Aggregates play the skeleton and supporting role in the construction field, high-precision measurement and high-efficiency analysis of aggregates are frequently employed to evaluate the project quality. Aiming at the unbalanced operation time and segmentation accuracy for multi-class segmentation algorithms of aggregate images, a Chaotic Sparrow Search Algorithm (CSSA) is put forward to optimize it. In this algorithm, the chaotic map is combined with the sinusoidal dynamic weight and the elite mutation strategies; and it is firstly proposed to promote the SSA's optimization accuracy and stability without reducing the SSA's speed. The CSSA is utilized to optimize the popular multi-class segmentation algorithm-Multiple Entropy Thresholding (MET). By taking three METs as objective functions, i.e., Kapur Entropy, Minimum-cross Entropy and Renyi Entropy, the CSSA is implemented to quickly and automatically calculate the extreme value of the function and get the corresponding correct thresholds. The image adaptive multi-class segmentation model is called CSSA-MET. In order to comprehensively evaluate it, a new parameter I based on the segmentation accuracy and processing speed is constructed. The results reveal that the CSSA outperforms the other seven methods of optimization performance, as well as the quality evaluation of aggregate images segmented by the CSSA-MET, and the speed and accuracy are balanced. In particular, the highest I value can be obtained when the CSSA is applied to optimize the Renyi Entropy, which indicates that this combination is more suitable for segmenting the aggregate images.
IMO e-Navigation is ongoing project for safety navigation and protection of maritime environment. Maritime Cloud is a part of e-Navigation Strategy Implementation Plan. It is IT framework technology for exchanging information among maritime stakeholders. We found configuration and operation process by analysis on Maritime Cloud architecture and EPD which is a client program. Through the result, we actually implemented client program. Client program targets Berthing data serviced on AIS-ASM. And we used MMS which is function of message exchanging of Maritime Cloud. The test result show data exchanging succeeded. And it will be helpful to develop Maritime Cloud service, to advance Korean Maritime Cloud.

The aim of this study was to evaluate the impact on the fishery resources and marine ecosystems by derelict fishing gears as part of the R & E (Research and Education) program that supervised by the busan metropolitan city office of education. In this study, we verified the ghost fishing effects caused by derelict fishing gears through the process which fish were caught to be attracted to bait for gillnet and trap in tank. In results, the dead fish to be gilled in gillnet and to enter in pot have been shown to attract other fish to the bait role. The result showed that the ghost fishing was caused by abandoned, lost or discarded fishing gears continuously. In particular, as a result of pot experiment, if the lost pot has a escape device, the entered fish could escape from the pot and the fisheries resources could protect from derelict fishing gears. In addition, the high school students are capable of raising the problem solving skills through carrying out the research project and expect to contribute to raising awareness about the protection of the marine environment.
In an environment transformed by smart factories, measuring the current level of the manufacturing system, deriving improvement targets and tasks and increasing the level of manufacturing competitiveness become the basic activities of the company. However, research on the component analysis and maturity assessment to ensure the future competitiveness of the company is in progress and in the early stages. This study analyzed the existing research on various models, development process, and framework for manufacturing system. In addition, we designed a structural model by deriving the components of future manufacturing system through smart factory related maturity assessment studies. We designed a meta-model that includes an assesment model and a transformation model, and derived the framework development process to propose an integrated framework for the maturity assessment of the future manufacturing system. We verified it by applying it into an actual evaluation project of smart factory.
Nowadays, data-based scientific research is a trend, and the transmission of large amounts of data has a great influence on research productivity. To solve this problem, a separate network structure for transmitting large-scale scientific big data is required. ScienceDMZ is a network structure designed to transmit such scientific big data. In such a network configuration, it is essential to establish an access control list(ACL) for users and resources. In this paper, we describe the R&E Together project and the network structure implemented in the actual ScienceDMZ network structure, and define users and services to which access control policies are applied for safe data transmission and service provision. In addition, it presents a method for the network administrator to apply the access control policy to all network resources and users collectively, and through this, it was possible to achieve automation of the application of the access control policy.
Independent guarantee is a creation of the need from the both sides, i.e. the applicant (principal debtor) and the beneficiary (creditor). The former used to have to deposit cash in favor of the beneficiary in case of his default, which laid a burden on his liquidity while the latter still wanted to have the equivalent to cash. Independent guarantee satisfied the both parties by freeing the applicant of a deposit and maintaining the beneficiary's right at the same time. The fact that independent guarantee has three payment mechanisms is not widely known to the public. They are (i) payment on first demand, (ii) payment upon submission of third-party documents, (iii) payment upon submission of an arbitral or court decision. From the applicant's point of view, the order in his favor is (iii), followed by (ii) and (i). As there shouldn't be a case where one party is at a disadvantage against the other, useful insight is being sought for the benefit of the applicant. First, the applicant can offer his intention to provide a payment mechanism (ii) or (iii) rather than (i) if he must deliver it. Second, if the beneficiary still wants to have (i) and the applicant is in a position not to reject it, the latter should thoroughly check any provisions that may work against him later. Third, the applicant could use counterbalancing provisions in underlying contract to cope with protective clauses in the guarantees. Forth, the applicant should review the beneficiary's sincerity to prevent unfair calling risks. The applicant may use an ECA(Export Credit Agency) in his country to which he can transfer not only unfair calling risks, but also political risks. On the other hand, a bank needs to keep the following advice in mind. The foremost important thing for the bank not to forget is that it provides a guarantee as a service provider, not as a responsible party for the feasibility of the project, etc. Credit risk of the applicant should require the greatest attention when issuing a guarantee: the bank should look into the possibility that it can procure immediate reimbursement from its customers after payment to the beneficiary. Second, the applicant's ability to complete the project should be reviewed by checking its track records, techniques and reputation, etc. Third, the bank may also use an ECA to cover the beneficiary's unfair calling risks as well as political risks. In the case of Korea, as Korea Export Insurance Corporation(KEIC) can cover all the risks mentioned above, the bank could use its service called 'Export Bond Insurance.' What's better for the bank is that ECA cover can enhance the bank's asset quality by putting it zero on its risk weighted asset.

