Analysis on Price Driver of Spread and Different Patterns of EUA and sCER (탄소배출권 EUA와 sCER의 가격 차이 패턴 및 스프레드(Spread) 결정 요인 분석)

  • Participants can use the allowances and offsets for implementing the compliance in the Emissions Trading Scheme(ETS). There are alternative commodities which are different prices it gives the opportunities to reduce the compliance costs and get the arbitrage. This study analyzes the price driver of spread which is the difference between EUA and sCER using AR-GARCH model, EUA and CER during the Phase 2 in EU ETS. The results show that there are common elements which impacts the EUA and sCER and also different elements between them. EUA and sCER get the effects from energy price and economic criteria such as coal price and financial crisis as common elements. However them get the effects from electric price, policy criteria such as restricted CERs and difference price between EUA and ERU price as different elements. The results shows that spread will be widen if energy price increase, especially oil and electric price give more impacts the spreads. This study has the means that it explains the reason why the spreads will broaden sharply in 2012. And it also suggests the price driver of spread during the whole period of Phase 2. In addition, this study shows that political aspects maybe become the main criteria of price change with structural elements shch as energy price in Korea ETS which starts in 2015.

  • The transition from a carbon economy based on fossil fuels to a hydrogen economy is necessary to ensure energy security and to combat climate change. In order to pursue the transition to a hydrogen economy while achieving sustainable economic growth, a preliminary study into the establishment of the necessary infrastructure for the future hydrogen economy needs to be carried out. This study addresses the economic and environmental interactions in a dynamic computable general equilibrium (CGE) model focusing on the economic effects of the introduction of renewable energy into the Korean energy system. Firstly, the introduction of hydrogen results in an increase in the investment in hydrogen production and the reduction of the production cost, ultimately leading to GDP growth. Secondly, the mandatory introduction of renewable energy and associated government subsidies bring about a reduction in total demand. Additionally, the mandatory introduction of hydrogen energy into the power sector helps to reduce CO2 emissions through the transition from a carbon economy-based on fossil energy to a hydrogen economy. This means that hydrogen energy needs to come from non-fossil fuel sources in order for greenhouse gases to be effectively reduced. Therefore, it seems necessary for policy support to be strengthened substantially and for additional studies to be conducted into the production of hydrogen energy from renewable sources.

A Study on Searching Algorithm for Malfunction Pattern of Protection Devices in Distribution System with PV Systems (태양광전원이 연계된 배전계통 보호협조기기의 부동작패턴 탐색알고리즘에 관한 연구)

  • Recently, the Korean government developed the RE3020 (renewable energy) policy to overcome environmental problems, such as fine dust, climate change, and large-scale PV systems interconnected with a distribution system. When a large-scale PV system is interconnected in the distribution system, however, a malfunction can occur, and the protection devices may not be operated because of the dividing effect depending on the magnitude and direction of fault current as well as connection types and location of the PV system. Therefore, this paper proposes a search algorithm for the malfunction pattern of protection devices based on various scenarios, when large-scale PV systems are operated and interconnected in a distribution system. This paper presents a malfunction mechanism of protection devices according to the installation locations of recloser (R/C). Furthermore, the modeling of a distribution system with large-scale PV systems was performed using Off-DAS S/W, and the malfunction patterns of protection devices were analyzed based on a range of scenarios. From the simulation results with the proposed model and algorithm for searching for protection devices, it was confirmed that they are useful and effective in identifying a malfunction phenomenon depending on the installation location of the R/C and connection type of PV system.

Big Data Analysis of the Correlation between Average Daily Temperature and Batting Power (빅데이터를 활용한 타자의 장타력과 일일 평균 기온 간의 상관관계 분석)

  • The KBO League is held over a long period of time due to the large number of games. Also, Korea has a diverse and distinct climate. Therefore, this study analyzed the relationship between the daily average temperature and the record of batting power such as home runs, triples, doubles, number of bases, batting percentage, and net batting percentage, and a third baseball record was defined. For this study, the correlation between the daily average temperature data and the batter who entered the standard at-bat in the KBO League in 2019 was analyzed through the SEMMA method. From the results of this study, it was found that the average daily temperature had an effect on a batter's hitting power. In particular, it was found that a batter's hitting power decreased on the day of temperatures recorded between 20.0 degrees and 24.9 degrees, and it was discussed that this may have been related to the physical condition of the pitcher the batter was facing. Therefore, it can be expected that players, coaching staff, and the front desk can use them in the game through conditions outside the game. In addition, it is expected that it will be a more useful analysis model by analyzing the records of pitching, base running, and defense as well as subsequent batting records.

