한국의 재난관리체제의 문제점 및 개선방안에 관한 연구 (A Study on the Problems and Improvement Plan of the Korean Disaster Adminstration System)

  • Chapter 1 is the introduction part. With the development of modem science and technology, the world has experienced serious disaster. Each occurrence of such disaster has reminded the people all over the world of the importance of coping with the disaster and therefore all the countries have set up the disaster administration system to handle their disasters in efficient way. The principal purpose of this research is to establish ways and means needed to improve the disaster management system in Korea. Chapter 2 introduces the reader to a disaster management theory Chapter 3 dealt with the problems on the disaster administration system, under which the first and second section mention the points at issue in the system of law and administration of our country, respectively, Chapter 4 dealt with the plan to improve the disaster adminstration system under which the first section describes its basic direction while the second section describes the clarification of the role share of the central government and local autonomous body, beefing up the functions of disaster administration of the central government and local autonomous body. establishment of disaster prevention system, activation of support program against disaster, raising the professional personnels, extending the disaster prevention facilities, etc. Chapter 5, the conclusion, describes the difficulties in coping with the disaster under the existing disaster administration system. Therefore, the entire fundamental of disaster administration is in need such as distinct roles of the central government and local autonomous body, improving the systems of law and administration, education and training, and guidance and superintendence, etc. In addition, the control function of the concerned authorities must be reinforced to perform the disaster administration system smoothly while establishing 24 hour emergency system. Also, the financial support from the central government and technical study on the disaster administration should be done continuously on long-term basis.

  • In this paper, I propose double parallel manipulator for machining work. And I derive an kinematics by combining the kinematics of the central axis and the kinematics of the link train of linear actuator. The Jacobian of the central axis and the Jacobian of the link train of the linear actuators are induced by a motor algebra and they are combined to an entire Jacobian matrix to transform the velocity of the end effector to those of linear actuators. And then this paper presents the development of control system and user interface program for machining work.

  • The objective of this study is to provide direction for agricultural extension services in an age of localization. Agricultural extension services has carried out most of its activities by central direction and control. The central planning and management resulted in disappointment, inflexibility, and lack of responsiveness of the central bureaucracy. Facing localization in recent years, the extension system has not been satisfactorily developed to meet local demands. Korea has to choose to decentralize its extension services. The decentralization of extension services involves the transfer of planning, decision making, and management from the central government to the local level.

  • DC series motor has been widely applicated in industry due to many advantageous characteristics, such as high starting torque, easy construction of its controller, and cost economy, etc.. However, by high starting current, excessive surge voltage, and so on, many problems which could make engineers relinguish to use it are induced. In this paper, various protection methods for power circuit are discussed. Particularly, a new proposed snubber circuit which consists of two diodes, one capacitor, and a resistor increases the performance with respect to the suppression of the surge voltage. Furthermore, the plugging algorithm, by checking the armature current and voltage and controlling the field coil current, is designed and implemented. Also, these methods and algorithms were applicated in electric vehicle, and we could find its stability to be considerably improved.

A Convenient HPLC/ELSD Method for the Quantitative Analysis of Betaine in Lycium chinense

  • In order to facilitate the quality control of betaine from the fruits of Lycium chinense, we have developed a rapid and simple method for quantitative determination. Determination was achieved on a Discovery C18 column with an isocratic solvent system of 0.32% perfluoropentanoic acid aqueous-acetonitrile at a flow-rate of 0.5 mL/min and detected an ELSD. The method was reproducible with intra- and inter-day variations of less than 6% (R.S.D). The recoveries were in the range of 90.01~100.05%. The method turned out to be fast and simple, furthermore, to have a good selectivity and sensitivity for the quantity determination of betaine in the fruits of L.chinense.

And the technology of a system integration relevant to a substation automation become more important than that of individual power apparatus.   • The electricity demand has been in the trend of increase for the past 30 years except last year due to economic crisis. The central electrical power dispatch center anticipates each and every hour's electricity demand and dispatch every power plant's output(MW) taking into account of the costs, frequency regulation abilities, locations, reliabilities and so on. to meet the demand as quickly as possible. The large portion of the power plants' output is contolled automatically by the AGC(Automatic Generation Control) function which is a part of the EMS(Energy Manage System) computer in the dispatch center. To receive the electrical power dispatch signal from the EMS, a power plant should have a remote MW control feature in the turbine control system or unit master control system. We investigated the AGC function and a power plant's remote MW control configuration.

