Chemical ecology in Insect Pest Mangement

  • In this paper, the author gave a brief review on the meaning and background involving the growth of chemical ecology. Semichemicals which might be developed as insect control techniques incorporating in IPM program were described. The relevant semichemicals were grouped under separate topics including intraspecific semiochemicals, or pheromones (sex pheromones, alarm pheromones, and epidiectic pheromones), and interspecific semiochemicals, or allelochemics (allomones of Plant origin, and kairomones favoring natural enemies). Here, the author dealt with those of practical aspects only. The prospects of chemical ecology in insect pest management were also proposed.

Development of a Model for Managing Chemical Substances in Korea with Emphasis on Cleaning Solvents (우리나라의 화학물질 관리모델 개발: 세정용 유기용제를 중심으로)

  • Hazardous organic solvents management as prescribed by presidential decree in Korea is reviewed. The status of import, manufacture, and circulation of organic solvents was investigated. Problems inherent in the management of organic solvents in the electroplating, metal degreasing, and dry cleaning industries were discussed. The chemical substance management system in Korea was compared to those of foreign organizations. A walk-through check list was developed and then used to assess the actual conditions and potential hazards of chemical substances in these industries. The questionnaire could be used to develop a chemical management system and protect workers from hazardous substances. Based on the results of the site survey, MSDSs were not integrated appropriately into the workers education and were not readily accessible to employees. In the case of the dry cleaning industry, the new dry cleaning solvent used as a substitute includes a lot of potentially hazardous organic solvents. This research is preliminary. It is recommended that a national survey be performed to better identify the current situation. Because chemical substances are regulated by thirteen laws in seven executive branches, management systems often overlap, resulting in ineffective control. Using the above results, a model for managing chemical substances was developed. This will more efficiently provide MSDS information to workers covered by the presidential decree and allow the construction of a management system database for better cooperation with the executive branches in Korea.

  • Each country tries to prevent major industrial accidents at industrial sites, such as fire and explosion as well as poisoning incidents, and regulation of the management of chemicals is being enhanced in all sectors. In particular, in the case of laboratories, a variety of chemicals have been developed and handled in accordance with the development of science and technology. On the other hand, the accident probability at laboratories is higher than at industrial sites, because many different kinds of chemicals are handled in the laboratory but in very small amounts and chemical, physical, and biological studies have been carried out in limited spaces. Recently, the accident probability at laboratories was found to be higher as convergence/integration studies were carried out beyond the academic arena. Therefore, in this study, a survey of chemical management was conducted to prevent accidents due to chemicals targeting the laboratory safety coordinator using the FGI (focus group interview) method. The building plan of a chemical management system was suggested based on the results of the survey.

  • The purpose of this study is to minimize damage of chemical accidents through the appropriation analysis of evacuation facility position focused on Ulsan metropolitan city. For analysis, informations such as pollutant release and transfer registers(PRTR), population census, and evacuation facilities were used. After then, damage assessment of chemical accidents, accessibility and appropriation of evacuation facilities were analyzed. Damage of chemical accidents is high in around 5km of industrial complex there is dense of chemical facility and population. Evacuation facilities were mainly situated in hazard area of chemical accidents, but accessibility of evacuation facilities was vulnerable in chemical plant neighborhood. Therefore, safety check of deteriorated plants is important for prevention of chemical accidents. Also, effective evacuation plan considering capacity and scale of evacuation facilities will be established.

  • Process change and modification, which are caused by process failure, equipment life cycle and economic environment, have been generated in the chemical plants. And the MOC (management of change) base on the reasonable process safety technology such as change judgment, hazard identification by accurate technical references and risk assessment. But it is difficult to carry out the MOC because of lack of experience, shortage of knowledge and none of process safety specialists. In this study, the MOC system which could make enhancement of safety by finding and complementing weakness of MOC in chemical facilities was developed. This developed MOC system based on QRA was recommended the obvious standard for decision-making process, MOC procedure based on risk assessment and risk estimation of the process modification. The study based on the above way sought the enhancement of safety by performing Risk Based MOC for chemical plants.