A study on Estimation of CO2 Abatement Cost in Korean Offshore Fishery (우리나라 근해어업의 CO2 배출 저감비용함수 추정)

  • This study has attempted environmental economic analysis on the cost structure of offshore fisheries based on fishery management data published by the Fisheries Research Institute to examine the effect of the environmental policy on the fisheries for the effective implementation of the Paris Convention. Under the assumption that both fisheries and carbon dioxide are simultaneously produced, the cost structure of offshore fisheries were analyzed. Cost function in a translog form was estimated and SUR (Seemingly Unrelated Regression) model was used for the analysis. Here, $CO_2$ emission of offshore fishery was calculated by using National Federation of Fisheries Cooperatives' data on supply of tax exemption oil (2003~2016). The cost function estimation showed that there is a weak disposition between catches and $CO_2$ emissions during the sample period, and the marginal abatement cost (MAC) is estimated at 1,457 won per year. In addition, for the same period, when 1% of $CO_2$ per horsepower is to be reduced MAC increases by 2.2%, and when 1% of $CO_2$ per 1 ton of catch is to be reduced, MAC increases by 1.4%.

  • The global demand for carbon neutrality in response to climate change is in a situation where it is necessary to prepare countermeasures for carbon trade barriers for some countries, including Korea, which is classified as an export-led economic structure and greenhouse gas exporter. Therefore, digital transformation, which is one of the predictable ways for the carbon-neutral transition model to be applied, should be introduced early. By applying digital technology to industrial gas manufacturing facilities used in one of the major industries, high-tech manufacturing industry, and hydrogen gas facilities, which are emerging as eco-friendly energy, abnormal detection, and diagnosis services are provided with cloud-based predictive diagnosis monitoring technology including operating knowledge. Here are the trends. Small and medium-sized companies that are in the blind spot of carbon-neutral implementation by confirming the direction of abnormal diagnosis predictive monitoring through optimization, augmented reality technology, IoT and AI knowledge inference, etc., rather than simply monitoring real-time facility status It can be seen that it is possible to disseminate technologies such as consensus knowledge in the engineering domain and predictive diagnostic monitoring that match the economic feasibility and efficiency of the technology. It is hoped that it will be used as a way to seek countermeasures against carbon emission trade barriers based on the highest level of ICT technology.

Prediction of Chinese Cabbage Yield as Affected by Planting Date and Nitrogen Fertilization for Spring Production (정식시기와 질소시비 수준에 따른 봄배추의 생육량 추정)

  • The average annual and winter ambient air temperatures in Korea have risen by $0.7^{\circ}C$ and $1.4^{\circ}C$, respectively, during the last 30 years. The continuous rise in temperature presents a challenge in growing certain horticultural crops. Chinese cabbage, one most important cool season crop, may well be used as a model to study the influence of climate change on plant growth, because it is more adversely affected by elevated temperatures than warm season crops. This study examined the influence of transplanting time, nitrogen fertilizer level and climate parameters, including air temperature and growing degree days (GDD), on the performance of a Chinese cabbage cultivar (Chunkwang) during the spring growing season to estimate crop yield under the unfavorable environmental conditions. The chinese cabbage plants were transplanted from Apr. 8 to May 13, 2011 when 3~4 leaves were occurred, at internals of 7 days and cultivated with 3 levels of nitrogen fertilization. The data from plants transplanted on Apr. 22 and 29, 2012 were used for the prediction of yield as affected by planting date and nitrogen fertilization for spring production. In our study, plant dry weight was higher when the seedlings were transplanted on 15th (168 g) than on 22nd (139 g) of April. There was no significant difference in the yield when plants were grown with different levels of nitrogen fertilizer. The values of correlation coefficient ($R^2$) between GDD and number of leaves, and between GDD and dry weight of the above-ground plant parts were 0.9818 and 0.9584, respectively. Nitrogen fertilizer did not provide a good correlation with the plant growth. Results of this study suggest that the GDD values can be used as a good indicator in predicting the top biomass yield of Chinese cabbage.

