This study compares blogs of professional reporters with those of citizen reporters in terms of watchdog and interactivity functions. Watchdog function was analyzed in light of the extent of soft news and the degree of critical relationship with the government. Interactivity was assessed by analyzing readers' comments on the articles of reporter blogs. for citizen journalism and for professional one were chosen in order to minimize any discrepancies caused by ideological differences. As a result of the content analyses, citizen reporter blogs were found to deliver soft news more frequently than those of , whereas the former had stronger tendency to maintain the critical relationship with the government than the latter. As for the interactivity function, although the number of comments uploaded to citizen reporter blogs was higher than that of professional reporter blogs, the latter was found to meet the standards of communicative interaction more adequately than the former.

The purpose of this study is to examine the concept of civic journalism and the contents of Korean Internet newspapers that might reflect the possibilities of this new medium for civic journalism practices. This study examined how far and deep civic journalism practices have extended into Korean Internet newspapers as journalism's new tradition. More specifically, this study analyzed news articles of Korean Internet newspapers to uncover any differences among civic journalism Internet newspapers with different citizen reporter systems. The composite measure based upon ten elements of civic journalism practices was used as indicator of civic journalism practices. To obtain systematic data on news offered by Korean Internet newspapers on the World Wide Web, four major Internet newspapers, including Ohmynews, Ngotimes, Netpinion and Pressian were examined by a content analysis in April and May of 2003. Findings of this study reveal that many Korean newspapers do not fully exploit the opportunities and advantages offered by the new medium for civic journalism practices in online environments. Both aggregate and individual level of analysis for the civic journalism index reveal that there are some differences between non-civic journalism and civic journalism Internet newspapers using citizen reporter systems. However, overall performances of civic journalism Internet newspapers are not good enough to support the argument that civic journalism is well practiced in Korean Internet newspapers. Nonetheless, it would not be fair to conclude that Korean Internet newspapers have totally ignored the Internet's potential to increase the civic journalism performance in online environments.

The safety management of the emergency exit, by directly related to the $civil^{\circ}$Øs dead in the fire situation, have limited by which the fire station take the on-side and control-centered way of business processing, it is expect to the effects in which the citizen have to concern and to take part. From 2010 years in the back-ground, it is operated nationally the report and reward system on an illegal behavior of the emergency exit, it is happened to the unfit operating situation in the mission and direction of the system up which the exit paparazzi act with intent to receive the reward payments. The study suggests solution through analyzing the illegal emergency exit operation result of sixteen counties and the Seoul metropolitan from year 2010 to 2011. Firstly, the report destination is adjusted to the multiple use establishments and the large-scale multiple use facilities over the limit level is limited under five times the report events of the same people in the minor endorsement. And the fine incomes should be invested to the disaster prevention acting related with the exit. Secondly, for upgrade of the report accuracy, a reporter is received the possible information for the confirmation of an illegal act, has become to lead the pre-monitoring act which the reporter is can to take the safety education and to guide the information about season and vulnerable business location. Finally, considering the support way about the encounter facility, the fire officer is not happen to occur the repetitive report in the same place, is related to the volunteer service system the report acts, consider as the volunteer service time, and must support them to act as the disaster prevention volunteer.
