The Effect of Ethical Leadership on Organizational Citizenship Behavior: An Empirical Study in Indonesia

  • Fraud cases that are committed by top management or people who have high positions or organization can be called character assassination crimes. The purpose of this study was to determine the effect of ethical leadership on organizational citizenship behavior and the effect of ethical leadership on job satisfaction and job satisfaction on organizational citizenship behavior. This study uses quantitative methods with SEM analysis tools partial least square (PLS) with the population of this study being all civil servants in the Kediri city government with 125 organizational members. This research instrument uses a questionnaire divided into three main parts: (1) leadership ethics as measured by 6 indicators and 12 items. (2) Organizational Citizenship Behavior (OCB) as measured by 7 dimensions and 14 items (3) job satisfaction as measured by 4 indicators and 8 items. Based on the results of the discussion of data analysis that has been carried out through data processing and proof of hypotheses, it can be concluded that an increase in ethical leadership will have an impact on increasing organizational citizenship behavior, an increase in ethical leadership variables will affect job satisfaction and that job satisfaction has no significant effect on organizational citizenship behavior.

  • This study examines the low performance of state civil servants related (ASN) to the management of public transportation at the Directorate of Road Transport (DRT), Ministry of Transportation, Indonesia. This study surveyed 103 ASNs, using a quantitative approach using the Amos SEM software. The results showed that Knowledge Sharing (KS) and Work Engagement (WE) directly influenced Innovative Work Behavior (IWB) as well as Job Performance (JP). Meanwhile, IWB had a significant, direct effect on JP and acts as a full mediator in the effect of KS and WE on JP. The descriptive data obtained also showed that respondents' statements based on gender have differences related to the IWB variable, where on average, women were better than men. However, for other variables (JP, KS, and WE), the data showed that, on average, the statements of male respondents were better than women. This study recommends that the DRT pay attention to IWB as a key factor mediating KS and WE towards increasing JP by maintaining the best indicators and improving the weakest indicators. Furthermore, this study recommends that future research refine these results by adding the variables of gender and educational level of the respondents.

  • Reforming social relations requires changing the system of relations between state executive bodies, institutions subordinate to them and a citizen, which is characteristic for most of the country, in which the latter is a petitioner even if his indisputable rights and legitimate interests are satisfied. One of the most important areas of public administration reform is the formation and development of a system of administrative services and appropriate information support. The result of the implementation of this direction should be the creation of such a legal framework and its real implementation in administrative and legal practice, in which consumers of administrative services will have broad rights and powers and will not be passive subjects manipulated by civil servants.Thus, the main task of the study is to analyze the normative legal aspects of information support for the provision of administrative services in the field of public administration. As a result of the study, the main aspects of normative legal aspects of information support for the provision of administrative services in the field of public administration were investigated.

조선 후기 궁궐 정전과 편전 지의(地衣)의 구조와 배치 방식 (The Structure and the Layout of Ji-ui on the Main and the Subsidiary Hall of the Royal Palace in the Late Joseon Dynasty)

  • In the late Joseon Dynasty, the floor of the royal palace was covered with grass mat called ji-ui. Ji-ui was produced by connecting several mats named seokja(席子) and trimming the edge with narrow fabric named seon(縇). The standard manufacturing technique was to connect the shorter sides of the seokjas by overstitching them. A room was covered with either single or multiple ji-uis, depending on the case. In the case of the main and the subsidiary halls (jeong-jeon and pyeon-jeon, respectively) where the king conducted official meetings with the civil servants, multiple ji-uis were laid out to signify the division of space, which reflected the ceremonial aspects of the governing acts. The most essential division was the distinction of yeong-wae(楹外) and yeong-nae(楹內), with the jeon-goju (a tall frontal pillar inside the hall) functioning as the breakpoint. Jeong-jeon was divided into four spaces each covered with one ji-ui: yeong-nae, yeong-wae, and the left and the right sides of the royal seat named jwa-tap(座榻). Pyeon-jeon was covered with three ji-uis that divided the hall into three spaces: yeong-nae, yeong-wae, and hu-twae(後退) (the hind section) where the royal seat was placed on.

