및 예산의 특성을 분석하고 피해사례와 비교 검토하여 기후변화 적응대책의 개선방향을 제시하고자 했다. 기초지자체 적응대책 특성 분석을 위해 군집분석을 통하여 지자체 적응대책의 유형별 특성을 파악 했다. 적응대책의 계획이 실제 기후변화로 인한 피해 내용을 잘 반영하고 있는지 검토하기 위하여 과거 24년 동안 지자체별 관측 영향 결과(신문기사 2,565건)와 비교 분석을 수행했다. 군집분석 수행 결과 군집은 4가지 유형으로 구분되었다. 전국 피해 유형으로 재난재해, 건강 부분에서 공통적으로 피해 빈도가 높은 것으로 분석되었으며, 적응계획 또한 재난재해, 건강, 농업, 물 관리 순서로 높은 비율을 보였다. 하지만 피해 사례 반영의 비중과 단기 및 장기 미래에 대한 고려 수준에 따라서 각 군집별로 피해빈도와 적응계획의 특성에서 차이를 보였다. 본 연구의 결과는 향후 기초지자체 특성 및 지역별 실질적 피해에 기반 한 적응대책 마련의 기초자료로 활용될 수 있을 것이라고 판단된다.

The Impact of Climate Change on Agriculture and Adaptation in Nepal

  • Understanding climate change is not only complex but also extensive. Humanity has never embarked on such a huge challenge of trans-national scope: a problem that began in the past continues now and will be continuing for a long time in the future. Nepalese have also significantly felt the impact of global climate change. The scenarios of climate change indicate that the increased temperatures will cause snow-melt which will result in floods, droughts, and uneven weather patterns. The impact of such unexpected climate hazards and weather patterns have already been felt and will continue to be felt in Nepal. These climate change-induced hazards and risks particularly threaten the agriculture sector, which results in food insecurity and makes poor and vulnerable people face increasingly unanticipated impacts to their lives and wellbeing. This paper explores the climate vulnerability of the Nepalese in terms of their physical, social, economic and primarily agricultural losses due to the increasing impact of climate change. The paper argues the need for a timely adaptation of measures to maintain an environment suitable for agriculture and for the well-being of the population residing in the area.
