  • The City Complex Development and TOD originated from the Compact City are entrenched domestically. The New Urban Development such as these changes Structure of Urban space from the Automobile to the Public Transportation. Also, Transit-Oriented Development is drawing attention as sustainability because it has effects of Environment as Green growth. However, An empirical Study is insufficient about Influence Factors of Transit Oriented Development. Therefore This study sets up the Density spaced 1000m apart of Transit Oriented than the existing and did 7 Types considered of Accessibility, Complexity and Design Element according to the Factorial analysis. As a result, this study drew that (1) 'intraregional accessibility of public transit', (2) 'degree of development', 'pedestrian-friendly facility', (3) 'interzonal accessibility of public transit', (4) 'land-use of the city centre', 'complex using of rail station area', 'complementary public transit' are related 201 in number of the Subway stations according to the Multi-dimensional scaling.

  • According as zone of life of big city is expanded by new city development etc.., need special skill master plan compensation which can be systematic for wide area traffic problem solution and confusion expense minimization in the metropolitan area because wide area of capital region traffic is gone continuously and continues. Accordingly, Kyonggi Province suggested rapid-transit railway achievement that can connect Seoul Gangnam in 20 minutes with Dongtan new city recently. MLTM(Ministry of Land Transport and Maritime Affaris) announced "Capital region railway network improvement plan research services (2007.12)" result that Gangnam High-speed railway route (Suse $\sim$ Dongtan $\sim$ Pyeongtaek) construction for offer High-speed railway service to capital region and Kyonggi southern part area inhabitantses and need to line capacity tribe solution by Seoul-Busan high-speed railway second-stage and Honam high speed railroad completion. Is judged that need examination about wide area rapid-transit railway combined application operation that take advantage of rail track reserve capacity of High-speed railway for utilization efficiency elevation of country and efficient investment of national finance according as High-speed railway and Gangnam rapid-transit railway route that is suggested in Kyonggi Province are overlaped. Therefore, in this research, I wish to quote investment efficiency plan of railroad business by that different kind's train is run in uniformity track by presenting combined application operation plan and working expenses curtailment effect etc. that is optimized through analysis of roadbed and E & M technology condition, intermediate station plan, train operation planning etc. in case of wide area rapid-transit railway and high-speed railway run combined application.

Strategies for utilizing Urban Ventilation Corridor considering Local Cold Air in Watershed Areas - A Case Study of Uijeongbu and Gwacheon - (유역의 찬공기 특성을 고려한 도시 바람길 활용 전략 - 경기도 의정부 및 과천 일대를 사례로 -)

  • This study aims to analyze cold air characteristics in the watershed areas and to suggest strategies for utilizing them in urban ventilation corridor plans. For this purpose, the Jungnangcheon watershed and Uijeongbu-si in the northern part of Gyeonggi province, and Anyangcheon watershed as well as Yangjaecheon Tancheon watershed and Gwacheon-si in the southern part were selected as study areas. We used KALM (Kaltluftabflussmodell), a cold air simulation model developed in Germany and identified both the cold air flow and the height of cold air layer generated during 6 hours at night. Uijeongbu City is located on the main stream of the Jungnangcheon watershed, and the local cold air from the southern outskirts is an important part of Uijeongbu-si's overall ventilation corridor planning. In addition, the cold air generated in the vicinity of Mt. Sapae flows into the central business district near the city hall and plays a major role in regulating the thermal environment of the city. But, the cold air flows in the eastern part of Uijeongbu-si was not smoothly. The cold air flow generated in the east of Gwanak Mountain and in the west of Cheonggye Mountain was the most active in the northern part of Gwacheon-si. This flow is also a major ventilation corridor in Anyangcheon watershed as well as Yangjaecheon Tancheon watershed. But, the southern part where the cold air flow is not smooth is planed to be developed as 'Gwacheon Knowledge Information Town Public Housing District', so rapid development is expected in the future. Hence, it is suggested that an additional ventilation corridor plan should be established based on the detailed local wind flow analysis.

Analysis and Utilization Strategies of Ventilation Corridor Characteristics in Jeon-ju Area (전주지역의 바람길 특성 분석 및 활용 방안)

  • This study aims to analyze the characteristics of ventilation corridor and propose its utilization strategies in Jeonju city in order to discuss how to utilize urban ventilation corridors as a planning factor for reducing heat wave impact and fine particle pollution. For these purposes, cold air characteristics such as cold air flow and height of cold air in Jeonju area located in the Honam Jeongmaek were analyzed and major ventilation corridors were specified. Based on them, we proposed mountain management strategies for securing and utilizing ventilation corridors. We used KALM (Kaltluftabflussmodell), a cold air simulation model developed in Germany and identified both the cold air flow and the height of cold air layer generated during 6 hours at night. As a result, the cold air flow generated in the forests located in the northeast and east sides of the Jeonju city became clear and the height of cold air layer increased in the valley terrain and farmland areas with time. In particular, Jeonju City has an ideal structure of urban ventilation corridor. Based on the results, the area where the cold air generation is active was designated as the 'cold air conservation area', and the area requiring the management for the good cold air flow was as the 'cold air management area'. This study is expected to be used as basic data of policy making and research for reducing heat wave impact and fine particle pollution such as climate change adaptation policy and urban forest plans for ventilation corridor composition.

