PURPOSES : This paper aims at the implementation of a balanced scorecard that can be widely applied to modern business management for use in the public road management sector. METHODS : This study applied the newly developed LOS-based balanced scorecard system instead of a traditional Key Performance Index (KPI) for better decision making in asset management planning. As an evaluation technique, a" hierarchical alignment and cascading method" is also suggested. Finally, the suggested system has been empirically applied to a regional government. RESULTS : To provide stable and sustainable road services, the balanced scorecard informs the regional government of needed improvements in its asset management plans regarding budget optimization, structural management, the development of inner-business processes, and human resources. CONCLUSIONS : An LOS-based balanced scorecard for managing road services and organizations in a quantitative manner has been successfully developed and tested through a field study. The developed scorecard is a timely topic and a useful analytical tool for coping with the new phases of an aging infrastructure, tighter budgets, and demand for greater public accountability.

In this thesis, an active RC filter using high order inverse chebyshev function is designed and the design method for cascading blocks with low sensitivity and maximum dynamic range is discussed. To have maximum dynamic range, we have proposed the simple algorithm with a pole-zero pairing, the cascading sequence by flatness matrix and optimum gain distribution for a given transfer function. And 2nd order Block is designed with negative feedback to improve the sensitivity problem which had a defect at active RC circuits. Using the suggested method, we have designed the active RC low pass filter of the normalized 7th order inverse chebyshev function, as a results, we have shown that this accord with the given specification.
In an electrical network, electrical power are transmitted by a various of protection, isolation and control electric circuit devices. This thesis deals with the protection function between circuit-breakers. The protective coordination concerns the behaviour of two devices placed in series in an electrical network, with a short-circuit downstream circuit-breaker. It has two basic principles: First, discrimination which is an increasing requirement of low voltage electrical distribution systems. Second, which is less well known: cascading, which consists of installing a device, whose breaking capacity is less than the three-phase short-circuit current at its terminals and helped by main circuit-breaker. The important advantage of cascading is to be able to install at a branch circuit-breaker of a lesser performance without endangering the safety of the installation for more economical usage. To determine and guarantee co-ordination between two circuit breakers, it is necessary to carry out a theoretical approach, first, and then confirm the results by means of standard tests. This is illustrated in appendix A of IEC 947-2.

The lossless bounded real(LBR) two-pair cascade structure is one of the exiting low-sensitivity digital filter structures such as wave digital filters(WDFs) orthogonal filters. They are known to have the same structures which are composed of canonic building blocks interconnected to each other. The LBR two-pair cascade filters amount to describing in a unified manner the existing canonic low-sensitivity filters in terms of transfer matrices and chain matrices. However the existing structures have somewhat degraded low-sensitivity performance because they include dependent parameters within their structures. In this paper we propose a filter structure called “two-type-interlaced(TTI) structure.” eliminating such problem completely. This structures can be viewed as the WDFs of analog ladder circuits. As ladder circuits are obtained by cascading Brune sections and merging neighboring inductors or capacitors. so TTI structures at e obtained by cascading Type 3 LBR two-pairs and merging neighboring Type 1 LBR two-pairs. Next, a test procedure called “LBR test” is also presented in this paper. which determines whether of not the quantized TTI structure is stable . If it is unstable we can fine-tune the quantized parameters to make the overall structure stable. Therefore we can solve the dependent parameter problem completely with TTI structure along with LBR test. test.

For effective maintenance for web applications, it is necessary to improve the readability of the source pages. Though CSS(Cascading Style Sheet) belongs to pure presentation layer in various web constituent entities, CSS codes are often used by inlning and they are sometimes automatically generated by web development tools. The existing studies on CSS optimization have only focused on reducing the size of codes and they did not incorporate the readability or the reusability. In this paper, CSS codes are structured and several criteria for readability are defined to improve the readabilty and reusability. Based on them, the algorithm to improve the readability are proposed. Finally, case study are presented to show the applicability of the proposed algorithm.