Development on the Safety Management System of Hazardous Chemicals under the Chemicals Control Act: Focusing on Safety Assessment System (화학물질관리법상의 유해화학물질 안전관리 개선방안 연구 : 안전성평가 사례 중심)

  • Chemicals Control Act have been strengthened to control more safely hazardous chemicals from 2015. In particular, the standards for the installation and management of handling facilities was enhanced with specific regulations depending on type of the facilities and the hazardous chemicals. However, some standards for handling facilities caused difficulties in implementing the strengthened standards due to various field conditions, such as lack of physical space. The Ministry of Environment is implementing Safety Assessment System (SAS) to solve these problems since 2018. However, many plants have difficulties in preparing alternative methods to pass the safety evaluation. The purpose of this study was to review and analyze the SAS and to suggest alternative measures in terms of management and technical aspects through the case study of hydrochloric acid storage tanks. The following safety solutions were suggested for handling facilities that had insufficient the space and capacity for the retaining wall due to physical space. Firstly, insufficient space was resolved by introducing equipment relocation or demolition, and retaining wall expansion. Secondly, the wall of the surrounding buildings was used as an alternative to the retaining wall with additional chemical resistant treatment. Finally, sensor installation and facility inspection were suggested as ways to improve chemical safety. Therefore, improvement of chemical accident prevention system is required not only in terms of facilities supplementation but also management aspect. The results of this study are expected to be available for similar facilities and will be based on the preparation of additional safety assessment as alternatives measures in the future.

A Study on Risk Classification of Small Plant for Safe Management of Hazardous Chemicals (유해화학물질 안전관리를 위한 중소사업장의 위험도 분류에 관한 연구)

  • Chemical accidents can happen anywhere in the world. To prevent chemical accidents, Korea introduced the Chemicals Control Act. However, Small and medium-sized businesses do not meet these regulations. Accordingly, the Ministry of Environment is providing a chemical safety management support project for Small and medium-sized businesses. However, there are many small and medium-sized businesses, and businesses that need support need priority. In this study, the risk of the plants was classified into hig h, medium, and low risk based on four methods. As a result, out of 90 plants subject to the study, high risk was 30% and medium risk was 70%. The industries with the high risk were chemical products manufacturing and paint manufacturing. The plating and printing industries showed relatively medium risk. This risk classification has the advantage that it can obtain intuitive and quick results. These studies can be used as basic data for chemical safety management of local governments and Ministry of Environment.

The Study on Improved Disaster Management System in Case of Large-scale Mass Casualties (대규모 인명피해 발생에 따른 재난관리체계 개선 방안)

  • When accidents that relate to a large numbers of people occur, such as disasters involving group tours by ship or aircraft, or large-scale chemical leakages, it is very important to know the personal identification of victims and to determine their locations and status. It is true that there will be serious damage or injury to people who engaged especially when information does not transfer properly or people get inaccurate one. In this study, therefore, we analysed the disaster response management system for rescued people of the Sewo ferry sinking accident. Based on the analysis we proposed to improve the real-time disaster management system with ICT(Information & Communication Technology).

Influence of Different Fertilizer Management on Forage Production and Botanical composition (초지에서 시비관리의 차이가 사초생산과 식생에 미치는 영향)

  • The effects of different fertilizer management on herbage production and botanical composition were determined. Field experiments were conducted during 1991 - 1993 on sandy loam soil at Allgiu south western Germany under variabling fertilizer management; cattle slurry, NPK, PK chemical fertilizer management and zero fertilization. The dry matter yield of forage was the highest in the plot of mineral fertilizer and lowest in the plot of without fertilization. The dry matter yield of P-K application was higher by 1.2 ton than that of without fertilization. The content of crude protein, crude fibre, digestible dry matter yield, net energy and nitrogen content of plants was not significantly different among different fertilizer management. N uptake of plants was in the order NPK chemical fertilizer (347kg N/ha) > cattle slurry (337kg N/ha) > P-K chemical fertilizer (325kg N/ha) > without fertilization (3 15kg N/ha).

The effects of work environment monitoring organization's analysts' equipment and chemical substance incident response to the safety management awareness

  • In this paper, we propose a method to investigate the safety consciousness of a analyst incident response. This study conducted a statistical survey on 154 analysts who hired as expert in environment monitoring organizations in South Korea. The results of the analyses showed that respondents had good awareness on the equipment incident response and complied with laboratory safety regulations very well. Secondly, respondents were aware of the importance in the order of equipment incident response, an analytical laboratory incident response, and the cause of a chemical substance associated incident in an analytical laboratory in regarding the regulation compliance for creating a safe laboratory environment and the securement of laboratory safety. Therefore, (it was identified that) it would be necessary to create a safe environment and integrate a safety management system.
