A Preliminary Study to Determine Comprehensive Research and Development Plans for Promoting Mental Health Services

  • Objectives: The aim of this study was to analyze research and development projects in mental health services in Korea, using priority evaluation of mental health promotion policies to determine direction of the service. Methods: An online survey was conducted that targeted experts in the mental health service regarding promotion of mental health in Korea in 2016. The survey was based on 32 policy projects that resulted from 12 strategies according to 4 policy objectives. Results: Analysis of 32 mental health projects were assessed regarding the possibility of technology development success, magnitude of the ripple effect, and necessity of a national response. It was observed that 3 policy projects relevant to suicide, had a high relative priority. This was followed by policies for improvement of health insurance and the medical benefit cost system, and policies for reinforcement of crisis psychological support such as those for disaster victims. Conclusion: The prioritization of mental health services should place an emphasis on promotion of a healthy mental lifestyle, rehabilitation support for patients with serious mental illness, and reinforcement of social safety networks for suicide prevention.

The Mental Health of Ethnic Minority Youths in South Korea and Its Related Environmental Factors: A Literature Review

  • Objectives: With increasing concerns for the rapidly growing minority population in South Korea, this literature review addressed a range of mental health risks among multiethnic youths (MY) in South Korea by 1) comparing mental health outcomes with those of native-born youths and 2) identifying multiple layers of relevant environmental factors, from family and school relationships to culture. Methods: We reviewed 54 studies that fulfilled specific inclusion criteria. Results: Multiple common risk/protective factors, including family separation, family relationship quality, parental socioeconomic and mental health status, social relationships at school, and cultural acceptance, were noted. Conclusion: In general, empirical evidence indicates that minority youths have relatively heightened risks for emotional and behavioral problems. Future studies must elucidate the complex interplay between multiple risk and protective factors and the long-term adaptation and mental health service utilization of MY.

  • Background: The recent revision of South Korea's Mental Health Law emphasizes the role of the Mental Health Review Board. For this study, we examined the current status of continuing hospitalization judgement in Mental Health Review Board at the national level and aimed to determine the directions of improvement. Methods: Using a qualitative case study as the research method, we interviewed 30 Mental Health Review Board members and analyzed the results. Results: Each municipality had very different continuing hospitalization judgement methods. In our systematic review, which consisted of document inspection, we identified reliability problems due to limitations in Mental Health Review Board's operating systems, discharge orders, etc. Additionally, continuing hospitalization judgement needs to improve the objectivity, fairness, and effectiveness of their screening examinations. Conclusion: Based on the results of this study, we suggest policy proposals to improve these systems, such as standardizing examination processes, strengthening on-site inspections, increasing the independence and neutrality of judgment in Mental Health Review Board, building community mental health infrastructures, and establishing integrated management systems.

  • Purpose: Currently meaning and the needs of the times for the mental health are extensively changing. Contemporary needs for mental health has led to a change in the mental health policy and mental health facilities. But Change on Most of the mental health facilities have been focused on quantitative increase. So, changes in mental health facilities due to changes in mental health policy are needed for the study. This study investigate to the mental health facility system through this changes. Methods: In order to determine the flow of Mental health policy in Korea the mental health laws and reports were investigated Results: the result of this study can be summarized into two points. Korea's mental health policy has changed from the rehabilitation of the mentally ill to the prophylaxis of all the people. So, mental health facilities are changing form rehabilitation facilities in the private sector to public mental health center. Especially, mental medical institutions and mental health center are changing to requirement for the needs of the times. Mental medical institutions are changing from inpatient to outpatient and mental health center are changing from the rehabilitation of the mentally ill to the prophylaxis of all the people. Implications: Understand the flow of mental health policy, mental health facilities and the corresponding need.