This research is part of the Korean-ASEAN Official Development Assistance (ODA) project, specifically exploring the possibility of using public libraries as a place for Information and Communication Technology (ICT) literacy training for women from ASEAN (Association of Southeast Asian Nations) countries. Women from ASEAN countries are often minorities in ICT capacity building. A survey of 1,000 female public library users - 100 people from each of the ten ASEAN countries - and in-depth interviews with librarians from national libraries were conducted. The survey results showed that 68.8% of respondents perceived public libraries as a suitable place for ICT literacy training. 27.5% of respondents visited libraries for ICT-related activities, including information retrieval, e-mail, SNS, etc., Meanwhile, findings from the interviews highlighted the importance of having up-to-date ICT infrastructure - computers, Internet, professional ICT skill training for librarians, strategic planning for policies, budgets, and cooperation with other related institutions - in public libraries in order to provide effective ICT training.

A homonym could be disambiguated by another words in the context as nouns, predicates used with the homonym. This paper using semantic information (co-occurrence data) obtained from definitions of part of speech (POS) tagged UMRD-S$^1$), In this research, we have analyzed the result of an experiment on a homonym disambiguation system based on statistical model, to which Bayes'theorem is applied, and suggested a model established of the weight of sense rate and the weight of distance to the adjacent words to improve the accuracy. The result of applying the homonym disambiguation system using semantic information to disambiguating homonyms appearing on the dictionary definition sentences showed average accuracy of 98.32% with regard to the most frequent 200 homonyms. We selected 49 (31 substantives and 18 predicates) out of the 200 homonyms that were used in the experiment, and performed an experiment on 50,703 sentences extracted from Sejong Project tagged corpus (i.e. a corpus of morphologically analyzed words) of 3.5 million words that includes one of the 49 homonyms. The result of experimenting by assigning the weight of sense rate(prior probability) and the weight of distance concerning the 5 words at the front/behind the homonym to be disambiguated showed better accuracy than disambiguation systems based on existing statistical models by 2.93%,
This study investigates the accuracy of short-term ocean predictions during the development of ocean stratification for the Korea Meteorological Administration (KMA) Global Seasonal Forecast System version 5 (GloSea5) as well as the effect of atmosphere-ocean coupling on the predictions through a series of sensitive numerical experiments. Model performance is evaluated using the marine meteorological buoys at seas around the Korean peninsular (KP), Tropical Atmosphere Ocean project (TAO) buoys over the tropical Pacific ocean, and ARGO floats data over the western North Pacific for boreal winter (February) and spring (May). Sensitive experiments are conducted using an ocean-atmosphere coupled model (i.e., GloSea5) and an uncoupled ocean model (Nucleus for European Modelling of the Ocean, NEMO) and their results are compared. The verification results revealed an overall good performance for the SST predictions over the tropical Pacific ocean and near the Korean marginal seas, in which the Root Mean Square Errors (RMSE) were $0.31{\sim}0.45^{\circ}C$ and $0.74{\sim}1.11^{\circ}C$ respectively, except oceanic front regions with large spatial and temporal SST variations (the maximum error reached up to $3^{\circ}C$). The sensitive numerical experiments showed that GloSea5 outperformed NEMO over the tropical Pacific in terms of bias and RMSE analysis, while NEMO outperformed GloSea5 near the KP regions. These results suggest that the atmosphere-ocean coupling substantially influences the short-term ocean forecast over the tropical Pacific, while other factors such as atmospheric forcing and the accuracy of simulated local current are more important than the coupling effect for the KP regions being far from tropics during the development of ocean stratification.
The objective of this paper is to compare the applicability of assimilable organic carbon (AOC) or biodegradable dissolved organic carbon (BDOC) for quantifying biodegradable organic material (BOM) and bio-stability in distribution systems for a variety of finished waters. The study the data is derived from was part of an AWWARF and Tampa Bay Water tailored collaboration project to determine the effect of blending different waters on distribution system water quality. Seven different finished waters were produced from surface, ground, or brackish water on site and fed 18 independent pilot distribution systems (PDSs), either as single finished water or as a blend of several finished waters. AOC and BDOC have often been used as indicators of bacterial regrowth potential in distribution systems. In this study, AOC was the more useful assay of the two for the BOM concentrations observed in the PDSs. BDOC did not distinguish BOM while AOC did at the low BOM levels from many of the advanced treatments (e.g. RO, $O^3/BAC$). AOC in contrast allowed much more meaningful calculations of the consumption or production of AOC as the blends passed through the PDSs even for very low BOM blends. In addition, meaningful trends corresponding to changes in heterophic plate count (HPC) were observed for AOC but not for BDOC. Moreover, AOC stability was associated with waters produced from advanced membrane treatment.
