건설현장 작업발판에서의 재해 특성에 관한 연구 (A study on characteristics of accidents involving working platforms at construction sites)

  • Construction victims have increased year by year. Disaster proportion is also increasing continuously. Looking over the causes of disasters by each type of work, fall from working platform indicate the highest rate above all so that it is urgently required to set up safety measures. This study is to grasp the present status of construction accidents, to identify areal characteristics of the top 20% accidents on the basis of working platforms with the highest accident rate, to grasp the causes of accidents after their analyses, and to present methods to reduce casualties related to working platforms. As measures to reduce construction disasters, this study proposes to improve safety management and training on working platforms, to complement safety regulations, and to better performance including the development and expansion of certified products suitable for safety regulations.

  • Accidents on construction sites involving fires do not occur as often as accidents involving falls from height or collapses. However, once a fire accident occurs, there is a high risk of a large number of casualties. Fire on construction sites is affected by working conditions and the types of activities the construction workers are engaged in at the sites. This study aims to identify activities and working conditions at construction sites that are vulnerable to fire, and analyse how they correlate with each other and how they affect the causes and consequences of fire accidents at construction sties. I analysed 40 fire accident reports and listed the situations vulnerable to fire at construction sites considering direct causes, activities, and working conditions. The most dangerous combination of fire hazards can be the heating devices used during rest/sleep in the office/cabin/storage during cold weather. The next most hazardous combination can be sparks arising from painting, waterproofing, insulation, plumbing, or welding/melting work in an underground or confined space.

  • 제천 스포츠센터 화재로 29명이 사망하고 40명이 부상을 입었다. 이 논문에서는 스포츠센터 화재 사례에 대해 다수 사상자가 발생한 요인을 분석하기 위해 저자의 화재조사 결과를 토대로 건물과 설비의 구조적인 요인을 분석하고 있다. 건물과 설비의 구조적인 요인은 필로티 구조의 주차장, 필로티 주차장과 로비 사이 방화구획 미비, 필로티 주차장에 스프링클러설비 미설치, 1층 주계단에 방화문 미설치, 옥상에 소화수조 미설치, 2층 주출입구에 벽체 매립형 방화문 설치, EPS실 및 배관 피트 층별 방화구획 부실, 배수배관 연결부의 누수, 화물용 승강기의 승강로와 실내에 면하는 벽체에 합판 설치, 폐쇄형 옥상구조로 개조, 주차장 반자 안쪽 천장에 스티로폼 단열재 부착, 2층 여탕 무창층 강화유리 구조, 드라이비트 외벽으로 분석하였다.

  • 29명이 사망하고 40명이 부상을 입은 제천 스포츠센터 화재 사례에 대해 다수 사상자가 발생한 원인을 초기대응과 관리적인 측면을 중심으로 분석하였다. 초기대응 측면은 119신고 지연, 2층 세신사 비상구로 피난유도를 하지 않음, 1층과 3층 비상계단쪽 방화문 개방 상태 유지, 3층 주계단실 쪽 방화문 닫지 않음, 비상방송을 하지 않음으로 분석하였다. 관리적인 측면은 1층의 스프링클러설비 알람밸브 폐쇄, 소방펌프 제어반에서 기동 정지 위치에 놓음, 주차장 반자 안 누수 및 누전 방치, 2층 여탕의 휴게실 피난구유도등이 가려져 있고 비상구에 물건이 적치됨, 2층 자동문의 조작버튼 불량상태로 방치, 형식적인 소방안전관리, 소방시설 부실한 자체점검, 방화셔터와 배연창 미작동으로 분석하였다.

항해사의 항해기기 취급 능력 향상을 위한 해기 교육 개선에 대한 연구: ECDIS를 중심으로 (A Study on Advanced Seafarers' Training for Improving Abilities of Officers in Charge of a Navigational Watch who Handle Navigational Equipment: To Focus on the ECDIS)

  • The main reason of marine casualties is the human error in respect of ship's operation. The human error of officers in charge of a navigational watch is related to their abilities to handle of navigational equipment. Navigational devices play a key role to help officers decide what to do for safe navigation. Thus, the abilities to handle of navigational equipment mean not only operation of devices but also entire understanding of the system such as interpretation of information obtained from devices, appropriate use of information considering navigational circumstance. Qualification of seafarers is in accordance with STCW and detailed training courses for their qualification are provided by IMO model course series. Recently, ships engaged on international voyages shall be fitted with an ECDIS not later than the first survey on or after 1 July 2018. As increasing use of ECDIS on ships, marine casualties related to ECDIS are on the rise. The primary causes of the accidents are lacking understanding of ECDIS system, wrong presentation of information on display, wrong safety setting by seafarers who use ECDIS, using small-scale chart and missing charts update. As a result of these primary causes, some problems like wrong route planning and use of limited or omitted information occur. It could be happening by inappropriate seafarers' training which is not sufficient to support improving abilities of officers to handle navigational equipment. For efficient training, it is need to develop training courses. Applying full mission simulation system to seafarers' training courses with case studies and best practices which are well-constructed scenarios based on true marine casualties can increase the effect of training. To use the simulation system, it is possible that seafarers are trained under condition that closely resemble real situation. It should be considered that IMO model course be revised depending on the level of seafarers also. It could be helpful for increasing seafarers' abilities of equipment operation in place of accumulation of experience spending much time. In the short term, effort of training courses improvement for seafarers is needed and long term, it should be tried to provide stable system and services relate to ECDIS.

