This study proposed the necessities and framework of a network system for the Healthy Families Center. Focused on the community network, this study analyzed the related cases of networking. Based on this analysis, this study suggested an effective scheme for the network system : 1. We need to choose the relevant agencies in the context of community environment. 2. It has to be defined according to the strengths and the weaknesses of the Healthy Families Center. 3. For building an effective and long-term networking system, the specific services in which the related agencies are interested in on the community life survey have to be developed and promoted.

Although fatalities due to child abuse are frequently happened, there has been a dearth of research on the topic. The present research analyzes deaths due to child abuse in representative newspapers in order to examine incidences, causes, and characteristics of child abuse. The results showed that from 2000 to 2012 child abuse deaths occurred 141 cases. Most deaths due to child abuse were committed by single mothers, biological mothers, cohabiting women and stepmothers, and biological fathers. As regards the reasons of deaths due to child abuse, the frequency of newborn infant deaths as the result of abuse by single mother or single parent was the highest, and lack of parenting skills, postpartum depression, hardships of living and lack of financial abilities were followed. Also, subjects received extensive media coverage were crime compositions-stereotypes of child abusers, habitual and continual child abuse, lack of child abuse reporting and prevention system, and mild penalties. Finally, based on the results of the study, the implications to prevent and resolve deaths due to child abuse were discussed.
The purpose of this study is to analyze precedents related with child abuse for protection of the rights of the child. There should be the law related with 'punishment for child abuse,' which is the grounds of punishment, to make a precedent in the law punishing for 'child abuse,' but there is the concept only for 'child abuse' in the Child Welfare Law, the fundamental law; therefore, for a direct judgment for punishment, only precedents of 'child abuse' related with loss of parental rights and judgements for criminal cases, civil cases and laws covering special cases have been made. For that reason, 'the special law related with punishment for child abuse cases' is desperately required (On last December 23, 2013, the special law related with punishment for child abuse cases passed the National Assembly). Hence, precedent analysis had performed by grouping precedent from 2000 to 2013 which were not judged as child abuse in trial but can be regarded as child abuse. When analyzing each precedent according to the contents of analysis and judgment by fact relevance in this study, problems which the current legislative system has were deducted through an implication of each case by diagnosing using diagraming after classifying lower instance terminated cases, which precedents of the Supreme Court and judgments sent to the Supreme Court were excluded, while excluding cases settled in the civil level and classifying analysis of civil case precedents which did not become a criminal case and completed as a civil case, analysis of criminal case precedents, classification of precedents of loss of the parental rights (regarding child abuse) and precedents of any other special laws. And compensatory tasks for special laws regarding punishment of child abuse were presented while suggesting compensatory tasks for the legislation regarding deducted problems.

The program, which was composed of seven sessions, was held once a week two hours for each. For validation, the test group and the controlled group were under comparative analysis. To this end, non-paramatic tests, Mann-Whitney U test and Wilcoxon-signed ranks test, were applied. The study showed that the controlled group did not demonstrate significant change in parenting participation, parenting behavior, and attitude on disabled chilren, intimacy, while the test group made a meaningful improvement on parenting participation, attitude on disabled chilren after participating in the program. This family resilience program is proved to be effective, having fathers with a disabled child actively participate in child rearing and recognize the attitude with a disabled child more positively. The finding of this study surely has an implication for social work practice, especially for intervention in fathers with a disabled child.

The compositing factor for parenting stress were mainly the burden and distress of the parent role. Second, the differences in parenting stress were affected by relative variables in accordance with the general features of the study object. If the younger the parent, the higher the education, the lower the age of the first child, and if there were a child assistant after school, the parenting stress became larger. Third, after controlling for demographic characteristics, employed mothers' neuroticism significantly predicted greater parenting stress. Bowlby has proposed that child-mother attachment is important in the child's representation of self. In this study, the child's emotional intelligence was examined in connection with child-mother attachment with a sample of 5-year-olds. The quality of attachment was assessed based on the child's behavior on reunion following a separation, using a SSP (Strange Situation Procedure) system devised by Main and Solomon. The emotional intelligence was assessed with Lee's Scale for young children. The results show significant connections between child-mother attachment and the emotional intelligence. Specific areas of emotional intelligence are related to particular patterns of attachment. Namely, securely attached children are assessed significantly higher than the unsecurely attached, not only in the ability to identify and control their own emotions, but also in the ability to control others' emotional state. Also, securely attached children perceive their social competence significantly higher.

This study aimed to discuss mental health services for children and adolescents that are being implemented as initiatives of the Korean government and to review the functions and roles of these projects during the COVID-19 pandemic. Three government departments are in charge of providing mental health services for children and adolescents: Ministry of Education, Ministry of Gender Equality and Family, and Ministry of Health and Welfare. The Ministry of Education has implemented several policies to facilitate the early detection of mental health issues among school students (from preventive interventions to selective interventions for high-risk students). The Ministry of Gender Equality and Family additionally serves out-of-school children and adolescents by facilitating early identification of adolescents in crises and providing temporary protection or emergency assistance (as required) through the Community Youth Safety-Net Project. Furthermore, the Ministry of Health and Welfare operates relevant mental health agencies for individuals of all ages including children and adolescents. Any high-risk students who have been screened through the projects of the Ministry of Education are supported through referrals to the following institutions for appropriate treatment of their symptoms: specialized hospitals, the Youth Counseling and Welfare Center operated by the Ministry of Gender Equality and Family, the National Youth Healing Center, the Mental Health Welfare Center operated by the Ministry of Health and Welfare, the Suicide Prevention Center, and the Child Welfare Center. To assist students who are facing any psychological difficulties because of the COVID-19 pandemic, the Ministry of Education has established a psychiatric support group for providing emergency mental health care; furthermore, schools are promoting psychological surveillance (e.g., provision of non-face-to-face counseling services that are centered around the Wee Center). The Ministry of Education, Ministry of Gender Equality and Family, and Ministry of Health and Welfare have provided varied mental health support services in order to address the challenges faced by children and adolescents during the pandemic. Nevertheless, the mental health services operated by each ministry do show some limitations because their service provision system is insufficiently collaborative. The present study discussed the positive effects of each initiative as well as its limitations; furthermore, it suggested improvements for facilitating the healthy development of children and adolescents' mental health.
