Measures to Secure the Habitability of Temporary Shelter for Shelter in Place in Nuclear Power Plant Accidents (원전 사고지역에서 실내대피를 위한 임시대피시설의 거주성 확보방안)

  • Purpose: This study aims to explore the ways to improve the security of temporary shelters in case of nuclear power plant accidents. Method: In this study, we mainly rely on the case studies on previous nuclear power plant accidents-Chernobyl, Fukushima, and Three Mile Island (TMI) cases. Result: The current radiation emergency response plans for nuclear power plant accidents center around the evacuation procedure. As a result, the concept of "shelter in place" has been understood as a means of assisting resident evacuation. However, based on the case studies, we find that encouraging shelter in place, rather than simply emphasizing evacuation, would help minimize unnecessary casualties, especially in case of the accidents rated greater than or equal to INES 5. To facilitate better shelter in place, we recommend utilize apartments as temporary shelters and suggest some possible improvements to ensure those apartments could be equipped with technologies for high radiation protection. Conclusion: To ensure better shelter in place, we recommend using apartments as temporary shelters, and we seek to supplement the function of apartments by using shielding, positive pressure, and sealing technologies.

A Study on the Safety Design Rule Checking System for Automatic Verification of Design Errors (설계오류 자동 검증을 위한 안전 설계 Rule Checking 체계에 관한 연구)

  • Purpose: When designing plants and workplaces such as handling and using chemicals, a system that can automatically determine whether the design has been made in compliance with domestic safety management laws is established to shorten the review time and increase accuracy. Method: Safety design standards for chemical handling and use workplaces were investigated, and types and systems were derived that could automatically judge design errors by dividing the articles into semantic units. Result: An automatic design review method performed when designing a building was proposed, and a system that can review the safety design requirements required when designing a chemical handling business site through the development of a rule checker was proposed. After confirming whether the law is subject to application, the safety design rules are classified into semantic units through preprocessing. The classified results can be classified into four types, and the specifications, space, conditions, situations, and specific devices and facilities to reinforce safety were analyzed as representative types. It proposes a system that prepares a diagram for the safety design rule and allows it to be reviewed through the rule checker program.

Wearing Acceptability of Chemical Protective Clothing during Fire Training (소방훈련시 화학보호복 착용에 따른 동작만족도 연구)

  • The aim of this study was to investigate the wearing acceptability of chemical protective clothing during fires and to provide basic data for the safety of firefighters. The results of the study were as follows: Wearer acceptabilities of chemical protective clothing under static movement (e.g., looking at the ceiling with maximum head bending, wrapping one's arms around oneself, sitting obliquely on the floor, and maintaining a crouching position) were 21.7%-47.8% lower than those of general uniforms. When wearing chemical protective suits, the acceptability under static movement was statistically low (p < .001). Wearer acceptabilities of chemical protective clothing under dynamic movement (e.g., running, lifting a heavy object (20 kg) up to the waist, lifting and moving a heavy object (20 kg) by 1 m, lifting a stretcher and walking forward, and lifting a stretcher and walking backward) were 19.2%-47.8% lower than those of general uniforms. When wearing chemical protective suits, the acceptability under dynamic movement was also statistically low (p < .001).

  • Local wall thinning elbow due to the water flow is one of the main degradation phenomenon in carbon steel pipe of plant system. The API579 code of FFS (fitness for service) used in the chemical plant gives a guideline to protect local wall thin problem in a straight pipe, but it does not include an elbow. In this study, the locally wall thinned elbow, which is considered an extrados or intrados wall thinned elbow, was carried out considering in-plane or out-plane bending using FEM (finite element method) analysis, and some of results were also compared with the experimental data. The results could give the structure integrity assessment to protect the local wall thinned elbow.

  • The type I interferons (IFNs) play a vital role in activation of innate immunity in response to viral infection. Accordingly, viruses have evolved to employ various survival strategies to evade innate immune responses induced by type I IFNs. For example, hepatitis E virus (HEV) encoded papain-like cysteine protease (PCP) has been shown to inhibit IFN activation signaling by suppressing K63-linked de-ubiquitination of retinoic acid-inducible gene I (RIG-I) and TANK-binding kinase 1 (TBK1), thus effectively inhibiting down-stream activation of IFN signaling. In the present study, we demonstrated that HEV inhibits polyinosinic-polycytidylic acid (poly(I:C))-induced $IFN-{\beta}$ transcriptional induction. Moreover, by using reporter assay with individual HEV-encoded gene, we showed that HEV methyltransferase (MeT), a non-structural protein, significantly decreases RIG-I-induced $IFN-{\beta}$ induction and $NF-{\kappa}B$ signaling activities in a dose-dependent manner. Taken together, we report here that MeT, along with PCP, is responsible for the inhibition of RIG-I-induced activation of type I IFNs, expanding the list of HEV-encoded antagonists of the host innate immunity.