  • 본 연구는 국가중요시설의 청사 내에 근무하는 청사보안과 안전유지, 질서유지를 담당하는 방호직 공무원에게 발생하는 다양한 민원인 불량행동의 유형과 국가중요시설에서 일어나는 각 유형에 맞는 민원인 불량행동에 대한 개선방안을 효율적으로 제시하는데 그 목적이 있다. 이에 인터뷰를 통해 국가중요시설에서 근무하는 방호직공무원이 느끼는 민원인 불량행동이 어떠한 유형으로 있는지 조사하였고 개별면담을 통해 나타난 대표적인 민원인 불량행동의 유형들은 첫째, 국가중요시설 내에서 큰 소리를 지르고 욕설을 하는 언어폭력형 둘째, 각 국가기관 및 지자체의 국가중요시설에서 서비스 업무수행 과정 중 다른 타 민원인이 있음에도 본인 자신의 이익과 편의를 위해 행해지는 행위를 하는 이기주의형 셋째, 각 국가중요시설의 규정 및 내규가 있음에도 규정된 규칙을 무시하고 따르지 않는 규칙위반형 등이 있다. 이에 따라 각 유형별 민원인 불량행동에 대한 개선방안 항목들로 첫째, 방호직공무원 교육의 체계화, 둘째, 민원인을 응대할 수 있는 기관의 내규 및 규칙, 셋째, 민원인에게 겪는 스트레스를 해소할 수 있는 환경을 제시하였다.

소방업무 제도개선을 통한 심리적 불안 요인 감소 방안 (A Study on the Reduction of Psychological Unrest Factors through the Improvement of Fire Service System)

  • The purpose of this study is to identify psychological anxiety factors related to firefighters' field activities and suggest improvement measures. To investigate the actual status of psychological anxiety factors, a survey was conducted on approximately 3,500 current firefighters, and the responses of 505 people who participated in the survey were analyzed. As a research method, frequency analysis and cross-analysis were conducted according to the general characteristics of the participants to determine the actual level of psychological anxiety in each work field and the results were analyzed. As a result of the analysis, it was statistically confirmed that firefighters feel a lot of psychological burden due to legal and institutional inadequacies during dispatch, return, or field activities, and frequent friction with civil servants is also a major cause of psychological anxiety. Therefore, based on the results of this study, it is proposed to establish a permanent legal support team in each city and province, designate and operate a hospital dedicated to psychological treatment, and establish a special provision for traffic accidents during the return of fire trucks so that firefighters can concentrate on their duties without psychological anxiety. do.

Distribution of Work Ethic factors, Locus of Control on Employee Performance

  • Purpose: This study aims to analyze distribution of work ethic factors in moderating the influence of Locus of Control on Employee Performance at PDAM (Regional Water Utility) Makassar City. Research design, data and methodology: The sample uses a purposive sampling method with a number sample as many as 35 respondents in PDAM Makassar City. The data collection method used is giving questionnaires to employees in accordance with the research conducted. Data analysis was carried out using multiple linear regression analysis tests and moderated regression analysis with an absolute difference value approach. Results: Locus of control has a positive and significant effect on employee performance and distribution of work ethics are able to moderate the influence of locus of control on employee performance in PDAM Makassar City. Conclusion: when locus of control increases it will be followed by an increase in employee performance, and also equal distribution of work ethic will strengthen the influence of locus of control on employee performance at PDAM Makassar City. Work ethic values that can be implemented include determining work ethic values, clear communication to evaluation and adjustment. The limitation of this research is that it only uses respondents from civil servants and needs further development.

