Global warming and climate change is now an important issue in every industry. Construction is not an exception. Greenhouse Gases (GHG) are emitted by construction activities such as fuel usage in construction equipment and so on. In light of this, Intelligent Excavating System (IES), which is a robotic excavator with site modeling capability, is developed by a research consortium formed in Korea to improve productivity, quality, and safety of the traditional earthwork. This paper presents that energy saving effect of IES in comparison to traditional method. Through this review, we propose a research strategy to achieve carbon reduction goals in construction industry.
The purpose of this study is to establish the assessment baseline of $CO_2$ emissions from building operations in the view of GHG reduction policy in Korea. The assessment baseline of $CO_2$ emissions shall be used in GHG policy and Carbon Credits in building sectors, but the assessment baseline has not been studied enough or established yet. Also, $CO_2$ emissions from building operations will be variable according to the building occupancy. Therefore the baseline will be different and this study aimed at the establishment of the assessment baseline for residential apartments and office buildings firstly. After reviews of BEER and international standards for building $CO_2$ emissions such as ISO and UNEP-SBCI documents, the analysis of BEER certification data has been pursued for 292 residential apartment complexes and 65 office buildings in South Korea during 2004~2012. As analysis results, the assessment baseline was set to 23.03 $kg{\cdot}CO_2/m^2{\cdot}yr$ or 1.95 $t{\cdot}CO_2/unit{\cdot}yr$ for residential apartment complexes, and 95.91 $kg{\cdot}CO_2/m^2{\cdot}yr$ for office buildings according to the BEER certification basis. Additional assessment baselines were calculated according to year basis, region basis, public and private basis, and GHG policy basis. Finally, the established baseline for residential apartment complexes has been applied for the pilot project in M district, Seoul, and showed 24.97% reduction rate according to the BEER certification basis.

Korea is preparing an offshore carbon capture, transport and storage (CCS) demonstration project which is recognized as one of important $CO_2$ reduction technologies to mitigate climate change. The offshore CCS project aims to transport, inject and store large amount of $CO_2$ into offshore geologic formation, and has a potential risk of leakage which might cause disastrous damage to human health, environment and property. Therefore, in order to ensure the safety of the offshore CCS project, a strict HSE (health, safety and environment) management plan and its implementation are required throughout the project life cycle. However, there are no HSE domestic laws or regulations applicable to CCS projects, and the related research is insufficient in Korea. For the derivation of the essential and urgent requirement in HSE management framework applicable to the offshore CCS project in Korea, we analysed the HSE management methodologies and foreign CCS HSE management guidelines and cases. First, this paper has analyzed ISO 31000, a generalized risk management principles. Second, we have investigated the HSE management practices of CCS projects in Norway and UK. Based on the analyses, we suggested the necessity of developing the HSE Philosophy and the HSE management process through the whole life cycle. Application of HSE management in early phase of an offshore CCS project will promote systematic and successful project implementation in a cost-effective and safe way.

