This research work aims at treating saline wastewater generated from a fish market using four Sequencing Batch Reactors (SBR) operated under different conditions. The effect of C/N ratio (3, 6) and salt concentration (0.5~2%) on organic and nitrogen removal was studied. The synthetic wastewater prepared with glucose ($C_6H_{12}O_6$) as the primary carbon source along with ammonium chloride ($NH_4Cl$) was used in the three reactors. The fill, anoxic, aeration, settle and draw conditions were 2 hr, 4 hr, 4 hr and 2 hr respectively. The fourth reactor was operated at different conditions to investigate the practical feasibility of SBR application to handle fish market wastewater generated in Ulsan city that had fluctuating loading characteristics. Though the unacclimated sludge was initially affected by the salt concentration, the acclimated sludge removed 95% of the organics irrespective of the NaCl concentration and C/N ratio. However, the removal of nitrogen was affected more by C/N ratio than the salt concentration. While handling fish market wastewater, though the organic and nitrogen loading rate were varying between $0.009{\sim}0.259gCOD_{OH}/gVSS/day$ and 0.005~0.034 gN/gVSS/day, the effluent concentrations were far less than the effluent standard of $120mgCOD_{OH}/L$ and 60 mgN/L respectively, except when loading rates were fluctuating and 4 times higher than the average.
The bearer of the power sector's ETS compliance cost is power consumer for the following reasons. Firstly, power companies are constrained in establishing appropriate strategies to comply with ETS regulations due to the structural differences between the domestic power market and emission trading system. In other words, because power companies do not have a right to determine price and production of electricity, they have to compete with other companies under disadvantaged conditions in the emission trading market. Secondly, because ETS compliance cost is part of power production costs as it is also clearly written in the national greenhouse gas reduction road-map and the second energy supply plan, the cost should be included in power price following the power market operation rule. Thirdly, the most effective method to reduce carbon emissions in power sector is to reduce power demand, which is efficiently achieved through raising power price to a realistic level. Low power price in Korea is the major cause of rising power demand which is also the major cause of rising GHG emission. Therefore, power sector's ETS compliance cost should be included in power price to encourage power consumers' actions on reducing power consumption. Fourthly, when externality cost occurs in the process of delivering public services, usually beneficiary pay principle is applied to identify the cost bearer. Since electricity is one representative public good, the bearer of power sector's ETS compliance cost is power consumer.
2015년 1월부터 시행된 시장기반 온실가스감축수단인 한국 탄소배출권시장의 가격결정체계와 2차 이행연도로의 진행과정에서 발생하는 학습효과에 대하여 고찰한다. 분석결과, 1차와 2차 이행연도 간에 차이점이 존재하는 것으로 추정되었다. 장내요인의 경우, 2차 이행연도에서는 1차 이행연도에서 추정되지 않았던 KCU와 KOC 가격 거래량 변수가 유의하게 추정되었다. 또한, 대내외 경제상황 변수의 경우, 1차 이행연도에서는 모든 변수들이 유의하지 않았으나, 2차 이행연도에서는 금리, 환율, 주가변수에서 통계적 유의성이 확보되었다. 이는, 1차에서 2차 이행연도로 진행하면서 시장운영자인 정부와 시장참여자인 기업들이 1차 이행연도에서의 경험과 지식을 바탕으로 2차 이행연도에서의 배출권 관련 의사결정을 보다 효율화하는 학습효과에 기인한다. 한편, 중점분석대상인 KAU15와 KAU16 가격에 대하여 공통적으로 유의미한 설명변수로는 각 배출권의 이행연도 이듬해 2월과 3월의 명세서 작성 및 제출에 대한 제도이항변수가 존재하였다.
Currently many companies are interested in reduction of the carbon emissions associated with their supply chain activities such as transportation and operations. Operational decisions, such as modifications in order quantities could an effective way in reducing carbon emissions in the supply chain. Cap-and-trade regulation, sometimes called emissions trading, is a market-based tool to limit greenhouse gas emissions. Under cap-and-trade regulation, emission credits are allocated to the firms and the firms trades emissions under cap-and-trade schemes. In this paper, we propose a single-manufacturer single-buyer two-echelon supply chain problem under the cap-and-trade mechanism incorporating the carbon emissions caused by transportation and warehousing activities where a single manufacturer produces a family of items in order to deliver a family of items to a single buyer at a fixed interval of time for effective implementation of Just-In-Time (JIT) Purchasing. An integrated multi-product lot-splitting model of facilitating multiple shipments in small lots between buyer and manufacturer is developed in a JIT Purchasing environment. Also, an iterative heuristic algorithm is developed to derive the common order interval, the number of intervals for each product and the number of shipments between the buyer and the manufacturer during the common interval. A numerical example is given to illustrate the savings in reduction of total cost and carbon emissions by the inventory model incorporating cap-and-trade mechanism compared to the classical inventory model. The proposed inventory model could be useful for the practical solution of two-echelon supply chain inventory problem under cap-and-trade mechanism.
