An Analysis of Ship's Waiting Ratio in the Korean Seaports (국내 항만의 선박 대기율 실증 분석 연구)

  • Port congestion has been recognized as one of the critical factors for port service competitiveness and port selection criteria. However, congestion ratio, the congestion index currently used by Korea, plays a very limited role in shipping companies' and shippers' selection of port and port authorities' decision making regarding port management and development. This is mainly due to the fact that this ratio is only calculated as the ratio of the number of vessels by each port. Therefore, this study aims to measure service level related to vessel entry and departure in Korea ports by evaluating waiting ratio(WR) according to terminals and vessel types. The results demonstrate that the waiting ratio of containerships and non-containerships is less than 4% and 15% respectively, which satisfies the reasonable level suggested by the UNCTAD and OECD. Port of Pohang is revealed to have the highest WR of 57% and among the terminals, No. 1 Terminal of the Shinhang area has the highest WR. In terms of ship types, WR of Steel Product Carrier is highest, followed by General Cargo Ship and Bulk Carrier at the Pohang Shinhang area. In addition to WR, berth occupancy ratio as well as the number and time of waiting vessels can be utilized to evaluate service level by ports and terminals from port users' perspective, and furthermore, to improve the port management and development policy for port managers or authorities.

Risk Analysis of VTS operators for Small Vessels Using Collision Risk Assessment Model (충돌위험도 평가 모델을 활용한 소형선박에 대한 선박교통관제사의 위험도 분석)

  • The objective of this study was to analyze the risk of collision accidents to the VTSOs (Vessel Traffic Service Operators) as small ferries and fishing boats are expanded for monitoring targets. The VTSOs was surveyed, the scale of the small vessels defined and the course of general cargo vessels and small vessels along the Busan VTS area investigated for three days. From calculating the risk with CoRI, patterns of increased or decreased risk due to course deviation were similar, and there was no significant difference between the maximum values and the minimum values. In addition, most VTSOs responded that the minimum time required was approximately three minutes to safely instruct in encounter situation, however, the collision risk with a small vessel is very rapidly changing within the three minutes, which is likely to increase the workload and decrease the concentration of the VTSOs. The objective of this study was to investigate the effect on VTSOs with respect to the expansion of small vessels as collision risk, it is expected that it will contribute to the establishment of a suitable scale for the target vessels for VTS through the analysis of each index of the CoRI model and various case studies.

  • Recently there are many changes of logistics environment Such as integrated logistics information system, the rapid growth of the domestic and international small package express service and third party logistics with Electronic Commerce. At this time it is very important to deliver to customers the goods sold through EC speedy, accurately and safely. That is to say, the role of small package express service is very important at EC times. The bottlenecks of small package express service in the circumstances of EC are the weakness of EC operating company and small package express service provider the shortage of distribution centre and cargo terminal, the shortage of skilled man with related small package express service etc. So, I suggested that for activation of EC it is necessary to strengthen the strategic alliances, introduce GPS and use the third party logistics positively in the side of small package express service provider. And it is necessary to prepare for the settlements of traffic problems, support the introduction of integrated logistics service, logistics information system, deregulate restriction such as weight limit of vehicles in the side of the government. And to government support throughout extending nation's SOC, deregulation, support to small package express service terminal, permit to stopping & parking in downtown, abolishing a no passing zone, permit to being employed foreigner. Also this service involves ensuring that the product will arrive when wanted, and in an undamaged condition.

  • Since 1995, Korean enterprises have been rapidly expanding their business, especially to Eastern European countries such as Poland, Slovakia, Czech Republic, Hungary and so on. After the establishment of Korea-EU FTA in 2011, close relationship between the two through economic cooperation has been maintained. To efficiently connect the seaport regions to inland factories located in Eastern European countries, researches on mode choice in the intermodal sector are needed to perform. However, there is a scant of research for mode choice factors on intermodal transportation service in Europe. Therefore, the aim of this research is to understand the current situation of intermodal transportation sector in Europe, identify key factors of mode choice, and weigh the importance among factors influencing intermodal selection in the perspective of Korean exporters or forwarders with overseas cargo to Europe. A survey and in-depth interviews to CEOs and executives who have more than 20 to 30 years of career in logistics sector were carried out from April 01 to May 01, 2013. Using the fuzzy theory as the methodology, 'Reliability of arrival time', 'Transit time', and 'Freight Rate' are equally ranked as the most important factor in the selection of intermodal transportation.