Short-term traffic flow prediction plays an important role in intelligent transportation systems (ITS) in areas such as transportation management, traffic control and guidance. For short-term traffic flow regression predictions, the main challenge stems from the non-stationary property of traffic flow data. In this paper, we design an ensemble cascading prediction framework based on extremely randomized trees (extra-trees) using a boosting technique called EET to predict the short-term traffic flow under non-stationary environments. Extra-trees is a tree-based ensemble method. It essentially consists of strongly randomizing both the attribute and cut-point choices while splitting a tree node. This mechanism reduces the variance of the model and is, therefore, more suitable for traffic flow regression prediction in non-stationary environments. Moreover, the extra-trees algorithm uses boosting ensemble technique averaging to improve the predictive accuracy and control overfitting. To the best of our knowledge, this is the first time that extra-trees have been used as fundamental building blocks in boosting committee machines. The proposed approach involves predicting 5 min in advance using real-time traffic flow data in the context of inherently considering temporal and spatial correlations. Experiments demonstrate that the proposed method achieves higher accuracy and lower variance and computational complexity when compared to the existing methods.

Exploration has always been an instinct of humans, and underwater life is as fascinating as it seems. So, for studying flora and fauna below water, there is a need for high-quality images. However, the underwater images tend to be of impaired quality due to various factors, which calls for improved and enhanced underwater images. There are various Histogram Equalization (HE) based techniques which could aid in solving these issues. Classifying the HE methods broadly, there is Global Histogram Equalization (GHE), Mean Brightness Preserving HE (MBPHE), Bin Modified HE (BMHE), and Local HE (LHE). Each of these HE extensions have their own pros and cons and thus, by considering them we have considered BBHE, CLAHE, BPDHE, BPDFHE, and DSIHE enhancement algorithms, which are based on Mean Brightness Preserving HE and Local HE, for this study. The performance is evaluated with non-reference performance measures like Entropy, UCIQE, UICM, and UIQM. In this study, we apply the enhancement algorithms on 300 images from the UIEB benchmark dataset and then apply the techniques of cascading fusion on the best-performing algorithms.
Marker-assisted gene pyramiding aims to produce individuals with superior economic traits according to the optimal breeding scheme which involves selecting a series of favorite target alleles after cross of base populations and pyramiding them into a single genotype. Inspired by the science of evolutionary computation, we used the metaphor of hill-climbing to model the dynamic behavior of gene pyramiding. In consideration of the traditional cross program of animals along with the features of animal segregating populations, four types of cross programs and two types of selection strategies for gene pyramiding are performed from a practical perspective. Two population cross for pyramiding two genes (denoted II), three population cascading cross for pyramiding three genes(denoted III), four population symmetry (denoted IIII-S) and cascading cross for pyramiding four genes (denoted IIII-C), and various schemes (denoted cross program-A-E) are designed for each cross program given different levels of initial favorite allele frequencies, base population sizes and trait heritabilities. The process of gene pyramiding breeding for various schemes are simulated and compared based on the population hamming distance, average superior genotype frequencies and average phenotypic values. By simulation, the results show that the larger base population size and the higher the initial favorite allele frequency the higher the efficiency of gene pyramiding. Parents cross order is shown to be the most important factor in a cascading cross, but has no significant influence on the symmetric cross. The results also show that genotypic selection strategy is superior to phenotypic selection in accelerating gene pyramiding. Moreover, the method and corresponding software was used to compare different cross schemes and selection strategies.
Temperature distribution tests for a water cascading horizontal retort utilizing superheated water with overpressure as a heating medium were carried out under three different loading conditions, that is, empty(P-0), half-fully(P-3000) and fully(P-6000) loaded operating conditions. Tank volume and full loading capacity of sterilizer used for this study were about 5,900 liter and 1,140 kg(6000 pouches having 190 g weight each), respectively. Set point condition for sterilization was $122^{\circ}C$, 23 minutes and pressure was maintained in the range of $1.8{\sim}2.0\;kg/cm^2$ during sterilization. For each experiment, time-temperature data and F values were obtained from temperature microprocessor($F_0$ monitor). There were significant variations in the temperature distribution at different positions in the sterilizer. The temperature distribution was also affected by the pouch loading condition significantly. The application of the temperature distribution test to a product (retort pouched curry sauce) was conducted at the fully(P-6000) loading condition. Although heat transfer parameters($f_h\;and\;f_c$), and F values were varied with the position of sterilizer, sensory evaluation showed that the temperature distribution of the sterilizer used in this study didn't affect the quality of retorted curry sauce.

Step discontinuities of microstrip lines are analyzed using the mode-matching technique based on the well-known waveguide model. Including higher-order modes, the generalized scattering matrices are obtained. Asymmetrical step discontinuities as well as symmetrical step discontinuities are analyzed. The resonance characteristics of microstrip patches are calculated by cascading two microstrip step discontinuities through a uniform microstrip line. Experimental results agree well with theroretical ones.
