영국 케임브리지 지역혁신정책상의 거버넌스 구조: 혁신주체간 협력관계를 중심으로 (Analysing the Governance of Regional Policies in the UK: Collaborative Relationships between Stakeholders within the Cambridge Technopole)

  • 본 연구는 영국 케임브리지의 테크노폴을 대상으로 하여 지역혁신정책 거버넌스 구조를 분석하였다. 이를 위해 지역 혁신 측면에서 모범적인 사례가 되고 있는 케임브리지 테크노폴을 사례로 지역혁신정책 거버넌스를 분석하기 위하여 Albors et al를 비롯한 여러 연구자들의 연구결과를 응용하여 분석 틀을 설정하였다. 이 분석 틀에 기초하여 국가차원과 지역차원에서 영국 케임브리지 테크노폴의 성장과정에 도입된 혁신정책의 정책목표 및 사업, 혁신주체 및 상호관계, 평가 및 성과 등을 분석하였다. 그 결과, 국가차원에서는 영국 중앙정부가 구매자, 규제자, 지식원천 지원자로서의 역할이 명확하고, 다양한 정부부처의 정책이 DTI를 거쳐서 통합 조정되고 있으며, 개별 중앙부처의 정책들이 지역에 설치되어 있는 특별행정기관에서 조정되고 있는 것으로 평가된다. 지역차원에서 볼 때, 지역혁신정책들을 통합적으로 조정, 집행하는 전담기관(EEDA)이 있기 때문에 멀티거버넌스로 되어 있는 환경에서도 효율적인 업무의 추진이 가능하다. 지역 내에서는 네트워킹 조직들이 다양한 혁신주체들을 공식 비공식적으로 연계시켜 주고 있으며, 이해 관계자들 간 신뢰를 중시하고 있고, 대학의 지식 및 기술 상용화 제도가 정착되어 있는 점이 성공적이라 할 수 있다.

Impact of molybdenum cross sections on FHR analysis

  • A recent benchmarking effort, under the auspices of the Organization for Economic Cooperation and Development (OECD) Nuclear Energy Agency (NEA), has been made to evaluate the current state of modeling and simulation tools available to model fluoride salt-cooled high temperature reactors (FHRs). The FHR benchmarking effort considered in this work consists of several cases evaluating the neutronic parameters of a 2D prismatic FHR fuel assembly model using the participants' choice of simulation tools. Benchmark participants blindly submitted results for comparison with overall good agreement, except for some which significantly differed on cases utilizing a molybdenum-bearing control rod. Participants utilizing more recently updated explicit isotopic cross sections had consistent results, whereas those using elemental molybdenum cross sections observed reactivity differences on the order of thousands of pcm relative to their peers. Through a series of supporting tests, the authors attribute the differences as being nuclear data driven from using older legacy elemental molybdenum cross sections. Quantitative analysis is conducted on the control rod to identify spectral, reaction rate, and cross section phenomena responsible for the observed differences. Results confirm the observed differences are attributable to the use of elemental cross sections which overestimate the reaction rates in strong resonance channels.

  • 이 논문에서는 19세기 초에 영국 케임브리지 대학에서 나타났던 '해석학회'를 중심으로 18세기 후반에서 19세기 전반까지의 영국 수학계의 상황을 살펴볼 것이다. 이를 통해 흔히 매우 새롭고 혁신적인 사건으로 언급되는 해석학회의 등장이 19세기 이전 영국 수학계의 꾸준한 개혁 노력들이 축적된 결과 나타날 수 있었음을 보일 것이다. 그 결과 해석학회의 역할과 의의에 대해 새롭게 이해할 수 있게 될 것이다. 또한 이후 영국에서 해석적 방식이 받아들여졌던 과정과 그 경로를 통해 새로운 해석적 방식이 당시 영국의 독특한 지적, 사회적 상황 속에서 대륙과는 다른 방식으로 발전했던 과정을 이해할 수 있을 것이다.

The Role of Magnetic Topology in the Heating of Active Region Coronal Loops

  • We investigate the evolution of coronal loop emission in the context of the coronal magnetic field topology. New modeling techniques allow us to investigate the magnetic field structure and energy release in active regions (ARs). Using these models and high-resolution multi-wavelength coronal observations from the Transition Region and Coronal Explorer and the X-ray Telescope on Hinode, we are able to establish a relationship between the light curves of coronal loops and their associated magnetic topologies for NOAA AR 10963. We examine loops that show both transient and steady emission, and we find that loops that show many transient brightenings are located in domains associated with a high number of separators. This topology provides an environment for continual impulsive heating events through magnetic reconnection at the separators. A loop with relatively constant X-ray and EUV emission, on the other hand, is located in domains that are not associated with separators. This result implies that larger-scale magnetic field reconnections are not involved in heating plasma in these regions, and the heating in these loops must come from another mechanism, such as smallscale reconnections (i.e., nanoflares) or wave heating. Additionally, we find that loops that undergo repeated transient brightenings are associated with separators that have enhanced free energy. In contrast, we find one case of an isolated transient brightening that seems to be associated with separators with a smaller free energy.

A comparative study of numerical methods for fluid structure interaction analysis in long-span bridge design

  • Both a Finite Volume and a Discrete Vortex technique to solve the unsteady Navier-Stokes equations have been employed to study the air flow around long-span bridge decks. The implementation and calibration of both methods is described alongside a quasi-3D extension added to the DVM solver. Applications to the wind engineering of bridge decks include flow simulations at different angles of attack, calculation of aerodynamic derivatives and fluid-structure interaction analyses. These are being presented and their specific features described. If a numerical method shall be employed in a practical design environment, it is judged not only by its accuracy but also by factors like versatility, computational cost and ease of use. Conclusions are drawn from the analyses to address the question of whether computer simulations can be practical design tools for the wind engineering of bridge decks.

Fabrication and packaging techniques for the application of MEMS strain sensors to wireless crack monitoring in ageing civil infrastructures

  • We report on the development of a new technology for the fabrication of Micro-Electro-Mechanical-System (MEMS) strain sensors to realize a novel type of crackmeter for health monitoring of ageing civil infrastructures. The fabrication of micromachined silicon MEMS sensors based on a Silicon On Insulator (SOI) technology, designed according to a Double Ended Tuning Fork (DETF) geometry is presented, using a novel process which includes a gap narrowing procedure suitable to fabricate sensors with low motional resistance. In order to employ these sensors for crack monitoring, techniques suited for bonding the MEMS sensors on a steel surface ensuring good strain transfer from steel to silicon and a packaging technique for the bonded sensors are proposed, conceived for realizing a low-power crackmeter for ageing infrastructure monitoring. Moreover, the design of a possible crackmeter geometry suited for detection of crack contraction and expansion with a resolution of $10{\mu}m$ and very low power consumption requirements (potentially suitable for wireless operation) is presented. In these sensors, the small crackmeter range for the first field use is related to long-term observation on existing cracks in underground tunnel test sections.
