Characteristics of Community Village Development by the Rural Village Development Policy - Focused on the In-Depth Interviews with Company Operatives - (전원마을조성사업에 의한 공동체마을의 개발 특성 - 시행사 관계자의 심층면담을 중심으로 -)

  • The purpose of this study was to explore the characteristics, outcomes and successes associated with newly established rural villages founded by the Rural Village Development Policy in Korea. For this study, four operatives associated with development companies who successfully implemented rural villages with strong community function structures answered a semi-structured questionnaire on the developmental theme, location, preoperational resident meetings, and success factors of seven projects. The Questionnaire dealt with content analysis. The results of the study were as the follows. The operatives of the development companies identified locations, environments for economic activities, project themes and regular resident meetings as success factors. Barriers for successful rural village development policy were identified as inadequate regulation and lengthy administrative procedures. In particular, preoperational resident meetings were seen as an important success factor, requiring an organized and well-funded professional program.

  • Focusing on the photonics industry as a new one and the photonics industry agglomeration in Gwangju, this study investigated the regional characteristics of the photonics industry's growth. To analyze the location and business network of photonics firms as foundation of industrial growth, in-depth interviews were conducted. It also aimed to review the meanings of regional policy to promote a strategic industry. As a result, it founded the differential growth of the photonics industry in the Capital region(with a market advantage) and Gwangju(with a policy advantage). Gwangju's regional policy had an importance that it formed a regional consensus and increased the momentum and variety to drive regional industrial development.

A Smartphone Swapping Policy that Considers the Characteristics of Applications and Memory Situations (앱의 특성과 메모리 상황을 고려하는 스마트폰 스와핑 정책)

  • As the number of mobile applications increases rapidly, the overhead of swapping in smartphone memory systems keeps increasing. Unlike desktop or server systems, the basic setting of smartphones does not support swapping, so applications are killed when available memory is exhausted. This is because swapping in smartphones incurs excessive storage I/O overhead. In this article, we propose a swapping policy for smartphones, which significantly reduces storage I/Os. The proposed policy categorizes mobile applications based on their functional characteristics, and controls the number of applications to be swapped based on application priorities and memory situations. Measurement experiments with Android reference devices show that the proposed swapping policy dramatically reduces the overhead of swapping in various mobile applications.

  • The purpose of this study is to derive a model to improve the execution ability of landscape policy by considering the characteristics of the region by analyzing the process and contents of the rural landscape policy. First of all, the adaptation stage manages the important and severely damaged landscapes of the village through the landscape agreement, and the rural community promotes the landscape business with the experience of carrying out a certain level of landscape activities based on the landscape agreement. In the mid-to long-term planning of areas where a high level of landscape management is required due to its high performance, it was suggested that the residents voluntarily decided on autonomous goals and activities and, the value of the landscape.

What Factors Cause a Complete Examination of Infant Health Checkup? (영유아 건강검진 완전수검 여부 관련 요인)

  • Background: This study examined what factors affected a complete examination of infant health checkup. Methods: We used Korean national health insurance claim data of 2,936,650 infants, taking examination in 2012. These claim data included enrollment status of householders and records of infant health checkup from 2008 to 2013. Results: Our results shows that for infant characteristics, the likelihood of complete examination of infant health checkup is significantly lower in female, older aged, and handicapped ones. For householder characteristics, the likelihood of complete examination of infant health checkup is also significantly lower in female, older group and self-employed ones. For household characteristics, the likelihood of complete examination is also significantly lower in single-parent families, multi-cultural families, parent with unexperienced health checkup and lower monthly premiums. Conclusion: It is necessary to support an additional use-guide and follow-up management services to improve incomplete examination of infant health checkup.

  • Waste policy instruments such as garbage bag-fee system and recycling policy initiated in 1995 have contributed to the reduction of solid waste generation. Rural areas now produce less amount of solid wastes in terms of per capital than urban areas and as compare to a decade ago. However, most policy efforts since the early 1990s related to waste issue have been concentrated in urban areas. Waste problems in rural areas are not the amount itself, but the specific characteristics which are unique in rural regions. Large portion of solid wastes and farming wastes are being illegally treated and/or burned out. Surveys show that the main reasons for the illegal treatment of rural wastes are th lack of systematic policy tools targeting on them, insufficient financial capacity and man power of local governments, rural people's cognition problem about wastes, among others. This study reviews current features of the treatment of rural solid wastes and provides policy suggestions for the resolution of the problem.

  • The purpose of this paper is to find an appropriate policy for local government innovation step by step. In order to accomplish this purpose, we considered the characteristics and situation of Gumi city. Specifically, we analyzed the win-win strategy of the department for the largest local administration innovation. Finally, we found that the chief executive's leadership and other strategies such as the adjustment of the innovation propulsion system are key factors. Also, Managing the resistance to change appeared during the process of local administrative innovation is important. The failure of the policy for local government innovation is caused by the failure to manage the resistance. Thus, for government innovation to succeed, correct information provision, comprehensive participation of public officials and effective management of resistance is necessary.

Dynamics of Nanosciences and Technologies: Policy Implication

  • Whatever the country, nanotechnology features as a key priority of most national research and innovation policies. This focus on nanotechnology is due to the promises of this general purpose technology, this new technological wave. As 'one size does not fit all', policies supporting its development cannot just adopt the 'best practices' of the preceding wave. We argue that specific on-going dynamics of nanoscience and technology production justifies the existence of dedicated nanotechnology policies. It also questions the portfolio of instruments mobilized and their balance. In this article, we discuss policies developed for the preceding technological waves and, based on the characteristics of nanosciences and technologies, propose five dimensions of policies to be taken into consideration for their governance at the country and cluster levels.

  • The DMAIC methodology, which is most familiar to battery production system developers, is partially inadequate in its conformity to utilize battery production system tasks, so it is necessary to improve the function and structure of the methodology, but many battery production system developers use the DMAIC method based on experience, causing side effects such as confusion, delay in tasks, and insufficient performance during tasks. Accordingly, we intend to conduct an empirical study to improve the "efficiency improvement and conformity evaluation method" so that the DMAIC methodology can be used more reasonably and easily. Using the three-stage research model, we derive components that affect conformity through literature and questionnaire surveys in the first stage, use relational characteristics between components in the second stage to confirm the effect on conformity, and use the relational characteristics in the third stage to confirm the possibility of improving efficiency by applying them to the DMAIC methodology in actual cases. Finally, the "Conformity Assessment Index (CAI) equation" based on relational characteristics is established to enable effective conformity evaluation and continuous improvement.