  • 이 연구는 향후 제5차 공무원연금체제를 개선하기 위한 실질적인 제안을 하는데 그 목적이 있다. 이 연구를 당위성, 실현성, 능률성 차원에서 공무원들을 대상으로 하여 인식을 조사하였고, Q방법론을 사용하였다. 당위성 차원에서는 공무원연금체제의 가치와 수단을 검토하였고, 실현성 차원에서는 공무원연금체제의 과정과 참여자, 능률성 차원에서는 공무원연금체제의 기여율, 지급률, 대체율 등을 분석하였다. 집행조직과 정책대상 집단의 순응과 수용이 확보되지 않은 상태에서 정책은 성공할 수 없다. 따라서 다가올 제5차 공무원연금개혁은 정책집행 집단이면서 동시에 정책대상 집단인 공무원의 사고를 3가지 차원에서 고려할 때 공무원연금정책이 성공적으로 이루어질 수 있을 것이다.

한국 재난관리체계의 문제점과 개선방향 (A Study on the Administration System for Disaster Relief in Korea)

  • The scale of disasters is very large, also the influence of disasters is irreversible. Korean people has continuously learned how to deal with disaster management law. However, as time goes by after the many disaster, the concern with the disaster management by the people seems to become old and banal topic which nobody has interest in. If so, can it be said that our society is safe from the disaster? This study start from critical mind of asking this question. This study puts an emphasis on the problems such as following; To realize whole concept of disaster management provided in the basic civil defense law, the combined disaster management should be required to be established, the combined law should play a integral part for prevention for the disaster and should be a concrete basis of various laws for disaster management. Establishing a consolidated organization for disaster managing and united response organization is necessary. This consolidated organization is not temporary one such as civil disaster control headquarter but permanent one such as Disaster Management Office which controls an over all aspects of disaster management. Temporary organization should not be divided into natural calamity and man-made calamity but integrated one as a single control tower for all sorts of disasters. The police and army under fire fighting system should be reconsidered. It is necessary to make leadership system on the disaster place more substantial centered around present fire fighting system. To do so, more clear division of duty is required. The working condition should be improved so that all public servants in this agency can play their roles with pride and worth. The resource owned the existing administrative organization must be used by an appointment system. And to manage a large scale of disaster, it is necessary to have interorganizational network system which many specialized organization including volunteer group are integrated. And the natural disaster happen, many professionals and volunteers are distributed to the spots of disaster in the right man in the right place. Finally, citizen's consciousness about safety supervision needs to be recover.

조선후기 기노연 회화에 나타난 식문화에 관한 연구 (A Study on the Late of Chosun Dynasty Food Culture in Giroyeon Paintings)

  • This study examined food culture appearing in Giroyeon paintings in the late Chosun Dynasty (early $17^{th}{\sim}l9^{th}$ century), a period under political and economical difficulties in overcoming frustrations and looking for self-restoration methods after Imjinweran$(1592{\sim}1598)$ and Byungjahoran$(1636{\sim}1637)$. Paintings related to Giroyeon include Lee Gi-ryong's $(1600{\sim}?)$ painted in 1629 under the reign of King Injo $(1623{\sim}1649)$, painted jointly by Kim Jin-yeo et al. in 1720, the first year of King Gyeongjong $(1720{\sim}1724)$ and Kim Hong-do's painted in 1804 under the reign of King Sunjo $(1800{\sim}1834)$ in the early $19^{th}$ century. These paintings over three centuries of the late Chosun show changes in the character of Giroyeon, food culture and tableware culture, etc. According to these paintings, the character of Giroyeon was expanded from a feast held for high civil officials to a banquet comprehending general civil servants. These paintings show Hyangeumjueui, which means the decorum of respecting and sowing the aged men of virtue with alcohol beverage, table manner, seated culture represented by cushions and mats and individual-table culture. In addition, the expansion of demand for sunbaikja and chungwhabaikja and the diversification of vessels and dishes are demonstrated in Giroyeon paintings after Imjinweran in 1592. in this way, Giroyeon paintings show the historical characteristics of the late Chosun Dynasty, such as the collapse of Yangban-centered political system, the disintegration of the medieval system due to the emergence of the Silhak and the diversification of food culture.