A Study on the Ecosystem Services Value Assessment According to City Development: In Case of the Busan Eco-Delta City Development (도시개발에 따른 생태계서비스 가치 평가 연구: 부산 에코델타시티 사업을 대상으로)

  • Natural environmental ecology ofthe environmental impact assessment(EIA)is very much lacking in quantitative evaluation. Thus, this study attempted to evaluate quantitative assessment for ecosystem service in the site of Eco-delta project in Busan. As a part of climate change adaptation, this study evaluated and compared with the value for carbon fixation and habitat quality using the InVEST model before and after development with three alternatives of land-use change. Carbon fixation showed 216,674.48 Mg of C (year 2000), and 203,474.25 Mg of C (year 2015)reducing about 6.1%, and in the future of year 2030 the value was dropped to 120,490.84 Mg of C which is 40% lower than year 2015. Alternative 3 of land use planning was the best in terms of carbon fixation showing 6,811.31 Mg of C. Habitat quality also changed from 0.57 (year 2000), 0.35 (year 2015), and 0.21 (year 2030) with continued degradation as development goes further. Alternative 3 also was the highest with 0.21(Alternative 1 : 0.20, Alternative 2 : 0.18). In conclusion,this study illustrated that quantitative method forland use change in the process of EIA can helpdecision making for stakeholders anddevelopers with serving the best scenario forlow impact of carbon. Also it can help better for land use plan, greenhouse gas and natural environmental assets in EIA. This study could be able to use in the environmental policy with numerical data of ecosystem and prediction. Supplemented with detailed analysis and accessibility of basic data, this method will make it possible for wide application in the ecosystem evaluation.

Future Prospects of Forest Type Change Determined from National Forest Inventory Time-series Data (시계열 국가산림자원조사 자료를 이용한 전국 산림의 임상 변화 특성 분석과 미래 전망)

  • Natural and anthropogenic factors cause forest types to continuously change. Since the ratio of forest area by forest type is important information for identifying the characteristics of national forest resources, an accurate understanding of the prospect of forest type change is required. The study aim was to use National Forest Inventory (NFI) time-series data to understand the characteristics of forest type change and to estimate future prospects of nationwide forest type change. We used forest type change information from the fifth and seventh NFI datasets, climate, topography, forest stand, and disturbance variables related to forest type change to analyze trends and characteristics of forest type change. The results showed that the forests in Korea are changing in the direction of decreasing coniferous forests and increasing mixed and broadleaf forests. The forest sites that were changing from coniferous to mixed forests or from mixed to broadleaf forests were mainly located in wet topographic environments and climatic conditions. The forest type changes occurred more frequently in sites with high disturbance potential (high temperature, young or sparse forest stands, and non-forest areas). We used a climate change scenario (RCP 8.5) to establish a forest type change model (SVM) to predict future changes. During the 40-year period from 2015 to 2055, the SVM predicted that coniferous forests will decrease from 38.1% to 28.5%, broadleaf forests will increase from 34.2% to 38.8%, and mixed forests will increase from 27.7% to 32.7%. These results can be used as basic data for establishing future forest management strategies.

Science and Technology ODA Promotion of Korea through ICT of Global Problem Solving Centers -Suggestion on the mid- and short-term projects promotion of science and technology ODA roadmap- (글로벌문제해결거점 ICT화를 통한 한국형 과학기술 ODA 추진 -과학기술 ODA 중·단기 과제 추진에 대한 제언-)

  • The Korean government proposed the K-SDGs in 2019 to promote the UN SDGs, but the role and tasks of science and technology, an important means of implementing the SDGs, have not been materialized. Accordingly, the role of science and technology ODA for the SDGs was established through the Ministry of Science and ICT's policy research project 'Science and Technology ODA Promotion Roadmap for Spreading the New Southern Policy and Realizing the 2030 SDGs'. In addition, goals, strategies, and core tasks for the next 10 years were derived in 10 fields such as water, climate change, energy, and ICT. In this paper, we analyze 30 key tasks of the ODA promotion roadmap for science and technology for the realization of SDGs, and propose mid- and short-term tasks and implementation plans for effective roadmap promotion. Among the key tasks in each field, four common elements were derived: ICT/smartization, a global problem-solving center, cooperation/communication platform, and business model/startup support platform/living lab that can create and integrate roadmap implementation conditions. In addition, the four mid- and short-term tasks, 1) Establishment of science and technology ODA network, 2) Establishment of living lab business platform linked to start-up support business, 3) Local smartization of recipient countries, and 4) Expand and secure sustainability of global problem-solving centers, were set in relation to the implementation of the detailed roadmap. For the derived mid- and short-term tasks, detailed implementation plans based on the ICTization of global problem-solving centers were presented. The implementation of the mid- and short-term tasks presented in this paper can contribute to the more effective achievement of the science and technology ODA roadmap, and it is expected that Korea's implementation of SDGs will also achieve high performance.
