Accuracy Evaluation of Reflective Sheet Target Total Station for Applying in Cadastral Resurvey (지적재조사 측량에 적용을 위한 반사시트 타깃 토털스테이션 측량의 정확도 평가)

  • In this research, we would try to evaluate the applicability in cadastral resurvey surveying by analysing the accuracy of building boundary surveying using the reflective sheet total station surveying. When we analyse it, we refer the reflective sheet which can supplement not only the difficulties of total station surveying and GPS surveying caused by the diversity of the building structure but also the errors of non prism total station caused by material of the object. Each reflected angles $90^{\circ}$ and $60^{\circ}$, $30^{\circ}$ of RMSE results were analyzed by RMSE between 1.2mm~2.8mm and 2.2mm~4.0mm, 2.5mm~4.4mm for each distance. The result of X RMSE was analyzed to be 0.0043m in a boundary surveying for existing building between prism surveying and reflective sheet surveying, and also Y RMSE was 0.038m. The source of error is estimated that the body of the prism can not be exactly attached to the edge of a building. Therefore, it will be very helpful to use a reflective sheet surveying with a prism in both the limit of collimation and error reductions as a building boundary measurement in cadastral resurvey surveying.

A Study on the Improvement of Efficient Execution System for Cadastral Resurvey Project (지적재조사사업의 효율적인 추진체계 개선에 관한 연구)

  • Recently there are growing arguments about the needs to improve Cadastral Resurvey Projects more efficiently and rationally since the projects have realistically started. This study aims to analysis some problems of the projects and finds out the solutions. With this purpose, we have surveyed some literatures related to the demonstration projects, and then have examined some similar domestic urban development projects and international Cadastral Resurvey Projects in order to apply their appropriate tools to the present or future projects. Generally the execution process of Cadastral Resurvey Projects has four steps and this study arranges the main problems in each steps. In the result it suggests that some improvements should change as the followings. (1) It is more effective to take planning-based approach than project-based one. (2) The project boundary needs to be decided with the rectangular patterns not the irregular ones for the efficient project. (3) The adjusting the current baseline of agreement should be reconsidered because too high baseline may make the project difficult to progress. (4) Not only systematical public relations to promote the projects but also a variety of incentives to induce the public participations is very important to solve the problems of involvement. (5) Institutional tools for collaborate planning is also desirable to solve the conflicts among stakeholders rationally and effectively.

The Analysis of the Coastline Data Registered in Cadastral Records (해안토지의 지적공부등록실태 연구)

  • Recently the coast is an important area in terms of spatial land use and natural environment conservation such as the expansion of a national land and the development of a coastal industrial zone in Korea. We can not provide a proper solution for a boundary determination raised by a land ownership dispute due to the insufficient coast land registration. We observed the status of the coast land registration and analyzed the problem through the investigation of the difference between a land title and a coast land in the study area. We selected the west coast with the big difference between the ebb and flow of the tide as the study area from a paper review, compared a cadastral line with a coast line and suggested a good guideline to solve the problem through understanding the status of the coast land title registration in Korea.

Accuracy Evaluation of Boundary corner point using VRS GPS (VRS GPS을 이용한 필계점의 정확도 평가)

  • The accuracy of RTK GPS is limited by the distance dependent errors from orbit, ionosphere and troposphere, as the distance between the rover and the base station increases in the Real Time Kinematic surveying. To solve this problem, VRS system has installed. This study would estimated the accuracy of cadastral detail surveying, which is used on the VRS RTK instead of Total Station and RTK GPS demand for various equipments and time. As a result of study, the positioning accuracy of the VRS RTK and RTK GPS surveying make no greate difference, as RMSE of VRS RTK surveying is 0.144m and that of RTK GPS surveying is 0.146m and the new method would be more efficient.

  • It is crucial that we should set proper standards capable of efficiently handling new corrections of maps, connections of edges on the maps, administrative districts, and inter-scale connections in order to make serial cadastral maps. This study drew a two dimensional Parameter using an indent point, as a Review Control Point, on forest screening line or boundary line of administrative district. The study also introduced a few different transformations such as Affine Transformation, N-Degree Polynomial Transformation, and Projective Transformation, the two dimensional transformation methods to apply them to the connection of cadastal·forestry maps and the connection of parcels between the administrative districts, on the forestry map designed by discretionary edges on the maps per district unit with parcel numbers and tried to apply the coordinates transformation method to connections of maps to make serial cadastral maps.

