화학사고 피해저감을 위한 GIS 연계 복합시뮬레이션 프로토타입 개발에 관한 연구 (A Study on the Development of GIS-based Complex Simulation Prototype for Reducing the Damage of Chemical Accidents)

  • 본 연구에서는 화학사고에 따른 인명피해 저감을 위해서 신속하고 정확한 화학물질 확산 범위 예측을 위한 복합시뮬레이션 프로토타입을 개발하였다. 복합시뮬레이션은 화학물질의 누출 특성을 고려하고자 근거리 확산과정에서 누출 운동량을 고려하였다. 원거리 확산과정에서는 사고지점 주변의 기상 및 지형정보를 이용하여 획일적으로 제시되었던 기존 모델의 바람 분포를 개선하여 실제와 유사한 바람장을 구현하였다. 개선된 근·원거리 확산과정에 따라 최종적으로 피해확산 범위는 기존의 모델에 비해서 정밀한 분포를 나타냈다. 본 연구에서 개발된 복합시뮬레이션의 시간대별 피해 범위 예측 결과 통해서 화학사고 발생 후 주민 대피 및 복귀 등 정책적 의사결정의 지원시스템으로서 활용도가 높을 것으로 기대된다.

  • 화학사고의 예방 및 대응을 위한 화학물질관리법이 2015년 전부 개정되었다. 이를 계기로 유해화학물질 취급시설의 설치 및 관리기준도 상당히 강화되었다. 하지만, 일부 기존시설의 경우 시설기준 준수가 어려운 쉽지 않은 경우가 발생하지만 일괄적으로 적용되고 있어 산업계에서는 어려움을 호소하고 있는 실정이다. 본 연구에서는 이러한 최근 2년(2017-2018)간 취급시설 중 민원(1,087건)이 가장 많았던(2017:117건, 2018:83건) 방류벽에 대한 선행연구, Flacs 시뮬레이션, 국내·외 기준, 만족도 조사 등을 통해 보다 합리적인 방안을 마련하고자 하였다. 이에 현재 가동 중인 기존시설에 한하여 방류벽의 설치 목적을 고려하여 화학물질 유·누출을 신속하게 감지할 수 있고 신뢰성을 높이기 위해 감지기를 추가로 설치하거나 상시 모니터링이 가능한 폐쇄회로텔레비전(CCTV)을 추가로 설치·운영하는 경우 추가 대체방안으로 인정하였다. 이는 부지를 확보하기 힘들거나, 공사비용 등 경제적인 문제로 법적인 규제를 이행하지 못하는 영세사업장 또는 중소기업의 안전측면과 비용적인 측면에 도움이 될 것이다.

한국 밭토양 화학성 변동 평가 (Status and Changes in Chemical Properties of Upland Soil from 2001 to 2017 in Korea)

  • BACKGROUND: Monitoring of the dynamic changes of chemical properties in agricultural land is very important for agricultural sustainability. Chemical properties of agricultural soils in Korea have been investigated at four-year interval in the order of paddy, plastic film house, upland, and orchard soils since 1999. METHODS AND RESULTS: Total 8,160 topsoil samples were taken from the upland in 2001, 2005, 2009, 2013, and 2017, respectively. Soil chemical properties such as pH, electrical conductivity (EC), organic matter (OM), available phosphate (Avail. $P_2O_5$), and exchangeable (Exch.) cations (K, Ca, and Mg) were analyzed. Soil pH and Exch. Ca contents have increased since 2001. Average concentration of Avail. $P_2O_5$ increased from $547mg\;kg^{-1}$ in 2001 to $657mg\;kg^{-1}$ in 2017. Average concentration of Exch. Ca in 2017 was higher than the upper limit of its optimal range for upland cultivation. Excess and deficiency of chemical properties of upland soils comply with soil analysis and fertilizer prescription. CONCLUSION: We concluded that excessive nutrient in upland needed to be properly managed with soil test.

  • The chemical factory deals with dangerous element and more advance, human-error analyzes and becomes effective research for the country and region. This paper analysis the form of work-miss on human-error according to a safety accident for domestic chemical factory from 1999-2002. It include the present contents and raise issues human knowledge, behavior, judgment, sensibility as an important counter plan that makes the safety solution of work miss. For the point of view of human knowledge, it takes color standard for works to be effective in work place. For behavior, the test has been for risk Point of work place and infra worker movement, also the workers performed professional work as classify according to work. For judgement, the valuation sheet is reflected to minimize the human-error and the 3rd supervisor does a cross-check audit beforehand. For sensibility, it is applicable for human relations, information, communication by program to the consciousness and an attitude of worker-supervisor.

  • This study was conducted in order to assist with infusing safety consciousness and resolving insensitivity towards safety for industrial accident in workers, managers and executives of chemical companies. Among many industrial accident prevention methods, Korea has been mostly taking an engineering approach of preventing industrial accidents by replacing old machines with risks of an accident and through new facilities and equipments. Through an attitude survey of workers in large scale chemical companies, this study wished to examine the fact that the biggest reason why the accident rate for the past 10 years has not decreased is because safety consciousness has not been established yet.

  • In recent years, accident induced by human error is increasing in the chemical plant. Human error analysis of the chemical plant was conducted on the basis of past accident. Some company called by A for the basis of a chemical accident. Factor analysis of human errors was separated in plant operation and work. Agency's work of occupational safety & health was classified into four types. It is based on the work before, during work, recovery work, and discontinue work. It was still separated work of human error by analysis and then was derived factor and issue. The human error factor and priority for accident prevention in the chemical plant is presented.

유해화학물질 배출량 변화에 관한 연구: 배출저감계획서 작성 대상물질 중심으로 (A Study on the Emission Changes in Reduction Chemical Substances in Korea)

  • Objectives: The purpose of this study was to investigate changes among the nine kinds of reduction chemical substances in Korea over the period of 2008-2017. We will define basic data for improving the management methods for reducing chemical substances. Methods: A survey of hazardous pollutant emissions for 2008-2017 was conducted through the pollutant Release and Transfer Register homepage. Nine kinds of designated reduction chemical substances (Benzene, Vinyl chloride, Trichloro ethylene, 1,3-butadiene, Dichloro methane, Tetrachloro ethylene, N,N-dimethylformamide, Acrylo nitrile, and Chloroform) provided the study subjects. The emission of hazardous chemicals and health effects used the National Health Statistics and Integrated Chemicals Information System (ICIS) as a reference. Results: Hazardous pollutant emissions increased by 1.2 times over the past decade, and nine types of reduction chemical substances increased by 1.6 times. By region, the emissions of reduction chemical substances over the last 10 years were in the order of Chungbuk, Gyeonggi, and Gyeongbuk. Emissions of Dichloro methane was the highest in Chungbuk and Gyeongbuk. N,N-dimethylformamide was the highest in Gyeonggi. Carcinogen pollutant emissions showed a tendency to increase continuously. In addition, group 1 carcinogen emissions showed a tendency to decrease. Conclusion: In the last decade, the amount of hazardous chemical emissions has been continuously increasing. Hazardous chemical emissions require facility improvement for continuous emissions reduction. More research on reduction of emissions is needed.
