  • In this study, I investigate how city parks have been created, and what are some characteristics of the location and function of 69 city parks in Tokyo. The city parks in Tokyo have been made in three patterns. The first is planned parks which have been created as a urban facilities considering the scales and types. The second is memorial parks which have been made to memorialize the national monumental event or to preserve natural and cultural resources. The third is public property parks which have been made by occurrence of public vacant land which is resulted from the grant of Royal Garden, restoration of public rented ground, producton of reclaimed land, utilization of dry river bed. The city parks can be classified in five patterns according to distance from CBD and park area. The first is central parks which have historical characteristics strongly. The second is planned parks that are specialized functionally. The third is large scale urban edge parks which are located in the edge of 23-Gu(district) in Tokyo. The fourth is hill parks which have natural characteristics strongly. The fifth is waterside parks that are located along a lake, a pond, a river, or artificial waterside facilities. • The purpose of this study is to analyze the arrangement of parks, in whole city level by using park's effective distance and to find the accessibility obstacles in case of using parks, in boundary of each parks' effective distance, so that to show how to improve communities' usage of city parks. The 8 cities in Gyeonggi-do and analysed the effective distance of parks. To find the accessibility obstacles in the boundary of parks' effective distance, 1) we choose 18 sample parks and extract obstacles - wide road, rail road, river- in interior and verify it by field survey and asking the park user's residents directly. The main findings of this study can be summarized as follows: First, Ansan city and Goyang city are only satisfied with the minimal city parks size standard, so that the rest 6 cities are lack of quantities which residents can use. The result of analyzing effective distance in whole city level, parks are mainly designated in new-town, so that most cities which have old-towns have very poor park systems to use. Because Ansan city is new-planned city, it is very effective arrangement in park systems exceptionally. Second, $96.2\%$ of park users' are living in the area which was easy to gain access not intercepted by wide road, rail road or river. Third, therefore at the stage of planning park, effective distance and resident's accessibility as well as park's supply quantitatively are needed to be considered. In addition, selection of location and elevation of resident's safety and accessibility through making a plan must be reflected. In the low accessibility area, the program to improve park's accessibility and amenity - like making small park or pocket park, linking parks with resident-friendly road etc.- has to be investigated.

  • This study is aimed at classifying different types of parks in Gwang-Ju city and providing efficient Planning and guidelines to satisfy the needs of park users. The first stage of this study was accomplished by site surveys of neighborhood parks in Gwang-Ju where park types, locations, neighboring conditions, park layout, and other physical environments were surveyed for the specific status of parks. With those basic data, urban neighborhood park types were classified into different categories: 1) urban neighborhood parks; 2) riverside neighborhood parks; and 3) natural(mountain side) neighborhood parks. For the second stage of this study, behavior patterns and satisfaction were investigated to provide empirical data on the relationship between the physical environment and human behavior. The main findings of this study can be summarized as follows: 1. The highest level of satisfaction for the users of urban neighborhood parks in Gwang-Ju city is the accessibility of the parks which are small but located in neighborhoods, The users tend to visit the nearby parks regardless of size. 2. The users have relatively high levels of satisfaction for urban neighborhood parks which have a lot of green zones or park facilities. Therefore, the park planner should consider the natural environment in the park area and should reconsider the type of park in the planning process. 3. The different types of urban neighborhood parks in Gwang-Ju city do not affect the level of satisfaction and the motivation of park visits. However, the accessibility of the parks is the most important factors of users' satisfaction regardless of the type of the park. 4. The level of user satisfaction for all of the urban neighborhood parks in Gwang-Ju city indicates that the users have a relatively low level of satisfaction. Especially, 26.2% of the users have a high level of dissatisfaction. The new parks, which have recently been developed, have a higher level of satisfaction than the old parks which have a lack of facilities, insufficient maintenance, and poor management planning in the park. 5. As a result of factor analysis, all city neighborhood parks showed a similar tendency with urban type parks, but showed a tendency that was different from the other park types.

  • Urban park facilities and services offer a number of opportunities to fulfill individual, social, economic, and environmental benefits. Urban parks, provided through political measures as public goods, require balanced distribution in order to ensure social equity. The primary objectives of this study are to analyze the accessibility of urban parks and to examine whether urban parks are distributed equitably. GIS and statistical methods were used to investigate correlations between accessibility to neighborhood parks and socioeconomic status. As results, percentage of low-income population within the city was negatively related to park accessibility. Low-income dominated residential area, such as Sujeong-gu and Jungwon-gu have large low-income communities and less park accessibility compared with Bundang-gu, which are dominated by high-income residents. So, results from this study indicate that urban parks are not distributed equitably within Seongnam city. Therefore, creative strategies to provide urban parks for areas in need through the utilization of vacant lots, abandoned sites, and schools sites are necessary. Furthermore, budgetary priorities should be set to create new parks and revitalizing parks within the city's older neighborhoods are also needed.

  • This study aims at providing basic policy materials to build a basis for supplying and creating urban parks balanced across Gyeonggi province and improving the quality of life of residents through, an extensive analysis of all city parks in cities/counties in Gyeonggi province. The study result showed that first, the number of parks is only 40% of the adequate number and, thus, accessibility of Gyeonggi province residents to parks in neighborhoods is significantly low. Second, a proportion of park types in children's park, neighborhood park, urban nature park is 67% : 24% : 2%, which is adequate in Gyeonggi province as a whole. Third, as for the area of parks per resident, the area of designated park is $17.7m^2$/person, which is over three times of legal requirement in urban planning area ($6m^2$/person). However, created park area is only $5.6m^2$/person, which fails to meet the legal requirement. Fourth, when park area of each city was compared, the areas varied significantly across cities. The Gyeonggi provincial government needs to secure funds aggressively and accelerate setting up and expanding facilities at designated parks located within the current urban areas. The findings from this study should be used as important materials when developing supply & demand policies for urban parks in Gyeonggi province. The study implicates that independent park policies and management by each city/county as well as the establishment and management of a comprehensive park policy at a provincial level is significantly important.