Considering Japan's Greenhouse Gas (GHG) emissions reduction target for Fiscal Year (FY) 2030, the Joint Crediting Mechanism (JCM) was analyzed in order to estimate its significant contribution to Japan's Nationally Determined Contribution (NDC) and check its availability as a new mechanism to achieve Korea's 2030 mitigation target of 11.3% using carbon credits from international market mechanisms. The total budget for JCM Model Projects (1.2 billion JPY/yr) and JCM REDD+ Model Projects (0.8 billion JPY/yr), which are expected to deliver at least 50% of issued credits to Japan, is estimated about 21.6 billion JPY by the year 2030. This budget is about one third of the purchase of carbon credits from international carbon markets. So far, JCM credits of $378tCO_2-eq$. have been allocated to Japan, which are about 77% of the total issued credit through five-JCM Model Projects implemented from the year 2014. It is expected that Japan will obtain about $0.5MtCO_2-eq$. credits more from 100-ongoing JCM Projects, which are only 1% of Japan's NDC target through JCM credits. With regard to regular issued credits from implemented projects, expected new issued credits from pipeline projects and the less budget for JCM implementation as compared to purchasing carbon credits, JCM credits can be reached a resonable level of Japan's NDC target of $50{\times}100MtCO_2-eq$. through JCM until FY 2030.
EU는 2030년 온실가스 배출량을 1990년 대비 55% 감축 목표로 하는 'Fit for 55' 입법 패키지에 국가별로 다른 온실가스 규제로 인한 수출품의 불균형한 가격을 조정하는 조치로 탄소국경조정제도(CBAM)를 2026년부터 시행하는 내용을 포함하였고, 이는 수출 비용의 증가를 가져와 우리나라 철강 제품 수출에 부정적인 영향을 미칠 것으로 예상된다. 본 연구는 철강 제품의 EU 수출에 영향을 주는 요인과 CBAM에 따른 수출 변화를 추정하기 위해 2001년부터 2021년까지 EU 27개 회원국의 통계를 이용하여 중력모형으로 실증 분석을 하였다. 분석 결과로 각 EU 국가의 경제 수준, 인구 규모, 환율, 제조업 생산지수, EU 단일시장의 효과는 우리나라 철강 제품의 수출 증가에 도움을 주지만, CBAM의 실행으로 2026년에 탄소세가 CO2 1톤당 USD 10 ~ USD 30이 부과되는 것을 가정하여 중력모형으로 추정한 결과는 철강 수출이 CBAM 시행 이전에 비해 약 -3.6% ~ -5.7% 감소하는 것으로 나타나 앞으로 철강 제품의 가격 경쟁력 향상과 CO2 저감을 위한 기업과 정부의 대비가 필요할 것으로 보인다.
영국은 1990년대, 특히 신노동당 정부 이후 지속가능발전 또는 탄소규제를 국가 발전의 핵심 전략으로 추진해 왔다. '정부를 녹색화'하고자 하는 이러한 영국 환경정책과 더불어 실제 에너지환경지표의 가시적 성과는 '저탄소 녹색성장'을 추구하고자 하는 우리나라의 정책 입안가 및 연구자들의 주목을 끌었다. 이 논문은 이러한 영국의 탄소규제 전략과 환경정책의 특성을 단순히 정책적 통합화 또는 주류화를 넘어서 새로운 국가발전 전략, 즉 '생태적으로 근대화된' 국가, '생태국가' 또는 '녹색국가' 전략으로 규정하고자 한다. 즉 최근 영국은 탄소규제를 국가 정책의 통합적 원칙으로 설정하는 한편 주로 시장-의존적 신자유주의에 바탕을 두고 국가 전체를 동원하는 녹색국가 전략을 추진하고 있는 것으로 이해된다. 이러한 점에서 이 논문은 영국의 탄소규제 관련 환경정책의 전개과정을 서술한 후, 탄소규제를 녹색국가 발전을 위한 새로운 원칙이며, 실제 중앙정부 부처들과 지자체들을 통합하기 위한 거버넌스 구축의 바탕이지만, 신자유주의에 포섭된 것으로 재평가하고자 한다. 또한 이 논문은 영국의 이러한 녹색국가 전략의 직 간접적 성과라고 할 수 있는 최근 에너지 환경지표의 동향을 분석하고, 경험적 재평가로서 영국의 에너지 수입의존도 증대, 에너지 혼합에서 석탄 비중의 증가, 전력 생산의 민영화, 재생가능에너지 생산의 한계, 그리고 에너지 이용 및 온실가스 배출의 공간적 불평등 등을 지적하고자 한다.
