Detecting Uncertain Boundary Algorithm using Constrained Delaunay Triangulation (제한된 델로네 삼각분할을 이용한 공간 불확실한 영역 탐색 기법)

  • Cadastral parcel objects as polygons are fundamental dataset which represent land administration and management of the real world. Thus it is necessary to assure topological seamlessness of cadastral datasets which means no overlaps or gaps between adjacent parcels. However, the problem of overlaps or gaps are frequently found due to non-coinciding edges between adjacent parcels. These erroneous edges are called uncertain edges, and polygons containing at least one uncertain edge are called uncertain polygons. In this paper, we proposed a new algorithm to efficiently search parcels of uncertain polygons between two adjacent cadastral datasets. The algorithm first selects points and polylines around adjacent datasets. Then the Constrained Delaunay Triangulation (CDT) is applied to extract triangles. These triangles are tagged by the number of the original cadastral datasets which intersected with the triangles. If the tagging value is zero, the area of triangles mean gaps, meanwhile, the value is two, the area means overlaps. Merging these triangles with the same tagging values according to adjacency analysis, uncertain edges and uncertain polygons could be found. We have performed experimental application of this automated derivation of partitioned boundary from a real land-cadastral dataset.

Accuracy Analysis of Aerial Photogrammetry for Digital Cadastral Map (수치지적도화를 위한 항공사진측량의 정확도 분석)

  • Recently, many studies have been conducted to utilize the digital aerial photogrammetry method in the field of cadastral surveying. The representative models of digital cameras currently used for aerial photogrammetry are classified into line-type and convex-type cameras, so the representative models were selected and analyzed. The purpose of this study was to analyze whether the accuracy suggested by the cadastral survey enforcement rules was satisfied by comparing the orthogonal and ortho image performance. As a result, there were some representative false points that exceeded the acceptable range, but the results extracted from most of the images were shown to satisfy the acceptable range. Therefore, it can be said that the application of digital aerial photogrammetry to the cadastral field in the technical aspect has sufficient potential.

Map registration of building construction plan drawing with shape matching of cadastral parcel polygon (필지 객체의 형상 정합을 이용한 건물 설계도면의 좌표 등록)

  • This study proposed a map registration method of a building construction plan drawing with shape matching of cadastral parcel polygon. In general, the drawing contains information about a building boundary and a cadastral parcel boundary. The shape of this cadastral parcel boundary should be same as that of the corresponding parcel polygon object in the KLIS continuous cadastral map. Thus, shape matching between two parcel boundary polygons from the drawing and cadastral map could present transformation parameters. Translation and scaling amounts could be obtained by difference of centroid coordinates and area ratio of the polygons, respectively. Rotation amount could be obtained by the rotation that presents the minimum Turning function dissimilarity of the polygons. The proposed method was applied for building construction plan drawings in eAIS for an urban area in Suwon. To assess positional accuracy of map registration, building polygons in registered drawings and aerial photos were compared. According to the accuracy of the cadastral map which is the reference dataset of the proposed method, the RMSE of corresponding buildings' corners was 0.95m and 2.37m in new and old urban areas, respectively.

  • As the necessity of land information has increased according to development of computer and Information-communication, people have been interested in the satellite measurement system that can update Cadastral and Geographical information rapidly and exactly. Most Cadastral base points which had limitation of measurement technology in the 1910s were less accurate and were destroyed through the Korean War. They also many problems in the process of reinstallation. So, they require the quick and correct method of measurement in re-equipment of a base point and a parcel based survey and so on. This study intends to present the GPS survey direction by understanding and analysing all sorts of problems rising in case of applying the GPS to cadastral area in order to increase the efficiency of the GPS measurement, and also develop the GPS kinematic survey program to apply to the efficiency of a kinematic survey. As a result of research, I could confirm the accuracy of Cadastral base points in Kwangju area by using Korea GPS array and a base point, and could get the result similar to existent cadastral survey result with the coordinate conversion program of Cadastral technology research institute. We however have to pay our attention to the transformation of the plane coordinates because the difference between tens of cm and the existing result can outbreak according to the Gauss conformal double projection method. And, I could figure out the practicality of the developed GPS kinematic survey program, compared with common use program. I expect that it can be applied to the digital cadastral survey and the cadastral map renewal as well.