Urban Change Detection for High-resolution Satellite Images Using U-Net Based on SPADE (SPADE 기반 U-Net을 이용한 고해상도 위성영상에서의 도시 변화탐지)

  • In this paper, spatially-adaptive denormalization (SPADE) based U-Net is proposed to detect changes by using high-resolution satellite images. The proposed network is to preserve spatial information using SPADE. Change detection methods using high-resolution satellite images can be used to resolve various urban problems such as city planning and forecasting. For using pixel-based change detection, which is a conventional method such as Iteratively Reweighted-Multivariate Alteration Detection (IR-MAD), unchanged areas will be detected as changing areas because changes in pixels are sensitive to the state of the environment such as seasonal changes between images. Therefore, in this paper, to precisely detect the changes of the objects that consist of the city in time-series satellite images, the semantic spatial objects that consist of the city are defined, extracted through deep learning based image segmentation, and then analyzed the changes between areas to carry out change detection. The semantic objects for analyzing changes were defined as six classes: building, road, farmland, vinyl house, forest area, and waterside area. Each network model learned with KOMPSAT-3A satellite images performs a change detection for the time-series KOMPSAT-3 satellite images. For objective assessments for change detection, we use F1-score, kappa. We found that the proposed method gives a better performance compared to U-Net and UNet++ by achieving an average F1-score of 0.77, kappa of 77.29.

Improvement Plans of Urban Policies for the Realization of a Barrier-Free City (무장애도시 구현을 위한 도시정책 개선방안에 관한 연구)

  • This study aims to propose improvement plans and directions of existing policies to build a Barrier-Free city for the socially underprivileged. We conducted correlation analysis and T-test based on the results of a survey of the general public including the socially underprivileged to understand how their satisfaction with the use of facilities close to their daily lives, such as housing, sales·business facilities, affects their happiness. The results are as follows: First of all, the socially underprivileged experienced discomfort and barriers in urban life more than the privileged, and there was a negative(-) correlation between the degree of discomfort and barrier that the socially underprivileged experienced and happiness in urban life. Second, as a result of analyzing the difference in satisfaction with the life·welfare·leisure environment indicators, the satisfaction with the life environment showed a significant difference between the socially underprivileged and the privileged, and it was found that satisfaction in the life environment had the greatest effect on happiness to the socially underprivileged. We examined the current status and the spatial distribution of BF-certified facilities, one of the representative policies for the socially underprivileged to support their urban life without any obstacles, based on the above outcome, and most certified facilities were concentrated in welfare environment. In addition, we used ArcGIS to analyze that BF-certified facilities have been being supplied to people who really need them and saw that the spatial distribution of the socially underprivileged (elderly, children, and infant) and the distribution of BF certification facilities were somewhat consistent, but were intensively supplied to urban areas.

A Study on the Evaluative Models and Indicators for Diagnosis of Urban Visual Landscape - Focusing on Seoul City - (도시경관 진단을 위한 평가모델 및 지표개발 연구 - 서울시를 중심으로 -)

  • Recently, there seems to besome problems in the urban visual landscape as a result of continuous economic growth and industrial development. At the same time, the public has begun to be aware of the importance of visual resources, and the necessity for visual landscape conservation and improvement. Therefore, the development of evaluative indicators for systematic visual landscape planning and design is urgent. The purpose ofthis study is to discover evaluative models and indicators for the diagnosis of urban visual landscapes. This study included the selection of 18 physical indicators(statistical data) by literature reviews, adoption of field and questionnaire surveys at 12 autonomous districts in Seoul and surrounding major mountain valleys and river streams(i.e. Mt. Nam and Han-River). The content of the questionnaire is scenic beauty. Moreover, the linear regression analysis between the scenic beauty mean scores and the physical indicator scores figure out the scenic beauty prediction model. As this study suggests, the most important indicators in urban visual landscapes are 'Greens', 'Park' and 'the number of apartment buildings(higher than 20 stories).' Based on the results, greens and parks should be priority elements to considerin urban landscape planning and design. Moreover, since the number of apartment buildings that are higher than 20 stories has a negative correlation with the scenic beauty score, it can be used as basic data for landscape planning. For the scenic beauty prediction models and evaluative indicators suggest a direction of urban management, each indicator becomes basic data for visual landscape planning and design. In following studies, if physical indicators and case studies are added, the scenic beauty prediction models and evaluative indicators could be more synthetic and systematic. Moreover, the development of physical indicators in three dimensions(3D)(i.e. results from visual district analysis, view surface analysis) could be expected to obtain more general and varied results.