A Study on the Framing Plan of Boundary Point Record Book Based on Parcel Boundary Point (필지경계점 중심의 경계점등록부 작성 방안)

  • This research inquired problems that appeared in the previous boundary point coordinates record book, boundary point cover record book, and ground boundary point record book. Also, we suggested the framing plan and based on the boundary point record book for the registration and management of boundary point of cadastral resurvey upon completion on record book. In fact, the outlines of result could be organized into three following points; Firstly, a quick survey can be possible, as reference points for the present situation were available to be checked right away due to unify and manage the boundary point at the record book, even if at the field without the location explanation drawings of boundary points. Secondly, continuous managing of boundary points is possible, since recording the boundary points book with a parcel boundary point, as a unit, make it easily monitoring the formation, critical situation, and extinction of boundary point. Thirdly, the boundary point could be maintained at the boundary points at location, coinciding with geographic features by requesting boundary changes at the time of completion, although it has been made at when the location explanation drawing is made.

  • In this paper, development of automation system for real time cadastral surveying and mapping is studied. This system is composed of interface between pc and GPS receiver, input-output-store of positioning information by RTK-GPS surveying. Also coordinates of surveying is displayed on CAD. As a results of this application on the field, transformed coordinates of points are displayed on the map at the real time as surveying. This system is applied to construct coordinate information for a parcel of land, and this could be specially used to realize the information of boundary points in the field.

  • 지적정보가 미래에 펼쳐질 유비쿼터스 환경에서의 기반 자료라는 측면에서 본다면, 무한한 부가가치를 창출하기 위해서는 새로운 위치 표현, 새로운 좌표 체계 그리고 좌표 관리의 현대화는 필수적이다. 따라서 유비쿼터스 시대를 대비한 지적정보 표현 방안에 대하여 연구를 진행하였다. 본 연구에서는 유비쿼터스 환경하에서의 지적필지경계 표현 및 관리를 위하여 필지경계를 현지에서 확인하고 복원할 수 있는 방안을 고찰하였다. 또한 필지별 경계 좌표 표시 및 필지정보 현장 보관 방법을 제시하기 위한 연구도 진행하였다. 그리고 제안한 새로운 좌표계 타당성에 대하여 분석을 진행하였다. 그리고 미래의 지적관리가 더욱 효율적이고 지능화된 관리를 진행할 수 있도록 유비쿼터스 기반 기술인 RFID를 지적필지경계 관리에 적용하는 방안을 제시하였다.

  • It is the present situation that the relevant data with the compensation and payment is filed and managed in the form of document or Excell. In case of the large volume dam construction, the management of the data about the sinking areas is conducted inefficiently in view of time management and economy through using the administrative manpower and data formating manpower. There is also problem about where and how to keep the data owing to the enormous data. As a result of the raised questions, through constructing the system which is linked with the location information and property information which is relevant to the compensation to increase the applying value of the information about the compensation and apply document management system to the geographic information system, the management system through computerizing for searching the uncompensated areas in appropriate areas and compensation information in the compensated areas is projected. Through constructing geographic information system, it is expected to create various information effects, using the function of the necessary area search for the boundary survey, actual condition survey, uncompensated area search, and re-compensated area search.

Land Category Non-coincidence Measurements Using High Resolution Satellite Images and Digital Topographic Maps (고해상도 위성영상과 수치지형도를 이용한 지목 불부합의 정도 측정)

  • Basically a land parcel consists of a land parcel number, land category, land boundary and area, and land value is mostly determined by the land category. Generally people want to change their land use to increase their land value so that they can expect more benefits from the land. However, changing land use causes several problems with land properties, haphazard urban expansions and land category non-coincidences. Unfortunately, no effective solutions exist for land category non-coincidence problems. In this study, we proposed a methodology that can classify the land category based land covers using high resolution satellite images and digital topographic maps. For this, we obtained a parcel based land use/cover classification map. Using both this classification map and a digital cadastral map, we inspected land category non-coincidences. As a result, land category non-coincidence rates could be statistically measured and interpreted and demonstrate a possibility that we could quantitatively interpretate and measure cadastral non-coincidence automatically.
