노인의료복지시설의 피난안전에 대한 제언: 고양시를 대상으로 (A Proposal on Evacuation Safety in Medical Welfare Facilities for the Elderly: Targeting the Goyang City)

  • 노인인구의 증가와 맞벌이부부의 증가로 인한 노인부양방식의 변화로 중풍환자와 치매노인을 돌보는 노인의료복지시설이 급증하고 있다. 이러한 노인의료복지시설은 주로 도시의 주변에 설치되고 있으며 점차 고층화 되어가고 있다. 관리자가 최소인 야간에 화재발생 시 스스로 판단하여 대피할 수 있는 입소자들이 거의 없으며 경사로등 입소자를 대피시킬 수 있는 피난로가 없어 대형의 인명피해가 발생할 수 있다. 본 논문에서는 단위면적당 노인의료복지시설이 가장 많은 고양시를 중심으로 노인의료복지시설의 피난 상의 문제점을 파악하고 이에 대한 대안으로 경사로를 확보하거나 침대피난용 승강기를 확보하고, 입소자들의 침실을 한 시간 내화로 방화구획하며, 계단을 피난계단의 구조로 하며, 구조대 설치 등 피난에 필요한 시설들의 설치 및 주변기관과 화재 시 상호협력 하는 업무협약을 체결할 것을 제안하였다. 국가는 국민의 생명과 재산을 보호하는데 필요한 방안을 제시하여야 한다. 날로 증가되어가는 의료복지시설의 피난안전을 위하여 본 제안의 신속한 적용이 필요하다.

5G 디지털 트윈 기반 시설물 안전관리 통합플랫폼 계획 수립 절차에 관한 연구 : 수도권 광역시 시설물을 중심으로 (A Study on the Procedure for Establishing an Integrated Platform Plan for Safety Management of 5G Digital Twin-Based Facilities: Focusing on Facilities in Metropolitan Cities)

  • 도시중심의 생활로 시설물의 종류가 늘고 규모가 증가함에 따라 도시의 시설물 안전관리 사각지대가 발생하고 다수의 인명피해가 연이어 발생하고 있다. 이에 스마트 시티에서 생활하는 시민들의 안전과 안심에 대한 니즈를 충족하는 방안으로 5G와 디지털 트윈 기술을 접목하여 시설물 안전관리 통합플랫폼 수립 절차를 제시하고 이를 통하여 시설물에 대한 위험 요소와 노후화에 따른 점검의 문제점을 해결하고자 한다. 본 논문에서는 시설관리의 현황과 5G 디지털 트윈 기반의 스마트 시티 신기술 적용 방향에 대해 살펴보고 디지털 트윈으로 구현하기 위한 추진 절차를 제시한다. 대상 지역은 수도권 광역도시 지역으로 안양시, 의정부시, 구리시, 광명시, 오산시 5개 도시를 선정하였다. 추진 절차는 각 지자체의 다중이용 목적 시설물 중에서 노후화되고 관리가 시급한 시설물을 플랫폼 구축 전문가와 지자체 스마트시티 담당자와 선정한 뒤 시별 정책 방향을 반영하여 디지털 트윈 시설물 대상 33개를 최종 선정하였다. 이렇게 확정된 시별 시설물을 중심으로 5G 디지털 트윈 시설물 안전관리 통합플랫폼으로 구축하기 위한 정보기술 인프라 요소와 구현 서비스의 카테고리를 정의한 뒤 구체적인 통합플랫폼 구성안을 제시하고자 한다.

익산시의 열분해방식 폐기물 소각시설 건설에 관한 연구 (A Study on the Construction of Waste Incineration Facility by Pyrolysis Type in Iksan City)

  • Iksan city is planning to construct a waste incinerator on the site of about $110,000\textrm{m}^2$ in size that will be selected from a public bid(Oct.~Nov.2002)in the wake of expiration by June 2003 of use for Hamyeol fill-up ground. Science it has usually been difficult to find sites for filling-up or incinerating facilities owing to NIMBY phenomenon, it is badly requested to employ up-to-date technology for processing wastes without environmental pollution. The conflicts between the administrative authorities and community people with regard to construction of incineration facilities, fill-up ground and facilities for waste processing or recycling are not the matters of just today but are increasingly deepening and spreading countrywide. There seems to be no prospect for these conflicts to be amicably settled through dialogues. They rather become a social disease inflicting the whole country like an epidemic. It is therefore believed to be necessary to introduce measures to design and build environment-friendly facilities that may be accepted by residents as not abominable ones but be used as amusing place while they watch the daily operation of them as watchdogs. Iksan city's plan to construct environment-friendly waste incineration facilities of pyrolysis type without chimney has undergone the process of public hearings and explanatory gatherings from every class of Iksan citizens to get consensus but is still delayed due mainly to be the failure of inducing foreign investments. Pyrolysis technology has two advantages ; first, environment-friendly due to less emission of second pollutants ; second, production of by-products highly valuable as resources. It Is known that Germany has recently begun installation and operation of pyrolysis facility urban wastes, an evidence indicating that pyrolysis method will be widely applied to cope with the tightened regulation to preserve environment worldwide.

