Global Perspectives of Organic Agricultural Industry -Growth, Trade & Standards-

  • The last few nears have seen significantly increased interest in organic food. Organic food is still a small but growing part of the food industry with an identity defined and protected by law. Its existence provides an element of consumer choice. To obtain consumer confidence and, product credibility and transparency in the organic market, organic legislation and certification is needed, To facilitate export of organic products, harmonization of the organic legislation is favoured. The IFOAM accreditation programme has already achieved very much in this respect. Several national regulation, such as the NOP(USA) and EC2092/91(European Union) have already complied with the IFOAM basic standards. But in many countries there is still a lack of national legislation on organic agriculture. Because of the fast globalisation, organic agriculture is facing major challenges for international trade, so it is very important to consider the future development and certification of organic produce in all countries.

  • On this study, as a Human Factor(HF)'s point of view, typical PVI(Pilot Vehicle Interface) evaluation for small airplane cockpit design, PVI evaluation items and procedures to show compliance to KAS Part 23 "Airworthiness Standards : Normal, Utility, Acrobatic, And Commuter Category Airplanes" are introduced and reviewed. This study is based on the experience of Korean small civil airplane development and certification program.

  • System scaffolding and shoring are temporary structures in which vertical members, horizontal members, bracing members and trusses are assembled and installed. In order to ensure quality and safety, the quality test shall be carried out in accordance with the Guidelines for Quality Management of Construction Works (MOLIT Notice No. 2020-750). The quality test method (national standard) for Components for tied post system scaffolding and shoring is based on the Korean standards (KS F 8021) and the Safety certification standards (MOEL Notice No. 2021-22). However, the two standards differ in some aspects such as performance standards and etc, so cause confusion when applying them on-site. In addition, the standard for truss are applied only to trusses for shoring and cannot be applied to trusses for scaffolding. Therefore, this study aims to unify the two national standards and establish realistic standards.

A Study on the Development Direction of the Renewable Energy Carbon Certification System: Focused on Analysis of International Trade Policy and the Dispute Cases Related to Environmental Labeling (재생에너지 탄소인증제도의 개발 방향성에 관한 연구 : 국제무역규범 및 환경라벨링 관련 무역 분쟁사례분석을 중심으로)

  • With the adoption of the Paris Agreement, a new climate regime is intensifying the global interest in reducing greenhouse gas emissions. In the meantime, Korea is preparing to introduce a new renewable energy carbon certification system in order to activate the use of renewable energy and to reduce carbon emissions in the entire life cycle of manufacturing and disposal of renewable energy facilities. Therefore, this study aims to identify the implications for the introduction of the carbon certification system and to establish a theoretical basis for the system design by examining the status of overseas carbon certification, international trade norms and trade disputes. As a result, carbon emissions certification is being implemented in developed countries such as EU, UK, France, USA and Japan, but only France, Germany and EU have adopted carbon certification for renewable energy sector. The analysis of the WTO TBT Agreement and GATT also confirmed the possibility of a violation of the international trade rules of the carbon certification system and derived nine international technical standards related to carbon certification. Finally, by examining the case of trade disputes related to environmental labeling, the minimum requirements to be considered at the institutional design stage were drawn to eliminate the possibility of trade disputes.

  • This research is intended to propose future research directions by identifying differences between Korea and China's public facilities at the time of introduction and presenting improvement measures by comparing the criteria for green building certification. The study focuses on the comparison of Korea's G-SEED 2016 and China's ESGB 2014. For data related to green building certification in Korea, refer to the Construction Technology Research Institute Green Building Certification Criteria 2016 v1.2 Guide for New Housing. A study on the Green Building Certification System in China referred to the Green Building Assessment Standards. Comparisons were made between G-SEED 2016 general building certification review criteria and ESGB 2014 public facility certification criteria, and certification methods, essential items and specialties for each area.

