스마트시티 개념을 이용한 중소도시재생계획에 대한 연구 - 2015 미국 스마트시티챌린지 공모전을 중심으로 - (Urban Regeneration Plan for Mid-sized Cities Deploying the Concept of Smart City - Focused on the US Smart City Challenge in 2015 -)

  • The concept of smart city is understood as an indispensable component of urban regeneration projects in small cities in terms of providing a better urban environment and efficient living systems with a limited budget. Recently, the Korean government revised the law that related to the construction of the smart city and started to implement the smart city concept not only to new-large urban development but also to small-existed regeneration projects. However, it is difficult for small and medium-sized cities that are suffering from the insufficient professional workforce; knowledge supports for high-tech and lack of professional networks to proceed smart city planning and project that containing regional characteristics. This paper aims to examine the effective way of urban regeneration for small and medium-sized cities through smart city planning and strategy. As an important case, this paper looks at the 'Smart City Challenge' competition that was hosted by the US Department of Transportation in 2015. It examines the background and operation process of the smart city challenge competition, and then analyses each city's strategy and characteristics of seven finalists. This paper highlights the several key lessons to Korean cities: 1) the importance of national government's support in financial and professional resources; 2) the cooperation with local governments and IT corporations which provides realistic and detailed technical solutions; 3) the holistic and integrated approach to urban regeneration starting from transportation issues; 4) the necessity of the government's clear visions and guidelines toward the smart city.

도시 공공공간의 접근성 개선 조사 연구 -원주시·춘천시·강릉시를 중심으로- (A Study on the Improvement of Accessibility to Public Space in Cities - Focusing on Wonju, Chuncheon, and Gangneung -)

  • A gradual increase in the number of people with disabilities and the elderly in our everyday life has changed our perceptions toward them. The concept of barrier free space has been gradually incorporated into the social system and into our everyday life, and has further developed into the universal design concept so that creating an environment where all inhabitants of a city are able to enjoy the space of everyday life. Against this backdrop, this study has conducted research on how to improve the accessibility of major public spaces in Wonju, Chuncheon, and Gangneung, or major metropolitan cities of Gangwon Province. The research has been conducted under the assumption that the conditions of utilizing public spaces in those cities will not meet public expectations compared to private spaced despite being iconic cities of Gangwon Province. The field survey results show that the concept of barrier free space is reflected, to some extent, in planning and development although its role in terms of using such space is not up to expectations. In particular, the buildings and facilities built prior to the enforcement of relevant policies are found to leave much to be desired due to unsatisfactory development plans between architecture and urban public space, which necessitates improvement on relevant policies, sincere efforts of local governments, and practical guidelines that can be useful in the implementation stage. Above all, building owners and public administrations are advised to raise their awareness on the concept of universal design so that it is firmly rooted in our everyday life as one of the universal values. It should lead to the efforts of the members of local cities in providing the environment where people are able to enjoy these utilities from the perspective of promoting public welfare.

Sustainability and Challenges of Climate Change Mitigation through Urban Reforestation - A Review

  • The realities of Climate change and its untold implications on the livelihood of man are no longer new worldwide. In attempts to subdue the negative implications of Climate change scenario globally, several measures have being suggested and being put in place. One of such measures is urban reforestation especially in the developing nations where forest resources have extremely and uncontrollably exploited. Most of cities in developing nations are almost devoid of regularly maintained trees for whatever purpose. Thus, the enormous roles which urban tree performs are lacked in most cities. In order to subdue excessive heat in cities arising from exposure of urban land areas urban reforestation exercise needs to be embarked upon. The investigation was carried out through desk studies and review of relevant publications to examine what it entails to have a sustainable reforestation programme in cities. The study revealed that several factors need to be taken into consideration if sustainable urban reforestation will be achieved, especially in developing countries. These factors include urban soil nutrients status investigation, appropriate tree type study, public perception about the tree types, relevant legal instrument to achieve successful reforestation exercise in cities among others were found to be salient to this exercise. Urban reforestation has enormous potentials to subdue Climate change consequences, including urban renewal if adequate provision is made for its sustainability, especially in developing countries. To ensure this is realized it is recommended that relevant ministry/agency could be put in charge for the maintaining, cutting and replanting of urban tree and all that are involved in urban tree sustainability.

스마트관광도시 경쟁력 지표 개발과 적용 (Developing and Applying Smart Tourism Cities Competitiveness Index)

