  • At present, the cadastral field, with the conversion into digital cadastral map management system, not the existing cadastral map management system, has gone through a lot of changes, such as the market opening of cadastral surveying and overseas launching of a cadastral field. Such an environmental change has brought on a lot of advantages, such as improvement in accuracy of surveying, efficient management system, and reinforcement of competitive power in cadastral surveying. However, the conversion into the advanced cadastral management system serves to relatively heightening the possibility of outflow of cadastral information and its technology in comparison with in the past. This research, with the aim to cope with indiscriminate outflow of cadastral technology, is aimed at suggesting the plan for the prevention of outflow of cadastral technique and its protection after examining and considering the contents of environmental changes in the currently going cadastral field.

A Plan for Applying Cadastral Record to the Transformation of Cadastral Coordinates into the World Geodetic System (지적좌표 세계측지계 변환성과의 지적공부 적용 및 활용 방안)

  • In this study, from a long-term perspective, we tried to find and present a plan to apply the results of transformation of cadastral coordinates to the world geodetic system in stages for cadastral records of graphical and digital cadastral area. There was a case where the difference in area before and after the transformation occurred irregularly in the transformation result of the cadastral coordinate system currently being promoted. In addition, it was found that transformation errors in cadastral non-coincidence areas occurred accumulatively, and the period for acquiring world geodetic results for cadastral reference points was insufficient. In order to solve this problem, the study proposed a plan to provide spatial information and related fields through advancement of continuous cadastral maps, etc. for maps that have been primarily transformed by the end of 2020. In addition, the maps used for cadastral surveying purposes were presented in the direction of applying them to cadastral records in numerical form in the long term to conform to the characteristics of graphical and digital cadastral area. It is expected that more stable cadastral record will be reflected by applying the world coordinate transformation performance by dividing the graphical and digital cadastral area.

  • The current cadastral business is being operated by conversion to a digital cadastral management system through computerized registers (land register and forest land register) and maps (cadastral map and forest cadastral map). Digital surveying methods, such as GPS surveying and electronic plane table surveying, are also used for cadastral surveying. At present, fees for cadastral surveying are calculated based on a standard pursuant to the Construction Standard Production Unit System and an announcement by the Ministry of Land, Infrastructure, and Transportation. In many cases, however, the cadastral surveying fee system announced at present fail to apply the digitalized environment depending on the item. This study sought to analyze the cadastral surveying fee system that requires improvement in the rapidly changing digital cadastral management environment, and to prepare a basis to establish a cadastral surveying fee system suitable to the digital environment by suggesting an improvement method for such system. As a result of the study, the following suggestions were made: a method of changing to terms suitable to the digital environment based on the current status analysis; preparation of a new estimation system regarding new estimation items; and re-survey of an estimation system of cadastral confirmation survey and preparation of an estimation system.

  • Land is the only immovable property that can be used, as a means for agricultural production as well as a means for mortgage for financing industrial or commercial enterprises. Spatial technologies play a key role in managing our land, water and natural resources. Cadastral data is a major component for the development of Land Information System. Therefore, systematic land registration system based on accurate and scientific cadastral map are found inevitable for poverty alleviation, good governance and women empowerment through security of their rights on property, as well as the planning and development of a sustainable environmental protection within Metropolitan city. Digital cadastral parcel is the fundamental spatial unit on which database is designed, created, maintained and operated. Availability of accurate and updated cadastral maps is a primary requisite for successful planning, policy formulating and maintenance of city utility services, which need cadastral and utility information together. Flawed cadastral maps can put land, revenue and taxation system at stake. Kathmandu the capital city of Nepal still is lacking utility maps combining cadastral information with the utility. There is an urgent need to have an effective, accurate and easy to access land revenue and utility services system within the urban areas which could be achieved after the production of reliable base maps and land registration system to guarantee land allocation and property rights which can well be achieved by digital conversion and correction of base cadastral maps. This paper highlights the drawbacks of the conventional cadastral maps and the possible advantages of digital cadastral maps over these. Also the problems, issues and implications during digital conversion and creating database of the same will be discussed.

