In the previous study, temperature monitoring of case about shrinkage fit process was performed and heat transfer model was developed in detail by feedback and tuning among monitoring result, process investigation, and analysis result. The gap element in contact between case and core was effectively used in analysis model. In present study, following things are performed to solve deformation of case due to shrinkage fit process on the basis of previous result. Above all, mechanical material properties of case are measured by case specimen for deformation analysis considering weldment of case. Deformation of case before and after shrinkage fit process is measured, too. Three dimensional deformation model is developed by the comparison and inspection between these experimental data and analysis results. Deformation analysis is simulated with the result of heat transfer analysis, in other words, non-coupled analysis is used. Finally the countermeasure for deformation is brought up through those.

군항공기사고조사의 전문성과 독립성을 제고하기 위하여 상설사고조사기구를 신설하여야 한다. 상설조사기구를 신설함으로써 조사기구의 위상을 높이고 조사의 신뢰성을 확보할 수 있다. 민과 군이 모두 관련된 사고조사시 민과 군의 조사권한의 주제, 업무협조 등에 관한 규율이 부재하고 있으므로 이를 입법화해야 한다. 군과 관련된 민항공기 사고조사시 군의 전문가들이 참여함이 바람직하다. 조사의 실효성 보장을 위하여 항공사고에 대한 정보를 직접 수집하는 조사관의 활동을 보장하는 규정을 마련해야 한다. 또한, 사고조사의 목적은 오직 사고예방에만 있으므로 정보의 공개범위를 제한하고 조사결과를 형사절차나 징계절차에서 사용할 수 없도록 하여 조사의 객관성을 확보해야 할 것이다.

On behalf of hazard mitigation, cases of investigation methods on levee are described. In general, failures of levee are caused by piping, water leakage through ground under the levee in Kimpo, Ilsan etc. Several phenomena against levees should be protected through consideration of analysis and quality control stage during construction. In this paper, protection methods against failures should be investigated by case studies.

In response to the development of IT technology in the 21st century and the advancement of the public human rights consciousness, it has become necessary to continuously evolve the office environments to support the changes of organizational structure and work methods of the police investigation departments. As a facility standard, continuous researches on standardized design space models and guidelines of the police investigation departments are needed. In respond to the organizational changes for the convenience of the working police investigators and the protection of the human rights of the visiting public, the environmental improvement projects for the office of the investigation department of the police stations are going on since 2014. In this study, analyzation and verification of the 3 cases of pilot projects for the improvement of police investigation departments would be done, based on the policy research project in 2014: 'the standard design direction of police officers for the protection of human rights and benefit of police investigation process.' The purpose of this study is, first of all, the actual situation survey for presenting the standard design space model and guidelines of investigation department of the police department. Secondly, the validation of the spatial model adequacy for for the past 3 years' case study of the police investigation department's environmental improvements by the application of standardized design space models and guidelines. The result of this study would be to enable the more effective police department investigation environment improvement policy by presenting the standard design space models and guidelines of the investigation departments of the police facilities.

In this case study, the field investigation work on soft soils like a reclamation area with dredged-clay or intertidal mud flat which has not enough strength to resist the load of surveying machines, the amphibious barge(modified AMFIROL) which travels on land and water was adopted to the field investigation work. Despite of slight increase of cost, it was found that the adoption of amphibious barge in field investigation could improve the quality of test results and avoid the waste of time and some effort.

가출, 미아, 이유 없는 실종사건 수사에 있어 탐정의 실종사건 조사업무 효율성 강화에 초점을 맞춘다. 실종사건은 사회적 안전과 개인의 안녕에 직접적인 영향을 미치는 문제라고 본다. 연구는 다음과 같은 구조로 이루어져 있다. 서론에서는 연구의 필요성, 범위, 방법론이 제시된다. 다음은 실종사건의 정의, 원인, 유형과 실태에 대하여 분석한다. 실종사건 처리과정의 문제점에서는 초기 대응과정, 신고 이후의 관련기관 대응의 문제점, 사건장기화에 따른 문제점, 법률적 제한으로 인한 문제점 등에 대하여 분석한다. 실종사건에 대한 탐정의 업무효율성 제고 방안에서는 공익적 조사 네트워크 활성화, 실종사건 조사관련 역량강화, 전문공익탐정 인증제도, 탐정활동 예외조항 마련에 대하여 논의한다. 결론에서는 실종사건을 전문으로 하는 공익탐정에 대하여 활동에 대하여 필요한 부분이 무엇일지에 대하여 제시한다.