  • 근대적 방식의 관광 개발이 야기한 여러 도시 문제들에 대한 해결책으로 '스마트관광도시'가 주목받고 있다. 그러나 스마트관광도시로의 발전을 위한 구체적인 방향이나 지침이 부족한 상황에서 일부 지자체들은 천편일률적인 관광앱을 개발하는데 막대한 투자비용을 들이고 있다. 이에 본 연구는 국내·외의 주요 관광도시에 두루 적용할 수 있는 표준화되고 객관적인 '스마트관광도시 경쟁력 지표'를 개발하고, 서울을 포함한 세계 여러 도시들의 스마트관광도시 경쟁력 수준을 평가하고자 하였다. 평가 지표는 매력성, 접근가능성, 디지털 준비도, 지속가능성, 마지막으로 협력적 파트너십으로 구성되었다. 도시별 분석 결과, 싱가포르가 가장 높은 수준의 스마트관광도시 경쟁력을 갖고 있는 것으로 평가되었으며, 이어 암스테르담, 뉴욕, 서울, 바르셀로나, 코펜하겐의 순으로 나타났다. 반면 호치민과 방콕은 상대적으로 스마트관광도시화에 더 많은 노력이 필요한 것으로 나타났다. 이를 통해 향후 스마트관광도시 관련 사업들을 지속적이고 체계적으로 모니터링 할 수 있는 글로벌 표준으로도 활용하여 유의미한 시사점을 제시할 수 있을 것으로 기대된다.

A Study on the Establishment of a New Quarantine System in the COVID-19 Era

  • Currently, the cumulative number of confirmed cases from the coronavirus in Korea is 30.17 million, and the cumulative number of deaths also reaches 33,444 (as of January 31, 2023). Therefore, this study aims to conduct an empirical analysis on the establishment of quarantine systems in major domestic cities as it is necessary to analyze the influencing factors of COVID-19 and discuss policy directions necessary to establish an effective quarantine system in the future. Among them, 16 cities in Korea with a relatively weak quarantine infrastructure were compared with the interrelationship between "number of upper-level hospitals", "number of urban populations", "number of infected", and "number of deaths", and ultimately the results of quarantine for each local government. In conclusion, the average population of 16 cities is 0.792 million, and the average number of infected people is 0.458 million, and the average cumulative infection rate is 57.8%. Seven cities exceed the average cumulative infection rate: Suwon (61.6%), Yongin (59.1%), Seongnam (61.8%), Hwaseong (65.6%), Anyang (60.7%), Cheonan (62.9%), and Jeonju (62.9%). In addition, despite the establishment of excellent treatment facilities in the city (ave=0.0129), the ratio of "accumulated deaths" (ave=0.11%) was high in Changwon (0.12%/0.0193), Ansan (0.12%/0.0138), Cheongju (0.11%/0.0174), and the ratio of "accumulative deaths" was low (0.09%) despite the construction of relatively poor treatment facilities. Through the results of this study, we expect a paradigm shift in the infectious disease management system in major cities in Korea after post-COVID-19.

한국 지역의 음식문화 홍보콘텐츠 커뮤니케이션 전략 비교 연구 - 서울시, 전주시, 제주시 등 3개 지역 공식 웹사이트 담화의 문화기호학적 분석을 중심으로 - (A Comparative Study of Region's Communication Strategy for Food Culture PR Contents through Semiotic Analyses of the Official Websites of Seoul, Jeonju, and Jeju)

  • In this study, the symbols and visual expressions employed in the food culture content of official website designed to promote three cities in Korea, Seoul, Jeonju and Jeju, were subjected to semiotic analysis. In this study, it was assumed that these websites reflected the varying perspectives of the people behind the development and management of these routes of Internet communication, and the semiotic choices made in order to exemplify each city's food cultural image. The aim of the study was to analyze the communication strategies of food cultural branding in the terms of the online content regarding Seoul, Jeonju, and Jeju with a focus on the comparative points in these cities' official websites. This study included conducting semiotic content analyses of the aforementioned cities' official web pages in an attempt to determine the food branding strategies used to differentiation and produce more favorable perceptions of these three cities. Building upon the findings drawn from this comparative study, the present work can be used to determine more effective ways of strategically differentiating the images of local food culture associated with these cities from the view of brand communications. This study also demonstrates viable directions for designing web content for a city where the food cultural messages can be delivered in a thoughtful and effective manner.

Analysis of stability control and the adapted ways for building tunnel anchors and a down-passing tunnel

  • Long-span suspension bridges have tunnel anchor systems to maintain stable cables. More investigations are required to determine how closely tunnel excavation beneath the tunnel anchor impacts the stability of the tunnel anchor. In order to investigate the impact of the adjacent tunnel's excavation on the stability of the tunnel anchor, a large-span suspension bridge tunnel anchor is utilised as an example in a three-dimensional numerical simulation approach. In order to explore the deformation control mechanism, orthogonal tests are employed to pinpoint the major impacting elements. The construction of an advanced pipe shed, strengthening the primary support. Moreover, according to the findings the grouting reinforcement of the surrounding rock, have a significant control effect on the settlement of the tunnel vault and plug body. However, reducing the lag distance of the secondary lining does not have such big influence. The greatest way to control tunnel vault settling is to use the grout reinforcement, which increases the bearing capacity and strength of the surrounding rock. This greatly minimizes the size of the tunnel excavation disturbance area. Advanced pipe shed can not only increase the surrounding rock's bearing capacity at the pipe shed, but can also prevent the tunnel vault from connecting with the disturbance area at the bottom of the anchorage tunnel, reduce the range of shear failure area outside the anchorage tunnel, and have the best impact on the plug body's settlement control.