In the wake of increased concerns on reduction of greenhouse emission which started with United Nation's Framework Convention on Climate Change (UNFCCC) and Kyoto protocol, Korean government is making various efforts under the represented slogan "Low Carbon, Green Growth". Therefore, it is inevitable that construction industry also follow the Korea government's slogan and the international trend in environmental problems. This study identified several main construction materials and equipments of civil construction projects and suggested a environmental cost estimation method and related estimation standards (Public and private owners are distinguished). A case analysis of a real road construction project is also performed and characteristics according to the owner type is compared. This study analyzed the environmental impact to total construction cost variations. In the result, public owner required 11~16% of extra budget and private owner required 19~22% of extra costs. This study is limited in consideration of environmental factors and carbon trading prices.
In this study, the optimal level of CER issuance price in the energy industry was estimated using a real options considering the uncertainty of emission price. As a result of the analysis, the break-even point for CDM projects in the energy industry registered by UNFCCC from December 2012 to the end of 2021 was 0.64-36.69 euros per ton of CO2 for each individual project. More closely, the emission permit price that reaches the break-even point when NPVw/o CER+ NPVCER ≥ 0 is estimated to be 12.10 euros on average, and the emission permit price that reaches the break-even point when NPVw/o CER + NPVCER ≥ option value is estimated to be 12.63 euros on average. Meanwhile, the option value using real options to reduce business uncertainty is about 19% at the 1-5 euro per ton level, about 11% at the 5-10 euro per ton level, and about 5% at the 10-15 euro per ton level. It was analyzed that there was an effect of increasing emissions prices due to uncertainty reduction. The results of this study may be useful to greenhouse gas reduction project entities, including investors, project operators, and companies with potential mandatory reductions.
This study estimated economic value and benefits of Yongsan National Park, which will be constructed by financial investment of the government and objectively estimated the real value of it by understanding the value of the park from a user's view of the park. For this, the value of Yongsan National Park is divided into using value such as carbon reduction and the function of relieving urban heat island as an environmental material and non-using value based on willingness to pay of the public according to the construction of the park. As a result of the analysis, it was found out that the using value of Yongsan National Park would reach 130 million won up to maximum level of 450 million won per year, and the non-using value was analyzed to be worthy of 2,344 won per capita every month. Besides, economic ripple effect that can be expected in the process of the park construction project was analyzed to be a national policy that creates effect on production inducement of 2.6 trillion won and value added of 809.6 billion won and new jobs for 25,620 persons. Considering the value of Yongsan National Park and the effect of the project based on the result of this study, it was found that it could sufficiently secure the validity of implementing the project compared to the financial investment by the government. Therefore, it must be emphasized that diffusion strategy is necessary for national understanding and for a nation to make it understood its appropriateness widely in respect to the construction of Yongsan National Park for the successful construction of Yongsan National Park and to raise its using value in the future.
This study identified and evaluated conditions for continued participation of private forest owners in forest carbon offset programs. The probability of continuing forest carbon offset projects, which delays greenhouse gas emissions by extending harvesting periods, increases with increasing price of carbon offset credits, public recognition of forest value, and education level. Willingness to Accept (WTA) was estimated using a Multiple Bounded Dichotomous Choice Question, which was 17,039 KRW/tCO2 for extending age to 60 years, and 23,070 KRW/tCO2 for 100 years. The following findings aim to promote participation and supply of carbon offset programs in private forests according to the study outcomes. First, introducing policies supporting private forest owners bearing opportunity costs for avoiding greenhouse gas emissions by postponing timber harvest is needed. Second, educational programs for private forest owners whose awareness of and interests in the public value of forest is necessary. Third, although having participated from the beginning of the offset program, finding ways to lead continuous participation of forest owners who are less likely to accept WTA is also necessary.

The objective of this study was to propose the best methodology for estimating soil organic carbon stocks during environmental assessment for development projects. We compared three methodologies which were developed by Korea Environment Corporation(2010), Korea Forest Research Institute (2006), and Jin-Hyun Jung (1998). We found that the methodology developed by Jin-Hyun Jung (1998) shows the worst performance and the methodology of Korea Forest Research Institute (2006) does not reflect a variety of soil types and land use characteristics shown in development project plans. Therefore, we propose that the methodology developed by Korea Environment Corporation (2010) is the most reasonable one because it is internationally accepted and used for local governments to make the inventory of greenhouse gases as well as to set up its reduction strategy.

Objectives: We analyzed the characteristics of hazardous air pollutants (HAPs) in road tunnels in Seoul. Methods: Particle matter ($PM_{10}$), elemental carbon (EC), organic carbon (OC), and 16 species of polycyclic aromatic hydrocarbons (PAHs) in two road tunnels (NS tunnel and HJ tunnel) were sampled and analyzed from 2007 to 2011. Results: Levels of $PM_{10}$ and carbon ingredients which were mainly emitted from diesel-fueled vehicles showed a declining tendency in both road tunnels. PAHs levels in HJ were declining slightly while PAHs levels in the NS tunnel fluctuated considerably and showed an increasing tendency. Conclusions: These results suggested that the abatement project of diesel vehicle emissions by the Seoul metropolitan government from 2007 has had an impact on the reduction of DVE into the air, though there exist many things to consider for analyses.
$CO_2$ storage is a very important technology for reduction of greenhouse gas emissions and has been considered as almost the only viable and effective option for immediate large-scale $CO_2$ sequestration. Small-scale demonstration project for offshore $CO_2$ storage in the Pohang Basin is the transitional stage R&D program for technological preparation of large-scale $CO_2$ storage project in Korea. Through the extensive exploration research for prospective $CO_2$ storage sites, the offshore strata in the Pohang Basin was recommended for the storage formation of the small-scale demonstration project. The Pohang Offshore Storage Project launched at 2013, and has accomplished the technical demonstration and technological independence in a wide range of $CO_2$ storage technology, such as geophysical exploration, storage site characterization, storage design, offshore platform construction, injection-well drilling and completion, deployment of injection facility, operation of $CO_2$ injection, and $CO_2$ monitoring. The project successfully carried out $CO_2$ test injection in early 2017, and achieved its final goal for technical development and demonstration of $CO_2$ storage in Korea. The realization of $CO_2$ injection in this project is the measurable result and has been recorded as the first success in Korea. The Pohang Offshore Storage Project has a future plan for the continuous operation of $CO_2$ injection and completion of $CO_2$ monitoring system. The project has provided in-house technical and practical expertises, which will be a solid foundation for the commercial-scale $CO_2$ storage business in Korea. Additionally, the project will help to secure national technical competitiveness in growing international technology market for $CO_2$ storage.