  • Microscopy has enabled the development of many advanced technologies, and higher level microscopic techniques are required according to the increase of research in nano-technology and bio-technology fields. Therefore, in many applications, we need to measure the dimension of micro-scale parts accurately, not just to observe their shapes. To establish the meter-traceability in microscopy, gratings have been widely used as a magnification standard. KRISS provides the certification service of magnification standards using an optical diffractometer and a metrological AFM (MAFM). They are based on different measurement principles, and so can give complementary information for each other. In this paper, we describe the configuration of each system and measurement procedures to certificate grating pitch values of magnification standards. Several measurement results are presented, and the discussion about them are also given. Using the optical diffractometer, we can calibrate a grating specimen with uncertainty of less than 50 pm. The MAFM can measure a grating specimen of down to 100 nm pitch value, and the calibrated values usually have uncertainty less than 500 pm.

Standards of architectural design for the ecological certification of the rural settlements

  • Before the industrial revolution architecture has been shaped by the natural and cultural inputs. Local constraints become more effective determinants of architecture in the rural contexts because by being disengaged from the webs of transportation and communication, rural settlements have achieved sustainability in difficult conditions. The examples of rural settlement and architecture have provided sustainability through integration with natural inputs within the geographical context because they have reached the goals of ecological design within the local constraints. Although this feature of the rural cultural landscapes has been emphasized frequently, tangible standards could not be developed in order to interpret their ecological design principles from the perspectives of the contemporary building sector and planning. However, the historical experience indicates that the sustenance of ecological performance can be possible as a result of integrated planning at the overall scale of the settlement. Therefore, the existing standards are not qualified for interpreting the rural contexts. This study develops a method for analysing, interpreting and evaluating traditional rural settlements and certifying new implementations in the rural environments in the light of the given literature review, discussion and methodological proposal.

Research on The System Software Quality Certification Implementation Plan of DQ Mark Certification (DQ마크 인증제도의 시스템 소프트웨어 품질인증 수행 방안 연구)

  • The DAPA (Defense Acquisition Program Administration) has been operating the DQ mark certification since 2012 to certify the superior technology and quality of munitions. On the other hand, the current DQ mark certification can not directly provide DQ mark certification to software because it is impossible to verify the quality of software alone. Therefore, this study analyzed domestic/overseas software quality evaluation/certification standards to find a way to verify the quality of software in the DQ mark certification. Among them, the method of applying the GS certification according to the international standard ISO/IEC 25000 series to the DQ mark certification was suggested as an improvement plan, and DQ mark certification verified the quality of software and provided certification. An attempt was made to expand the certification scope of DQ mark certification. This paper proposes that the DQ mark can be given to the system software by introducing GS certification to the DQ mark certification. To this end, an improved procedure for omitting the factory audit and verification by submitting a GS certificate for product evaluation is proposed. This is expected to increase defense exports using the granted DQ mark and improve the quality of defense software products through GS certification.

A Study on Establishment of the Directions of Granting Incentives by Long-life Housing-related parties (장수명 주택 관계자별 인센티브 부여 방향 설정에 관한 연구)

  • Long-life housing means a housing which structural members (Support) such as columns and floor are maintained for a long period of time and the housing can be used for approximately 100 years by replacing components (Infill) such as walls and furniture. The government established "Certification standards of long-life housing construction" on December 24, 2014, requiring the long-life housing certification for construction of apartment houses for over 1,000 households. However, it is necessary to prepare an incentive measure which could be granted to construction related personnel and housing owners due to the effectiveness of such system and recognition that the initial construction cost of long-life housing is high. The purpose of this study is as follows. First, the reasons and necessity of long-life housing cost increase for each construction company, housing owner, infill component manufacturer and designer which are long-life housing related personnel are determined. The direction of incentive grant for supplying long-life housing based on the determined items is established. The result of this study is as follows. First, a special treatment which is higher than the alleviation of construction standards according to the previous ordinance is necessary for construction companies to secure the business feasibility. Also, incentives such as the provision of service space and wide balcony are necessary to improve the preference level of parceling out. Second, financial incentives such as financial support for housing purchase, reduction and exemption of tax (acquisition tax and registration tax), and support of maintenance cost are required for house owners. Third, it is essential to increase opportunities to participate in the market for infill component manufacturers by applying additional points for PQ. Fourth, it is needed to provide compensation for additional human resource and time at the time of designing to designers by preparing the long-life housing design cost standards.