Urban Climate Impact Assessment Reflecting Urban Planning Scenarios - Connecting Green Network Across the North and South in Seoul - (서울 도시계획 정책을 적용한 기후영향평가 - 남북녹지축 조성사업을 대상으로 -)

  • When making urban planning, it is important to understand climate effect caused by urban structural changes. Seoul city applies UPIS(Urban Plan Information System) which provides information on urban planning scenario. Technology for analyzing climate effect resulted from urban planning needs to developed by linking urban planning scenario provided by UPIS and climate analysis model, CAS(Climate Analysis Seoul). CAS develops for analyzing urban climate conditions to provide realistic information considering local air temperature and wind flows. Quantitative analyses conducted by CAS for the production, transportation, and stagnation of cold air, wind flow and thermal conditions by incorporating GIS analysis on land cover and elevation and meteorological analysis from MetPhoMod(Meteorology and atmospheric Photochemistry Meso-scale model). In order to reflect land cover and elevation of the latest information, CAS used to highly accurate raster data (1m) sourced from LiDAR survey and KOMPSAT-2(KOrea Multi-Purpose SATellite) satellite image(4m). For more realistic representation of land surface characteristic, DSM(Digital Surface Model) and DTM(Digital Terrain Model) data used as an input data for CFD(Computational Fluid Dynamics) model. Eight inflow directions considered to investigate the change of flow pattern, wind speed according to reconstruction and change of thermal environment by connecting green area formation. Also, MetPhoMod in CAS data used to consider realistic weather condition. The result show that wind corridors change due to reconstruction. As a whole surface temperature around target area decreases due to connecting green area formation. CFD model coupled with CAS is possible to evaluate the wind corridor and heat environment before/after reconstruction and connecting green area formation. In This study, analysis of climate impact before and after created the green area, which is part of 'Connecting green network across the north and south in Seoul' plan, one of the '2020 Seoul master plan'.

The Construction and Application of Planning Support System for the Sustainable Urban Development (지속가능한 도시개발을 위한 계획지원시스템의 구축과 활용에 관한 연구)

  • The sustainable urban development has emerged as a new paradigm of urban studies in recent years. A review of the literature of land use and transport policies in relation to sustainable development reveals a consensus that the main objectives of sustainable strategy should decrease the numbers and length of journeys, and change the land use pattern towards mixed use and high density. However, there is a lack of empirical research as to what types of policies might influence effectively the reduction in the energy consumption and emission of $CO_2$. in order to sustain urban development. This paper tries to construct the conceptual structure of the PSS(planning support system), which is designed to the simulation of the probable effects of policies and planning of different kinds in cities, and evaluate the sustainablilty level according to construct the structure of the PSS(planning support system), which is designed to the simulation of the probable effects of policies and planning of different kinds in cities, and evaluate the sustainablilty level according to the alternative scenarios. The PSS is composed of three components (input-modeling-output). The core of PSS is integrating land use-transport-environment modeling. The advantages of integrating land use-transport-environment modeling are well known, but there are very few such integrated modeling packages in practice. So this paper tries to apply TRANUS software, which is an integrated land use and transport model. The TRANUS system was calibrated to city of Yongin for the base year. The purpose of the application of TRANUS to Yongin is to examine the operability of TRANUS system in Korea. From the outputs and results of operating the system, TRANUS may be effectively used to evaluate the effects of alternative sustainable urban development policies, since sustainablilty indicators can be extracted from several aspects such as land use consumption, total trips, distance and cost, energy consumption, ratio of transport split.

A Study of the Planning Process, Design Idea and Implementation of the Gwanghwamun Plaza (광화문광장 조성과정 및 설계 연구)

  • This study aims to investigate the complex planning processes and design ideas of the Gwanghwamun Plaza which was opened in 2009. The opening of the plaza was significant as it was built in order to restore the symbolic meaning of axis in the historical Joseon Dynasty that was distorted during the Japanese Imperialism. The plaza itself attracts many citizens and tourists by providing the empty ground carrying historical ambiences around. In this paper, the story of the Gwanghwamun plaza will be summarized. Particularly, the background of promoting the project will be discussed and the whole planning process will be dealt with. The plaza was realized through several stages. First, the planning stage will be reviewed. The planning stage had been a quite long process since the initial idea was discussed. Since the early 90s, the political decision of making the plaza was made through the change of people's understanding toward public space. At this stage, the city government worked together with diverse citizens and professionals to share the vision and to realize the right decision in making the plaza. Second, the design stage will be elaborated in detail. This is the second design stage. The former was the idea competition and the latter was the turn-key base. The final design scheme emphasized the restoration of symbolic axis and the forgotten Yukjo Street. The scheme consists of four zones such as history restoration zone, prospect and history representation zone, culture zone, and the urban zone. Through the whole design process, the original idea remained as it was. The design concept was "a place of memory and prospect." It emphasizes the history representation, view corridor, cultural activities platform as well as the emptiness and flexibility of the basic premise of the plaza. Finally, the construction stage will be discussed. There were some additions and omissions in the construction process. The design chances in the construction stage will be reviewed in detail. After the opening of the plaza, there were some changes in the detail design. We will discuss how and why these modifications were made. In the end, the social and cultural implication of the plaza will be discussed. The storytelling of the Gwanghwamun Plaza will contribute to the clear understanding of planning and design process of pubic places. Based on this reflection, we are able to think about some suggestions of public projects for the future.
