Purpose: The purpose of this study is to introduce the development trend of international standard in the innovative management system and propose the application method of the standard for SME certification system. Methods: This study is based on literature studies and case studies considering the initial stage of development of standards as well as lack of domestic and international research examples. In the literature review, we focused on the characteristics of the innovation management system standards at the national, regional and global level. We examined case studies of Spain and Portugal as case studies. Besides, the evaluation items and certification status of domestic innovative SMEs certification were also searched to find out how to introduce them in Korea. Results: The results of this study can be summarized in three major points. First, new international standards of innovation management are being developed under the ISO management system standard and are currently in the DIS stage. Second, in the case of Spain adopting the national innovation management system standard, it has been reported that the innovation management system standard has a significant effect on the innovation ability and management performance. Third, it was not easy to establish a standardized innovation process between the innovation based on creativity and the standardized based product. The Oslo manual was not enough to provide enough guidance in this area. Conclusion: Companies that want to strengthen their organizational innovation capabilities from a management system point of view and Policymakers that want to plan the upgrading and integrated certification operating system of the domestic innovation SME certification need to consider the ISO 50500 series as a global level standard other than the Oslo manual.

This study is to investigate the factors affecting the regional rate of certification for long-term care insurance benefits. Analyzed data were the 253,935 certified beneficiaries (equivalent to 4.9% of total elderly population) as long-term care degree (LTC degree) 1~3 extracted from the applicants for long-term care in the beginning stage of the system from April 15 2008 to July 1 2009. Although the data were collected from individuals, after restructured into regional data and then analysed in the unit of 225 administrative regions for the Korean Long-term Care Insurance. The rate of certification was operated as the percentage of people of LTC degree 1~3 to the elderly population in each region. The average rate of certification among regions was 4.91%, and ranged from 2.20% to 8.32%. In the analysing regression models, most socio-demographic variables, applicants' disease characteristics, regional service infrastructure, and the certification interviewer's characteristics were included. The most influencing variables were the disease factors of applicants, especially dementia or cerebrovascular disease rather than arthritis, osteoporosis, or fracture patients were strong factors for the regional rate of certification. However, advanced studies adding more explainable factors on the regional variance of certification rate would be necessary to provide political agenda and measures for evidence-based certification process with high reliability and validity for a sustainable LTC system in Korea.

Purpose: The Korean government has implemented a Barrier Free Certification System since 2008 to create a secure and convenient environment for the socially disadvantaged. The drastic increase in the number of BF-certification facilities is expected due to the revision of the system and increasing the number of certification institutions. An analysis of individual evaluation items needs to be made for the BF-Certification with public confidence. Method: Korean standard, International Standard(ISO/FDIS 21542, 2011), German Standard(DIN 18040-1, 2010), Austrian Standard(${\ddot{O}}NORM$ B 1600, 2017) and Swiss Standard(Norm SIA 500 / SN 521 500, 2009) were investigated and analyzed. A comprehensive improvement plan is proposed by comparing details of the aforementioned standards and the evaluation items of BF-Certification. Results: Many problems arise in applying existing Barrier-free standards due to changes in population structure, environmental change and the use of powered wheelchairs. International standards are being improved to solve these problems. The korean standards also require improving of the Barrier Free Law and Certification System, which reflect these trends. In korean cases, standards such as the size of the doors (width and height), the Unobstructed Manoeuvring Space and Clear Space at the Latch side of the Door are required to improve standards in accordance with international standards. In addition, the expression of laws and evaluation items of BF-Certification should be clearly defined. And the application of visual contrast standards for the enhancement of perceptions presented in international standards should be considered. Implication: Barrier Free related legal standards and evaluation items of BF-Certification that are used in Korea are required to be revised in consideration of social and environmental changes. Comprehensive improvements should be made through detailed review.