Accuracy Analysis of Cadastral Control Point and Parcel Boundary Point by Flight Altitude Using UAV (UAV를 활용한 비행고도별 지적기준점 및 필지경계점 정확도 분석)

  • In this study was classified the cadastral control points and parcel boundary points into 40m, 100m by flight altitude of UAV (Unmanned Aerial Vehicle) which compared the coordinates extracted from the orthophoto with the parcel boundary point coordinates by GNSS (Global Navigation Satellite System) ground survey. As a results of this study, first, in the spatial resolution analysis that the average error of the orthoimage by flight altitude were 0.024m at 40m, and 0.034m at 100m which were higher 40m than 100m for spatial resolution of orthophotos and position accuracy. Second, in order to analyze the accuracy of image recognition by airmark of flight altitude that was divided into three cases of nothing, green, and red of RMSE (Root Mean Square Error) were X=0.039m, Y=0.019m and Z=0.055m, the highest accuracy. Third, the result of the comparison between orthophotos and field survey results that showed the total RMSE error of the cadastral control points were X=0.029m, Y=0.028m, H=0.051m, and the parcel boundary points were X=0.041m, Y=0.030m. In conclusion, based on the results of this study, it is expected that if the average error of flight altitude is limited to less than 0.05m in the legal regulations related to orthophotos for cadastral surveying, it will be an economical and efficient method for cadastral survey as well as spatial information acquisition.

  • Digital mapping project of topographic map was conducted according to the master plan for the development of the National Geographic Information System, to manage national geo-spatial information efficiently in rapidly changing information technology society. It needed to correct and supplement digital map because of time pressure, sudden urbanization and users'need. In this study, after the framework data of thematic map was given a definition based on data model of National Base Map, data model of topographic-cadastral map was presented. Also data format and meta data suited to presented data model of topographic-cadastral map were presented so that they could be used in various fields.

  • The existing calculation methods of the cadastral traverse survey was established in 1910s and are mostly outdated. The quality of these methods are not adequate to satisfy today's surveyor's needs that use a simple calculation method to distribute the error values. Thus, the main objective of this research is to find a methodology for appropriate calculation methods of the cadastral traverse survey that uses the general least square adjustment method with weight. Consequently, least square adjustment method has a better result than the previous one.

A Study on the Problems and Improvements of the Area Error Formula in Cadastral Surveying (지적측량의 면적오차 계산공식에 대한 문제점 및 개선방안 고찰)

  • Based on the general formula for the area error of a polygon and rectangular parcel, the constant term 0.0262 × M (scale denominator) of the area error calculation formula prescribed by the Enforcement Decree was analyzed. As a result, it is found that the formula appropriately reflects the characteristics of the graphical surveying as a typical rectangular parcel model, but quantitatively allows a relatively large area error. In addition, it is found that, even if the area is the same, 50% more area error than a square parcel could be calculated depending on the shape of the parcel, and that the allowable area error should be different when dividing a parcel. Based on the analysis, furthermore, this study shows a solution that can solve the problems at once from the point of cadastral surveying. These are, the problem of reflecting the accuracy of the surveying, the problem of reflecting the size and shape of the parcel, and the problem whether a single area error formula can be used without having to distinguish between graphical and numerical surveyings. The new formula that solves these problems will bring about improvements in many related factors and promote the development of digital cadastral system.

  • In this study, we investigated 3 methods for precise registration of buildings into LIS. They are : 1. using digital topographic maps, 2. using registered building maps, 3. cadastral surveyings on sites. The first method was found that it hardly met required precision, and the second one was also lack of precision because of unmatched actual buildings with registered ones and many unregistered buildings. The last method produced the most precise results, although it required laborious cadastral surveyings on sites. Considering the importance of building registration as it shows the ownerships of properties, the third method was thought to be desirable.

  • Cadastral spatial information closely related to ownership of people is potentially very valuable information. As 3D cadastre has been actively discussed to reflect realistic living territory and legal relationship in recent years, it is highly expected to be created added value before long using that information. However, in aspect of visualization that performs an important function for decision making by facilitating intuitive thinking about spatial information, systematic solution has not been suggested to visualize the cadastral spatial information on a map with existing 3D spatial information. For that reason, in this paper, visualization method was proposed to integrate the cadastral spatial information with the existing information effectively. Requirements for 3D cadastral spatial information system were drawn based on literature review, and then specific visualization method was established by constructing user scenarios. Research results of this paper are highly expected to be applied to the integration work with the existing 3D information on a spatial information open platform.