  • A shop floor control system (SFCS) is the central part of a CIM system used to control the activities of several pieces of manufacturing equipment (e.g., NC machines, robots, conveyors, AGVs, AS/RS). The SFCS receives orders and related process plans, and then performs selecting a specific process routing, allocating resources, scheduling the workpieces, downloading the processing instructions (e.g., RS-274 instructions for NC machines, VAL II programs for robot), monitoring the progress of activities, detecting and recovering from errors, and preparing reports on the status of the manufacturing system. Simulation has been utilized in discovering control policies used for resolving shop floor be control problems such as resource contentions, part dispatching, deadlock. The simulation model must be designed to respond to real-time data coming from a shop floor. However, to rapidly build a realtime simulation model of SFCS cannot be easily accomplished. This talk is to address an automatic program generator of discrete event simulation model for shop floor control from process plans and resource models. The program generator is capable of constructing complete discrete simulation models for multi-product and multi-stage flexible manufacturing systems.

  • For pneumatic valve system control, we need a serial data transmission system with high speed and reliability for information interchange between main computer and I/O devices. This paper presents a set of design techniques for a data communication system that is mainly used for pneumatic valve system control. For this purpose, we first designed hardware modules for an interface between central control module and local node that handles the operation of solenoid control valves. in addition, we developed a communication protocol for construction of rs-485 based multi-drop network and this protocol is basically designed with a kind of polling technique. Finally we evaluated performance of the developed system. the field test results show that, even under high noise environment, the data transmission of 375kbps rate is possible up to 1,500meter without using repeater. In addition, the system developed in this research is easily to be extended for a communication network because of its modular structure.

초등학교 지적장애아동의 자세조절 특성 (A Study of Postural Control Characteristics in Schoolchild with Intellectual Disability)

  • 본 연구는 초등학교 지적장애아동의 자세조절 특성을 파악하기 위해 시각, 안뜰감각 그리고 몸감각을 조합하여, 실험 조건에 따라 자세유지를 위하여 어떤 감각을 활용하고 있는지, 부적절한 감각자극에 대해서 통합시스템에서 어떻게 반응하는지, 외부 동요에 대해 신경근육의 자세조절 전략 시 동원되는 근육의 수축 개시시간과 개시순서를 각각 측정하여, 지적장애 아동의 자세조절 특성을 살펴보고, 나아가 초등학교 지적장애아동과 일반아동 간에 어떠한 차이가 있는지를 비교분석하여 자세조절능력 향상 프로그램에 적용 시 방향을 제시해주는데 있다. 이를 위하여 성별과 연령을 고려하여 초등학교 지적장애아동 26명과 일반아동 26명의 아동으로부터 자세조절능력을 비교하였다. 그 결과 자세조절과 감각계와의 관계를 파악한 평형점수와 감각활용 분석, 엉덩관절 전략에 의지하는 자세조절 전략, 근수축 개시지연과 근수축 개시순서의 변화 등을 종합해 볼 때 초등학교 지적장애아동의 자세조절의 문제는 운동시스템, 감각시스템, 통합시스템의 자세조절 시스템 전반에 걸친 총체적인 문제로 나타났다. 따라서 초등학교 지적장애아동의 자세조절 문제 해결을 위해서는 운동시스템, 감각시스템, 통합시스템을 포함하는 포괄적 자세조절 훈련 프로그램의 접근이 필요하다는 것을 알 수 있다. 자세조절 프로그램을 구성할 때, 다양한 감각을 제공하여 주고, 제공된 감각을 효율적으로 활용할 수 있는 감각훈련과 함께 고위중추에서 입력된 감각들을 정상적인 자세조절 발달에 활용할 수 있도록 훈련 시켜주어야 한다. 적응 반응을 계획하고 조직화하여 의미 있는 활동을 통해 중추신경계의 처리능력을 향상시키는 치료프로그램이 제공되어야 한다. 또한 자세조절을 안정적으로 할 수 있는 안정성 한계를 넓힐 수 있는 신경발달학적 치료와 함께, 근골격계에서 빠른 근수축 반응과 효율적인 근수축 개시순서를 유발 할 수 있도록 고유수용성 운동조절 프로그램, 자세반응 촉진 프로그램과 같은 훈련이 필요하다고 할 수 있다.
