동북아 해양경찰 증강 동향 (Strengthening Trend of Coast Guards in Northeast Asia)

  • Recent marine territorial disputes in the East China Sea and the South China Sea have come to us as a great threat. China, which has recently established the China Coast Guard and has rapidly developed maritime security forces, is trying to overcome the various conflict countries with its power. Japan is also strengthening intensively its maritime security forces. Since Korea, China, and Japan are geographically neighboring and sharing maritime space in Northeast Asia, there is no conflict between maritime jurisdiction and territorial rights among the countries. The struggle for initiative in the ocean is fierce among the three coastal nations in Northeast Asia. therefore, Korea needs more thorough preparation and response to protect the marine sovereignty. As the superpowers of China and Japan are confronted and the United States is involved in the balance of power in strategic purposes, the East Asian sea area is a place where tension and conflict environment exist. China's illegal fishing boats are constantly invading our waters, and they even threaten the lives of our police officers. The issue of delimiting maritime boundaries between Korea and China has yet to be solved, and is underway in both countries, and there is a possibility that the exploration activities of the continental shelf resources may collide as the agreement on the continental shelf will expire between Korea and Japan. On the other hand, conflicts in the maritime jurisdictions of the three countries in Korea, China and Japan are leading to the enhancement of maritime security forces to secure deterrence rather than military confrontation. In the situation where the unresolved sovereignty and jurisdiction conflicts of Korea, China and Japan continue, and the competition for the strengthening of the maritime powers of China and Japan becomes fierce, there is a urgent need for stabilization and enhancement of the maritime forces in our country. It is necessary to establish a new long-term strategy for enhancing the maritime security force and to carry out it. It is expected that the Korean Coast Guard, which once said that it was a model for the establishment of China's Coast Guard as a powerful force for the enforcement of the maritime law, firmly establishes itself as a key force to protect our oceans with the Navy and keeps our maritime sovereignty firmly.

한중 어업질서의 진단 및 양국 어업관계의 개선 방향 (A Study on the transition of Korean-China Fisheries Agreement and improvement of fisheries-relation issues between two countries)

  • This study is to focus on the status of implementation of bilateral-fishery order based on the Korea-China fisheries agreement and aims to improve fisheries relationship between two countries. Korea-China Fisheries Agreement entered into force in 2001, and serves as a basic framework of the bilateral fisheries order. However, the fishing order between Korea and China has the following limitations. First, it is standstill of joint response for a practical resource management. Second, there are still gaps between the quotas of mutual accord fishing and fishing operation work performance. Third, China's illegal fishing is taking place consistently. Fourth, the effective cooperation between two countries in fisheries is not carried out. Finally, the Korea has faced difficult situations to adhere to a balanced position in the fishery negotiations due to conflicting positions on China and Japan. In order to solve these problems, the fishing order between Korea and China will be able to maintain the competitiveness of Korean fishery sector by reinforcing Korea's fishing sovereignty, Korea and China, based on trust and cooperation, will make efforts to improve bilateral fisheries relations to maximize mutual benefit in fishery sector. Specifically, first, the two countries should strengthen the resources management based on the scientific research and the improvement of imbalance of the mutual agreed fishing in EEZ. Second, Korea has to achieve our targeted performance of fishing operation and establish a joint resources management system between two countries in the provisional measure zone. Third, Korea should implement to collect fisheries information about China fishing vessels which are operating in the EEZ of Korea. Finally, Korea and China should be building up effective governance framework for the establishment of fishing order.

A Research of the Logistics Legal System in China-Korea FTA

  • Purpose - This paper mainly studied the role of the logistics legal system in promoting international transport logistics, building marine economy international cooperation demonstration zone and deepening the economic and financial cooperation etc between China and Korea. Research design, data, and methodology - The study conducted a survey on China and Korea's 2012-2017 years data. After empirically analyzing the data, we believe that cultural industry in Korea and China will maintain its growth momentum. Results - This study explored the way to establish an integrated logistics system between China and Korea to match the e-commerce certification system, online payment system and logistic distribution, thereby gradually promoting economic development and logistics integration in Asia. Conclusions- China-Korea FTA can encourage private flow to take on enterprises. In terms of improving logistics efficiency, reducing logistics costs and establishing a unified logistics industry standardization system. This will accelerate logistics industry integration in Northeast Asia, build a unified logistics management center in Northeast Asia, and promote a new model of integrated logistics cooperation in Northeast Asia. Therefore, it has a practical and reference significance.

