China's Belt and Road Initiative and its Implications for Global Development

  • China's Belt and Road Initiative (BRI) is China's contribution to the need for the world to collectively address deficits of peace, development, governance, and problems relating to climate, the environment and human health. The rise of China and the BRI do challenge the current 'rules-based global order' and the economic dominance and moral, political, economic, and cultural leadership of the United States and its allies. However, China's goal is not hegemony but a multipolar world in which common values coexist with principles of peaceful coexistence (including non-interference in the internal affairs of sovereign states). The evolution of the BRI is outlined, and the ways in which it reflects Chinese interests are summarized, including its roles in addressing natural resource dependence and excess capacity, a transition from investment promotion and factor-intensive growth to going out and industrial upgrading, going West, and the effective deployment of China's foreign exchange assets. Although China does therefore potentially gain, the BRI is designed so that partners also gain in a quest for win-win co-operation and mutual benefit. The values that underlie this approach and the call for a community with a shared future are compared with competing western values, whose roots lie in Enlightenment thought and are associated with a record of colonialism and imperialism. In this light, the article concludes with a consideration of the global implications of the BRI, the challenges it confronts and the likelihood that the unipolar moment will give way to a multipolar global development path.

Construction of Sports Event Standard System in the Context of Big Data and Internet of Things

  • It is a complex project to construct the standard system of sports events. Sports events standard system covers from the implementation plan to the evaluation work after the smooth implementation of sports events, involving many links. Large-scale sports events have extremely high media value. However, the successful organization and operation of large-scale sports events face many problems to be overcome, especially in terms of event safety. Although the organizers and organizers of large-scale events have invested many resources for the safe holding of sports events, violence similar to "football hooligans" in Europe is endless. At present, compared with Western countries, the standardization of sports events in China is low, and there is a problem of a late start and huge difference with Western developed countries. Knowing the construction of the standardization system's situation in China, we have summarized the data related to 15 sports events held in Chengdu is the last 5 years. By analyzing the problems in the process of holding these 15 events and the reflections of participants on the experience of sports events, the problems in the development of the standard system of sports events are discussed in depth. The final conclusion is that the system structure of China's sports events is not so good and athletes have a poor experience. China's sports event system still has many problems. Finally, we built a sports event standardization model using Internet of Things, and after a practical test we found that it has a good effect. Finally, we combined the current situation of sports event standardization system in China and put forward the following suggestions: laws and regulations related to the standard system of sports events must be formulated at the national level. The implementation level must strengthen the degree of integration of sports events and technology. To improve the quality of human resources in the management of sports events. The article puts forward targeted solutions, which play a great role in promoting the perfection and completeness of China's standard system for sports events. At the same time, it also promotes economic development and improves China's international status.

Using spatial misalignment Method to Measure and Evaluate unbalanced reginal tourism development in Southwest China

  • "China's Western Development Policy" has brought multiple opportunities to the development of tourism in Southwest China including Sichuan, Guizhou, Yunnan, Chongqing and Tibet. The 4 provinces and 1 municipality overall show a certain degree of accumulation effect and coordinated development in tourism due to their location, traffic and traditional economic cooperation. This study takes the Southwest China as the research object and utilized the spatial dislocation model and the tourism spatial misalignment index to estimate the mismatch degree between tourism resources and tourism income among provinces and try to find out the internal reason background. The results show that each of the five provinces has its own advantages in index of economy, tourism resources, human resource, and transportation, leading to differences in the center of gravity of the entire region in all aspects. In view of the results of spatial dislocation analysis, suggestions for improvement and optimization are put forward to promote the high-quality development of tourism in Southwest region. development.

