This study focuses on citizen-driven regional agenda and improvement projects, with a specific emphasis on the Yokohama Shimin Machi-bushin Project. This paper consisted of research on establishment and operation of community center, the developing process of "Campaign of making beautiful communities" and an analysis of each project. This study was based on the interviews of the official of Cheongju city for having ideas about establishment and operation of community center and the developing process of "Campaign of making beautiful communities" and also visits each center for investigating actual programs accomplished.
정부 기관 혹은 과학협회에서 비전문가 시민으로 하여금 대량의 데이터를 수집하도록 하는 활동에서 유래하고 있는 시민과학은 현재 프로젝트마다 과학자와의 협력 내용에서 차이를 보이고 있다. 생물종 개체수 조사 등 생태, 환경과학 영역에 집중되고 있던 시민과학 연구 내용은 천문학, 분산 컴퓨팅, 강입자물리 영역까지 확장되어갔다. 시민과학은 시민 자원 봉사자들에 의한 데이터 수집으로 비용 효과적으로 과학 연구를 수행할 수 있게 해주어 과학 연구 진전에 기여할 수 있었다. 또한 시민과학은 프로젝트에 참여한 시민들의 과학지식을 증진시키며 대중의 과학 이해를 향상시켜주는 것으로 나타났다. 이밖에 공동체 주도 시민과학 프로젝트는 지역 환경 이슈에 대한 공중의 인식을 향상시키고 환경 문제 해결에의 시민 참여를 장려하는 역할을 했다. 지역 시민들의 경험지에 근거하는 시민과학 프로젝트는 지역 환경 정책 결정 및 실행에 직접적인 도움을 주고 있는 것으로 나타났다. 이와 같은 시민과학의 교육, 사회 정책적 가치로 인해 각국 정부들에서는 시민과학 활성화를 위한 다양한 정책들을 수립하고 있다. 국내에서도 시민과학의 사회적 역할에 주목하여 정부 주도의 시민과학 프로젝트들이 기획, 실행되고 있다. 시민의 자발적인 참여에 의해 다양한 프로젝트들이 실행되고 있는 국외와 달리 국내에서 진행되는 시민과학 활동은 아직 주제 영역이 제한적이며 활동의 주체로서 과학자나 시민 참여가 아직은 낮은 수준에 머물고 있는 것으로 나타났다. 공공주도의 시민과학 프로젝트를 통해 시민 참여가 늘어나고 또한 과학자들도 시민과학의 가능성을 인지할 수 있도록 하는 것은 중요해 보인다. 과학자에 대한 평가제도를 개선하여 시민과학 참여를 증진하는 방안도 모색되어야 할 것이다. 공공 주도 시민과학 프로젝트 운영을 시민 참여 강화에 맞추어 세밀하게 기획할 필요가 있다. 시민단체 주도의 자연조사 활동이 시민과학으로서 실질적으로 과학 연구, 나아가 환경 정책에 기여할 수 있도록 오픈 데이터 정책이 마련되어야 할 것이다. 시민과학 프로젝트 경험을 공유, 확산할 수 있는 시민과학 네트워크 구축에도 노력할 필요가 있다.
Purpose: This study aims to explore the citizens' perceptions of living labs in the context of enhancing the living environment. Specifically, it employs quantitative research to investigate the perspectives of Millennials and Generation Z. This study proposed research questions to examine how the impacts of citizen-driven management, social factors, locally-driven management, open innovation operation, economic value, and environmental value influence the overall attitude toward living labs. Additionally, this study investigated the effects of overall attitudes on intention to participate in living labs and expected satisfaction towards living labs. Research design, data and methodology: This study employed an online survey conducted by a well-known research organization. Factor and regression analysis were utilized for data analysis. Results: The results revealed significant effects of citizen-driven management, social factors, economic value, and environmental value on overall attitude, with social factors exhibiting the highest effect size on overall attitude. Additionally, significant effects of overall attitude on intention and expected satisfaction were observed. Conclusions: The findings suggest which aspects of living labs should be fostered for the development of residents, the local economy, and citizens' quality of life, particularly with consideration of the perspectives of Millennials and Generation Z, who play a crucial role in utilizing a diverse array of ICT tools.

For the impacts on the competitiveness of smart cities, this study explored the effects of data-driven service, economic impact, social trust through sharing, environmental protection, and sustainable growth. Research design, data and methodology: To collect data, this study employed an online survey conducted by a reputable research organization. Data analysis involved the use of factor analysis, ANOVA, and regression analysis. Results: This study identified key aspects important for enhancing citizen satisfaction. Furthermore, this research unveiled the significant impacts of data-driven service, economic impact, social trust through sharing, environmental protection, and sustainable growth on the competitiveness of smart cities. Conclusions: The results yield valuable managerial and policy implications. The study suggests that enhancing citizen satisfaction through improved awareness of the smart city is crucial for effective city marketing management. Additionally, the results highlight special aspects necessary to improve smart city competitiveness, including the implementation of promotional policies supported by the government, promoting global competitiveness for domestic companies, and fostering citizen participation for effective city marketing management.