  • A Paradigm shift is in process in China's foreign policies during Xi Jinping's era. Such changes occur with changing national identities from developing country to great power, and from continental power to continental-maritime power. China's pursuit for sea power embraces its global strategy. Accommodating the new identity of maritime power, China is developing its maritime strategy. New silk-road strategy actively utilizes China's advantage in economy, while avoiding direct military challenges against the U.S. China seeks an associated balance of power with the U.S. On the other hand, China make its determination clear to protect its core national interests, particularly Taiwan straits issue, deploying Anti-Access and Area-Denial strategy. 'Pax-Americana 3.0' and 'China's rise 2.0' have convoluted and evolved in complexity. South Korea faces much tougher challenges ahead in its foreign and security environments.

  • 본 연구는 우리나라와 중국의 초등학교 수학과 교육과정 문서에 대한 비교 연구이다. 우리나라와 중국은 2011년 같은 해에 초등학교 수학과 개정 교육과정을 발표하였고, 최근 현장 적용에 들어갔다는 측면에서 매우 유사한 점이 많다. 게다가 중국은 우리나라와 비슷한 입시제도, 교육환경, 자녀교육에 대한 관심도를 가지고 있는 국가라는 측면에서 우리나라 교육에 시사하는 점이 적지 않다. 우리나라는 2015년 9월 공시 예정으로 새로운 초등학교 수학과 교육과정을 개발하고 있다. 따라서 본 연구 결과는 새로운 교육과정 문서 체제 및 내용 구성에 유의미한 시사점을 제공할 것으로 기대된다.

  • Logistics standardization not only stands for logistics industry competitiveness, but also it is core competitive power. And Logistics industry makes smooth the exchange of goods, service and information in improving economic efficiency. Logistics cooperation between Korea and China becomes important issue because it has strategic meaning for two countries' benefit. Korea and China should reform logistics standardization and cooperate each other. This study based on analysing the China's logistics standardization policy, and comparison of ywo countries' logistics standardization, explored the alternatives of its cooperation between Korea and China in the new perspective.

중국의 해면어류 생산이 우리나라 어업에 미치는 영향 (The Effects of Catches of Marine Fish in China on Marine Fisheries in Korea)

  • The purpose of this paper is to find out how catches of certain species of marine fish in China influence the marine fisheries of Korea. The results are as follows: 1) While the catches of the main species of marine fish are over 74% in Korea, those of China are under 45%. 2) The main species of marine fish in China(MFC) are hair tails, jack mackerels, anchovies, mackerels, Spanish mackerels, pomfrets, redlip croakers, fie fish, sea breams, sardines, croakers and bigeyed herrings. 3) All the MFC belong to the main species of marine fish in Korea. 4) The fishing grounds of hair tails, jack mackerels, mackerels, Spanish mackerels, pomfrets and croakers in China are similar to those of Korea. 5) Catches of hair tails, jack mackerels, Spanish mackerels, pomfrets, file fish, sea breams and bigeyed herrings in China are many times more than those in Korea. Therefore Korea can't compete with China with such species of marine fish. 6) The price of MFC apart from mackerels and sardines is more competitive than the price of such species in Korea. When the catches of China's marine fish are imported, the species of China's marine fish that will have a great influence on the marine fisheries of Korea are hair tails, jack mackerels, pomfrets and sea breams.

중.대만 ECFA 체결이 한.중 FTA 협상에 미칠 영향에 관한 연구 (An Analysis of the Impact to Korea-China FTA Negotiation from China-Taiwan ECFA)

  • 현재, 지역경제통합의 가장 일반적인 형태는 두 나라 또는 그 이상의 나라들이 쌍무적 형태로 체결하는 자유무역협정(FTA)이다. 2010년 6월 29일 중국과 대만은 중국 충칭(重慶)에서 경제협력기본협정(ECFA)을 체결함에 따라 한 중 FTA 역시 최근 들어 재조명되기 시작했다. 중국은 한국의 제1위의 교역상대국이고, 2010년 5월 기준으로 중국은 한국의 제1위의 수출상대국이며, 한국은 중국의 제2위의 수입대상국이다. 또한 대만은 대(對)중국 교역에 있어서 한국과 교역구조가 비슷하고 경쟁구도를 유지하고 있다. 그렇기에 2010년 6월에 체결한 중 대만 ECFA는 중국과 한국의 교역에 있어서 큰 영향을 미칠 것이며 한국의 국내산업과 중국과의 교역에 치명적 영향을 미칠 것이다. 따라서 본 논문에서는 중국과 대만이 체결한 ECFA의 배경 및 진행과정과 협상의 핵심내용에 대해서 살펴보고, 현재 논의되고 있는 한 중 FTA에 대해서도 그 정파와 예상쟁점 사항을 분석해 보도록 한다. 이를 통해 중 대만 ECFA가 한국의 대(對)중국 교역에 미칠 영향과 한 중 FTA에 시사하는 바를 살펴보는 것이 본고의 목적이라고 할 수 있다.

