The purpose of this paper is to study the relationship between the sense of place attachment and citizen participation in urban park management. This case study focuses on the 'Shim-Teo' Children's Park in DongDaeMun-Gu in Seoul. This study used questionnaires. The data was collected from June 24 to 26, 2002 from a random sampling of visitors to the park who were over twenty years old. Final analysis utilized a total of 83 samples from the 91 respondents. This suey included Questions on Place attachment and the sense of the citizen participation. The results of this study can be summarized as follows; 1. For citizen participation in urban park management, it showed that the more respondents had a sense of the place attachment, the more they had a sense of responsibility for citizen participation in urban park management. The significant difference of the sense of the citizen participation between the two groups was their sense of place attachment. 2. For respondents reasons not to participate in park management, there was a tendency that the less respondents had a sense of place attachment, the more they answered that 'they have no idea how to participate in park management' and 'they have no time to participate in park management'. And the significant difference in the sense of citizen participation between the two groups was the place attachment. 3. It was shown that the respondents sense of citizen participation in urban park management was directly related to their sense of place attachment to the park. It was also shown that the reasons which dissuaded them from participating in urban park managements were other factors.
The purpose of this study was to identify the influence factors on understanding the financial structure and activating of citizen participation budgeting system, which is implemented local governments. And Identify the factors that will influence participation intention of citizen participation budgeting system The activating citizen participation factors previously classified as sub-factors in the Edbon & Flanklin's(2006) design of the budget process was constituted independent variables to accomplish research purpose. the results were as follows in summary. First, The significant affecting variables for activating the citizen participation budgeting system were found to the policy perception, the committee representation, the fairness of the selection process, the budget project adequacy for regional development, the methods of budget allocation. Second, The significant affecting variables for understanding financial structure were found to the policy perception, the committee representation, the fairness of the selection process, the guidelines given by the local government. Finally, The Activating citizen participation budgeting system and understanding financial structure also showed the significant variables to the participation intention. However, It was the Limitation of this study that it's results did't represent all regions because of operating citizen participation budgeting system in Jeju.

This paper is the study on the activity of citizen participation in the movement of Million Amenity Park's creation which was proposed by citizen participation for large scale's flat park within city. This park was proposed by the Busan Green Plan, commission study in 1999. The location of Park site was finally proposed at Dunchi-do, Bonglim-dong, Gangseo-gu, Busan and neighbor areas. The area of park site is approximately 500ha included the surface area of West-Nakdong River. Citizen's organization for Million Amenity Park which has 3,500 members, was established in 2001 in order to compose Million Amenity Park The development processes of this study were found to have quickening period, germination period, the 1st growing period, and the 2nd growing period, and then the results of this activity was also arranged by the researcher of this study. The movement for this park was found to have a positive activity for participating and understanding all the citizens during 7 years. And then the activities for this park were as follows: every information, fund-raising campaign, organization, purchase of park site, contribution of purchasing park site to Busan city. The results of this study, through the movement of citizen's participation such as this park movement were 1) respectively found to have the settlement in the movement of NGO, 2) the possibility of large scale's park fostering by public and civil partnership, and 3) the model presentation of frontier park in the citizen participation's types which will be able to introduce the development of city.
The projects of citizen science which is originated from citizen data collecting action driven by governmental institutes and science associations have been implemented with different form of collaboration with scientists. The themes of citizen science has extended from the ecology to astronomy, distributed computing, and particle physics. Citizen science could contribute to the advancement of science through cost-effective science research based on citizen volunteer data collecting. In addition, citizen science enhance the public understanding of science by increasing knowledge of citizen participants. The community-led citizen science projects could raise public awareness of environmental problems and promote the participation in environmental problem-solving. Citizen science projects based on local tacit knowledge can be of benefit to the local environmental policy decision making and implementation of policy. These social values of citizen science make many countries develop promoting policies of citizen science. The korean government also has introduced some citizen science projects. However there are some obstacles, such as low participation of citizen and scientists in projects which the government has to overcome in order to promote citizen science. It is important that scientists could recognize values of citizen science through the successful government driven citizen science projects and the evaluation tool of scientific career could be modified in order to promote scientist's participation. The project management should be well planned to intensify citizen participation. The government should prepare open data policy which could support a data reliability of the community-led monitoring projects. It is also desirable that a citizen science network could be made with the purpose of sharing best practices of citizen science.
Extant literature has emphasized the role of citizen participation in creating a successful smart city. However, previous works are lacking in a systematic analysis of the specific mechanisms by which citizen participation makes a positive impact on smart city projects. We attempt to bridge the gap by focusing on the role of the living lab, a citizen-driven mechanism that has used innovative ideas, new technologies, and cooperation with various participants to address local problems. As co-creation is the common ground for smart cities and living labs in terms of citizen participation, we provide a theoretical framework in which the notion of co-creation mediates smart cities and living labs. To examine the living lab's effect of co-creation on smart cities, we conduct a comparative case study of two Northeast Asian cities: Taipei and Busan. We explore (1) the factors behind the different outcomes in these two cities, despite many similarities that might affect smart cities' effectiveness, and (2) the relationship between smart cities and living labs and how to systematically understand the interaction between the two. We find that living labs have played a key role in making Taipei's smart city projects effective and successful, which allows the city to keep showing a high level of performance. In contrast, citizens could not find channels to participate in such projects in Busan. We conclude that the living lab explains why the smart cities in Busan have been less successful than in Taipei.
Public participation in the decision making for scarce health resources is important because health policy requires trust based consensus, which can be achieved by public's understanding and involvement of related policies. In the past, opportunities for interaction between health policy decision makers and lay public were rare in Korea. As political impulses towards public participation in health policy have increased, a few of deliberation methods were attempted. However, there is little research, reporting such cases with a critical examination of relevant theories and previous studies. We first critically review the literature on public participation within theories of democracy, governance, and empowerment. Next, we report a case of a citizen council experiment, which was held to examine public's preferences among different benefit options regarding new drugs and medical technologies. Specifically, in an one-day long citizen council with a total of 28 lay public, twelve questions of whether a drug or a technology should be included in the benefit package of health insurance were asked. Pre- and post-surveys investigated participants' perception of public engagement in health policy. Although it was experimental, the citizen council ensured that lay public could be careful enough to rationally compare the costs and benefits of different options and collectively make decisions. Further, results from pre- and post-survey showed a strong willingness of members to be involved in health care decision making. In the conclusion, we emphasize that better theories and methods need to be developed for more cases of citizen participation in health care policy and management.
Recently, Interests in rehabilitation of the old town center has grown. Incheon city are propelling many renewal plans for the area, Rapid Urbanization and outskirt developments have expanded city space and city center has been weakened and declined. With responds to these phenomena, World's interests on creative city is increasing nowadays and projects of creating creative city from many countries are being launched. Korea is one of the countries who follows this trend and is also proceeding projects on creating creative city. However, identities of our nation and city which have rapidly grown only based on logics of economic growth are disappearing. Hence, this study intend to focus on the cities of creative which draw the participation of its citizens. Thus, this study examining basic theoretical background from literatures, theory, precedent studies related to citizen participation & creative city. Then, the study establish a framework of analysis by extracting principal factors to creative city construction methodology centered on citizen participation. Furthermore, this study suggests the creative city construction methodology of citizen participation centered on for old downtown through survey residents consciousness.