A Study on Analysis of Container Liner Service Routes Pattern Using Social Network Analysis : Focused on Busan Port (사회연결망 분석을 이용한 컨테이너 정기선 항로 패턴 분석에 관한 연구 : 부산항을 중심으로)

  • The port industry is an important national industry which significantly affects Korea's imports and exports which are centered on economic structure. For instance, the Port of Busan, which handles 75% of domestic container freight volume, is expected to become increasingly critical for container liner routes. For this reason, there have been continued efforts to expand freight service to attract international freight volume. This study analyzes the structural characteristics of the port network connected to the Port of Busan by analyzing the pattern of the container liner route from 2012 to 2016 by using social network analysis. According to the Port of Busan's liner route network, the port with the highest degree of centrality, closeness centrality, and betweenness centrality was found to be the Port of Singapore. The comparison of Busan's annual container handling rank by countries and the port center network analysis of Port of Busan rank was found to be different. As a result, it was established that China's East Port, which occupies a high percentage of the volume of cargo handled by Port of Busan, is not a hub port of Busan when viewed on the Busan's container terminal liner network. In addition, even if the number of Port of Busan container liner service increases, it is estimated that the vessels to be added to the fleet will be limited to small to medium sized, or that Busan port has characteristic of a feeder port for the Port of Singapore, according to the network.

  • To increase the stevedore efficiency and service level at container terminal, it is essential to reduce working time of container crane which has a bottle neck in the logistic flow of container. The working speed and safety are required to be improved by controlling the movement of the trolley as quick as possible without big overshoot and any residual swing motion of container in the vicinity of target position.   • The shortage of research in Vietnam port evolvement is uncontroversial although a huge amount of investment is observed to upgrade both quantity and quality. This study examines the port system performance, in the context of spatially concentration ratio, in Southern Vietnam for the period 2007-2016, by using prevailing indicators for spatially concentration assessment including concentration ratios (CR), the Herfindahl-Hirschman index (HHI), the Gini coefficient, the Lorenz curve and shift-share analysis (SSA), a trend of deconcentration is described in Southern Vietnam port system, since the traditional ports to new deep-water ports. Also, driving forces of this shifting would be discussed in detail. Implications from this study would enable not only port administrators, port operators but also shipping lines, cargo owners, logistics service providers to comprehensively understand the growth of the port system in Southern Vietnam.

A Study on the Operation System Improvement of Busan International Passenger Terminal: Focusing on the Car Ferry

  • In the past 20 years, passenger and cargo transportation performance at the international passenger ports in Korea have increased by 8.6% on the compound annual growth rate, respectively. The Korean government had expected to continue expanding the market of car ferries and the government included plans for the development of additional routes and lanes with neighboring countries such as China, J apan, and Russia as a part of the Plan of the Korean Ministry of Oceans and Fisheries in 2019. However, compared to the development of routes, the management and operation of passenger terminals are inefficient. The purpose of this paper was to introduce the overall improvement of the passenger terminal operating system that reflects the recent changes in the supply and demand of international passenger vessels and the needs of the government and private sector passengers. To this end, a basic survey was conducted on the status of operations and facilities at the Busan International P assenger Terminal and a questionnaire survey was administered on the subject of use. The results of the survey were analyzed using the IPA model. As a result of the analysis, three items in the operation sector, three items in the facility sector, and four items in the system sector of the Busan International Passenger Terminal were identified as in need of improvement. Based on the results, the need for investment to improve the international passenger terminal operating system is suggested.

  • On July $18^{th}$, 2003, Incheon International Airport Corporation(lIAC) signed the Construction Management Service Contract with KIDS consortium (composed of Kun-Won Eng., ITM Corp, Do-Hwa Eng, Space Croup) for the $2^{nd}$ phase construction protect consists of landfill, $\#3$ runway, remote Concourse, IAT, BHS, cargo terminal, etc scheduled to be finished by the end of 2008. KIDS dispatched qualified engineers to the Construction Management Division of IIAC for providing technical assistance to IIAC members to pursue project goals in tulle. within budget with appropriate quality level to build one of leading hul] airports for the Northeast Asia legion in the $21^{st}$ century. The work scope covers upgrading various project procedures and related computer programs, cost and schedule control, design supervision for building design including support systerns such as HVAC, fire protection, elevators and escalators, boarding bridges, electrical and communication systems, and technical support for IAT/BHS, QA/QC, field test and inspection, start-up and commissioning, etc. The purpose of this paper is to introduce the major activities of the Construction Management Services performing at the IIA project for your reference.

Failure prediction of BWTS and Failure repair using e-Navigation (선박 평형수 처리 시스템의 고장 예측 및 e-Navigation을 이용한 고장 수리 시스템)

  • In this paper, we propose the design and implementation of the system that is predicting the failure of ballast water treatment system by analysing its sensor datum and is reserving the most effective service center for sellecting the repair location on the way to the destination port. These data are collected in real time during draining or filling up the sea water from/to the ship, and it is essential to preliminarily repair the equipment showing unstable characteristics by analyzing the normal and abnormal data characteristics. We proposed a software platform for predicting and repairing faults by selecting the most efficient repair center based on this e-Navigation while the vessel is navigating to the next destination port. This system, as announced by the IMO Convention for the Prevention of Marine Pollution in 2017, provides a stable economic impact from stable cargo operation and stable out/in from/to port and marine ecosystem.
