A Case Study for Safety Analysis (안전성 분석에 대한 사례 연구)

  • A systematic methodology to determine safety requirements for railway signalling system and safety requirement allocation into system are presented. THR concept is used for as an interface between Risk Analysis to be performed by railway operator and System Design Analysis by the supplier. This approach is based on Signalling Safety Standard EN50129 by CENELEC.

Performance of Occupational Health Services by Type of Service : Cost Benefit Analysis (사업장 보건관리 사업의 형태별 수행성과 분석 -비용편익 분석을 중심으로-)

  • Occupational health services in Korea have been operated as dual types : one is operated by occupational health care manager and the other is health care agency without their own personnel. The performance of occupational health service should be different due to the variety of characteristics of health care manager and workplace, qualification of health care manager. This study is to analyze performance of occupational health care services with a particular consideration of job performance shape and efficiency, based on comparing those two types of health care management to show on the basic data for the settlement of more qualitative health care management system at workplace. For this study, total 391 places in Seoul and Inchon city area ; 154 places (39.4%) managed by designated health care manager and 237 places (60.6%) by the agency with their commission are selected as research samples. Tools for data collection are questionnares that have been investigated during the period of 20 September 1993-20 December 1993. Those data are compared with percentiles, mean, standard deviation and B/C ratio using SPSS PC program. Conclusions observed from the tests and each comparison could be summerized as follows : 1. Occupational health care have been accomplished at workplaces with designated people than with agencies people, and coverage rate of the occupational health care services has differences, due to management types. The reason of these results is due to visit only one or two times monthly by the agencies, while their own health care manager obsess, at the workplaces all the times. 2. Most of the expense for environmental control of all health care services expenditures shows that there is almost no fundamental improvement because more expenses are needed for procuring personal protective equipment and measuring work environment instead of environmental improvement. 3. It is investigated how much the cost of occupational health care services needs per worker, and calculated how much the cost needs per service hour per worker. The results from this show that the cost of occupational health services at workplaces with their own managers used less than the cost of health care agencies, eventually the former gives better services with less cost than the latter. 4. Benefit/Cost ratio is also produced by total benefit/total cost. The result from the above way reads 4.57 as a whole, while their own manager having workplaces reads 4.82 and the agencies do l.56. Even if their own manager performing workplaces spent more cost, this system produces more benefit than the agencies management. 5. The B/C ratio for medical organization such as local clinic, health care center and pharmacy shows more than or equal to at the workplaces controlled by the agencies. It is inferred that benefit would be much less than the cost used, with so being inefficient. 6. It is assumed that the efficiency ratio of health education is equal to reduction rate of workers medical organization visit. Estimated reduction rate 5%, 10%, 15%, show that the efficiency ratio of health education have an effect on producing benefits. It is estimated that more benefit can be produced if more qualitative education will be provided for enhancing health care efficiency. 7. Results of this study cannot be generalized because there are large scale of deviation in case of workplaces with less than 300 full time workers, but B/C ratio reads 2.69 as a whole and 3.25 at workplaces with their own health care manager are higher than 1.63 at the workplaces manged by the agencies. Finally, all the benefit concerning health care services could not be quantified, measured and shown on the value of money. This is a reason that a considerable part of benefits are so underestimated. This is also thought that measurement tools should be developed for measuring benefits of health care services with a comprehensive quantification. in the future. It is also expected that efficiency of occupational health care services should be investigated using cost-effectiveness analysis.

Job Stress and Job Satisfaction of Workers' Compensation Case Managers (산재보험 사례관리자의 직무스트레스와 직무만족도)

  • Purpose: The purpose of this study was to explore job stress, job satisfaction and their relationship among Workers' Compensation Case Managers. Method: 137 Workers' Compensation Case Managers (89 case workers and 48 nurses) responded to a self-administered questionnaire. The data were collected in october, 2006 and analyzed using t-test and Pearson's Correlation Coefficient with SPSS WIN 14.0 program. Result: The mean score of job stress of nurses was 2.60 which was higher than that of the Korean female workers'. The mean score of job satisfaction was 2.30. The significant inverse correlation between job stress and job satisfaction was found (P<.01). In regard to the 7 items, the significant inverse correlations were found in lack of reward, interpersonal conflict, organizational system, insufficient job control, and occupational environment. Conclusion: The result indicated that the Workers' Compensation Case Managers have higher occupational stress and lower job satisfaction. To improve their job satisfaction, it is necessary to reinforce reward, organizational system, job autonomy, and cooperative occupational environment.

Role Transition from Clinical Nurse to Case Manager for Medical-aid Beneficiaries: Taking Root in a Barren Land (임상간호사에서 의료급여관리사로의 역할 전이 과정: '척박한 땅에 뿌리내리기')

  • Purpose: The purpose of this study was to explain the role transition process to nurse case managers (NCMs) for Medical-aid beneficiaries in Korea. Methods: Fourteen NCMs were interviewed regarding their experiences of becoming proficient in the new role of case manger. Data were analyzed through the application of grounded theory. Results: 'Taking root in a barren land' was the core category explaining the role transition process of NCMs. They engaged in four stages: launching, trial and error, proficiency, and wait-and-see stages. NCMs showed not only fear but also passion for case management practice. Despite their passion and effort, NCMs went through a period of trial and error. After becoming skilled, NCMs went through a stage of wait-and-see often because of job insecurity related to temporary position or few opportunities for promotion. Factors influencing NCMs' role transition process included their understanding of client characteristics, belief in case management, and support from their colleagues and families. Conclusion: NCMs experience many challenges in the process of becoming proficient NCMs. To help with their role transition, there is a need for education programs, preceptorship programs, research on their roles and functions, and regulation for securing NCMs' employment and career stability.