Development of Cadastral Data Model based on LADM to Manage Cadastre Survey Results in Korea

  • To solve the inconsistencies between realistic boundaries and the cadastral record boundaries, the cadastral resurvey project has been funded by a large budget since 2012 and executed over a long period of time until 2030. However, if the causes of inconsistencies are not analyzed and addressed, these inconsistencies could possibly reoccur. Even though the causes of inconsistencies can be defined in several aspects, including regulations, surveying methods, and management of cadastre maps or survey results, and so on, this study focuses on analyzing the inconsistency problems in the management of cadastre maps or survey results. In order to resolve the problems in inconsistencies between the cadastre maps and survey results, the study proposes to develop the cadastre data model based on LADM (Land Administration Domain Model) to manage the cadastre maps and survey results in better ways. In order to proposed the Cadastre Data Model, we analyzed the cadastre management system implemented in Korea and identified requirements to resolve the problems in inconsistencies, which are considered in the proposed data model as follows: 1) cadastral management system based on individual parcels, 2) synthesis of a realistic boundary and cadastral record boundary, 3) management of official and sharing reference data, 4) consistent management of survey results and parcel boundaries, 5) temporal managements of parcel boundaries. In the end, this study proposes a cadastral data model based on the LADM to integrate and manage the cadastral surveying results of the new cadastral management system.

  • This study presents a plan to develop a integrated management system for data survey of cadastral surveying to efficiently manage and research cadastral survey data. As a result of analysis of the existing cadastral survey data used to evaluate efficiency of the developed integrated cadastral survey data management system, it was shown that data survey time can be reduced by approximately half.

  • The introduction of a world geodetic system for cadastral survey will be started the enactment of the law on survey, hydro-graphical examination and cadastre. However, the cadastral control points are not homogeneous and correspond with national control points because of various reasons. To cope with this problem, the 1,600 high accurate control points, which can be interlocked with national GPS control points, has selected from existing 20,000 cadastral control points. These selected control points were calculated as an accurate world geodetic system and it makes a homogeneous cadastral survey network. Through these measures, for the future carrying out national project, this study will be effectively contributed to establish the cadastral infrastructures for the Korea cadastral reform project.

  • The cadastral system of our country is same as Japanese 2D-cadastral system. Recently, not only surface but ground and underground is became the developable space, so today the management of cadastre becomes more difficult to preserve each ownership of properties and to manage the nation lade efficiently. Consequently, we are in need of the 3D-cadastral information system for handle with whole cadastre information. In this paper, we propose the efficiently registrating strategies and more stabile construction technique for the 3D-cadastral information system.

  • The paper reviews the adoption of ISO 19152, Land Administration Domain Model (LADM) for the enhancement of the current Mongolian cadastral system. It can be said that the current cadastral system is developed for the pure purpose of land registration. There is a need for a comprehensive data model for not only this reason but also reflecting the current problems in the Mongolian cadastral system. The LADM was published by the International Organization for Standardization later in 2012 as an International Standard for modeling cadastral and land administration information for the purpose of providing a common vocabulary(ontology) and efficient system development. This study examined possibilities of adopting the LADM to the cadastral system for Mongolia focused on Land Manager system. Data model of the Land Manager was examined against the corresponding LADM classes and as a result, gaps between each data model have been drawn. Lastly we proposed the LADM-based new data model for Mongolian cadastral system ensuring that the current problems be reflected.

Development of Mobile Application for Cadastre Information Service (지적정보 서비스 모바일 애플리케이션 개발)

  • This study developed a mobile application system for serving cadastral information needed to propel diverse cadastral works including cadastral resurvey efficiently. First, BlackPoint-Xr was selected as a spatial client engine to embody the cadastral information system based on mobile device including smart phone and tablet PC. The mobile cadastral information system contains functions such as finding location with GPS based on spatial information such as aerial photo, cadastral map, administrative map, and digital map, parcel search with address and lot number, finding land register including land address, the classification of land, and land price. Especially, this study developed functions which can analyze the measurement of distance, area, slope and cross-section elevation of land to apply construction work and land maintenance project. This system can support efficiently cadastral work and construction project by serving diverse cadastral information to users in field and can be also applied to the field of digital cadastral information.
