물류환경변화와 한.중 항만경쟁력 비교 (A Empirical Study on the Environmental Changes, Korea & China of Ports Competition)

  • The development of Korea in the Northeast through trade is not a matter of choice as far as national strategy is concerned, but is an important national policy that is a matter of life or death which will determine the future fate of Korea. This thesis will attempt to arrive at a general, tangible plan for the development of Korea in the Northeast centered around trade by examining the change in naval environment at home and abroad, the given economic situation in the Northeast, and the present state of essential port development in Korea-China-Japan. Its objective will be to provide strategies for the development of Busan port confrontation. For the last ten years, China has been growing at a rapid rate. Since a lot of the volume of naval trade is being transferred from Korea to China, we must do everything we can to improve the service and reduce cost. In addition, Japan also is losing international position. Japan's government and the private industry are trying to make Super Core Ports a prominent feature of their port system. If the Busan port system is to remain competitive, these aspects of the Japanese port system must be kept in mind to prevent trade from going to other ports with more competitive systems.

  • 중국 경제의 급격하게 성장함에 따라 서해안의 항만들의 중요성 또한 커지고 있다. 중국과 근접한 군산.장항은 지리적 이점과 증가하는 물동량으로 서해 관문항으로서의 역할이 더욱 중요해 지고 있다. 하지만 군장항은 정기항로의 부재, 화주의 특정항 지정 및 타항 대비 물류비 과다 등으로 기업들이 군장항을 이용하지 않고 있으며 이로 인한 국제항로의 부족이 군장항 활성화를 가로막는 저해 요인이다. 본 논문에서는 과거 5년간 발생했던 기종점(O/D)자료를 분석하여 대중국 주요 항만 및 주요 수출입 품목을 살펴보고 군장항 발전 방향을 모색하고자 한다. 여기서 기종점 (Origin-Destination) 분석이라 함은 화물이 어디에서 얼마나 발했는가, 그 화물이 어떤 목적지로 향하는가 또는 어떤 경로를 통해 운송이 되는가를 파악하는 것을 말하다.

Studies on Port Development Strategy in Shanghai, China

  • Purpose - The purpose of the paper is to examine development strategy that Shanghai port has practiced, and to take out some productive implications to be applied to other port. Research design, data and methodology - The research methods to be applied is first to look into some development progress in terms of trade volumes, and then to review development strategy that is classified with two different aspects, and finally to identify implications. Results - Following the change of economic environment that China has joined to WTO, the way of doing business in Chinese economy has transferred to market economy more closely. Trade volume is higher than before and it attracts to build national infrastructure including port. Development strategy has to be needed to take care of newly faced economic situations, within two aspects, hardware and software approach. Both construction and management are answer to competitive port of Shanghai. Conclusions - From the development strategy of Shanghai port, hardware and software aspects should be emphasized, and it is evident that both trade volume of shipping market and the willingness of port authority have to be getting along with each other in development strategy.

  • Planning Environment Impact Assessment is regarded as one of the most important measures to achieve sustainable development in China. Conduct environment impact assessment for port planning was prescribed by Environment impact Assessment Law of the People's Republic of China. This Paper introduces the basic concept of Planning Environment Impact Assessment and Port Planning firstly, and then discusses the assessment indicators and assessment methods adopted in the Environment Impact Assessment for port planning. At last, the application of the indicators and methods are illustrated in case studies based on the practice on Port Planning's Environment Assessment in China.

중국의 항만 물류집중화에 관한 연구 - 상하이항과 장강을 중심으로 - (A Study on Harbor Logistics in China)

  • 중국은 '중국의 아시아 비즈니스 중심화'라는 전략을 수립하고 항만 및 물류분야 인프라 구축 및 집중 개발정책을 적극 추진하고 있다. 그 중점적인 개발 대상은 상하이항과 장강유역이다. 이러한 중국정부의 상하이항과 장강유역의 개발이 동북아시아의 물류집중화를 더욱 촉진시키고 있고, 또한 중화권의 해운항만이 더욱 활성화되는 기폭제가 되고 있다. 이에 따라, 우리나라의 대응전략으로 크게 세 가지를 제시하였다. 첫째, 중화물류권의 성장에 따른 우리선사들의 차별화된 서비스와 네트워크, 둘째, 장강 유역에서 화물 운송 서비스사업에 나서기 위해서는 중국 기업과 합작 투자, 셋째, 상하이항과 장강 개발에 따른 환황해권 해상교통망을 구축하는 것이다.