Informatization, Public Service Supply, and China's Inbound Tourism Development

  • This study empirically investigates the impact of informatization on China's inbound tourism development. The analysis utilizes data on the number of inbound tourist arrivals in 30 Chinese provinces from 13 tourist origin countries between 2004 and 2016. The regional informatization level is measured by the internet penetration rate. It is found that informatization in tourist destination provinces has a significant positive impact on inbound tourism. Moreover, the local public service supply plays a moderating role. The positive effect of informatization is stronger in regions with better public services. The study results imply that China can boost its inbound tourism by further improving the level of informatization as well as local public services.

  • China has achieved rapid economic growth in the late 1970s with economic reform and open-door policy. China's economic growth began initially in the eastern coastal areas and from the 2000s expanded to the western and northeastern regions where the economy was relatively underdeveloped. In particular, in 2013 'One-Belt One Road' initiative proposed by Xi Jinping, the current General Secretary of the Communist Party of China is not only a key strategy for China's advancement into the world and also provides important opportunities for the development of these backward regions. Inland Port is the inland logistics hub and plays a crucial role in enhancing access to maritime ports as well as access to adjacent inland countries. Therefore, a number of inland ports have been developed and operated in order to enter into overseas markets and secure resources in the northeastern and western regions of China. This study aims to examine the role and development of inland port in 'One-Belt One Road' scheme. In conclusion, 'One-Belt One Road' will further increase the role of inland port, and in response, the development of inland port will play a pivotal role in one belt one road initiative. In this respect, Korean companies need to consider plans to participate in the development and operation of inland ports in China, which would provide opportunities to spread Northern markets including China, Russia, Central Asia, Eastern Europe.

Features and Implications of 'New Northeast Phenomenon' in China's New Normal Period (中国经济新常态下的 '新东北现象': 特征与含意)

  • This article examines features and implications of 'new northeast phenomenon' in China's new normal period. Different from previous studies with economy as a single factor, this paper regards the northeast phenomenon as not an single economic phenomenon but a compound socio economic phenomenon that economic, demographic and financial issues are linked together. This study finds that since 2014 decline of economic growth, deepening of population decline and brain drain, accelerated aging, the increase in fiscal deficit and a surge in social security spending, these phenomena occur simultaneously and influence each other, forming a vicious cycle in northeast China, and also finds that the difficulty of 'new northeast phenomenon' lies in this compound features. If so, what are the implications of 'new northeast phenomenon's' these features for China as a whole? This study proposes two points. First, based on the recent changes in some relevant situations in China, northeast region can be regarded as a microcosm of China, northeast phenomenon is likely to spread to other regions of China in the near future, it will become a common phenomenon all over China. Second, the emergence of the 'new northeast phenomenon' in the new normal period requires deep reflection and rethinking about the fundamental effect of the regional development strategies, such as 'The Development of the Western Region', 'The Rise of Central China', 'The revitalization of the Northeast', implemented since the reform and development. The 'new northeast phenomenon' has become one of the most urgent problems to be solved by the Chinese government, if the solution is successful, it can be a very useful direction for reconstructing regional development strategies in contemporary China.

  • This paper aims to analyze China's political education, which plays a role of vehicle in the Chinese Communist Party (CCP) promoting its ideological strategy, in order to figure out the utility of the CCP's ideological strategy. After Reform and Opening Up, the CCP rebuilt and reinforced political education in China according to its ideological strategy. Especially after the Tiananmen incident in 1989, the CCP made nationalism and patriotism as the core part of political education, and expanded its curriculum. Such reinforcement of political education has a advantage in maintaining the CCP's governance by creating a nationalist consensus against the western ideas. Although it can be helpful for the stability of domestic politics, it also has negative possibilities which isolate China in the global community and obstruct China's development.

