Analysis on Barriers and Resolution Priority of Sea-Rail Multimodal Logistics among Korea and Eurasia Nations (한국-유라시아간 해륙복합운송 문제점 및 해결 우선순위 분석)

  • The Panmunjom Declaration adopted by the leaders of South and North Korea on April 27, 2018, has created an environment conducive for peace and cooperation in the Korean Peninsula. In the June of last year, South Korea has joined the Organization for Cooperation between Railways (OSJD). The membership of OSJD has established a solid foundation for restoring a multimodal logistics system that connects the Korean peninsula to Eurasia countries, including China and Russia. In this paper, a questionnaire survey targeting working-level experts was conducted to find the barriers in constructing multimodal logistics that efficiently connect the port-continental railways of the Korean peninsula and the Eurasian nations. Survey items were divided into five categories-border crossing procedures, technology, facilities, operation, and government support. As a result, among the most important problems of international multimodal logistics in Eurasia that need to be solved on priority include improving transshipment facilities, eliminating inspection carried out at every country for transit, simplifying documents for customs clearance, and minimizing the changes in freight rates. In conclusion, for vitalizing the connection between the Korean peninsula and the continental railways, it is necessary to develop a transshipment system to facilitate the changes in tracks at the borders by making a joint effort with the international community. Second, railway and operational systems in South Korea, North Korea, China, and Russia should be standardized. Third, international cooperation among South Korea, North Korea, China, and Russia is essential for simplifying customs clearance at borders, priority departure of domestic cargo, sharing information about the changes in freight rates, and so on. Finally, the government should come up with measures to secure the quantity of cargo required to form block trains, while developing new business models.

Structural health monitoring of a newly built high-piled wharf in a harbor with fiber Bragg grating sensor technology: design and deployment

  • Structural health monitoring (SHM) of civil infrastructure using fiber Bragg grating sensor networks (FBGSNs) has received significant public attention in recent years. However, there is currently little research on the health-monitoring technology of high-piled wharfs in coastal ports using the fiber Bragg grating (FBG) sensor technique. The benefits of FBG sensors are their small size, light weight, lack of conductivity, resistance corrosion, multiplexing ability and immunity to electromagnetic interference. Based on the properties of high-piled wharfs in coastal ports and servicing seawater environment and the benefits of FBG sensors, the SHM system for a high-piled wharf in the Tianjin Port of China is devised and deployed partly using the FBG sensor technique. In addition, the health-monitoring parameters are proposed. The system can monitor the structural mechanical properties and durability, which provides a state-of-the-art mean to monitor the health conditions of the wharf and display the monitored data with the BIM technique. In total, 289 FBG stain sensors, 87 FBG temperature sensors, 20 FBG obliquity sensors, 16 FBG pressure sensors, 8 FBG acceleration sensors and 4 anode ladders are installed in the components of the back platform and front platform. After the installation of some components in the wharf construction site, the good signal that each sensor measures demonstrates the suitability of the sensor setup methods, and it is proper for the full-scale, continuous, autonomous SHM deployment for the high-piled wharf in the costal port. The South 27# Wharf SHM system constitutes the largest deployment of FBG sensors for wharf structures in costal ports to date. This deployment demonstrates the strong potential of FBGSNs to monitor the health of large-scale coastal wharf structures. This study can provide a reference to the long-term health-monitoring system deployment for high-piled wharf structures in coastal ports.

The research proposed logistics network's construction between the main harbors of Korea and Ecuador. These nation according to great circle navigation is contiguous geographically in order to confront Pacific Ocean. These nation is contiguous geographically in order to confront Pacific Ocean by the great circle navigation. Specially Korea will become the hub-port of Northeast Asia and South America, which is caused by direct logistics lines's establishment.

  • The Korean Ship Supply market scale estimated at 5.7 trillion won in 2014. Much activated and related 400 of companies located in Busan, Ulsan near Busan area. But there have many companies had lower average revenue like a 2 billion won, Also the economic slump of world maritime port industry and low priced ship supply manufacture like as China and Other developing countries, those things made a gloomy situation in domestic industry. Therefore, in this study focused on Ship Supply Common Logistics for activation plan of Ship Supply Industry. And also determine which factor is most important to Ship Supply Common Logistics and analyzed AHP and IP analysis on 16 factors based on literature review. The result, most important factor was cost for Ship Supply Common Logistics.