  • North Korea has been preparing for WMD(Weapons Mass Destruction) using asymmetric force since it recognized the economic effects of CBR (Chemical, Biological, Radiological) weapons system operation and the limitations of conventional weapons. However, the threat only to conventional bombs, missiles and etc. is considered on the current Civil Defense Shelter, which could increase civil damages, not responding appropriately to disasters such as CBR weapons, terror attacks and etc. Therefore, this study confirms the current situation of Civil Defense Shelter and design criteria focused on CBR disasters so that we could make a plan and design of Civil Defense Shelter. In addition, we suggest the research result and improvements on Civil Defense Shelter and Design.

  • This study is to protect peoples' life, minimize the property damage by coping with threats quickly and take more preventive measures in advance against nuclear bomb, CBR, and potential explosive. For this, CBRNE(Chemical, Biological, Radiological, Nuclear, Explosive) program research was used. Thanks to advance in technology, terrorist groups and even individuals make or keep nuclear and CBR weapons. And also it's likely that disaster and threats from a toxic gas, acute pathogens, accidents in the nuclear power plants and a high explosive could be happened a lot. Recently more organized terrorist groups maintain random attacks for unspecified individuals and also it's highly likely that a large-scale terrorist attack by WMD and CBRNEwill be done. To take strict measures against CBRNE attacks by terrorists is on the rise as an urgent national task. Moreover biological weapons are relatively easy and inexpensive to obtain or produce and cause mass casualties with a small amount. For this reason, more than 25 countries have already possessed them. In the 21 st century, the international safety environment marks the age of complicated threats : transnational threats such as comprehensive security and terror, organized crime, drug smuggling, illegal trade of weapons of mass destruction, and environmental disruption along with traditional security threats. These cause military threats, terror threats, and CBRNE threats in our daily life to grow. Therefore it needs to come up with measures in such areas as research development, policy, training program. Major industrial nations on CBRNE like USA, Canada, Switzerland, and Israel have implemented various educational programs. These researches could be utilized as basic materials for drawing up plans for civil defense, emergency services and worldwide countermeasures against CBRNE.

  • Reinforced concrete is used for bridges and large structures that are constructed with social overhead capital because they are economically and semi-permanently integrated with reinforcing bar and concrete. However, when the chloride ion in the concrete destroys the passive film of the reinforcing bar by the marine exposure environment and the snow remover used in the winter season, and the reinforcing bar is corroded by various chemical and physical actions, the durability is deteriorated in a short period, and the life span is shortened. In this study, a repair method to recover the durability of the initial structure by effectively removing chloride ion from the damage caused by salting of the above mentioned reinforced concrete was conducted.

  • In Korea for 20 years(1993-2012), total number and average annual number of oil spills were 6,608 cases and total volume and average annual volume of oils spilt were $57,328k{\ell}$ and nearly $2,866k{\ell}/year$, respectively. The annual number of oil spills and annual amount of oil spilt tended to decrease with the lapse of year in Korea. As oil transportation worldwide continues to increase, many communities are at risk of oil spill disasters and must anticipate and prepare for them. Factors that influence oil spill consequences are myriad and rage from the biophysical to the social. In this paper, we analysed the emergency response systems and recovery apparatuses for oil spill accident in marine and proposed a developed oil diffusion apparatus which can be used to initial response stage by crew, and to extend golden times. This system can be minimized casualties for rescued people in disaster.

  • Despite the automatic fire alarm system, according to the national fire data system of national emergency management agency, the fires account for 40,932 incidents, 2,184 injuries and about 430 billion won in property losses in 2013. Since the conventional automatic fire alarm system has several weaknesses related to electrical signal such as noise, surge, lighting, etc. Most fires are mainly caused by electrical faults, mechanical problem, chemical, carelessness and natural. The electrical faults such as line to ground fault, line to line fault, electrical leakage and arc are one of the major problems in fire. This paper describes the development of a novel real-time fire monitoring system algorithm including fault detection function which puts the existing optic smoke and heat detectors for fire detection with current and voltage sensors in order to utility fault monitoring using high accuracy DAQ measurement system with LabVIEW program. The fire detection and electrical fault monitoring with a proposed a new detection algorithm are implemented under several test. The fire detection and monitoring system operates according to the proposed algorithm well.