일 도시 중학생을 위한 학교정신보건사업 모형 - 광주광역시 남구효사랑 청소년정신보건센터 - (Model of School Mental Health Program for Middle School Students in a City : Center for the Hyosarang Adolescent Mental Health, Namgu, Gwangju City)

  • Purpose: The goal of this paper is to offer practical suggestions for developing, implementing, and maintaining a successful school mental health program based on the model of a school mental health program for middle school students at the Namgu Hyosarang adolescent Mental Health Center. The model will be divided into six areas and the challenges and future direction of this program: creative approach to funding, creative staffing, education, training, needs assessment & resource mapping, collaboration and partnerships in a school mental health program, and developing an outcome evaluation research. Method: This is a descriptive study of the school mental health program model for middle school students of Namgu Hyosarang Adolescent Mental Health Center implemented over a four year period. Conclusion: Within this paper, a blueprint that can guide the development and implementation of school mental health programs has been offered. The actual application of this model will vary depending on the structure and goals of individual programs and schools. This model of our center has been identified as an effective school mental health program and the actual application program in regular learning times to middle school students. Establishing guidelines about the types of activities necessary for the successful implementation and sustainability of a school mental health program constitutes the first step in standardizing this process, and the school mental health movement continues to receive national recognition as a viable services delivery model for adolescents in need of mental health services. The recommendations outlined indicate that a school mental health program is more effective and necessary than the clinical service of a psychiatric hospital for adolescents' emotional/behavioral problems.

Mental Health Status of Korean Adolescents according to Daily Sleep Time and Subjective Sleep Satisfaction

  • Objectives : Insufficient sleep could have harmful effects on mental health. We examined the mental health status of Korean adolescents according to daily sleep time and subjective sleep satisfaction using a nationwide representative sample of Korean adolescents. Methods : Data from the 2016 Korean Youth Risk Behavior Web-based Survey was used. Sleep duration on weekdays and subjective sleep satisfaction during the past week were asked. Participants' perceived health, happiness, stress, depressive mood, and suicidality during past 12 months were also investigated. Participants were classified by mean duration of daily sleep time and the level of sleep satisfaction, and the odds of having mental health problems were compared. Results : Compared to adolescents who slept more than 6 hours per day and satisfied with their sleep, adolescents who slept less than 6 hours per day and/or dissatisfied with their sleep were less likely to perceive themselves healthy and happy. They were also more likely to have severe stress, depressive mood, and suicidality, with highest odds ratios among adolescents with both short and dissatisfying sleep. Conclusions : Given the significant associations between sleep insufficiency and mental health problems, attention to the sleep shortage among Korean adolescents is needed. Prospective studies are warranted to elucidate the causal relationships between subjective and objective sleep insufficiency and psychiatric conditions.

일 지역사회 학생의 정신건강상태, 정신건강지식, 정신건강복지센터와 정신건강사업에 대한 인식조사 (The Perception of Mental Health Status, Mental Health Literacy, Mental Health Welfare Center and Mental Health Business of among Local Students)

  • 본 연구의 목적은 일 지역사회 학생의 정신건강상태, 정신건강지식, 정신건강복지센터와 정신건강사업에 대한 인식을 알아보기 위한 것으로 시행된 서술적 조사연구이다. 조사대상은 G시에 소재한 정신건강복지센터를 방문하는 중학교, 고등학교 및 대학교의 학생 388명을 대상으로 시행하였으며, 구조화된 설문지를 통해 2018년 10월 1일부터 2018년 10월 26일까지 자료를 수집하였다. 자료분석은 IBM SPSS 24.0 통계프로그램으로 분석하였다. 그 결과, 대상자의 정신건강상태는 '심각한 스트레스'가 31.4%로 가장 많았고, 대상자들의 정신건강지식 점수는 40.99점(범위 15-75)으로 다소 낮았다. 정신건강복지센터 인지여부에서 '들어 본적이 없다'가 45.9%로 가장 많았고, 정신건강사업과 관련하여 정신건강 상담전화에 대해서도 '들어본 적 없다'가 68.3%로 가장 많았고, 복수응답으로 정신건강 혹은 정신질환에 대한 정보를 접하는 경로는 '인터넷'이 58.0%로 가장 많았다. 그리고 정신건강 혹은 정신질환 관리를 위한 정부 예산 증가가 '필요하다'고 응답한 경우가 75.3%로 많았다. 따라서 지역사회 정신건강복지센터의 전문 인력을 통하여 학생들 수준에 맞는 맞춤형 정신건강증진 프로그램 개발과 정신건강 향상을 위해 지속적인 교육과 홍보가 더욱 강화되어야 할 것이다.