This paper proposes a design of a citizen advisory model under the consideration of the unique characteristics of the government, namely complex structure of goals, predominance by laws, knowledge driven organization, and the good governance objectives. The legal knowledge-based technology is explored with the aims to facilitate citizens in accessing e-government services in five phases: search, intake, decision-making, explanations, and objection and appeal phases. The design of the citizen advisory model consists of four components: specific service advice, customized form fill-in service, decision-making services, and a statement of reasons service. The prototype of the citizen advisory model is illustrated using the Thai Anti Dumping and Countervailing Act 1999 as a legal domain and e-government services example.
Extant literature has emphasized the role of citizen participation in creating a successful smart city. However, previous works are lacking in a systematic analysis of the specific mechanisms by which citizen participation makes a positive impact on smart city projects. We attempt to bridge the gap by focusing on the role of the living lab, a citizen-driven mechanism that has used innovative ideas, new technologies, and cooperation with various participants to address local problems. As co-creation is the common ground for smart cities and living labs in terms of citizen participation, we provide a theoretical framework in which the notion of co-creation mediates smart cities and living labs. To examine the living lab's effect of co-creation on smart cities, we conduct a comparative case study of two Northeast Asian cities: Taipei and Busan. We explore (1) the factors behind the different outcomes in these two cities, despite many similarities that might affect smart cities' effectiveness, and (2) the relationship between smart cities and living labs and how to systematically understand the interaction between the two. We find that living labs have played a key role in making Taipei's smart city projects effective and successful, which allows the city to keep showing a high level of performance. In contrast, citizens could not find channels to participate in such projects in Busan. We conclude that the living lab explains why the smart cities in Busan have been less successful than in Taipei.

Furthermore, it demonstrated that the overall attitude significantly influences the growth trajectory of smart cities. Conclusions: This study identified key driving factors for smart city development, suggesting that the consideration of sustainable urban practices emerges as the most significant factor influencing the growth of the smart cities.
그동안 전자정부의 지식관리 연구는 주로 조직 내적인 것에 국한하여 왔다. 그러나 최근 시민중심적이고 시민주도적인 패러다임으로의 변화와 웹 2.0 커뮤니케이션의 발달로 조직내부에서 정부와 시민 간 조직외부로의 지식관리의 문제가 중요한 영역으로 부각되고 있다. 이에 일련의 지식강화포털 연구는 시민을 대상으로 하는 포털 상에서의 지식강화가 필요하다는 인식에서 출발하며, 이를 통해 전자정부포털의 유용성을 향상시킬 것을 가정한다. 지식강화와 전자정부(포털)는 각각의 영역에서는 폭넓게 논의되어 왔으나, 두 영역이 만나는 맥락(Joint Context)에서 이러한 구조에 대해 소개한 연구는 드물다. 이를 위하여 본 연구는 전체론적인 접근방식으로 기존의 관련 논의들의 이론적 구조화를 통해 전자정부포털 상에서의 지식강화를 위한 개념적 프레임워크를 도출하는 것을 목적으로 한다. 본 프레임워크는 3개의 변환 단계로 구성되는 지식강화포털의 진화적 경로를 제안하고 있으며, 이는 향후 지식강화포털 프로젝트를 구현하는데 있어 기본적인 참조모델로서 활용될 수 있을 것이다.
기존 혁신정책의 대안이자 사회문제의 새로운 대응책으로서 사회문제 해결형 연구개발사업이 시도되고 있다. 사회문제는 문제가 발생하는 사회적 맥락, 특히 문제에 직면하는 사용자를 이해하는 것이 중요하다. 그 때문에 사회문제 해결형 연구개발사업은 사회문제와 사용자의 수요를 발굴하고, 개발 및 실증과정에서 연구자와 사용자의 협업을 강조한다. 본 연구에서는 한국 시민연구사업과 일본 사회기술연구개발센터 사업의 두 사례를 들어 각각의 배경, 기본 구성, 추진 과정을 비교분석하였다. 두 사례에서는 사회문제 해결 목표와 사용자 참여 방안이 유사한 형태로 나타나고 있었다. 그러나 사업 성격과 추진 과정 측면에서는 일본 사례가 더 넓은 시각에서 사회문제 해결형 연구개발에 접근하고 있음을 알 수 있었다. 이는 한국에서는 기술개발 중심의 기존 연구개발체계가 그대로 유지되는 가운데 사회문제 해결형 연구개발사업과의 정합성이 떨어진 데 따른 것으로 해석된다. 따라서 공급중심 시각 탈피, 사용자 참여의 내실화, 법제도 사업화 등 기술 외적 부문의 발달을 위한 지원 수단을 마련하여 기존 연구개발체계에서 비롯된 한계를 극복할 수 있도록 해야 한다.