Since 100PPM Qualify Certification System has been established by the Industrial Advancement Administration in 1995, 1000PPM Quality Innovation Movement has contributed much to the enhancement of quality competitiveness of Korea's parts industry. And in 2000, raised to a higher level, Single PPM Quality Certification System has been established by the Small and Medium Business Administration. Single PPM Qualify Innovation Movement seeks to reduce the number of defects to below 10 out of one million industrial items produced. Ultimately, Single PPM Quality Innovation Movement aims at achieving perfection, by enabling a zero defect rate in industrial production through the participation of all members of an organization. So this study aims to show the tangible and intangible effects of Single PPM Quality Certification System. and to suggest a methodology to improve current problems of Single PPM Quality Innovation Movement.

This study aims at the introduction to the recall system and its defence strategies for the automobile industry according to the rights and interests protection for consumers, the trade pressure solution of the United States and government's will for the self-certification. Therefore, I make the following proposal in view of the low technological level of Korea's automobile industry, the imperfect means of recall system, the insufficiency of the social recognition and the worst management condition under the IMF system : First, introduction to three steps for self-certification in case of changing the present pype-approval system into the self-certification and its overall operation after 2003. Second, the defence plan of the automobile industry after analyzing the problems coming from the domestic automobile industry.

IEC 60300 series, the international standards on dependability management system are newly developed and introduced rapidly worldwide. In order to meet this situation, it is necessary to apply them to the Korean industries effectively. This requires for us to prepare in advance for the introduction of the certification system of IEC 60300. It includes the establishment of the infrastructure such as documentation of Korean Standards, introduction of test equipments and test manuals, recognition of the certification body and training of specialists etc. This paper addresses the first step for the Introduction of IEC 60300. It includes the necessity of introduction of the system, general requirements and procedures for the certification of the industries, sampling methods design and establishment of the dependability assurance system of the materials.

The objective of this paper is to analyze the effect of the defense quality certification system on the military user's dissatisfaction. In this paper, an empirical research is performed to compare the effectiveness of ISO 9000 : 2000 and Korea Defense Quality Certification system 0050-9000. The research result shows that (1) the Defense Quality system is better than ISO 9000 : 2000 to reduce the military user's dissatisfaction level. (2) the Quality Assurance types 4, 5 have more user's dissatisfaction than types 2, 3. (3) small and medium sized companies have more user's dissatisfaction than large companies.

Purpose: A Study on the application of quality management system specification to production validation and audit in military airworthiness certification. Methods: Aircraft quality management system specification for quality assurance and production validation and audit requirements were examined to verify. Also, the system for domestic and foreign production certification were investigated. Results: Production validation and audit criteria for military aircraft by applying methods suggested Aircraft Certifications Systems Evaluation Program(ACSEP). ACSEP evaluation of the items, some items were complementary and not applied. Conclusion: As a way to ensure the safety of aircraft, confirm the correction of Production validation & audit criteria and rulemaking is necessary and how to manage for Critical Safety Item(CSI) is a need to improve.

Recently, ecological area rate system become effective due to enlargement of recognition and high intellectual standard and for ecological circulation in urban areas. Ecological area rate system is to control environmental quality of life what has grown worse in urban districts and corresponds to purposes of green building certification criteria for environmentally sound and sustainable development. Therefore, purposes of this study are to present suggestions through research of theory and comparison between ecological area rate system and green building certification criteria.

In this paper, we propose 'a self - conformance system of convergence security provider' to provide basic data for security and reliability of convergence industrial technology, system and service. It is difficult to evaluate convergence security systems, limited to information and communication service providers, unable to check convergence security items, burden of submission documents, difficulty in measuring convergence security service level and we will summarize product and service-based requirements that can be integrated and systematically measure the level of convergence security and define renewed life cycle-based convergence security information and content security and assurance requirements. On the basis of this, each convergence security company declares conformity with the standard itself without the certification of the certification body, and introduces the provider conformity certification system which can manufacture and sell. This will enable the company to strengthen its competitiveness through timely launch and implementation of products and services and cost reduction.