  • 본 연구는 일 지역사회 일반직 공무원의 정신건강지식, 정신건강상태, 정신건강복지센터와 정신건강사업에 대한 인식 정도를 알아보기 위한 서술적 조사연구이다. 조사대상은 G시 일반직 공무원 762명을 대상으로 구조화된 설문지로 2019년 10월 1일부터 2019년 10월 26일까지 자료를 수집하였으며, IBM SPSS 24.0 통계프로그램으로 분석하였다. 그 분석 결과, 대상자의 정신건강상태는 '심각한 스트레스' 28.1%로 가장 많았고, 정신건강지식의 평균 점수는 40.21점으로 보통보다 낮았으며, 정신건강상태의 평균 점수는 1.66점으로 매우 낮아 정신건강상태가 매우 좋은 것으로 나타났다. 정신건강복지센터의 인지 여부에서 44.6%가 '들어본 적이 없다'로 가장 많이 응답하였고, 정신건강사업의 경우 정신 건강 상담의 전화에 대해 '들어본 적이 없다'가 57.0%로 가장 많았으며, 정신건강 혹은 정신질환에 대한 정보를 얻는 경로로 'TV'가 65.2%로 가장 많았다. 그리고 정신건강 및 정신질환 관리를 위한 정부예산 증가는 85.0%가 '필요하다'고 응답하였다. 따라서 지역사회 정신건강복지센터의 전문인력을 활용하여 일반직 공무원의 특성에 맞는 맞춤형 정신건강 증진교육 프로그램 개발과 정신건강 향상을 위한 교육과 홍보가 지속적으로 더욱 강화되어야 할 것이다.

기초정신건강증진센터의 부문구성 및 이용특성에 관한 연구 - 서울시 기초정신건강증진센터를 중심으로 (A Study on the Sectoral Configuration and Use Characteristics of Mental Health Center - Focused on Standard Mental Health Center in Seoul)

  • Purpose: With the rapid development of technology and individual life styles, Korea faces ever-increasing mental diseases caused by divorce, suicide, alcohol, drug addiction, and internet addiction. To reflect this, the quantitative expansion of mental health centers that make up is time. The purpose of this study is to understand the current situation of standard mental health centers by analysing Seoul's cases of mental health. First, this study presents the direction of mental health policy through specific examples about the function of public and private sectors. Second, advantages and disadvantages of the facilities will be delineated through in-depth comparisons and analyses, ultimately providing architectural quidelines for establishing future standard mental health center. Methods: Data were collected through literature research, field surveys, and expert interviews to standard mental health centers in Seoul. In the field investigation, we collected various data(architectural plan, dimension, photos) by visiting standard mental health centers. Data were analysed by content analysis. Results: The result of this study can be summarized into three points. The first one is that Mental health environment changing role of the mental health center is derived the spatial variations. The second one is that Standard Mental Health Center is divided into four sectors. Implications: It is necessary to give and architectural suggestion of mental health center in response to the proposal of the system.

서울시 기초정신건강증진센터의 평면유형 및 소요공간구성에 관한 연구 (A Study on the Floor Plan Type and the Spatial Composition of Standard Mental Health Centers in Seoul)

  • Purpose: The purpose of this study is to provide data on the basis for architectural planning of floor plan type and spatial composition by analysing standard mental health centers in Seoul. Methods: Data were collected through literature research, field surveys, and expert interviews to 22 standard mental health centers in Seoul. Results: The results of this study could be summarized as follows; Firstly, Mental Health Center is divided into five types according to the location. Location types of mental health center were 'Director type', 'Health center connection type', 'Public facilities connection type', 'Complex center connection type' and 'Commercial Facilities connection type'. Secondly, Depending on the type of management a mental health center is divided into two types. Types are 'Complex type' and 'Independent type'. Average area of 'Complex type' is $192.99m^2$ and 'Independent type' is $266.87m^2$. This difference affects the various spaces. Implications: It is necessary to give and architectural suggestion of mental health center in response to the proposal of the system.