2020. 2.경 대한민국에서 코로나19 감염증의 대유행이 시작될 당시 문제가 되었던 대구 지역 A종교단체의 역학조사 방해 사건을 중심으로 면밀히 검토한 결과, 역학조사관이 특정 단체에게 명단 제출을 요구하였을 때, 이에 불응하거나 편집된 누락 명단을 제출한 행위에 대하여 역학조사에 해당하지 아니한다는 취지로 선고된 사례가 있는 반면, B열방센터 행사 출입자명단 미제출 사건의 경우 '출입자 명단' 등을 요구받았음에도 정당한 이유 없이 거부한 사실에 대하여 '출입자 명단의 제공은 역학조사에 수반되는 역학조사 간의 연결 과정을 형성하는 핵심적 사실행위로, 이를 거부하는 것도 역학조사 거부, 방해행위에 해당'하므로 적법하게 명단을 요구할 수 있어 처벌이 가능하다는 사례도 있다. 교인명단 제출요구가 역학조사에 해당하는지 여부와 관계없이 교인명단 제출 거부 또는 누락 행위가 곧 역학조사 거부·방해행위에 해당하는 경우도 있는데, 역학조사와 직접 관련성, 역학조사를 위한 것임이 외부적으로 표시되어 인식되었는지 여부, 명단의 역학조사 외의 목적으로 전용될 가능성 등을 종합적으로 고려하여 역학조사에 수반되는 사실행위를 방해함으로써 결과적으로 역학조사가 거부 내지 방해되는 결과가 발생한 경우에는 역학조사 방해가 된다는 하급심 판결의 논리가 설득력이 있다. 역학조사 결과 확인된 각 감염병환자등이나 접촉자 등에 대해 설문조사나 인체검체 채취 및 시험과 같은 역학조사가 실시되지만, 개별적인 사람에 대해 실시되는 역학조사가 서로 독립하여 존재할 수 없으며 역학조사의 연결 과정을 확인하고 추적하는 과정이 역학조사에 필수적으로 수반되며 이러한 연결고리를 확인하는 과정을 누군가 고의로 방해하거나 거부하게 되면, 역학조사가 직접적이고 현실적으로, 광범위하게 방해되는 결과가 발생하기 때문이다. 이 글에서는 주로 ① 감염병예방법상 역학조사와 정보 제공 요청은 차이점이 있으나 정보 제공 요청의 경우에도 역학조사에 해당되는 영역이 있다는 점, ② 코로나19의 의학적 특성과 역학조사의 연속성을 감안하면 역학조사관의 명단요구 행위가 역학조사에 해당할 여지가 있다는 점, ③ 특정한 경우에는 역학조사 방해죄가 위계공무집행방해에 해당할 수 있다는 점, ④ 2020. 9. 29.부터 감염병예법상 정보제공요청을 거부하는 경우에 징역형 또는 벌금형의 처벌규정이 신설되어 운용되고 있다는 점 등을 지적하여, 향후 감염병예방법의 적용 및 역학조사 실무 운용에 있어 도움이 되고자 한다.

Geotechnical sites in urban areas may have embedded structures such as utility lines and underground concrete structures, which cause difficulties in site investigation. This study is a preliminary research to establish knowledge base for developing an optimal technique for site investigation in urban areas. Surface-wave method and resistivity survey, which are frequently adopted for non-destructive site-investigation for geotechnical sites, were investigated to characterize effects of adjacent structures. In case of surface wave method, patterns of wave propagation were investigated for typical sets of multi-layered geotechnical profiles by numerical simulation based on forward modeling theory and field experiments for small-size model tests and real-scale tests in the field. In case of resistivity survey, 3-D finite element analyses and field tests were performed to investigate effects of adjacent concrete structures. These theoretical and experimental researches for surface-wave method and resistivity survey resulted in establishing physical criteria to cause interference of adjacent structures in site investigation at urban areas.

The NATM(New Austrian Tunnelling Method) has been used for tunnelling since 1980's. But Collapses of tunnel under construction take place frequently, especially at urban areas because of adjacent buildings, underground conduits and traffic loads. This paper is a case study on the reinforcement method of subway tunnel at urban areas. In this study, ground inspection, geological investigation, laboratory test and numerical analysis by means of FDM program were carried out. The tunnel excavation was stopped because of over excessive brake of tunnel crown and shotcrete was installed to prevent deformation of adjacent ground as the temporary method. From the result of field survey and geological investigation, it is found that the soft weathered soil was distributed to the ground of tunnel invert unlike original investigation. The results of the analysis and the study show that the SGR(Space Grouting Rocket) method and Umbrella method can be applied for the stability of tunnel excavation and in addition the reinforcement of concrete lining is required for long-term stability of tunnel.
