야외교육활동 안전사고 담론에 관한 미디어 프레이밍 고찰 : 사설해병대 캠프사고 보도 사례를 중심으로 (A Review of Media Framing on the Discourse of Safety Accidents Occurring during Outdoor Educational Activities : Focusing on the Press Release Example of Marine Corp Camp)

  • 본 연구는 야외체험활동에 관한 안전 담론에 대한 미디어 프레이밍의 관련성을 탐색고자 2013 해병대 캠프 사고를 연구대상으로 선정하여 분석하였다. 설정 기간은 해병대 체험캠프가 급격히 증가한 대한민국의 천안함 폭침 사건 일인 2010년 3월 26일부터 해병대 캠프 사고 발생 후 2013년 7월 21일까지 보도된 뉴스보도 데이터에서 제공하는 검색사이트를 통해 수집하였다. 또한, 사건 발생 전 138건, 사건 발생 후 73건, 총 211건의 자료를 귀납적 분석을 하였다. 연구 결과 해병대 캠프 보도는 크게 사건전과 후로 나누어져 긍정적 미화 프레이밍과 부정적 프레이밍으로 구분된다. 구체적으로 사고 발생 전의 프레이밍은 야외체험 활동에 관하여 극기체험을 통하여 인내심과 자립심을 키움으로써 자존감을 높이고 더 나아가 사회구성원으로서 협동심을 고취할 수 있는 최고의 교육프로그램으로 확대하여 해석하는 경향을 보였다. 이어 사고 발생 후에는 늘 그렇듯이 안전 불감증 문제를 공론화시키는 양상을 보였다. 이러한 미디어의 이중적 보도 행태의 프레이밍은 자칫 우리 사회가 요구하는 안전 문화 확산에 걸림돌이 될 것으로 사료 되며, 이에 언론은 보도 시 좀 더 냉철하고, 객관적인 태도가 필요하다.

철도사고유형분류 및 표준화 방안 (The Classification of Railroad Accident Types and Its Standardization)

  • 본 연구에서는 효율적인 철도안전관리를 위해 철도사고유형을 재분류하고 이를 표준화하기 위해 표준화된 코드(Code)를 제시하고 있다. 우선, 기존의 국내 외 철도사고유형을 세부적으로 분석하였다. 사례연구를 바탕으로 새로운 철도사고유형은 서로 중복되지 않게 9가지로 분류되었고 40개의 서로 다른 사고형태로 세분화 되었다. 이런 모든 형태는 9개의 사고대상과 6개의 사고위치와 연관된다. 따라서 새로운 철도사고유형을 표준화 하기위해 철도사고의 종류, 철도사고 형태, 철도사고 대상, 철도사고 위치의 4자리 코드 조합을 제시하였다. 또한 현재 사용되고 있는 철도사고DB를 본 연구에서 제안하고 있는 표준코드로 전환하여 사용할 수 있는 방안을 제시하였다. 이러한 코드(Code)는 철도사고 예방, 대비, 대응, 복구로 이루어진 철도안전관리체계구축에서 중요한 역할을 담당할 것이다.

LPG 관련 산재사고의 위반행동 특성 분석 (Analysis of Behavioral Traits in Violation related to LPG Accidents)

  • LPG-related accidents, which account for half of all gas accidents in Korea, have not shown any sign of decrease over the past decade, partially owing to the lack of effective safety improvement measures. The purpose of this study was to identify the effectiveness of improvement measures by analyzing the traits of accidents in terms of human factors, and to seek more effective accident prevention strategies. In this study, 108 accident cases were collected and analyzed in the aspect of accident characteristics such as violation type, human factors, and so on. The results showed that the work procedures of suppliers and engineers related to LPG accidents seemed to be similar in outward appearance; however, specific accident causes and unsafe behaviors were different. Particularly, type and target of violations were different, which could be visually confirmed by the Principal Component Analysis (PCA) and the Quantification Techniques (QT). Furthermore, for engineers, insufficient supervision was a major influencing factor. In conclusion, because the accident characteristics of suppliers and engineers are different, differentiated accident prevention strategies should be implemented, which was discussed in this study.

  • This thesis provides background information on DFS carried out by the government in an effort to reduce the accident rate, cases of DFS in other advanced countries to study their risk detection, risk assessment, risk control measures, and cases in which application of DFS during the designing phase succesfully led to reduction of the accident rate. Till now, the focus has been on incident responses after the occurance of accidents, it describes the importance of considering safety during the desining process through safety results and cases.

제조업에서의 용접·용단 작업 중 화재·폭발·질식 사망사고 특성 (The Characteristics of the Fatal Accidents Caused by Fire, Explosion and Asphyxiation during Welding and Flame Cutting in the Manufacturing Industry)

  • Many accidents have been occurring during welding and flame cutting work related to maintenance and repair as the domestic manufacturing facilities gradually become decrepit. However, it is not easy to find the accurate statistics and analysis data on accidents occurring during welding or flame cutting operations related to maintenance and repair of machinery and equipment. Therefore, in this study, the fatal accident cases of fire/explosion and asphyxiation that occurred during the welding and flame cutting work in the manufacturing industry were collected and their characteristics were analyzed. Then, we tried to find the connection of the accidents according to the machinery/equipment and the work content, and to provide the materials and measures that can be used to prevent the similar accidents. We collected 329 cases of the fatal accidents related to fire/explosion and leakage/contact of chemical substances in the domestic manufacturing industry during the last 10 years (2008 ~ 2017). Among them, 72 accidents occurred during welding or flame cutting were extracted and the related reports were investigated whether they occurred during usual work or unusual work. Also, the machinery/equipment and the work content related to the accidents were classified and analyzed based on the criteria. The analysis results showed that 31 cases of the fire/explosion accidents occurred during usual work and 32 cases during unusual work, and it was found that 9 cases of asphyxiation death occurred during usual work. Then, from the analysis results, the connections of the machinery/equipment and the work contents related to the accidents were schematized into a accident tree.

