  • As the expansion of road capacity has become impractical in many urban areas, congestion pricing has been widely considered as an effective method to reduce urban traffic congestion in recent years. The principal reason is that the congestion pricing may lead the user equilibrium (UE) flow pattern to system optimum (SO) pattern in road network. In the context of network equilibrium, the link tolls according to the marginal cost pricing principle can user an UE flow to a SO pattern. Thus, the pricing method offers an efficient tool for moving toward system optimal traffic conditions on the network. This paper proposes a continuous network design program (CNDP) in network equilibrium condition, in order to find optimal congestion toll for maximizing net economic benefit (NEB). The model could be formulated as a bi-level program with continuous variable(congestion toll) such that the upper level problem is for maximizing the NEB in elastic demand, while the lower level is for describing route choice of road users. The bi-level CNDP is intrinsically nonlinear, non-convex, and hence it might be difficult to solve. So, we suggest a heuristic solution algorithm, which adopt derivative information of link flow with respect to design parameter, or congestion toll. Two example networks are used for test of the model proposed in the paper.

  • A three-dimensional Galerkin-FEM model which can handle the temporal and spatial variation of density is presented. The hydrostatic approximation is used and density effects are included by means of conservation equation of heat and the equation of state. The finite difference grids are used in the horizontal plane and a set of linear-shape functions is used for the vertical expansion. The similarity transform is introduced to solve resultant matrix equations. The proposed model was first applied to the density-driven circulation in an idealized basin in the presence of the heat exchange between the air and the sea. The advection terms in the momentum equation were ignored, while the convection terms were retained in the heat equation. Coefficients of the vertical eddy viscosity and diffusivity were fixed to be constant. Calculation in a non-rotating idealized basin shows that the difference in heat capacity with depth gives rise to the horizontal gradient of temperature. Consequently, there is a steady new in the upper layer in the direction of increasing depth with compensatory counter flow .in the lower layer. With Coriolis force, geostrophic flow was predominant due to the balance between the pressure gradient and the Coriolis force. As a test in region of irregular topography, the model is applied to the Yellow Sea. Although the resultant flow was very complex, the character of the flow Showed to be geostrophic on the whole.

  • The world has witnessed the dramatic expansion of international construction markets during the last decades, particularly around the developing economies and energy resource-rich countries. However, despite the booming markets, the risks of emerging regions have also increased under the rapidly changing environments confronting the global contractors. Most of all, success in overseas business mainly depends on selecting the right market to enter. Accordingly, the right market selection requires global firms to carefully carry out the scientific market entry decision by evaluating country risks, market prospects, firm's capability, level of competition, and among others. This study aims at developing a market entry model by the use of real option analysis (ROA) and scenario planning, which addresses the corporate strategic flexibility against the uncertainties encompassing the overseas construction markets. Based on the suggested approach, global contractors are expected to make a better decision rather than a typically static approach in pursuing, postponing, or abandoning a prospective market to their capacity with a concurrent consideration of uncertainties as well as its option value.

  • Ad hoc network is infrastructureless network, that the network topology is configured by each node. Each node capacity device function namely, accomplishes a network control and a function of management because not being Network device of the exclusively. Ad hoc networks what kind of node join or leave the network topology to facilitate the expansion of arbitrary topology, to the case which is the distance whose traffic is distant the place must overtake through the route of intermediate nodes, like these facts give an effect to performance fluctuation. Consequently, each node in order to maintain traffic of oneself stably there is a necessity which will consider traffic and congestion control from the node which traffic of a condition and oneself of traffic of the circumference and the route which compose the network will overtake through. This paper assumes the path of the band with a finite resource, and path traffic to occupy the competition and its impact on transmission performance of these competing arguments to configure the model factor to analyse the performance impact on the results presented. Like this result with the fact that from the study, it will contribute in network management policy and the technique.

