This study aimed to examine the applicability of a portfolio approach to the ecosystem-based fisheries management targeting the large purse seine fishery. Most fisheries are targeting multispecies and species are biologically and technically interacted each other. It enables a portfolio approach to be applied to find optimal production of each species through expected returns and risk analyses. Under specific assumptions on the harvest quota by species, efficient risk-return frontiers were generated and they showed a combination of optimal production level. Comparisons between portfolio and actual production provided a useful information for targeting strategy and management. Results also showed the possibility of effective multispecies fisheries management by imposing constraints on each species such as total allowable catch quotas.
Since 2019, Korea Ministry of Oceans and Fisheries has set the annual total allowable catch (TAC) by fish species, and has allocated the annual TAC into each fishery vessel. Also the Korea government plans to adopt the individual transferrable quota system in time. The TAC allocation is similar to the individual fishermen/fishing quota, which the US National Oceanic and Atmospheric Administration has implemented. However, the TAC based management faced fishermen's complaints and a debate is still underway about how to allocate TAC. Because the ideas of the Korea policy are from those in the foreign countries, I intended to provide the Korea fisheries community with an overview about how the TAC has been developed, what problem it caused, and foreign examples of how to allocate it. Furthermore, I pointed out a substantial room for improvement in their current practice of stock assessments, because, otherwise, their current methods for estimation of TAC by species cannot be trusted. Finally I made specific suggestions about what they need to do to reform their current stock assessments.
수산자원의 남획, 기후변화 및 어업종별 경쟁 조업 등으로 어업생산량은 지속적으로 감소하고 있다. 이러한 문제점을 개선하고자 개별어종에 대해 연간 어획량을 설정하여, 그 한도 내에서만 어획을 허용하는 수산자원 관리제도인 TAC(총허용어획량 제도)를 제정하였다. TAC 제도의 일환으로 육상 조사원이 위판장 어종의 체장, 체고를 측정하여 무게를 산출하여 TAC 소진량을 산출한다. 하지만 육상 조사원의 숙련도에 따라 취득 데이터의 정확도가 상이하고 노동 집약적 업무로 인해 지속가능 하지 못하다. 이러한 문제점을 개선하고자 본 논문에서는 물제와의 거리를 측정할 수 있는 스마트 패드의 카메라를 이용하여 TAC 관리 여덟 어종의 체장, 체고를 측정하고 무게를 산출하고 자동화하는 어종 인식 및 체장 측정 시스템을 제안하고자 한다. 이를 통해 현행 노동 집약적 업무의 스마트화와 데이터 누락을 최소화하여 TAC 제도 확립을 기대할 수 있다.
The purpose of this paper is to provide information that will help both fishing industry and fisheries authority understand the principals of individual transferable quota(ITQ) fishery management. Theoretical frameworks and primary features of ITQ fishery managemenet are the assignment of exclusive property rights for harvest of common - property fisheries resources. An ITQ fishery management is fundamentally different from the conventional fishery management and it gives an individual fisherman the right to catch a specified quantity of fish, his quota. With ITQ, fisherman's quotas are transferable, in whole or in part. An ITQ is a property with certain rights of use, namely, the right to catch a given quantity and species of fish in a specific location during a specific period of time. The right is exclusive in the sense that no one else has the right to use the quota without the owner's permission. The property may be assigned, traded, and exchanged; i.e., the owner has the right to transfer an ownership to others. An ITQ fishery management leads to both economic efficiency and resource conservation. Motivations to overexploit stocks and to overcapitalize should be lessened because fishermen no longer have to compete for limited resources. There are significant positive net benefits and advantages with ITQ fishery management than without. The potential benefits and advantages of ITQ fishery management include increased profits, economic stability, improved product quality, safer working conditions, less gear conflict, elimination of the race - to - fish phenomenon, less by - catch, less gear loss, improved investment climate, mitigation of market gluts, waste reduction, addition to fisherman's wealth, and compensation for fisherman exiting the fishery. This research assesses the implementation of the bilateral fisheries order of the China-Japan fisheries agreement. After establishment of UNCLOS, the China-Japanese fisheries agreement has played as a basis for the fisheries order in the East China Sea. The China-Japanese fisheries agreement intends that the fisheries industries in China and Japan can utilize the renewable natural resources in the East China Sea. As the EEZ of China overlaps with that of Japanese in the East China Sea, the two countries established the China-Japan Provisional Measure Zone and Middle Zone in the Sea. Even though the three coastal States (e.g. Korea, China, and Japan) in the East China Sea are involved in managing these zones, there has been little effort to coordinate each county's management. Additionally, the Taiwan-Japan fisheries agreement, which is for the area of N $27^{\circ}$, has made costal States to establish and implement united measures to conduct effective fisheries management. Regarding access to the joint fishing zone in EEZ, Chinese fisheries regulations have been enforced in the zone because the fishing capacity of China exceeds all of other countries, reducing the number of fishing licenses and catch quotas. It turned out that a nation that has authority over fisheries resources tends to establish specific conditions of fishing operations to maximize its national interest. In the China-Japan Provisional Measure Zone, Chinese and Japanese authorities have introduced united measures to manage fisheries resources. However, in the Middle Zone between China and Japan, there is no regulation on fishing; both countries' fishing vessels can have free access to the zone. Thus, it is recommended that one should introduce an international fisheries management regime for the Middle Zone. In this regard, Korea should play a leading role in establishing the international management regime because Korea has middle position in terms of geographical standpoint, the degree of dependence on commercial fishing, and its fishing capacity.
