기혼여성의 자녀가치관과 추가출산의향 간의 관계에서 출산장려정책의 조절효과 분석 (The Moderating Effects of Birth Rate Policies between Korean Women's Values of Children and Their Intentions for Subsequent Childbirth)

  • 본 연구는 기혼여성의 자녀가치관과 추가출산의향의 관계에서 출산장려정책(보육료지원, 육아휴직제도)의 조절효과를 분석하는 것을 목적으로 하였다. 이를 위하여 "2015년 전국 출산력 및 가족 보건복지 실태조사"자료 중 총 2,143명의 자료를 선택하여 위계적 다중회귀분석과 조절회귀 분석방법을 적용하였다. 배경변수(교육수준, 소득, 연령, 기존 자녀 수)를 통제한 후, 위계적 다중회귀분석을 실시한 결과, 이상적 자녀수, 도구적 가치관과 정서적 가치관의 순으로 추가출산의향에 양(+)의 영향을 미치는 것으로 나타났다. 그리고 '육아휴직'은 추가출산의향에 유의한 영향이 없는 반면에, '보육료 지원'은 음(-)의 영향이 있는 것으로 나타났다. 또한 '보육료 지원'만이 '도구적, 정서적 가치관'과 추가출산의향의향의 관계에서 조절효과가 있는 것으로 나타났다. 이러한 결과는 효율적인 출산율 제고를 위해서는 무엇보다 자녀가치관을 높이기 위한 출산장려 문화정책이 필요하며, 아울러 추가출산 가능성이 높은 여성들을 대상으로 자녀수 등을 고려한 맞춤형 지원이 필요함을 시사한다.

자녀출산 전후의 부모들을 위한 양육여건 및 부모교육 실태 조사 - 대전광역시를 중심으로- (A Survey on Child Rearing Conditions and Parent Education for Parents before and after Childbirth)

  • The purpose of this study was to obtain a fundamental data for developing a policy concerning women and child rearing and a parent education program for young parents who are around their childbirth, a period crucially important both for the parents in terms of the role adjustment, career management, and family finance, and for the infants in terms of its physical and psychological well-being. The subjects were 509 mothers before and after childbirth currently living in the Metropolitan City of Daejeon. Data were obtained through questionnaires and interviews in two major areas of pregnancy-delivery-childcare and parent education. Data were analyzed using SAS, mostly through frequency analysis, percentiles, t-tests, and F-tests. Results of descriptive analyses were organized along the following areas and issues: Pregnancy(family planning, regular check-ups, difficulties, prenatal education, costs, etc.); delivery(type of delivery, delivery related experience, costs, clinic/medical institute of choice, worries/problems, help/supports, etc.); postpartum care(place, kinds of help and helper, costs, postpartum care facilities, etc.); childcare circumstances(place, carer, time schedules, childcare centers or facilities feeding and weaning, etc.); husband's attitudes and involvement in the overall process; working mothers(maternity leave, temporary retirement for child rearing, etc.); and, parent education(family planning, pregnancy, delivery, postpartum care, child rearing, areas or issues needing parent education, facilitative and hindering factors to ideal parenting, etc.). Differences between groups of pregnant mothers and postpartum mothers, working- and non-working mothers, groups of different income levels, mothers and fathers of different educational levels, mothers of first pregnancy(or childbirth) and experienced mothers were also analyzed. Several conclusions with suggestions were drawn in relation to the need for strong implementation as well as developing of policies on women and childcare and for developing a new parent education program for parents before and after childbirth.

대학생의 출산의도에 영향을 미치는 가족가치관 연구 (A Study on Family Values Influencing on University Students' Childbirth Intention)

  • There's an opinion that it may be a combination of change of values and social economic factors that caused low fertility of Korean society. This study intends to analyze actual conditions of family children values and gender role centered on university students in a marriageable age so draw a policy implication for overcoming low fertility. Main findings of this study are like following. First, as for analysis of childbirth intention shows average score of $3.35{\pm}1.142$ presented sex distinction that men have a higher tendency to women. Second, in gender role attitudes, it shows that gender role related on women's social activities($2.06{\pm}0.739$), traditional gender role in family($2.41{\pm}0.789$) influence on childbirth intention (p<0.001). Third, in family children values indicates moderate scores($2.95{\pm}0.648$) that son's position in family ($2.33{\pm}0.911$), relation between children and parents($2.80{\pm}1.050$), individual's position in family($3.56{\pm}0.671$) influence on childbirth intention(p<0.000) in the traditional values. Measures against low fertility will prove effective when family values are established favorable to marriage, childbirth, rearing, gender equality is settled in a society as a whole and related systems.