  • The city of Dalian has been developed under varied geo-political situation since the later part of nineteenth century up to now where a considerable mutation is taking place. In this study we tried to trace the historical evolution process of Dalien as second important port of China playing the role as center of North-Eastern Region in the field of Industry, foreign exchange, finance and tourist industry. The result reveals possibility of the city to excelerate its development under present circumstances toward the opened system of economical policy.

  • Along with the development of marine transport, there emerged the concept of actual carrier. Actual carrier is a special subject in marine cargo transportation. The provisions regarding actual carriers have first been established in the Hamburg Rules and are introduced into the Maritime Code of PRC(hereinafter called the Code). But in China, because of different opinions in the legal interpretation of actual carriers, there is much divergence in practice. The purpose of this paper is to make a study on the definition of the actual carrier, the identity of the actual carrier and the liabilities of the actual carrier in the Code.

  • Loran C is a low frequently , pulsed. hyperbolic radio aid to navigation system, which operates in the 90 to 110 kHz frequency band. The position accuracy is not excellent but the repeatable and relative accuracy is very good, and it is very useful for fishing vessel in coastal waters. The operation of China north sea chain9GRI 7430) was begun on January, 1996, and in order to evaluate the accuracy of this chain, it was observed with Loran C receiver (LC-90, Furuno) in July 9 and December 30, 1997 at the fixed position of Kunsan national university. The obtained results were as follows : The time difference error of M-X, M-Y pair were $0.5{\mu}s$, $4.4{ \mu}s$ respectively and the mean time difference of M-X, M-Y pair were $15120.4{,\mu}s$ $32085.4{\mu}s$ respectively. The Loran C signals were received steadily and the daily fluctuation of time difference was very small. The longitudinal position error was very much than latitudinal position error, and the mean position error was about 1091.8m.

Emission Control Routes in Container Shipping between Korea-China

  • Purpose - As the severity of air pollution caused by the shipping industry is becoming evident, port authorities have started making efforts to reduce air pollutants. Considering the limitations of the currently implemented emission-control area (ECA) and vessel-speed reduction program (VSRP), which are narrow in the designation range and navigation behavior of ships, this study proposes an emission-control route (ECR) that can complement the aforementioned two environmental policies. Design/methodology - This study was conducted on Korea-China trade service routes (ports of call) of regular liners. This study employed vessel-specific data, which is from an automatic identification system (AIS), for 1,728 maritime transportations performed by 387 container vessels during one year (July 1, 2021, to June 30, 2022). Performing a scenario analysis, this study analyzed the effectiveness of reduced air-pollutant emissions. Findings - This study found that the implementation of ECRs could increase average voyage time by 12.38%-25.28% but reduced air-pollutant emissions by 29.02%-43.54%. Additionally, the increase in average voyage times reduces the anchorage time of ships outside ports, providing an incentive for ship operators to voluntarily participate in compliance with regulations, thereby contributing to the establishment of a virtuous cycle of air-environmental policies related to ships. Originality/value - This study aims to verify the policy effectiveness by designing an ECR scope for liner trade routes between Korea and China. Therefore, originality and the value of this study includes conceptualizing the ECR system, analyzing its environmental performance, and exploring new policies that can be implemented while complementing existing policies.

  • This paper aims to reduce the frequency of dangerous goods storage accidents in China. Advocating the managers of warehousing and logistics enterprises to pay attention to the operation process of dangerous goods warehousing business. Improving the safe storage and management capabilities of dangerous goods warehouses. This article first collects official data on dangerous goods storage accidents in China and conducts a general statistical analysis of the accidents. Based on the results of accident statistics and related literature research on dangerous goods storage management, establish a dangerous goods storage safety management factor system, use the analytic hierarchy process, establish a factor importance questionnaire and implement data collection. Through statistics, this paper finds that the storage accidents of dangerous goods in China in the past ten years mainly occurred in the inbound phase of dangerous goods and the storage phase of dangerous goods warehouses. Through the results of the analytic hierarchy process, it is found that the professionalism of the dangerous goods storage practitioners, the compliance of the practitioners with safety regulations, and the awareness of operational safety are the most important.