A Study on the Possibility of E-Government Procurement in China

  • Purpose - This paper aims to study what is impacting the development of e-Government Procurement in China, the current strategies of developing Chinese Governmental e-Procurement, and to present some measures by which Korea's exporting industry could enter the Chinese procurement market. Design/methodology - This study is to provide a systematic literatures review on what is impacting the development of e-Government Procurement in China. Hence, based on western research, Chinese literiatures are used for this study. Findings - To penetrate the e-procurement of the Chinese government, the acquisition of government procurement certification is necessary. Secondly, the qualification of "Made in China" is one way to join the market. And finally for Korean companies to enter the procurement, it is necessary to provide products to the public institutions such as universities, hospitals and social organizations and to the state-owned enterprises. Originality/value - This paper aims to study what is impacting the development of the e-Government Procurement in China, the current strategies of developing Chinese Governmental e-Procurements, and to present some measures by which Korea's exporting industry could enter the Chinese procurement market. These originalities can be expected to give understanding of Chinese e-govenment procurement and insight for strategy for both Korean enterprise and relavant academic circles.

The Influence of Trade and Foreign Direct Investment on Green Total Factor Productivity: Evidence from China and Korea

  • Purpose - This paper intends to conduct theoretical analysis and empirical test on the action mechanism of South Korea-China trade and South Korea's FDI to China on green total factor productivity, so as to provide a new perspective and ideas for the improvement of China's green total factor productivity and promote the high-quality development of China's economy Design/methodology - This paper uses the data of 30 provinces, autonomous regions and municipalities in China from 2004 to 2017 as the research sample, adopts the GML index method of SBM Directional Distance Function to measure GTFP, and analyzes the influence of South Korea-China trade and FDI from South Korea on China's GTFP. Findings - Trade is conducive to promoting technological progress, which has a significant promotion effect on China's green total factor productivity. While FDI has a significant inhibitory effect on China's green total factor productivity, which verifies the "pollution haven" hypothesis. In addition, such influence has certain regional overall heterogeneity. Trade has a more significant promoting effect on GTFP in eastern coastal areas, while FDI has a more significant inhibitory effect on GTFP in central and western inland areas. The interaction between trade and FDI is conducive to the improvement of green total factor productivity, indicating that the benign mechanism of trade and FDI has been formed. Urbanization, industrial structure, human resource level and investment in science and technology are all conducive to the improvement of GTFP. Originality/value - Through theoretical analysis and empirical test on the action mechanism of South Korea-China trade and South Korea's FDI on green total factor productivity, this paper provides a solid theoretical foundation for the further development of China-South Korea economic and trade cooperation in the future.

A Stochastic Frontier Analysis of Trade Efficiency for the Sino-Korea Trade

  • Purpose - This paper intends to make theoretical analysis and empirical test on the factors influencing China's export to South Korea, and draw conclusions about China's export efficiency and trade potential. Based on the conclusions, the reasons for China's trade deficit with South Korea are found, and a solution is put forward for solving the problem of China's trade deficit with South Korea. Design/methodology - Based on the data of 2004-2017 years in China, this paper uses the stochastic frontier gravity model to analyze the influencing factors of China's export to South Korea, as well as the export efficiency of each province and the export potential that can be explored. Findings - First, in terms of the factors affecting China's export trade to South Korea, the GDP of the provinces and cities in China, the FDI of South Korea to the provinces and cities in China, the GDP of South Korea, the population and education level of provinces and cities in China can significantly promote the export scale of Chinese provinces and cities to South Korea. The distance between Chinese provincial capitals and the South Korean capital significantly hinders Chinese exports to South Korea; Second, in terms of export trade efficiency, the trade exchange rate of the economically developed cities along the eastern coast of China and several provinces that are close to South Korea is higher than that of the cities in the central and western regions; Third, economic globalization makes trade more convenient, the average export trade efficiency of China's exports to South Korea showed an upward trend. However, under the influence of the 2008 global financial crisis, the export trade efficiency declined from 2008 to 2009, indicating that the impact of the financial crisis on the trade efficiency cannot be ignored. Originality/value - This paper finds out the influencing factors of China's export to South Korea, analyzes the export efficiency of different provinces and cities, excavates the export potential, and puts forward some suggestions for the balanced development of China and South Korea trade in the next step.