  • In Korea, the concentration for the use of urban railroads is comparatively high during peak hours. In case of road traffic, overcrowdness leads the increase of total travel time and cost naturally but this does not happen in railroad systems because of fixed operational interval. Thus, passenger's disutility is generated physically and mentally from congestion increment. The increase of railroad capacity from new transit lines and expansion of existed lines contributes traveler's comfort benefits to rising. However, present evaluation guidelines for feasibility studies of road and railroad projects do not include any valuation methodology about passenger's comfort benefits. Therefore, in this research, various factors affecting comfort benefits are reviewed and stated preference survey is performed in order to estimate traveler's comfort benefits for congestion reduction. In addition, willingness to pay for congestion avoidance is calculated from that stated preference survey based on Tobit Model. As a result, detailed unit for willingness to pay according to congestion reduction is proposed in this study.

  • Post-installed anchors were widely used due to its workable benefits. Regarding the resistance performance of anchors, the critical edge distance is presented to minimize the impact of concrete splitting. In the case of actual anchors, however, it is difficult to obtain the ideal edge distance. The purpose of this study is to identify resistance performance and behavior characteristics that contain complex elements such as concrete crack occurring under tensile load. Tensile tests were conducted based on the standard method. Failure shape and the resistance characteristics that do not have the critical edge distance were derived by tensile load. Parametric analysis according to the boundary condition was performed to simulate the actual tensile behavior, through a nonlinear finite element model based on the specimen. Consequently therefore, verifying analysis results the resistance mechanism can be applied through boundary conditions.

  • The expansivity of clayey soils is a complicated phenomenon which may affect the stability of geotechnical structures and geo-environmental projects. In all common factors for the monitoring of soil expansion, less attention is given to anion type of pore space solutions. Therefore, this paper is concerned with the impact of various concentrations of different inorganic salts including NaCl, $Na_2SO_4$, and $Na_2CO_3$ on the macro and microstructure behavior of the expandable smectite clay. Comparison of the responses of the smectite/NaCl and smectite/$Na_2SO_4$ mixtures indicates that the effect of anion valance on the soil engineering properties is not very pronounced, regardless of the electrolyte concentration. However, at presence of carbonate as potential determining ions (PDIs) the swelling power increases up to 1.5 times compared to sulfate or chloride ions. The samples with $Na_2CO_3$ are also more deformable and show lower osmotic compressibility than the other mixtures. This demonstrates that the barrier performance of smectite greatly decreases in case of anions with the non-specific adsorption (e.g., $Cl^-$ and $SO{_4}^{2-}$) as the salinity of solution increases. Based on the results of the X-ray diffraction and sedimentation tests, the high soil volumetric changes upon exposure to carbonate is attributed to an increase in the repulsive forces between smectite basic unit layers due to the PDI effect of $CO{_3}^{2-}$ and increasing the pH level which enhance the buffering capacity of smectite. The study concluded that the nature of anion through its influence on the re-arrangement of soil microstructure and osmotic phenomena governs the hydro-mechanical parameters of expansive clays. It seems not coinciding with the double layer theory of the Gouy-Chapman double layer model.

  • Purpose - The U.S. Trade Preference Expansion Act (TPEA) of 2015 enables the US Department of Commerce (DOC) to inflate dumping margin when the particular market situation (PMS) exists in the exporter's home market. DOC applied PMS provisions to the steel products from Korea. This paper analyzes whether DOC's calculation by using the regression analysis is consistent with WTO rules. Design/methodology - This paper analyzes the PMS application in law and regression analysis that extends the data period from 10 years to 18 years using the same economic model with DOC, and changes the country group according to the quantities of steelmaking capacity. Findings - Results show that DOC's argument conflating the sales-based with cost-based PMS designed to inflate dumping margins might not be consistent with WTO Antidumping Agreement Article 2.2 and 2.2.1.1 in which costs shall normally be calculated on the basis of records kept by the exporter, providing generally accepted accounting principles and reasonably reflection of the costs and PMS that exists in the Korean steel product markets. Even if it will be consistent, DOC's calculated margin by the regression analysis using a 10-year data is a big gap (5 times) compared with an 18-year data projection and different countries' data through the same methodology, which is a huge gap of regression coefficient. It means that dumping margin would be very wide range from 7.8% to 38.54% and unstable to calculate. Inflating dumping margin by DOC using regression analysis would not only be inconsistent with WTO rules, but also projection result is unreliable. Originality/value - Literature papers have mainly analyzed WTO law itself. This paper however, would be the first attempt to analyze the DOC's new way of dumping margin calculation in both manners of law and an empirical methodology perspective at the same time.