건설업 사고 발생원인 파악을 위한 사고 분석 모델 개발 (Development of Accident Cause Analysis Model for Construction Site)

  • Accident analysis models were developed to improve the construction site safety and case studies was conducted. In 2016, 86% of fatality accidents occurred due to simple unsafe acts. Structure related accidents are less frequent than the non structure related causes, but the number of casualties per accident is two times higher than non structure one. In the view of risk perception, efforts should be given to reduce accidents caused by low frequency - high consequence structure related causes. In case of structure related accident, structural safety inspection and management (including quality), ground condition management / inspection technology, and provision of risk information delivery system in case of non structure related accident were proposed as a solution. In analysis of relationship between safety related stakeholder, the main problem were the lack of knowledge of controller and player, loss of control due to duplicated controls, lack of communication system of risk information, and relative position error of controller and player.

우리나라 고층건축화재의 문제점과 그 대책의 기본방향에 관한 연구 (A Study on Problems of High-rise Building Fires in Korea and the Basic Directions for Fire Safety of High-rise Building Design)

  • Building become higher. larger and more complex than ever before, showing abrupt changes in building structures. forms and mechanical systems. Likewise hazads of fire and the scale of fire losses become more and more greater. Therefore. considerations for fire safety take up great portion of the building design process. In this study, problems of high-rise building fires and basic directions for fire safety of high-rise building design were studied through the statistical analysis of 138 fire cases. The results of this study are summarized as follows : ·Most of the fires in high-rise building occur on the low floors and the fire frequencies are very low on the upper floors. Fire casualties are liable to be more on the upper floors than on tile floor of fire origin. ·The important causes of evacuation failures were analyzed as being late in escape and lack of stairwell enclosures. ·The main cause of vertical fire spread is lack of stairwell enclosures. However, the fire spreads mainly through the enterior windows in apartment houses. The combustible materials in buildings act on as the major factors of horizontal fire spread and the improper fire doors play role of another the critical causes. ·The basic directions for fire safety of high-rise building design put much stress firstly on the compartmentation of the buildings effectively performing the provision of safe escape routes and the safe refuse places in buildings.

선박운항시스템에 있어서 인적요소(Human Factors)의 조사방법론에 관한 고찰 (A Study on the Methodology for Analysing Human Factors in Ship Operating System)

  • The human error or error involved with human is still the major portion of the causes of marine casualties and attracting a great concern in ship operation. However, there are not so many researches conducted to investigate or develop methodologies for analyzing such causes of human error in maritime industry, which may be caused by the variety of factors affecting the performance of ship operation and the characteristics of human being. This paper aims to study the methodologies used in investigating human factors or errors in maritime field through the investigation of researches performed so far. The methodology for human factors can be usually classified into one of three types; descriptive studies, experimental research and evaluation research. Also there are many different kinds of applied researches for some specific subjects. Prior to the investigation of the root cause of marine accident related with human error, clear concept of the human factors and systematic taxonomy shall be established. Moreover, it is very important considerations in case of casualty inspection on human factors that the inspector on the accident shall have adequate knowledges, understandings on the concept of human factors including the way of research more than those of methodologies and techniques.

해상 디지털 포렌식의 필요성에 대한 연구 (A Study on Maritime Digital Forensic with Necessity)

  • 3면이 바다로 덮여있는 해양국가인 우리나라에서 해난 사고는 다양한 원인과 결과를 보여준다. 매년 600-700건씩 발생하는 해난 사고는 소형선박인 어선이 대부분을 차지하고 있으며, 연안에서 발생하는 선박과 조업하는 어선과의 충돌, 유조선의 침몰등으로 인한 인명손실과 대규모의 환경오염에 대한 책임, 실종선박에 대한 수색 등은 반복되는 해난 사고의 유형이다. 21세기가 시작되면서 대형화된 선박과 선원들의 감소로 인하여 디지털 선박이 등장하게 되었고, 선박에 설치된 장비들에 대하여 디지털 데이터가 저장되고, 저장된 데이터 속에서 필요한 정보를 추출하고 분석하는 해상 디지털 포렌식이 필요하게 되었다. 해난 사고에 대한 원인 규명과 책임, 손해 배상 등을 다투기 위한 증거를 수집하는 방안으로 해상 디지털 포렌식을 제안하며 이를 이용하여 디지털 증거를 수집하는 방안을 제시한다.

밀폐공간 질식재해 통계현황 분석 (A Study on Statistics for Accidents in Confined Space in Korea)

  • The total number of confined space accident cases from 1999 to 2007 in Korea were 220, causing 353 injuries and 212 casualties. Out of 220 cases, 44(20.0%) occurred in sewage treatment facilities and 40(18.2%) occurred in both manholes and containers. When the main causes of confined space accidents were classified, oxygen deficiency accounted for 69 cases(31.4%), carbon monoxide, 48(21.8%), hydrogen sulfide, 40(18.2%), and organic solvent, 32(14.5%). Improvement of occupational accident statistics is necessary in order to report accurate and precise data for confined space accidents. The structure of confined space must be considered when selecting gas to be measured.