A requirement of park management is to transfer the focus from emphasizing the management of public materials to providing services to visitors. Therefore, it has become indispensable to create a scheme in which residents can take management initiative. At this time, we look at Hyogo Prefectural Arimafuji Park, which encourages citizen management participation, and try to understand their system and project contents. For an initial scheme, we identify 4 elements that promoted subjective participation in a council style scheme; 1. to begin activities at the earliest possible time before opening the park, 2. to coordinate with expert(s) who take a neutral position, 3. to have places available where participants can debate on an equal footing, and 4. to plan the project while feeding back actual results.

Based on the global smart city promotion trend, in 2018, the "Fourth Industrial Revolution Committee" selected "sustainability" and "people-centered" as keywords in relation to the direction of domestic smart city policy. Accordingly, the Living Lab program, which is an active citizen-centered innovation methodology, is applied to each stage of the domestic smart city construction project. Through the Living Lab program, and in collaboration with the public and experts, the smart city discovers local issues as it focuses on citizens, devises solutions to sustainable urban problems, and formulates a regional development plan that reflects the needs of citizens. However, compared to citizen participation in urban regeneration projects that have been operated for a relatively long time, participation in smart city projects was found to significantly differ in level and sustainability. Therefore, this study conducted a comparative analysis of the characteristics of citizen participation at each stage of an urban regeneration project and, based on Arnstein's "Participation Ladder" model, examined the level of citizen participation activities in the Living Lab program carried out in a smart city commercial area from 2018 to 2019. The results indicated that citizen participation activities in the Living Lab conducted in the smart city project had a great influence on selecting smart city services, which fit the needs of local residents, and on determining the technological level of services appropriate to the region based on a relatively high level of authority, such as selection of smart city services or composition of solutions. However, most of the citizen participation activities were halted after the project's completion due to the one-off recruitment of citizen participation groups for the smart city construction project only. On the other hand, citizens' participation activities in the field of urban regeneration were focused on local communities, and continuous operation and management measures were being drawn from the project planning stage to the operation stage after the project was completed. This study presented a plan to revitalize citizen participation for the realization of a more sustainable smart city through a comparison of the characteristics and an examination of the level of citizen participation in such urban regeneration and smart city projects.
Citizen participation or resident participation is perceived as an effective way to correspond to the diverse urban problems, especially in the area of residential environment improvement projects and community activities. As the leading city of the Honam region and a core middle city leading the development of the southwestern region, Gwangju city is planning and under-developing new Housing Complexes and Urban Renewal Projects. The purpose of this study is to identify the perception of Gwangju citizens on resident participation in community activities to suggest diverse strategies for improving quality of citizen's life and making better living environment. For the research purpose, 1,380 questionnaires were distributed to the Gwangju citizens who live in 5 autonomous districts -Dong-gu, Seo-gu, Nam-gu, Buk-gu, and Gwangsan-gu- and 601 were used in data analysis. Although citizens in Dong-gu showed the lowest settlement consciousness, they required the highest level of need for resident self-help activities. Contrastingly, Seo-gu showed the highest level of settlement consciousness and the lowest need for resident self-help activities. Based on the results, high quality community facility should be provided to promote residential satisfaction and consciousness of residential participation and self-help activity must be improved. And also, diverse strategies for resident participation including development of resident education programs and search for regional resources should be covered in further research.