  • Application of system engineering should be realized on necessary condition being to propel National Defense R&D Program. But, these necessity is yet not realized easily to many project managers of Defense Acquisition Program Administration(DAPA).   • So far we have investigate and analyzed the actual conditions of building maintenance in Korea and compared the building maintenance laws and systems between Korea and other countries. Now, based on the results from such comparison and analysis, this study proposes the following ideas for improvement: 1) As we can learn from domestic and foreign case studies, in the existing built-up areas becoming obsolete, many building owners remodel their buildings illegally in reaction to current economic and social changes. Therefore, for efficient maintenance of buildings, it is required to improve building maintenance systems by formulating information about inspection items, inspectors, supervisors, inspection costs and intervals of reporting results, depending on how large the buildings are and what they are used for. 2) In addition, to ensure the success of a building maintenance system, it is necessary to keep and manage a history of building maintenance thoroughly and introduce a certification program which gives an appropriate grade to maintenance performance and commits the government to expand their public roles and supporting policies, as widely used in some foreign countries. Further, in keep the building maintenance system secure, there should be a nationwide consensus as well as a favorable evaluation from building owners and manager, and all related people.

A Study On Leadership and Management Effectiveness Based on a Multi-Frame Model : A Case Study for Railway Public Enterprises

  • The main purpose of this study is to highlight the effects of the Bolman and Deal's multi-frame leadership on the several dependent variables such as job satisfaction, respect from subordinates, effective goal attainment, promotion speed, and recognition as more a leader than a manager. To attain this purpose, 488 questionnaires verified to be free from flaws were processed through SPSS 14 Windows. The major finding was that versatile and adroit use of multiple frames can contribute to the effectiveness and success of the leader. That is, the multi-frame leadership had strong relationships with dependent variables such as trust and respects from subordinates, effective attainment of unit's goal, job satisfaction, recognition as more a real leader than as a manager, and promotion speed of boss. When we consider the ever-increasing environmental complexity surrounding every organization and the growing levels of needs of employees, the use of multi-frame leadership is not an 'ought' but a 'must' for all the people who aspire to become effective and successful leaders.

  • The study was conducted with 27 health mangers working in manufacturing industries. The purpose of this study was to analyze the health manager's employment status, health examination, and it's follow. up health management level(about the industrial type). The results are as follows: 1. Characteristics of Manufacturing Industries: The ratio of nurse to employees is 1 : 552.6 and the percentage of physician employed was 51.9% All of the physicians were part time except one. 2. Health Examination and Follow Up ; 1) Periodic screening examinations were provided to 92.39% of the employees. Of these 11.56% required a detailed examination. Follow up on routine cases were done for 51.69%. Follow up on intensive cases were done 13.97%. 2) 62% of all employees working in hazardous conditions(noise, artificial light 74.1%) are required to receive a special health examination bi annually. Of these 96.66% were examined. 11.24% of these employees required a detailed follow up examination. 3. Relevancy between health management level, industrial type, and health manager's status 1) Health clinic operated separately except one case. Nursing activity level :. health diagnosis(0.27) Occupational condition (0.97) Health education(0.81) Health assessment(0.74) Health education level is higher at the industries working in environmental technician(P=0.017). The other's significance is not shown by any type of the staff.

  • The Korean government makes an effort to raise the competitive power of nation through CM activation in the construction industry. Since the first CM service was applied to the atomic power plant project in 1986, the number of CM contracts are continuously being increased and will be up to 20% by 2002 in public sector. However, the public projects had been executed without any procedure manual or standard guideline of CM services. Meanwhile the Ministry of Construction and Transportation issued $\ulcorner$CM Service Guide$\lrcorner$, but the guide shows an indefinite description in the responsibility, authority and scope of activity for the project participants. Therefore, it is required the procedures be improved and scope of activities be established for the project participants. This study was generated from the comparative analysis of $\ulcorner$Standard CM Services and Practice$\lrcorner$ Published by CMAA and domestic $\ulcorner$CM Service Guide$\lrcorner$ and the case of Incheon International Airport construction. The purpose of this study is to provide the fundamental data for an improvement in the procedures of project execution and the construction manager's activities/rolls shown on $\ulcorner$CM Service Guide$\lrcorner$

A Framework for Guaranteed Maximum Price and Contingency Development for Integrated Delivery of Transportation Projects

  • This paper discusses the components of a guaranteed maximum price (GMP) and proposes a framework for the development of GMPs as contract payment provisions for construction manager-at-risk (CMR) and design-build (DB) contracts for transportation projects. The framework is the synthesis of a comprehensive literature review, a content analysis of CMR and DB solicitation documents and contracts, and case study project output from twelve projects in nine states worth $3.1 billion. The research also discusses the development of three common types of contingencies that are often utilized in projects with GMPs. The study concludes that owners should specify the structure of the GMP and its components to enhance clarity and understanding of the GMP's composition. It recommends that this structure be included in the CMR and DB solicitation documents so that pricing proposals can be formulated in a manner that is consistent with the contract payment provisions that will be useful to practitioners that need to implement GMP-based contracts.