육아휴직의 정책효과에 관한 분석 : 출산에 미치는 효과를 중심으로 (A Study on the Policy Effects of Child Care Leave : Focusing on the childbirth)

  • 본 연구는 육아휴직제도가 출산에 미치는 정책효과에 대한 분석을 수행하였다. 육아휴직제도는 1차적으로 일과 가정의 양립을 취지로 하고 있다. 그러나 출산율 제고의 문제가 부각되면서 육아휴직제도 또한 출산장려책의 일환으로 기대되면서 육아휴직의 대상과 급여 혜택 또한 강화되어 왔다. 본 연구에서는 이러한 배경 하에서 복지패널 자료를 활용하여 가임기 여성 및 그 배우자의 육아휴직 혜택 이후 출산효과를 이중차분의 방법을 활용하여 분석하였다. 분석결과 육아휴직제도의 정책효과는 출산에 관한 한 아직까지 긍정적이지 않는 것으로 나타났다. 이러한 분석결과는 출산율 제고에 있어서 육아휴직제도의 실질적인 확대 외에 우리나라의 가정친화적인 노동환경 재정립의 필요성을 시사하고 있다.

여수시 산후건강관리지원사업과 출산장려 신규정책지원에 대한 후향적 연구 (A Retrospective Study on the Yeosu-si Postpartum Health Care Support Project and New Policy Support to Encourage Childbirth)

  • Objectives: This study analyzed an online survey targeting women and Korean medicine doctors who participated in the Yeosu City Postpartum Health Center Support Project. Through this, we would like to discuss the direction of support for postpartum health care support projects and new policies to encourage childbirth. Methods: In this study, we examined the results of an online survey from 73 women and 29 Korean medicine doctors. We examined 39 items, including basic information, childbirth-related items, Korean medicine treatment-related items, business satisfaction, and policies, answered by 73 women and 29 Korean medicine doctors who responded to the online survey. Results: The average age of women was 33.62±4.19 years, and the average age of Korean medicine doctors was 49.82±8.60 years. Musculoskeletal pain appeared most commonly in both maternal and Korean medicine doctors' online surveys. The visit date from the date of delivery was 36.87±27.06 days. Gungguijohyeol-um and Boheo-tang were widely used. The survey score of women whose main symptoms improved after taking herbal medicine was 3.04±1.15 points, and the survey score of Korean medical doctors was 4.13±0.74 points. The positive response to the policy was 73.7% for satisfaction with the overall policy to encourage childbirth, 54.8% for perceived support, and 65.7% for reduction of economic burden. Conclusions: Women who participated in the postpartum health care support project and received Korean medicine treatment and Korean medicine doctors who performed Korean medicine treatment were very satisfied. The most frequent postpartum symptom was musculoskeletal pain. The degree of improvement in main symptoms after taking herbal medicine was higher among Korean medicine doctors than among women. Among childbirth policies, the areas that should be prioritized are childbirth support projects and postpartum care projects.

출산장려정책과 조산사의 역할 (Policy for Encouraging Childbirth and Role of Midwife)

  • Objective : Recent government policy for encouraging increased birth rate and its historical background were reviewed from the standpoint of a midwife. Suggestions were made for an effective policy to encourage more births. Possible roles of midwives regarding this new policy were also discussed. Methods : Literature reviews and internet research Results : Korea has been very successful in implementing its population control policy since the 1960s. It now considers a policy to encourage increased births due to falling birth rates. There are two opposite sides on this policy. One is positive and the other is negative opinion. The health of women and children should be given top priority in any policy -making or decisions, so that the quality of their lives can be improved. Midwives can be active members in the establishment and implementation of such policies. Conclusion : This policy to increase birth rates can be a good opportunity for midwives to publicize the fact that normal deliveries can be handled economically, efficiently, and safely by them. This will attract more women to employ midwives and use their clinics. If midwifery clinics in the form of a corporation or a consortium with other health care professionals can be established, they could be developed as One-Stop Women's Health Care Centers, where health needs of, not only pregnant women, but all women over the course of their lifetimes can be satisfied.

한 자녀를 둔 기혼여성의 둘째자녀 출산선호에 관한 연구 (The Second Childbirth Preference of Married Women with a Child)

  • The purpose of this study was to examine how married women with a child perceived the low-fertility issue in order to increase the success of policy decisions for increasing the fertility rate and to present alternatives. The study subjects were 327 married women with a child who resided in Dongjak-gu, Seoul. After the survey was conducted, the collected data were analyzed with SPSS 11.5 program. The findings of the study were as follows. First, the married women who already had one child found it ideal to have two children. In fact, however, 36.4% had determined not to have another child, and only one parent wanted to have a second child in 26.9%. Second, they took a dismal view of the government's fertility encouragement policies, and they considered it necessary for the government to pursue a more down-to-earth measure. Third, economic aid for child rearing and education was identified as the most critical way to boost the childbirth rate. In conclusion, current national policies aimed at increasing the low-fertility rate are redundant if they are only designed to publicize government action. Actions need to be taken to assist married women in taking better advantage of the existing policies.