부산시의 컨테이너세 징수에 관한 연구 (A Study on the Container Tax Collection of Busan City)

  • Busan Port which is the representative social overhead capital facilities for international trade of goods has been the driving force for economic development in Korea. Therefore, the central government should play the major role in building a rear road to Busan Port in order that it may function as a mojor port of Northeastern Asia through the systemization of mutual assistance among connected facilities, completely equipped with port-related facilities befitting to the principal port of imports and exports. In this study, the validity of container tax is being examined, analyzing container tax which Is considered as an obstacle to the development of Busan Port and its purpose, and grasping the present conditions by the realistic speculation on container tax issues and its abolition. First, the port rear road as a social overhead capital facilities, which connects port and expressway, should be considered as part of port, and port is social overhead capital invested by government. Second, the susan City imposes on container tax. As a result, a shipper and a shipping company are paying a double charge by paying container tax with port dues. Third, someone argues that port rear road is constructed as container truck generates much traffic, but it is unreasonable to conclude that container truck is seed of traffic jam because according to traffic survey of Busan City, container truck occupies only 1.45% of total traffic Forth, it has bad influence upon the competitiveness of Busan Port as Northeastern logistics base, as other ports who are competing with Busan Port like Singapore. Current status of foodservice nutrition management and effects of welfare facility support for the elderly in Cheongju City

  • BACKGROUND/OBJECTIVES: South Korea is representative of countries experiencing rapid societal aging. This study aimed to understand the current status of foodservice nutrition management provided to welfare facilities for the elderly and to understand improvements after support from "the Center for Social Welfare Foodservice Management (CSWFM)" in Cheongju City. SUBJECTS/METHODS: The status of foodservice nutrition management was assessed by dietitians and hired by the CSWFM, who visited 40 welfare facilities (registered members of the CSWFM) for the elderly in Cheongju City. After visiting each facility three times from July to December 2019, the results of inspections on four areas, that is, 'menu', 'meal provision', 'cooking', and 'distribution' management for 2nd and 3rd visits (support visits) were compared with results obtained at initial visits. RESULTS: Before support as determined during 1st visits, compliance rates with 'menu', 'meal provision', 'cooking', and 'distribution' requirements were 72.1%, 75.5%, 58.3%, and 77.5%, respectively. The mean compliance rate for all 15 items on the questionnaire used was 70.8%. Items with low compliance rates were 'Is the soup provided by foodservice at the recommended salinity?' (compliance rate 37.5%) and 'Is the foodservice cooking conducted by referring to a recipe?' (42.5%). At the two support visits, mean compliance rates increased significantly (P < 0.01, P < 0.001), mean total score had significantly increased from 71.80 to 90.26 (P < 0.001), and mean soup salinity decreased significantly from 0.82% at 1st visits to 0.68% (P < 0.001) and 0.56% (P < 0.001) at the 1st and second follow-up visits. CONCLUSIONS: These results show that the status of nutrition management at welfare facilities for the elderly was much improved by CSWFM involvement, and indicate the CSWFM should continuously provide nutrition management support to facilities and that finances and opportunities for more welfare facilities for the elderly be expanded.

  • In the past, station-area development projects were proceeded for modernizing the station facilities and improving the customer's convenience facilities by attracting private financing. But the site of station-are a development has a limitation that limits of benefits comparing with initial cost and absence of collateral by constructed the national property. For the advancing business value, merchandising facilities were adopted. There were many problems like coming the loss of city development opportunities. Now, station-area developments are considered the station and city plan. so, they are rapidly rised up the life in the station, need of making cultural space, improvement efficiency, combination and connectivity of transportation system and need of journey to Work Distance. Accordingly, this study suggests the station-area development projects by analysis of market conditions and forecast about housing and office that meets the trend of station-area development and secures feasible business value.

  • The study is focused on making space of the abolished primary school for college dormitory in rural area which has regional type nearby city. We, firstly, analysed regional conditions and then surveyed various data for space conditions of dormitory. By surveying exterior space and interior renovation, and analysing the actual conditions of dormitory, we propose design factors and model of using facilities of the abolished primary school. So, the purpose of it is to suggest making space and a model of dormitory utilization of abolished school in regional type nearby city. It is a spacial case of re-using facilities of abolished school in rural area, but we expect that abolished school make an offer another type of using facilities.

  • 유비쿼터스도시서비스에서의 가장 핵심적인 기술을 유비쿼터스도시서비스를 제공하기 위하여 설치된 도시기반시설물과 도시기반시설물로터 정보를 수집하고, 시설물을 관리하기 위하여 설치된 센서이다. 시설물에 설치된 센서는 USN으로 연결되어서 도시통합운영센서와 통신을 하여 센서로부터 수집된 정보를 전송한다. 도시통합운영센터에서는 USN을 통해서 센서 또는 시설물을 제어한다. 이러한 USN에는 Zigbee, 6LoWPAN등 센서의 특징에 따른 프로토콜이 있고, 유선네트워크, 무선네트워크 등을 통해서 USN의 네트워크를 구성한다. 본 논문에서는 유비쿼터스도시의 시설물 관리를 위해서 사용되어지는 센서 및 USN의 특성을 분석하고, 센서 및 USN의 다양성에서 발생하는 문제점을 분석하고 이를 해결하기 위한 방안을 제시하고자 한다.

  • Electric power consumption is highly increasing as the social trend requiring comfortable life, the population concentration in a big city and the industrial development. Therefore it has become to be very important to supply the stable high-quality power. As these trends, the underground power transmission facilities are unavoidable in the center of a city and are going to increase more and more. As the proportion to increase facilities, the efficient management and maintenance become more important and are going to play an important role in the high-quality of power supply.

  • This study examined to find out for Common facilities and services of apartments for the preschool children to grope for the way of more suitable environments about increasing the apartment house in Korea. According to the purpose of this study, the subject survey was confine to housewives, who have preschoolers, in the apartment of metropolitan Seoul and its newly developed satellite cities. The major findings were as followers: 1)As a result of analysis by each item for common facilities and service according to social and demographically characteristics of the subjects, the difference in demand between groups was recognized in employment of housewives, monthly average house income, and age of housewives. 2)For the preschool children housewives desired the community child care be placed at the first story of apartment and kindergarten is placed at a separate space, and playhouse is located at the first story or separate space. 3)For the preschool children housewives desired the apartment located at sub-city then the city or rural area etc.
