The information system fields of spatial applications have rapidly grown during the last decade in Korea. Spatial data has been produced for a variety of systems without common standards until national GIS Committee defined the data exchange formats among spatial databases in the middle of 1990's. It aimed at promoting data sharing between the different systems in similar application fields. However, a considerable number of databases built prior to the introduction of the standards are not yet standard compliant but still play the roles of the main producers/consumers in the data collection field such as early developed huge AM/FM systems maintained by governmental organizations. The strong autonomy of these databases keeps their own data models, formats and descriptions from being standardized, which leads the sharing to a more difficult stage. Sharing is another way of data acquisition with least efforts and time away from direct collection. A data clearinghouse is the core module which directs users to the relevant data resources. The contents of datasets should be described with predefined metadata standards for precise indexing. Moreover, a number of technical problems have to be resolved for the common use of data between heterogeneous spatial database systems. However, the technical issues can be covered by the present information technologies. The difficulties persist in the political/institutional issues. Institutional issues are derived from the diverse sources such as political background, governmental policies, related laws and/or regulations. The paper will firstly make an analysis of current situation in terms of Korean policies, laws and regulations, secondly abstract the institutional issues from the situation analysis, lastly present guidelines for promoting spatial data sharing in Korea.

In this paper, we propose a method to analyze M:N corresponding relations in semantic matching, especially focusing on feature class matching. Similarities between any class pairs are measured by spatial objects which coexist in the class pairs, and corresponding classes are obtained by clustering with these pairwise similarities. We applied a graph embedding method, which constructs a global configuration of each class in a low-dimensional Euclidean space while preserving the above pairwise similarities, so that the distances between the embedded classes are proportional to the overall degree of similarity on the edge paths in the graph. Thus, the clustering problem could be solved by employing a general clustering algorithm with the embedded coordinates. We applied the proposed method to polygon object layers in a topographic map and land parcel categories in a cadastral map of Suwon area and evaluated the results. F-measures of the detected class pairs were analyzed to validate the results. And some class pairs which would not detected by analysis on nominal class names were detected by the proposed method.

The purpose of this study is to research into a method of selecting the subject parcel with a change in the category of land given surveying the land alteration state focusing on the present state of road in the government-owned and public land by using the fuzzy membership function and GIS spatial analysis. It selected the old town center of Incheon Jung-gu, and the new downtown & the forest land of Gyeyang-gu as the research subject region, and carried out GIS spatial analysis on a serial cadastral map, urban planning road layer of Korea Land Information System, practical width of road layer of Road Name Address Management System & cadastral data base, and then calculated the suitable index for the subject parcel with a change in the category of land by using the fuzzy membership function with having the critical value as the area ratio of each parcel on a serial cadastral map that was incorporated into road layer or practical width of road layer. It finally selected the parcel, which is different in land category from the real land usage, as the final subject parcel for altering land category, by using the screen of visualizing the suitable index and the aerial ortho photograph. As a result of the final selection, the fuzzy GIS spatial analysis method, which was suggested in this study, is judged to be efficient in the selection period and the methodology compared to the existing manual method. It could be confirmed to be more suitable method for downtown than forest land and for the new downtown than the old town center.

These days, we can't confirm cadastre information about stereoscopic digital map that was consist of 2 dimensions and more difficult to understand of detailed parcel boundary, area, land using for 3 dimensions. An each local government providing three-dimensional that are connected to an aerial photograph with cadastre maps. Satisfaction is high for citizens but, this service additional cost for purchase of an aerial photograph order to provide of it. So far, in various ways are under study about three dimensions using Google Earth which is possible to provides 3 dimensional information by real time for individual parcel situation. The purpose of this study was analyzed an accuracy of overlapping between cadstre maps and an image on Google Earth Web in the each different coordinates system. Also, this paper could be provided for use possibility of 3 dimensions information service with an indicator of using or a guideline of direction for local government which provide 3 dimensions information oneday.

The classical RTK System requires that GPS data is transmitted from a single reference receiver to one or more roving units. But its error increase due to distance between reference and rover. VRS(Virtual Reference Station) system, a network of reference stations can be used to isolate the components of these systematic errors and use the resultant corrections to create Virtual Reference Stations at any location within the network. Use of a VRS significantly reduces the effects of systematic errors and improved accuracy. In this study, Network-RTK survey using VRS serviced by NGII(National Geographic Information Institute) was performed and the results were compared with results of total station surveying and notified coordinates of cadastral control points for utilization assessment of VRS.

The investigation of land characteristics is an important task for the calculation of officially land prices and standard comparison table of land price. Therefore, it should be done objectively and consistently. However, the current investigation system is mainly done by researcher's subjective judgment. Therefore, the objectivity and consistency of this investigation is not guaranteed and questionable. In this study, we first defined the problem by analyzing the current land topography investigation method. In addition, in order to investigate the land topography, the geometry of the parcel is quantified by spatial information and applied to the decision tree based method(C4.5) to produce the final result. This study intended to extract the parcel characteristics data of the topographic by the use of spatial information and to apply the information to the C4.5, there by suggesting a method for addressing the problems. The findings showed approximately 93.5% between the results of topography classification estimated with rules learned by C4.5.

In the digital mapping for data base contruction, the positional information is used as an important tool in LIS/GIS(Land Information System/Geographic Information System) that is used for a facility management, urban/cadastral management as well as in spatial analysis. In this paper, for an error analysis of X, Y coordinates data on digital map, test area was classified by topography, density, and slope. The coordinates on topographic map were assumed as true values and they were compared with the coordinates on digital map. A result of the numerical test show that a vector data of line type had more gross error than vector data of polygon type. And, SME(stanadrd mean error) of urban or intermountain area had small values compared to that of suburban area in topography analysis. The SME of dense and middle zone had small values compared to that of loose zone in density analysis. In another slope analysis. the SME of steep of gentle slope had small values compared to that of flatland.

The aim of this paper is to propose the technique of the two dimensional geodetic coordinates conversion between WGS84 and Bessel spheroids by the two-dimensional affine transformation modeling based on the UTM plane coordinates without the local geoid model which is essential to three dimensional coordinates conversion. Area of approximately $25\times{11}$ square km in the city of Inchon was selected as the test area. The transformation parameters were determined using the eleven triangulation control points in test area. And then, those paraneters were applied to the fifteen cadastral control points which selected as checking points for precision checking of transformation parameters. The average and standard deviations of the absolute values of the conversion residuals of checking points in latitude/longitude and N/E(UTM) and/or x/y(TM) are $\pm0.006"$$\pm0.013"$ and $\pm{17cm/}\pm{30cm}$ respectively. Also, coefficients for 7-parameters, 3-parameters and UTM model transformation computed according as sizes of transformed area, and then the transformed characteristics of checking points according to transformation methods analyzed synthetically.hetically.

International Standard Organization for Standardization Technical Committee 211(ISO TC 211) aims to define and develop standards for information concerning objects or phenomena that are directly or indirectly associated with a location relative to the Earth. ISO TC 211 is working with LADM as a new project based on the existing research which is CCDM. Land Administration Domain Model is, as a international standard model, mainly connected to administration law, spatial surveying components related to cadastre all over the world and provides an extensive basis for an efficient and effective land administration system to avoid reinvention and re-implemention. Further, LADM helps to communicate land information both within a country and between different countries. This study introduces what LADM is and researches how to adopt administration law, spatial surveying components of LADM for Korea Land Information System(KLIS).