Research on the Amount of Empty Containers in Japanese Main Ports

  • Economic development is remarkable in Asia and progress of industrialization of NIES, ASEAN, and China in East Asia has increased the international physical distribution in this area. However, an imbalance of trade becomes severe in these areas. The imbalance is especially big in the Asia-North America route and the Japan-China route. The imbalance in the Asia -North America liner route is 5.04 million TEUS in 2002.The transportation ratio of loaded containers between China and Japan route is approximately 3:1 in 2000. In other words, it means that the transportation of loaded containers from China to Japan is 3, the transportation of loaded containers from Japan to China is I. The imbalance at a port is generally obtained by subtracting export loaded container cargo volume from import container cargo volume. However, the imbalance and the empty containers at the port are not always same. Then, in order to evaluate rationalization and efficiency of maritime container transportation, we introduce the amount of empty containers at a port as an evaluation index. However, the past data of the amount of handling empty containers have a lot of lacking portions. Then, it is necessary to estimate the past amount of empty containers in order to grasp the amount of empty containers historically. So, we construct the model that estimates the amount of empty containers using the imbalance of main port statistics in Japan.

Comparative Studies on Ports Management System in Northeast Countries

  • Purpose - The purpose of paper is to review and look into the process of port development of each country, and compare with their system of port management. Research design, data and methodology - The methods to be taken is to examine a process of port development in terms of historic and regulated point of views, and each country's port is compared with various port models. Results - China has evolved of port governance into 3 stages, which has lead to almost liberalized port management system in process of privatization slogan. Japan has three stages of port development, and key commitments have been done by local government, rather than national one. Korea has also several stages of port reforms, and national government has been deeply involved in port industry, as well as regional government and port authority in certain areas. Conclusions - whatever port management system each countries has taken, it eventually aims to port productivity in country's port. To adopt most proper port management system may be answer for country to cope with environmental changes around port industry.

Analysis on Output Efficiency of Chinese Listed Port Companies Based on DEA Model

  • Purpose - The purpose of this study is to propose strategies of improving efficiency of 20 listed port companies in China based on analysis of their input-output indexes from 2014 to 2018. Research design, data, and methodology - In this paper, the relevant input-output indicators of 20 listed port companies in China from 2014 to 2018 were adopted. Data derived from the company annual reports announced by Shanghai stock exchange and Shenzhen stock exchange. Comprehensive efficiency and pure technical efficiency were measured from output perspective by DEA and Malmquist index, and efficiency changes and regional efficiency were analyzed. Result - The results showed that the efficiency value of 20 listed port companies in China fluctuated and increased during 2014-2018, regional efficiency was unbalanced, and change of MPI was influenced by internal factors and external factors. Listed port companies affected by internal and external factors needed to make appropriate response to internal and external factors. Conclusion - The research conclusion can provide important reference information about management and planning for port companies in China and related areas. However, this paper is limited to the availability of data. So the improvement scheme for listed companies in inefficient regional ports needs further study, such as using AHP method.

중국 '일대일로' 이니셔티브와 내륙항의 발전 (The 'One Belt One Road' Initiative and Development of Inland Port in China)

  • 중국은 1970년대 후반 개방개혁정책과 더불어 급속한 경제성장을 이루어왔다. 중국 경제성장은 초기에 동남부 연해지역을 중심으로 시작되어 2000년대부터는 상대적으로 경제가 낙후된 서부 및 동북부 지역으로 확산되었다. 특히 2013년 시진핑의 '일대일로' 이니셔티브는 중국의 대외진출 전략인 동시에 이들 지역발전을 위한 중요한 계기를 마련해주고 있다. 내륙항은 내륙지역의 물류중심지로서 해양항만과 연계 및 주변 내륙국가로의 접근성을 강화시키는 데 결정적인 역할을 한다. 따라서 중국의 동북부 및 서부지역의 해외시장 진출 및 자원확보를 위해 다수의 내륙항이 개발 및 운영되고 있다. 본 연구는 일대일로 이니셔티브에서 내륙항의 역할과 발전을 전망해 보는 데 목적이 있다. 결론적으로 일대일로 이니셔티브에서 내륙항의 역할은 더욱 증대될 것이며 이에 대응하여 내륙항의 발전 역시 일대일로 이니셔티브에서 중추적 역할을 하게 될 것이다. 따라서 우리나라 기업은 중국 내륙항의 개발 및 운영에 참여할 수 있는 방안의 수립을 적극적으로 고려해야 할 것이며, 이는 중국, 러시아, 중앙아시아, 동유럽 지역으로 시장을 확대해 나가는 데 좋은 기회를 제공할 것이다.
