Delays in completing construction projects have significant financial and social impact to all parties involved in the construction process and in particular in developing countries. This is very evident in most construction projects in Libya and in both public and private sectors. The research study was initiated by Libyan Government and the main aim of the project is to develop a new strategy in reducing the impact of delay factors. In order to achieve this, a number of objectives have been set-to conduct a comprehensive literature survey, to conduct a comparative study of the delay factors in project completion in both Libya and UK using semi structured questionnaire and finally, to identify and analyse the causes of delay and ranked them using frequency of occurrence and severity. The critical causes of delay for construction projects were quite different between Libya and UK. For the former, the most critical causes of delay in Libyan construction industry were low skills of manpower, changes in the scope of the project, slowness in giving instruction and poor qualification of consultant, while for the latter they were financial problems, bad weather conditions on the job site and change in the scope of project. Statistical experiments including Paired Samples T-Test, was run to test the significance of the survey data in both countries Libya and UK. The statistical results confirmed the collected data from the survey were significant.

Project delay is one of the most crucial impact factors in the construction process from a schedule and cost management perspective. This study focused on analyzing the causes of concrete frame work delay in the apartment construction project. According to the analysis of project cost composition, the direct cost of concrete works was highest in most samples. Actual delays of concrete works were analyzed for the six different construction components. Causes of delay were grouped into two categories; preconstruction and construction phases and these two groups were further divided into sub-groups. Analysis results revealed that the most significant delay was occurred in the 1st. floor concrete skeleton work. For each delay factor, implications of delay as well as suggestion(s) for reducing the possibility of schedule delay are provided.

The 21st century is witnessing a rapid growth of tall buildings in urban centers globally to create more urban space for an anticipated urban population. Tall buildings, however suffer from incessant delays and sometimes total abandonment. Consequently, this study investigated and ranked the causes of delay in tall building projects, while focusing on the Gulf Cooperation Council (GCC) countries. Initially, 36 common delay causes investigated globally were categorized into 9 groups, and then further ranked utilizing the Relative Importance Index (RII) through a questionnaire survey. Tall building professionals in the GCC countries (Saudi Arabia, United Arab Emirates, Bahrain, Kuwait, Oman and Qatar) were contacted. The respondents' categories include Consultants, Contractors, and Clients' Representatives/Facility Managers. The results reveal that the top three causes include "client's cash flow problems/delays in contractor's payment", "contractor's financial difficulties", and "poor site organization and coordination between various parties". The findings from this study could help construction professionals develop guidelines and controls for delay mitigation, as well as support them in risk-based decision making in the planning of tall building projects.

Construction schedule plays a key role in project management due to its influence on the project success. Thus, it is important to identify factors affecting construction delay. The major objective of this study is to identify and evaluate factors affecting construction delay in apartment projects in Vietnam. The findings confirmed that financial difficulties of owners and contractors, contractors without adequate experience, non-available materials on time, slow site clearance, inappropriate construction methods, defective works and reworks, and lack of capable owners/project managers are the major causes of delay in apartment projects.

Delay is the most common problem in the construction industry. It has many negative effects on project's success in terms of time, cost, quality, and safety. From the literature review, a total of thirty-five factors of delay were selected. These factors were divided into seven groups related to materials, manpower, owner, consultant, contractor, construction, and external problems. This study was carried out to identify the main causes of delay for a construction project through their importance level. The importance level was determined based on the frequency of occurrence and severity of impact. The structured questionnaire has distributed to the respondents who have much experience in construction management in Bangladesh. The results of analysis indicated that top five factors of construction delay according to their level of importance are: (1) price of construction materials increased very rapidly, (2) political situation (revolution/ public strikes), (3) shortages of skilled workers, (4) poor site management and supervision by contractor, (5) incompetent/ immature subcontractors. These findings of this study are expected to be significant contributions to Bangladesh construction industry in controlling current performance of project on time overrun.

If the construction delays are occurred during the project execution, the contractual parties should inquire the delay causes and the contractual obligation. Due to the compensation of damages, the interested parties and the contractual parties are placed on the adverse situation. For reasonable of the claim and dispute, the contractual parties are needed the objective and systematic procedure method to analyze the delay. The purpose of this study is to propose a formal process model considering the case of construction delay-claims.
In this paper, we propose a delay-constrained retransmission method to control packet error or loss in common internet. The Delay Regulator(or Jitter Buffer) which is used to control errors caused by unreliable UDP connection, stores received data packets fDr a small amount of time to prevent network jitter from affecting display quality, which causes constant delay. In this paper, we propose a retransmission method to increase efficiency of ARQ(Automatic Repeat reQuest) by using characteristic of delay regulator.

Early detection and intervention is critical in improving prognosis of developmental disorders. Developmental delay can have many different causes and the clinical features of developmental delay are diverse according to its etiologic causes and severity. The vast and rapid growth of the child's neurobehavioral repertoire from birth through adolescence requires the physician's abundant experience, knowledge, and understanding of development. Purpose: This paper suggests a hierarchical time delay model to evaluate failure risks in FMEA(failure modes and effects analysis). In place of the conventional RPN(risk priority number), a more reasonable and objective risk metric is proposed under hierarchical failure cause structure considering time delay between a failure mode and its causes. Methods: The structure of failure modes and their corresponding causes are analyzed together with the time gaps between occurrences of causes and failures. Assuming the severity of a failure depends on the length of the delayed time for corrective action, a severity model is developed. Using the expected severity, a risk priority metric is defined. Results: For linear and quadratic types of severity, nice forms of expected severity are derived and a meaningful metric for risk evaluation is defined. Conclusion: The suggested REM(risk evaluation metric) provides a more reasonable and objective risk measure than the conventional RPN for FMEA.

EGR is well established and efficient means to reduce NOx emissions. The increase of EGR rate affects the ignition delay of the combustion due to the lower oxygen availability. The increasing of the ignition delay period causes large combustion noise. In this study, the effects of EGR and Induction Point on combustion noise are investigated by measuring cylinder pressure and noise. As a result, The Combustion noise is markedly increased under the application of EGR. The increased premixed distance by displacing EGR Induction point in flow direction causes the uniform EGR distribution and the modulation level of the combustion noise is reduced slightly.