이어도 쟁점과 중국 해군전략의 변화 (Ieodo Issue and the evolution of People's Liberation Army Navy Strategy)

  • Ieodo is a submerged rock within a Korea's Exclusive Economic Zone(EEZ) in the East China Sea with its most shallow part about 4.6m below the sea level which has no specific rights for the EEZ delimitation. The United Nations Convention on the Law of the Sea (UNCLOS) stipulates that any coastal state has the rights to claim an EEZ that stretches up to 200 nautical miles from its shore, except where there is an overlap with a neighboring country's claims. Korea claims that Ieodo is within its EEZ as it sits on the Korean side of the equidistant line and the reef is located on the Korea section of the continental shelf. China does not recognize Korea's application of the equidistance principle and insists that Ieodo lies on its continental shelf. According to UNCLOS, Ieodo is located in international waters, rather than one country's EEZ as the two countries have failed to reach a final agreement over the delimitation of the maritime border. This study seeks to understand the evolution of the People's Liberation Army Navy(PLAN) strategy as main obstacles for the EEZ delimitation between Korea and China. PLAN's Strategy evolves from "coastal defense" to "offshore defence", since the late 1980s from a "coastal defence" strategy to an "offshore defence" strategy which would extend the perimeter of defence to between 200 nm and 400 nm from the coast. China's economic power has increased It's dependence on open trade routes for energy supplies and for its own imports and exports. China want secure Sea Lane. PLAN's "offshore defence" strategy combines the concept of active defence with the deployment of its military forces beyond its borders. China's navy try to forward base its units and to achieve an ocean going capability. China's navy expects to have a 'Blue Water' capability by 2050. China insists that coastal states do have a right under UNCLOS to regulate the activities of foreign military forces in their EEZs. China protests several times against US military forces operating within It's EEZ. The U.S. position is that EEZs should be consistent with customary international law of the sea, as reflected in UNCLOS. U.S. has a national interest in the preservation of freedom of navigation as recognized in customary international law of the sea and reflected in UNCLOS. U.S. insists that coastal states under UNCLOS do not have the right to regulate foreign military activities in their EEZs. To be consistent with its demand that the U.S. cease performing military operations in china's EEZ, China would not be able to undertake any military operations in the waters of South Korea's EEZ. As such, to preserve its own security interests, China prefers a status quo policy and used strategic ambiguity on the Ieodo issue. PLAN's strategy of coastal defence has been transformed into offensive defence, Korea's EEZ can be a serious limitation to PLAN's operational plan of activities. Considering China'a view of EEZs, China do not want make EEZ delimitation agreement between Korea and China. China argues that the overlapping areas between EEZs should be handled through negotiations and neither side can take unilateral actions before an agreement is reached. China would prefer Ieodo sea zone as a international waters, rather than one country's EEZ.

The Qualitative Trade Competitiveness of China in IT Industry: A Comparison to Korea and USA

  • Purpose - The purpose of this paper is to analyze the trade structure and competitiveness of China's information technology (IT) industry in comparison to that of Korea and the United States, particularly in terms of quality. Design/methodology/approach - Indices such as trade specialization index (TSI), Revealed Comparative Advantage (RCA), and Market Comparative Advantage (MCA) are used. Further, an Intra-industry Trade (IIT) index is used to analyze qualitative changes in horizontal intra-industry trade and intra-industry trade of high- and low-quality goods. Findings - China's IT industry has a comparative competitive advantage over that of Korea and the United States, and mainly exports goods of inferior quality and imports goods of superior quality. Further, China's horizontal intra-industry trade has been decreasing, while its vertical intra-industry trade has been increasing and vertical trade of inferior quality goods outweighs that of superior quality goods. This shows that China is rapidly catching up with Korea and the United States, even though its qualitative competitiveness has not significantly improved. Research limitations/implication - This study has academic and political implications, as it analyzes changes in China's IT trade competitiveness. However, it is somewhat limited as factors determining qualitative aspects has not been considered. Originality/value - Most studies aggregate analyses of export competitiveness using methodologies such as TSI, RCA, and market share. However, the focus of these methods is price competitiveness. Hence, an examination of the objective and qualitative trade competitiveness of China's IT industry is necessary. this study the trade structure and quantitative competitiveness of the industry by analyzing intra-industry trade focusing on the quality of competitiveness. Therefore, the changes in China's IT industry in the USA and Korea and in foreign trade competitiveness and quality competitiveness are clarified. The results show that the academic and policy implications of these changes in the IT industry will be a useful resource. This is the first study in Korea to attempt such an analysis.