고령 운전자 측면충돌 사고 및 상해특성 (The Accident and Injury Characteristics of Elderly Drivers on Lateral Impact)

  • Domestic insurance claims were statistically investigated to analyze the elderly driver's accident patterns and injury types in side impact crashes. Medical treatment records and accident vehicle damage photos have been surveyed for 5,419 cases. The results of our statistical analysis showed that the thorax injury risk of the elderly drive group is 8.8 and 4.0 times higher than that of the young and middle age group respectively. Diagnosis showed that most thorax injuries were caused by rib fracture. The head injury risk of the elderly female driver group seemed to be higher than that of the younger female driver group, however, statistical test has not been conducted because of the lack of number of samples for elderly female accident.

설문을 통한 안강망어선에 승선하는 선원의 위험인식 조사 (Risk awareness survey of fisher on stow net fishing vessel using a questionnaire)

  • The questionnaire survey was carried out to collect basic data to identify the cause of the risk that did not appear in the current data provided by the fishermen's occupational accidents of the National Federation of Fisheries Cooperative (NFFC) to the onsite specialist, such as a fishing master, chief engineer and fisher in stow net fishing vessel from June to July 2018. The results are as follows. A total of 134 cases were surveyed, including 53 cases in Yeosu, 44 cases in Mokpo, 30 cases in Boryeong and 7 cases in Gunsan. Approximately 60% of the respondents on board the stow net fishing vessel were more than 20 years old, and the boarding experience was seasoned and suitable for the respondents. In the 4M analysis by safety accident factor during fishing work, the mechanical factors included 51 cases (25.0%) of decrepit equipment or poor maintenance and 49 cases (24.0%) of systemic error of fishing equipment. The environmental factors exhibited 71 cases (33.5%) of poor communication by mixed manning of foreign fishermen and 63 cases (29.7%) of poor environment such as heavy weather etc. The human factors showed 78 cases (37.3%) of personnel's carelessness and 45 cases (21.5%) of unskillfulness of operating net and haulers. The management factors exhibited 59 cases (32.1%) of work practice of poor safety precautions and 56 cases (30.4%) of inadequacy of education on hazard factor. The results are expected to contribute to the creation of a safe operating environment for stow net fishery, such as a fisher boarding a stow net fishing vessel, enabling the analysis of major causes of working safety accidents by cause.

Trauma-Associated Hyperglycemia after Fall Accident in Three Dogs

  • Three dogs were referred for emergency care after fall accidents. All cases showed hyperglycemia at initial testing, with no history of diabetes mellitus. After varying periods of time, the blood glucose levels in all cases returned to within the reference range. The present report describes three cases of typical trauma-associated hyperglycemia in dogs.

  • This review is based on articles published in Japanese Journal of Health Physics on "Radiation-exposed medical care and waste" related to Tokyo Electric Power Company Incorporated (TEPCO)'s Fukushima Daiichi Nuclear Power Station accident. Here, we have considered three original articles; one technical data, one special article, one 50th anniversary article, one preface, three topics, and two cases of From Japan to the World (J to W). These articles have reported the system and standards that were established after the accident. Moreover, they have summarized rare experiences such as the fumbling response at the time and the evaluation of samples in that disaster. These articles constitute valuable records of the situation.

흉부 둔상에 의한 심장파열 (Cardiac Rupture after Blunt Chest Trauma)

  • 영남대학교 흉부외과학교실에서는 93년7월부터 95년 5월까지 흉부 둔상에 의한 심장파열로 발생한 심장압전 환자에서 다음과 같은 결과를 얻었다. 남녀비는 10:1로 남자가 절대적으로 많았으며, 평균 41세로 주로 활동하는 젊은 남자였다. 원인은 대부분 환자가 교통사고에 의해서 발생하였으며 압박사고와 추락에 의한 경우가 각 1례씩이었다. 수상후 내원까지는 평균 139분이 소요되었으나 그 중 다른 병원을 거쳐서 내원한 경우는 비교적 많은 227분이 소요되었고, 내원후 수술 까지는 평균 117분이 소요되었으며, 수술 지연시간은 평균 25분이었다. 발생부위는 우심실이 2례, 우심방이 5례 좌심실이 2례, 좌심방이 1례로서 확인되지 않은 1례를 제외하고 우측 심장에서 더 많이 발생하였다. 내원시 호소하는 증상으로는 호흡곤란, 흉통과 오심 및 구토이 많았으며, 대다수의 환자들이 특징적인 심장압전의 증상을 나타냈다. 수술은 정중 흉골절개를 통한 직접 봉합이 대부분이었으나 직접 봉합이 어려웠던 1례에서는 심폐기를 사용하여 시행되었고 1례를 제외한 전례에서 양호한 결과를 얻을 수 있었다.