바이오차 시용이 토양비옥도나 온실가스 완화에 기여하는 것 외에, 경작지 시용에 따른 탄소격리 및 순익 분석이 평가된바 거의 없다. 본 연구는 옥수수 재배 기간 동안 온실가스 완화에 대한 이익을 평가하고, 탄소격리를 산정하기 위해 수행되었다. 본 실험의 처리구는 돈분처리구, 돈분을 퇴비로 시용하면서 바이오차 처리를 2,600(0.2%), 13,000(1%), 및 26,000(2%) kg/ha로 나누어 시용하였다. 바이오차 시용에 따른 탄소 격리량을 예측하기 위해 Y = 0.5523X - 742.57 ($r^2=0.939^{**}$) 일차 모형식을 유도하였으며, 본 수식을 바탕으로 바이오차 0.2, 1 및 2% 시용 시 탄소 격리량은 각각 1,235, 3,978, 및 14,794 kg/ha로 산정되었고, 온실가스 완화는 각각 4.5, 14.6, 및 54.2 ton/ha로 평가 되었다. 이에 대한 이익 평가는 적게는 $14.6, 많게는 $452로 산정되었다. 또한 한국 기후변화 시장의 이산화탄소 시장 거래가로는 바이오차 0.2, 1 및 2% 시용 시 $35.6, $115.3 및 $428.2로 나타났다. 바이오차 시용에 대한 작물 재배에 있어, 초장과 수량은 처리간에 유의차가 인정되지 않았다. 따라서 본 실험결과는 농사활동에서 바이오차를 토양에 시용함으로서 탄소 배출건 거래제가 시행된다는 전제 조건하에 기초자료가 될 것이다.
In the past, drivers bought a fuel additives to treat a combustion chambers or injector nozzles for carbon or gum deposit at market. But, nowadays, as raised cost of fuel for a vehicle the consumers also start focusing on a function of fuel additives that increases fuel economy of one. Some fuel additive manufacturers and agents advertise that their goods make a car it's initial state. This paper shows data for 3 years that were acquired during test for registration of an additive in domestic. The data were sorted according to kind of vehicle, kind of fuel, test mode, CO, HC, NOx, PM, total emission, fuel economy and accumulated mileage. And than by using simple linear regression analysis changes according to accumulated mileage was displayed. Normal distribution and histogram of rate of increase and decrease were displayed. the analyzed data indicated that a fuel additive maintain and make a car the first state of one but can't make a car be batter than initial the one.
우리나라는 환경친화적 소비를 권장하기 위한 다양한 환경정책 중에서 경제적 유인체계의 하나로서 세제지원을 제공하는 방안을 강구할 필요가 있다. 이는 국민의 녹색생활을 확산시키고 환경친화적 소비를 장려하기 위해 홍보와 교육 이외에 소비자의 소득세 감면 등 실질적인 세금혜택을 통해 경제적 유인을 제공하기 위함이다. 본 논문에서는 국내외 환경친화적 소비에 대한 각종 세제지원 사례를 감안하여, 향후 우리나라의 녹색제품 소비촉진을 위한 네 가지 소득세 세제지원 방안을 설계 제시하고, 이에 따른 소득계층별 귀착효과, 소득재분배효과, 세수효과, 생산유발효과, 고용유발효과 등 각종 경제적 파급효과를 산업연관표와 가계동향조사라는 미시자료를 이용한 투입-산출분석을 통하여 알아본다.