조선업 특화 도시의 산업 경로 변화: 2010년대 이후 조선업 불황을 중심으로 (Industrial Path Changes in Shipbuilding Cities: Focusing on the Decline of the Shipbuilding Industry Since 2010s)

  • 본 연구의 목적은 산업도시 쇠퇴의 대표적 업종 중 하나인 조선업 특화 도시들의 산업구조 변화 및 유형을 분석하고 지역별 대응 방안을 모색하는 것이다. 2018년 산업위기대응특별지역으로 지정된 도시의 대부분이 조선업에 특화되어 있는데, 이것은 2010년대 이후 호황에서 불황으로 전환되는 경기변동이 주된 요인이지만 도시마다 산업위기에 대응하는 방식은 상이하였다. 조선업 특화 도시 7곳을 대상으로 분석한 결과, 조선업의 경기변동은 산업경쟁력이 높은 대기업 조선소가 입지한 지역들이 상대적으로 덜 쇠퇴하였고, 호황기에는 산업구조의 다양성이 감소하고 불황기에는 증가하는 경향이 나타났다. 산업위기에 대한 저항력과 회복력으로 조선업 특화 도시의 산업 경로를 4가지 유형으로 구분하였다. 지역별 산업구조 및 경쟁력을 고려하여 조선업의 유지와 쇠퇴, 새로운 대안 산업의 육성 등 맞춤형 지원전략이 필요한 시점이다.

비수도권 중소도시의 인구성장과 단계적 이동: 전라북도를 사례로 (The Population Growth of Local Cities and the Stage Migration: A case study of Jeollabuk-do)

  • 이 연구는 전라북도를 사례로 부모-자녀 세대에 걸쳐 진행되는 단계적 이동이 비수도권 중소도시 인구 성장에 미치는 영향을 탐색하는 것이다. 이를 위해 부모 세대를 베이비 부머, 자녀 세대는 에코 부머로 설정하였고, 거시자료를 이용하여 이들의 출생, 분포 변화와 선별적 이동과정을 추적하였다. 그리고 단계적 이동을 분석하기 위해 전라북도 시부, 군부 및 타 시도를 각각 출발지와 도착지로 설정하였다. 연구의 주요 결과는 다음과 같다. 첫째, 베이비 부머 세대는 전라북도 시부보다 군부에서 출생아수가 약 7배 이상 많았던 것으로 추정된다. 둘째, 부모 세대가 성장하여 선별적 이동을 진행할 때, 전라북도 시부와 군부 모두에서 타 시도로, 특히 수도권과 대도시로 이출이 탁월하게 나타났다. 하지만 전라북도 군부 출생자 상당수는 시부로도 이동하였고, 그 이동량은 전라북도 시부에서 타 시도로 이출한 양을 채워주는 수준이었다. 셋째, 자녀 세대에서는 전라북도 군부보다 시부에서의 출생아수가 더 많은데, 이것은 부모 세대가 농촌에서 도시로 단계적 이동을 했던 것에 기인한다. 넷째, 자녀 세대의 20대 연령 선별적 이동에서도 부모 세대와 유사하게 수도권과 대도시 등으로 이출이 압도적인 비율을 차지하였다. 그러나 전라북도 군부에서 시부로 이입되는 이동량이 부모 세대에 비해 현저하게 줄어들었고, 결과적으로 전라북도 도시들에서 음(-)의 순이동자 수가 해마다 누적되고 있다. 마지막으로 단계적 이동은 인구의 사회적 성장요인이자 동시에 이동자 생애경로의 결혼, 출산, 양육 등과 결부되어 자연적 성장요인에도 영향을 주었다. 따라서 부모-자녀 세대에 걸쳐 진행되는 단계적 이동은 비수도권 중소도시 인구의 증가와 감소를 결정짓는 주요한 요인이라고 할 수 있을 것이다.

우리나라 도읍경관 변천과정의 기초연구(I) (A Basic Study on the Landscape Morphogenesis of Major Local towns (Do-Eup) in Korea(I))

  • The landscape structure of the both pre-industrial and industrial cities should be influenced to the topographical feature , religious thoughts, political ruling system and history. In the major socio-cultural factors in the pre-industrial townscapes in korea, the Feng - Shui(poongsu) which is an acient human settlement organization system based on the “Yin - Yang” principle and “Five Elements” and “Chryaegogong”system were the most important factors to the formation of traditional town scape in Korea. The landscape during the Japanese colonial periods were basically reorganized through change of “Boundary”, “Center” “Direction(path)” and “Domain” which were expressed by distinct traditional townscape in Yi dynasty. The physical shapes, meanings and behaviors of townscape were expressed properly of the intention of the colonization. As changes to the mordern industrial cities, the townscape had been amended landscape elements of the Japanese imperialism to an ideology of rebirth nation. Also as changes to the modern industrial cities, “Boundary”, “Center”, and “Domain” spreaded into the suburbs by funtionalsm and these were expressed an incoherent value system which were the advancement of growth, pursuit policies as well as an advancement of science techniques.