지역별 가계지출 부담이 기혼여성의 출산 의사에 미치는 영향: 수도권과 비수도권 비교를 중심으로 (Comparing the Effects of Regional Household Expenditure Burden on Childbirth Intention of Married Women: The Case of Capital and Non-Capital Regions)

  • 본 연구는 수도권과 비수도권의 가계지출 부담이 기혼여성의 출산 의사에 미치는 영향을 패널로짓 모형을 이용해 비교분석하였다. 실증분석의 핵심 대상인 기혼여성의 범위는 가임 가능성이 높은 25세부터 39세까지로 한정하였다. 주요 분석 결과는 다음과 같다. 첫째, 거주 지역과는 관계없이 대체로 배우자의 경제력이 기혼여성의 출산 의사에 있어 중요한 요인일 수 있다는 점을 확인하였다. 둘째, 결혼생활 만족도는 높을수록 출산 의사에 긍정적인 영향을 미치고 있었으며, 자녀가 반드시 있어야 한다는 가치관이 있을수록 출산 의사가 높아지는 것으로 나타났다. 셋째, 가계지출 부담은 기존 자녀 수와 같은 내부요인을 제외하고 기혼여성의 출산 의사에 있어 가장 중요한 영향을 미치는 요인임을 확인하였다. 특히 수도권과 비수도권 모두 교육비 지출에 대한 부담은 출산 의사를 큰 폭으로 감소시키는 핵심 원인으로 나타났다. 넷째, 가계지출 부담은 거주 지역에 따라 출산 의사에 상이한 영향을 보이는 것으로 나타났는데, 수도권은 의료비 및 원리금 대출이, 비수도권은 교통통신비가 출산 의사에 더 큰 영향을 미치고 있었다. 이를 통해 본 연구는 출산 제고를 위해서는 가계지출에 대한 부담완화가 지속적으로 필요하며, 거주 지역에 따라 차별적인 정책접근이 요구된다는 시사점을 확인하였다.

일부 여대생의 취업스트레스, 무망감 및 우울이 출산인식에 미치는 융복합적 영향 분석 (Analysis of Convergent Influence of Job Seeking Stress, Hopelessness and Depression on Childbirth Perception among Some College Women)

  • 본 연구는 일부 여대생의 취업스트레스, 무망감 및 우울과 출산인식 간의 관련성을 파악하고 출산인식에 미치는 융복합적 영향을 분석하였다. 조사대상은 전북지역의 3개 대학에서 임의로 선정된 531명으로 하였으며, 자료수집은 2016년 3월 28일부터 4월 29일까지 자기기입식 설문지를 통해 이루어졌다. 일반적특성에 따른 출산인식 점수는 연령이 높은군에서, 종교가 있는군에서, 학교생활만족도가 높은군에서, 비음주군에서 유의하게 높았다. 취업스트레스가 높은군에서, 무망감은 중증도와 중도군에서, 우울은 경도군에서 출산인식 점수가 높았다. 출산인식은 취업스트레스, 무망감 및 우울과 양의 상관관계를 보였다. 공분산 구조분석 결과, 취업스트레스, 무망감 및 우울과 출산인식의 인과관계가 확인되었다. 취업스트레스는 무망감 및 우울보다는 출산인식에 더 큰 영향을 미치는 것으로 나타났다. 이러한 결과는 여대생의 출산인식에 대한 긍정적 인식을 높이는 보건교육에 활용이 기대된다. 향후 연구에서는 출산인식에 융복합적인 영향을 미치는 추가적인 요인에 대한 분석이 필요하다.

기업의 가족친화제도가 기혼 직장여성의 출산의향에 미치는 영향: 여성의 연령 집단별 비교 (The impact of family-friendly policies in the workplace on the childbearing intention of married-employed women: A comparison of two age groups)

  • The purpose of this study was to identify the relationship between family-friendly policies in working places and the childbearing intentions of married-employed women. The analysis included 415 married working women from the 2012 wave of the Korean Longitudinal Survey of Women and Family. The factors influencing the childbearing intentions of the women were age, education, number of children under age 18, childbirth leave, childcare facilities, and flextime. The women whose work-places provided childbirth leave had stronger childbearing intentions. The women under age 35 had stronger childbearing intentions when their work-places had flextime policies. In conclusion, my recommendation is that the government should pay more attention to the micro-personal factors, such as the Family-friendly Workplace Practices proposed in this study, when executing policies to reverse the current trend of low fertility.
